APPROVED MINUTES – AUGUST 18, 2015 CALL TO ORDER Clerk Kremer called the meeting of the Tyrone Township Board to order with the Pledge of Allegiance on August 18, 2015 at 7:00 p.m. at the Tyrone Township Hall. ROLL CALL Present: Clerk Keith Kremer, Treasurer Marna Bunting-Smith, Trustees Soren Pedersen, David Walker, Chuck Schultz and Cam Gonzalez (arrived at 7:10 pm). Absent: Supervisor Mike Cunningham. Clerk Kremer moved to appoint Treasurer Bunting-Smith as moderator in the absence of the Supervisor. (Trustee Walker seconded.) The motion carried; all ayes. APPROVAL OF AGENDA – OR CHANGES Clerk Kremer moved to approve the agenda as presented. (Trustee Pedersen seconded.) The motion carried; all ayes. APPROVAL OF CONSENT AGENDA Regular Board Meeting Minutes- July 21, 2015 Treasurer’s Report Clerk’s Warrants & Bills Trustee Walker moved to approve the consent agenda as presented. Clerk Kremer moved to receive and place on file Communications #1-8 as presented. (Trustee Walker seconded.) The motion carried; all ayes. PUBLIC REMARKS None. UNFINISHED BUSINESS 1. Discuss and approve additional hours worked by PC or ZBA members. Clerk Kremer moved to allow the personnel committee (Supervisor, Clerk, and Treasurer) to reimburse Planning Commissioners and Zoning Board of Appeals members for extra work done, as the personnel committee sees fit. (Trustee Walker seconded.) The motion carried; all ayes.

1. Request of the Planning Commission to approve a special land use permit on parcel 4704-36-300-027 for Ben Romine.
Trustee Walker moved to grant the special land use permit to Ben Romine on parcel 4704-36-300-027. (Trustee Schultz seconded.) The motion carried; all ayes.
2. Request of the Planning Commission to approve the land division on property 4704-33-200-028 for Karen Whiting.
Trustee Walker moved to approve the request of Karen Whiting for land division of parcel 4704-33-200-028, located west of Hartland Road and south of Faussett Road, as recommended by the Planning Commission. (Trustee Schultz seconded). The motion carried; all ayes.
3. Request of Craig and Tracey Marttila for a boundary realignment.
Trustee Walker moved to approve the request of Tracey Marttila for boundary realignment of parcel 4704-34-300-018 at 11125 Parshall Rd., as recommended by the Planning Commission. The conditions of approval set forth by the Planning Commission have been met. (Clerk Kremer seconded). The motion carried; all ayes.
4. Approval to expand credit card services for payments to the township.
Clerk Kremer moved to accept the BS&A Software proposal to provide credit card payment service for the township. (Trustee Walker seconded.) The motion carried; all ayes.
5. Permission to transfer the $250,000 general fund loan made to the sewer O&M to sewer debt fund.
Clerk Kremer moved to authorize the transfer of the $250,000 general fund loan made to the sewer O&M to the sewer debt fund. (Trustee Pedersen seconded.) The motion carried; all ayes.
6. Center Road Land Acquisition Feasibility Study.
Trustee Walker moved to authorize the Supervisor to form a citizens committee to create a long term land acquisition plan and to authorize the Supervisor and Trustee Gonzalez to research and negotiate the value of the Center Road property for sale. (Clerk Kremer seconded.) The motion carried; all ayes.
7. Request to approve the propane service contract at $1.099 per gallon. Clerk Kremer moved to extend the propane service contract with Webster & Garner, Inc. at $1.099 per gallon. (Trustee Schultz seconded.) The motion carried; all ayes.

8. Approval of Supervisor’s appointments to the Planning Commission and ZBA.
Trustee Gonzalez moved to approve the Supervisor’s reappointments to the Planning
Commission and Zoning Board of Appeals. (Clerk Kremer seconded.) The appointments and terms are as follows:
Planning Commission Dave Wardin (reappointment) - term expires August 31, 2018 Ron Puckett (reappointment) - term expires August 31, 2018 Zoning Board of Appeals Greg Carnes (reappointment) - term expires August 31, 2018 Jon Ward (alternate, reappointment) - term expires August 31, 2018

RESOLUTION #150901 TYRONE TOWNSHIP, LIVINGSTON COUNTY
TO ADOPT PUBLIC INSPECTION OF RECORDS POLICY
Public Inspection of Records. Upon receiving a verbal request to inspect township records, the township shall furnish the requesting person with a reasonable opportunity and reasonable facilities for inspection and examination of its public records. A person shall be allowed to inspect public records during usual business hours, not less than four hours per day. The public does not have unlimited access to township offices or facilities, and a person may be required to inspect records at a specified counter or table, and in view of township personnel. Township officials, appointees, staff or consultants/contractors assisting with inspection of public records shall inform any person inspecting records that only pencils, and no pens or ink, may be used to take notes. In coordination with the official responsible for the records, the FOIA coordinator shall determine on a case-by-case basis when the township will provide copies of original records, to allow for blacking out exempt information, to protect old or delicate original records, or because the original record is a digital file or database not available for public inspection. The Clerk is responsible for identifying if records or information requested by the public is stored in digital files or e-mail, even if the public does not specifically request a digital file or e-mail. A person cannot remove books, records or files from the place the township has provided for the inspection. No documents shall be removed from the office of the custodian of those documents without permission of that custodian, except by court order, subpoena or for audit purposes. The official shall be given a receipt listing the records being removed. Documents may be removed from the office of the custodian of those documents with permission of that custodian to accommodate public inspection of those documents. A fee will be charged for copies made to enable public inspection of records, according to the township’s FOIA policy. VOTE: ADOPTION DATE: September 1, 2015
