November 8, 2011 Draft Page 1 TYRONE TOWNSHIP MASTER PLAN UPDATE: VISIONING WORKSHOP RESULTS A community visioning workshop was conducted on October 22, 2011 to assess public attitudes and ideas regarding the present and the desired future direction for Tyrone Township and its Master Plan update. Approximately 35 people attended the Saturday morning workshop. Township representatives gave informational presentations summarizing the state of the Township and key findings from the 2010 Census and Master Plan data analysis. Land Use Preference Survey Following the presentations, attendees participated in a Land Use Preference survey illustrating different types of buildings and land use. Slides with images of different land uses in and outside the Township were shown. Attendees were asked to rate each slide, on a scale of -5 to +5, in response to the question “how appropriate are the characteristics of that building/land use, now and in the future, for Tyrone Township?” Following are the results of the survey, by slide: Lakefront Residential Rank: 1 Score: 4.04 Open Meadow Rank: 2 Score: 3.68

Land Use Preference Survey Conclusions Overall, when the visioning session attendees were surveyed and asked which of the series of photos best represented what they wanted for the future of Tyrone Township, the photos of natural or rural open space character scored highest. High marks were given to an image of an open meadow, lakefront residential and a golf course. Similarly, homes set within natural features and large lots were well received. Denser residential configurations and multiple-family facilities received relatively low scores. Participants rated commercial and industrial uses generally lower. Those particular commercial or industrial images that scored relatively better were characterized by large amounts of open space, landscaping and well maintained buildings. Facilities that were given low scores either had poorly maintained grounds, inadequate screening, minimal green space or open areas, or obvious decaying infrastructure. The photo of heavy industry received the lowest score of any image, although the wind turbines

and public art images were also rated very low.

While not conclusive, these results do give an indication that residents would approve of some low density commercial, office or light industrial uses, provided those uses are of a high quality appearance including features such as brick or masonry facades, ample windows, peaked roof elements and similar architectural features, that the sites are well screened and buffered with open space, have minimal signage, and are well maintained and landscaped. Large-scale commercial, big box retail, and heavy industry are much less desired. For residential development, residents preferred large lots and views of the Township’s natural beauty, including its lakes. Rural open space, natural woodlands, wetlands and golf course recreation uses were highly preferred by the visioning session participants. Small Group Discussions Following the Land Use Preference survey, the small group brainstorming sessions were convened. Attendees were invited to join one of six available small group discussions for brainstorming. The group discussions covered different community topics:

Natural, Historic and Cultural Resources

Residential

Public Services

Recreation and Open Space

Infrastructure Improvements and Maintenance

Economic Development – Commercial and Industrial Each small group discussion lasted approximately 20 minutes. Workshop attendees had the opportunity to participate in three different discussion groups, and thus brainstorm on three different topics. The Table Host for each discussion group recorded all the comments made within each discussion session. Each discussion group was asked to create a list of up to three priority comments on their selected topic that they most wished to share with the Planning Commission and the larger assembly. At the end of each 20 minute discussion session, the comments were posted on a wall, by topic, for all participants to see. After all the small group discussion sessions were complete, the Table Hosts reported the conclusions on each topic to the assembled attendees.
