Institute, Kolkata invites sealed tenders from reputed concerns for providing House-keeping,
Cleaning, Maintenance, Reception Desk and Hostel Attendant se rvices for its Office s ituated at

2. The Tender documents can be collected from this office on all working days between
10.00 am to 5.00 pm till 21.04.2016 on payment ofRs. 2001- by Demand Draft/Banker' s Cheque
drawn on any Scheduled Bank in favour of the Zonal Accounts Officer (CBDT), Kolkata. The

SECTION J
TENDER FOR HOUSE KEEPING AND RELATED SERVICES
Additional Director General (RTI ) invites sealed quotations from experienced and reputed concerns engaged in providing hou se-keeping, cleaning, maintenance, reception desk & hoste l
attendant services on monthly contract basis to DTRTI building, Kolkata at 110, Shantipally, EM
Bypass, Kolkata-700 I 07 for the period of one year from the date of Award of the contract. The
above sa id office premises is having I, I 0,000 sq. ft. area approximately, distributed in Ground
plus ten floors (Groun d, First. Second, Third . Fourth. Fifth, Sixth, Seventh , Eighth , Ninth and Tenth floors) and have around 100 toilets and the area s urrounding the building complex.
ELIGIBILITY CONDITIONS
I. The bidder should have a minimum turnover of Rs. I crore during the last two Financial Years ie. , 2014-15 and 2013-14.
2. The bidder shall clearly mention the name and address of the concern (With Tel. No. Fax and E- mail ).
3. The bidder shall give the name and address of the proprietor/ Partners/Directors (with Mob
No.).
4. The bidder sha ll mention the name of contact person (s) with Mobile No.
5. The bidder should have minimum experience of two years in providing s imilar services
(supporting documents to be enclosed).
6. The bidder shou ld enclose the list of (minimum ) three clients along with copies of work
orders from the cl ients.
7. The bidder should have a valid PAN and copy of the same has to be enclosed.
8. The bidder should mention the Service Tax Registration No. if available or evidence of
having applied for the Service Tax Regi stration No.
9. The bidder shall provide the detail of registration with the PF authority and ESI authorities if
already reg istered or evidence of applying for reg istration shall be enclosed.
10. Detail of cost of application end EMD (D D/ Bankers Cheque No. Date and Bonk) shall be
furnished along with other tender documents.
II . The total monthly quote inclusive of all charges whether statutory or otherwise shall be

SECTION II
SCOPE OF WORK
I. The contract under consideration is for providing services of housekeeping, maintenance , cleaning & room attendant service to Office, Hostel rooms, Suites, Guest rooms, toilets, common area including the compound around the offIce building of DTRTI , Kolkata and attending
reception desk of the below mentioned building and premises.
Particulars of the building Floors to be covered
Office Building of DTRTI. Kolkata,IIO Ground Plus 10 floors (Every Part of
Shantipally. E M Bypass, Kolkata - the Building)

2. The DTRTI will provide proper space to the staff deployed by contractor but no damage
should be caused to the DTRTI building and property by the staff.
3. The contractor shall undertake work as per the schedule of work mentioned below:-
(A) OFFICE SPACES:
I. All the office floor area including officers' chambers. staff halls, lounges, visitors' rooms, recreation room, form stores. AMU Rooms. Store Rooms; Xerox Rooms , etc. shall be cleaned and mopped once daily and scrubbed and vacuum-cleaned once in a week. They shall do extra mopping at entrance of the Building on rainy days to avoid slippage.
II. Furniture like tables , chairs. visitors chairs, computer tables, almirahs, etc. and electronic gadgets like computers, telephones, fax machines, photocopier machines etc. installed in the above mentioned areas shall be made dust-free and dusting shall be done daily. The compactors. doo.rs windows, partition. Venetian blinds and curtains shall also be kept clean
by wiping them once in a week,
III. All records are kept in the compactors! almirahs !racks. The dust getting accumulated over them shall be vacuum cleaned once in a fortnight that too only on a working day in the presence of the official who is in possess ion of such records or such other designated

The lobb y at the main building shall be spic-and-span and moping off dirt shall be done as and when stain or foot marks appear. All items installed at the lobby viz. tables, chairs, glass

VI. The two Conference halls, i.e. at 10 Ooor and the one in the 4 Ooor shall be cleaned before and after every meeting.
VII. Artificial plants, door mats and carpets shall be cleaned on a weekly basis. Wooden Oooring & Carpet shall also be polished on weekly basis.
Vllr. All officers' chambers shall be sprayed with room fresheners and also be provided with room freshener of their choice.
IX. The contractor is also liable for cleaning and maintenance of any additional office area/toi lets/common area added lip during the contract period.
x. A time chart of the cleaning work undertaken shall be prepared and kept with the initials of the housekeeper/worker and the supervisor in it as a mark of having completed of the cleaning operation. A column shall also be provided on the same for the Caretaker of the DTRT! for making his initials and entering his remarks on the quality of work done.
(8) TOILETS;
r. The office building has around 100 toilets- Ladies/Gents/Handicap. The participants this tender are requested to carry a Spot visit to verify the numbers before submitting the bids. All the toilets shall be cleaned and made fit for use by 9 00 a.m. on working days. Care shall be token that the-cleaning operation does not obstruct the use of toilets for a very long time. The common toilets in the office. urinals, commodes. wash basins, mirrors tap fittings etc. shall be cleaned twice daily.
II. Toilet fresheners. naphthalene bails and urinal cubes shell be applied in all toilets by the contractor at their own cost.
1Ir. The electrical fittings like tube fights, fans. exhaust fans etc. shall be cleaned once in a week.
IV. The pipeline shafts like tube lights, fans , exhaust fans etc. shall be cleaned once in a week. The pipeline shafts in all the buildings shall be cleaned once in a month.
v. A time chart of the cleaning work undertaken sha ll be kept at the rear side of the toilet door with the initials of the housekeeper and the supervisor in it as a mark of having completed of the cleaning operation as per the guidelines, A column shall also be provided on the some for the Caretaker of the DTRT!. Kolkata for making his initials and entering his remarks on the quality of work.
(C) COMMON A REA:
r. The corridor area. staircases & its railings and the lifts shall be cleaned and mopped daily by 9.00 am. The corridors and staircases shall also be cleaned using a scrubber machine once in a week.

paintings, name boards. fire extinguishers etc., in the corridors and staircases shall also be
wiped clean once in a week.
iv. Apart from periodic cleaning, if strains, spill s or footmarks or by any act of human or nature, anything is found or reported in these areas, the same shal l be cleaned immediate ly.
v. The surroundings of the building shall be cleaned doily. It should be totally free from
dead/dropped leaves and litter. VI. Cobwebs, honeycombs etc. of found or reported anywhere shall be removed immediately.
Fumigation, fogging and spraying of larvacides shall be done once in a month to control mosquito and cockroach infestations. Periodical measures shall be undertaken to prevent
rodent menace.
vii. All rubbish and waste items that gets accumulated at the Office space/Canteenltoilets/corridors
and staircases shall be relocated daily to the dumping points set up by the Corporation of
Kolkata and there shall be no left overs at the end of the day. All waste for disposal shall be
segregated into organic and inorganic as per the norms set by the Corporation of Kolkata. The
containers/carry bags for segregation and storage of waste and the like are to be provided by the contractor. The cost of disposal of such waste through collection agents or Corporat ion of
Kolkata shall also be met by the contractor.
VIII. A time chart of the cleaning work undertaken shall be kept with the initials of the
housekeeper/worker and the supervisor in it as a mark of having completed of the cleaning operation. A column shall also be provided on the same for the Caretaker of the
DTRTI , Kolkata for making his initials and entering his remarks on the quality of work.
(0) CLEANING OF GUEST ROOMS AND HOSTEL ROOMS:
i . All the hostel rooms and guest rooms floor area shall be cleaned and mopped once daily by
11.00 am and scrubbed and vacuum-cleaned once in a week.
ii . Furniture like tables, chairs , computer tables, almirahs etc. and electronic gadgets like
computers, telephones, etc. installed in the above mentioned areas shall be made dust- free and

(E) DUTIES OF HOSTEL A TTE DANTS & HOUSE-KEEPING STAFF
I. The hostel attendant w ill be required to change the bed linen, towels etc. In each Hoste l Room and Guest Room. once the roo m is allotted.
II. The bed linen , towels in the hostel rooms and all the Guest Rooms shall be changed
(for laundry) every third day when the roo ms are under occupancy.
III. The hostel attendants shal l ass ist the guests in bringing the luggage in at the time of
entry and taking it out at the time of their departure and any other work related duties assigned to them. There w ill be two shifts for the attendants - the morning shift from 6:00
AM to 2:00 Pm and evening shift from 2:00 PM to 10:00 PM .
IV. At the time of departure of the Guests, the attendants sha ll check the belongings of the
room and report the status to house-keeping staff, who then shall prepare the dues/bills accord ingly.
v. The house keeping staff shall attend to all the Hostel Room and Guest Ho use booking
requests. made over te lephone/ in writing by way of a letter or email. The working hours for
the house keeping sta ff sha ll be from 9:30 AM to 6:30 PM.
VI. A fter receiving information on any booking whether relating to the Hoste l Rooms or
the Guest Rooms, the ho use keeping staff shall convey the information to the Officer-in
Charge of this Office and also to the hoste l attendants. The attendants shall then prepare the allotted room before the Guest/Officer a rri ves at the ven ue.
VII. The house keeping staff shal l make note of all the bookings and record the name,
designation, offi ce address, contact nos .. booking date and check-out dates, billing detail s.
VIII. After entry of a ll the details, the Discharge Slip along with bill has to be issued to the
guests at the time of their departure.
IX . The supervisor sha ll monitor work of all the hoste l attendants and the house keeping staff on day-to-day basis and ensure location-wise details of a ll the assets placed in each
Hoste l Room and Guest Room.
x. The Supervisor shal l collect the daily cash co llection/receipts in support of any other
n1ode. of payment received fro m the Guests and shall deposit the same wi th the Additional

F. RECEPTION SERVICE
Need to operate the reception counter during office hours to carry out the following:
I. Allotment of rooms to the guests as per the room allotment norms issued from time to time by the officer in-charge frolll DTRTI.
II. Regulate issue and laundry of linen , tea/coffee/sugar/milk sachets [all to be within the expiry
date mentioned thereon]. The supplies must be removed from vacant rooms to prevent spoi lage and wastage.
III. Maintain the room allotment and occupation data in computerized software. which will be provided by the DTRTI.
IV. Keep proper account of damages or pilferages of the DTRTI property by the room users as and
when the event occurs and bring to the notice of the officer in-charge of the DTRTI.
v. Billing of room charges, telephone charges, mess charges, damage charges to official properties and collect the same from the users.
VI. Issue proper detailed official receipt for all money received.

SECTION III
INSTRUCTIONS TO BIDDERS
I. Section I, II, III & IV along with Annexure I (Manpower Deployment Matrix), Annexure II
(Consumable Stock & Ut ili zation Regi ster) and Annexure III (Financial bid) constitutes the Tender
Document.
2. The successfu l bidder will be required to sign a contract with DTRTI, Kolkata for providing services
defined in the Tender Document which will be based on the terms and conditions contained in the
Tender Document.
3. The Tender Document complete in a ll respects shall be deposited in the Tender Box placed in Room
no. 303 of Direct Taxes Regional Training Institute, 110, Shantipally, EM Bypass Kolkata-700 I 07 in
a sealed cover addressed to the 0 10 the Additional Director General, DTRTI, Kolkata, All the
documents should be placed in a sing le cover and superscripted as 'Tender for House Keeping
Services' and should be submitted within 12.30 hours of 27.04.20 16.
4. The bidder sha ll s ign with proper sea l on each page of the Tender Document as a token of having
read and understood the terms and conditions contained therein and shall submit the same along with
the financial bid.
5. The bidder shall fill up the information in the Annexures-I & III in clear and legible terms and shall
be signed with proper seal of the concern through its Authorized Signatory. Wherever the prices are
to be quoted the same shal l be written both in figures and words. The bids will be rejected if found
incomplete in any aspect. In case the quote in figures and words do not match then the lowest orthe
two sha ll be considered as the quote.
6. The bids shall be opened on 27.04.2016 at 2.30 P.M. by the Tender Committee constituted for the
purpose in the Office of the Additional Director General , DTRTI, Kolkata, 110, Shantipally, EM

7. Earnest Money Deposit (EMD) of Rs.1 ,00,000 (Rs. One Lac only) cost of the application form of Rs.
200/ (Rupees Two Hundred Only) (in case of bidders who have downloaded the forms) shall be
deposited in the form of two separate Demand Drafts/Banker's Cheque of Scheduled Bank drawn in
favour of the Zonal Accounts Officer(CBDT). Kolkata and shall accompany the bid documents. Bid,
without Cost of application and Earnest Money Deposit shall be rejected. EMD shall be forfeited in
case the eligible bidder withdraws or the detail s furnished are found to be incorrect or false during
the tender selection process. The EMD shall be refunded after completion of tendering process
except in the case of successful bidder in whose case the same shall be refunded after obtaining the
requi site Performance Guarantee upon award of the contract.
8. The success ful bidder of the contract is required to submit a Performance Guarantee either by way of
Fixed Deposit or Bank Guarantee receipt of Rs.2,00 ,000/- (Rupees Two lac Only) within seven
working days from the date of awarding the contract.
9. The bidder ma y inspect the site where Housekeeping and related services have to be provided
between 11.00 am to 4.00 pm on any working day from 11.04.2016 to 15.04.2016 and shall
preferably submit their quotes thereafter. Any clarification in this regard may be sought from the

SECTION IV
TERMS & CONDITIONS
I. The Successful bidder (hereinafter referred as the 'Contractor') should deploy minimum 40
trained persons as detailed in Manpower Matrix in Annexure I so as to accomplish the cleaning
and maintaining task on daily basis without fail and use new equipment, safe & eco-friendly
branded cleaning and washing chemicals and Consumables under vigilant supervision of
Supervisors. DTRTI in its own di scret ion may ask the vendor to increase the number of trained
persons according to the need of the Institute. Accordingly, the vendor will be paid extra
proportionate to the total amount as per agreement.
2. Any short supply of manpower Inon-timely cleaning of floors l improper cleaning of building
will be viewed seriously. Deduction of Rs. 1 000 for each default in service and Rs 1001- per day
per head for shortage of manpower shall be made. Further, if there is any inadequate or sub
standard supply of cleaning material a deduction of Rs.500 will be made for each such default.
The decision of the Director, DTRTI , Kolkata shall be final in this regard.
3. In the areas in the office which are to be cleaned daily, the first cleaning operation in all respects
sha ll be completed and made fit to use by 9:00 AM. All hourly operations shall be executed
continuously till the closing time i.e. 6:00 PM.
4. The schedule of weekly and fortni ghtl y cleaning operations to be undertaken shall be submitted
to the designated officer on the last working day of the previous month and the contractor shall
strictly adhere to the schedule. All weekly and fortnightly cleaning operations (other than dust
removal on records through vacuum cleaning) shall be undertaken on Saturdays and holidays or
at the Convenience of the Officer occupying the chamber.
5. The Contractor shall ensure that hi s personnel shall have Identity Cards, provided by the
contractor which shall be worn in such a way that it is prominently displayed and visible so that
any person can identify the individual representing the contractor.
6. The personnel sha ll report to the Officer-in-Charge assigned by DTRTI, Kolkata.
7. The Con tractor shall provide all cleaning eq uipment and lSI marked branded cleaning materials
which shall be harmless and eco-friendly and shall in no way damage the floors and other items .. ,~.-. -

8. One exclusive supervisor equipped with mobile phone shall be available in the office building
premises from 8:00 AM to 5:00 PM on all working days. He shall be in-charge for the overall
act of cleaning & maintenance in respect of the building.
9. The Contractor is responsible for payment of monthly salary to the personnel.
10. The liability to pay PF, ESIC, Service Tax and any other statutory levies /taxes/ duties/
contributions is solely that of the contractor. Proof of such payment shall be produced as and
when required by DTRTI. Kolkata. In case of any default if the same is brought to the notice of
DTRTI , Kolkata appropriate deduction shall be made from the Contract amount and steps for
deposit with concerned authorities shall be made.
II. The contractor shall submit the bills of the month in which the services have been rendered by
10,h day of succeeding month so as to enable this office to process the same and pay the
contractor.
12. Tax as applicable shall be deducted at source as per the Income Tax Act/Rules from the monthly
bills.
13 . I f in the opinion of this office, the contractor engages inadequate number of employees or does
not execute the work in a satisfactory manner or in accordance with the terms and conditions of
the contract. the DTRTI. Kolkata may get the work done through a third party contractor giving
an intimation to the contractor. The cost of such service shall be recovered from the contractor
from the monthly payment and/or the money available with this office as performance
guarantee.
14. In the event of this office deciding to renew this contract and the Contractor agreeing to the
renewal , the contract shall be extended to a further period of One year on the same terms and
conditions as were applicable at the time of the award of the contract.
15. Liaison shall be maintained with DTRTI Officer-in-Charge concerned for smooth and efficient
performance of duties of the house-keepers.
16. It shall be responsibility of the contractor of comply with the service conditions of its employees
including fixation and payment of their wages and also any other statutory obligations towards
the Central or State Government or Local Authorities by whatsoever name called.

18. The personnel shall report to the Caretaker/Officer-in-Charge assigned by the DTRTI, Kolkata.
An Attendance Register should be maintained and should be signed twice in a day. The Register
should be shown to the Caretaker/Officer-in-Charge as and when required. No request for late
attendance/early departure/change of duty shall be entertained by DTRTI, Kolkata.
19. The Contractor shall indemnify and shall keep this Office indemnified against acts or omission
or negligence. dishonesty or misconduct of the manpower engaged for the work and the DTRTI,
Kolkata shall not be liable to pay for any damages or compensation to such person or to third
party.
20. The Contractor shall, at all times, indemnify this Office against any claim which could arise
under the Workmen's Compensation Act, 1953 and/or under any statutory notification thereof or
otherwise in respect of any damages or compensation in consequence of any accident, injury
sustained to lay of the workmen engaged by the contractor or other persons whose entry into the
office of the DTRTI , Kolkata premises has been authorized by the contractor. The contractor
shall insure all the personnel engaged for this job.
21. In the event of any exigencies, the DTRTI, Kolkata shall have discretion to call upon the
Contractor to provide such additional personnel as may be necessary in its opinion for the
purpose of effectively carrying out the services contemplated in this Agreement.
22. The Contractor shall arrange for the maintenance of all such registers and forms as are
statutorily required and/or considered necessary for the efficient performance of the contract.
23. It shall be clearly agreed and understood by the Contractor that all the persons provided shall be
the employees of the contractor and all disputed between the contractor and its employees shall
have no bearing on this Office. The DTRTI, Kolkata shall not be responsible for any claims
made by such persons and shall not be responsible for disciplined behavior of its workmen.
24. All damages caused by the Contractor to comply with any statutory requirements and/or the
terms of the agreement during the period of contract shall result in deductions from the bill at
the rate fixed by this Office for each lapse and/or termination of the contract and subsequent
disqualification from participation in any future tender of the Department.
25 . If the services of the contractor are not found satisfactory or the contractor is found to be not

26. The Contractor shall furnish the profile and identity proof of the personnel employed prior to the
commencement of agreement and shall always, in advance, intimate the replacements of any
personnel with their profile and identify proof.
27. The Contractor shall ensure that his workers do not participate In any trade union activities,
agitation in the premises of the DTRTI , Kolkata . Any such activity shall be treated as serious
breach of discipl ine and deficiency in service, which may lead to termination of contract.
28. The workers of the Contractor shall not have no claim whatsoever over the facilities/amenities
that are extended to the officers and staff of this office.
29. The Contractor has to sign an agreement with DTRTI, Kolkata on the above terms after
fulfillment of performance guarantee and all the terms and condition stipulated in the Tender
document. The agreement shall be signed on or before 5 days from the date of award of contract
for wh ich the contractor wi II be requ ired to submit a Stamp paper of Rs. 100/-.
30. Besides the above. an undertaking in the following format shall also be furnished.
3 I. ·The Contractor hereby agrees to undertake that he shall abide and conform to the various
provi s ions in so far as they relate to him as specified in Contract Labour (R&A) Act, 1970".
32. The total monthly amount shall be paid by DTRTI , Kolkata against successful rendering of the
house-keeping services by the Contractor, shall be the amount as is mentioned in column B of
Annexure III of the tender document. DTRTI Kolkata shall not be making any payment over
and above the amount that is mentioned in the bid submitted by the successful vendor against
column B of Annexure III of the tender document.
