CAL OES EMERGENCY MANAGEMENT CERTIFICATION ANDCREDENTIALING VISION
TheCaliforniaOfficeofEmergencyServices(CalOES)strivestoprovideastaterecognizedpathwayforthoseseekingprofessionalstandardsinEmergencyManagement.CalOESinconjunctionwiththeCaliforniaSpecializedTrainingInstitute(CSTI)hasimplementednewEmergencyManagementProfessionalDevelopmentCertificationandEmergencyOperationsCenter(EOC)PositionCredentialingPrograms.Featuresoftheseprogramsincludeamulti‐levelemergencymanagementprofessionalcertificationprogramandastandardizedpathforindividualstoserveinspecificrolesintheEOC.
TheEmergencyManagementCertificationandEOCPositionCredentialingProgramisauserdrivenprocess,basedonnationalstandards.Theprocessconsistsofseveralelementsincluding:

CertificationsandCredentialsarevalidforaperiodoftimeandrequireacontinuingeducationand/orrefreshercomponent.

INTRODUCTION AND OVERVIEWCalifornia’spublic,private,volunteer,andtribalemergencyservicespersonnelservetheircommunitieswithprofessionalismanddedication.Thepotentialforcommunitiestorequiredisasterassistancehassignificantlyincreased.CalOES’EOCPositionCredentialingProgrampromotesanenhancedlevelofreadinessandresponseforday‐todayemergenciesandcatastrophicdisastersbyensuringqualifiedandcompetentstaffingforEOCs,DepartmentOperationsCenters(DOCs),andsupportcenters.
Theneedforemergencyservicesstafftodeployoutsidetheirjurisdictionhasplacedadditionaldemandsonemergencyservicessystems.Existingmutual‐aidsystemsmustguaranteeswiftandsuccessfulsupportbydeployingqualifiedemergencyservicespersonneltoanydomesticemergency/disaster.
CalOES’EOCPositionCredentialingProgramhelpspromoteelementsoftheStandardizedEmergencyManagementSystem(SEMS)andisdesignedtoflowintothelargereffortoftheNationalIncidentManagementSystem(NIMS)GuidelinesfortheCredentialingofPersonnel.TheNIMSGuidelinesrequirestatestoinitiatedevelopmentofaState/Territory/Tribalsystem(thatincorporateslocaljurisdictions)tocredentialemergencymanagement/responsepersonneltoensureproperauthorizationandaccesstoanincidentincludinginvolvingmutualaidagreementsand/orassistanceagreements1.ByfollowingtheframeworkoftheFederalGuidance,California’sprogramwillfacilitateaseamlesstransitionintoanationalsystem.
CalOES’EOCPositionCredentialingProgrampromoteseffectiveandefficientpersonnelresourcemanagement,andenhancesthelevelofprofessionalismandcapabilitiesforemergencyservicespersonnel.TheTypeIandIIProgramsalsosupportstheEmergencyManagementMutualAid(EMMA)andEmergencyManagementAssistantCompact(EMAC)effortswhilemeetingSEMS/NIMSrequirements.CalOES’EOCPositionCredentialingProgram’sneteffectwillhelpreducelossoflife,anddamagetotheenvironmentandpropertyduringanemergency/disaster.
AUDIENCETheTypeIIProgram2isabenchmarkstandardforlocalgovernment.LocalGovernment,withinSEMS,isdefinedascity,county,specialdistrictsandtribalgovernmentsinCalifornia.However,thetrainingstandardsoutlinedinthisbookmaybeusedbyanyCaliforniaEOC.“Any”includesEOCsandDOCsrunbyspecialdistricts(schooldistricts,utilitiesdistricts,andsoon),privateorganizations(businesses,non‐governmentalorganizations,charities,andthelike),TribalentitiesandStateagencies.TheTypeIandIIProgramsaredesignedtocredentialthosewhomaybedeployedforeitherEMMAorEMACrequestpurposes.Personnelseekingthiscredentialareprofessionalswhohavehands‐onexperienceworkinginEOCsduringreallifedisasters,emergenciesandplannedevents.

PURPOSEAstatewideEOCPositionCredentialingProgramprovidesEmergencyManagersawaytoidentifymeasuresforEOCpositioncompetencies.Additionally,astatewideEOCCredentialingProgramdocumentsprofessionalqualifications,certifications,training,andeducationrequirementsthatdefinebasiccriteriaexpectedofemergencyservicespersonnelforeffectiveEOCmanagementandoperations.
CalOES’EOCPositionCredentialingProgramverifiesemergencyservicepersonnelqualificationsandcertifications.However,theprogramdoesnotprovideautomaticaccesstoEOCsoridentificationofpersonnel.TheprocessforrequestingresourcesforcertainEOCpositionsisaccomplishedthroughtheStandardizedEmergencyManagementSystem(SEMS)resourcerequestprocess.
PROCESSNIMSandSEMScomplianceincludestheentirespectrumofemergenciesfromday‐to‐dayemergenciestocatastrophic.TheintentofSEMS/NIMSistoensureallgovernmentlevels,tribal,privateorganizations,non‐governmental,faith‐based,andcommunity‐basedorganizationscanworktogethereffectivelybyusingthesameorganizationalstructures,terminology,procedures,andsystems.
CalOES’sEOCPositionCredentialingProgramisbasedontheNIMSGuidelinesfortheCredentialingofPersonnel3andHomelandSecurityNIMSTrainingProgram.ToobtainCalOESCredentials,emergencyservicepersonnelmustcomplywiththecertificationandqualificationstandardsforeachEOCpositiondesired,andfollowtheCalOESEOCPositionCredentialingProgramguidelines.ProfessionalsmustachieveallrequirementsoftheTypeIIIProgrampriortoadvancingtotheTypeIIProgram.
CalOES’EOCPositionCredentialingProgramisconsistentwithSEMSregulationsandguidelines.SEMSregulations§2428(a)and(b)requireemergencyservicespersonneltodemonstrateandmaintainminimumSEMSperformancetrainingobjectives.SEMSregulations§2443stateslocalgovernmentsmustuseSEMStobeeligibleforstatefunding.ForCalOEStypeIIEOCpositioncredentialing,applicantsmust:

POLICYParticipationintheCalOESEOCcredentialingprogramisvoluntary.However,credentialingEOCstaffhelpstoensurethatpersonnelpossesstheminimumknowledge,skillsandexperiencenecessarytoexecuteemergencymanagementEOCactivitiessafelyandeffectively.
OnlythosewithaTypeIIorIcredentialwillbeconsideredforEMMAand/orEMACdeployment.4
DOCUMENTATION STANDARDSDocumentation(i.e.coursecertificates)submittedtothestateEOCcredentialingprogrammustbeissuedbyanyoftheconsortiummembersreferencedontheCalOESwebsiteasbeingtrainingpartnersofCSTI.
Initialdocumentationconsideredforthecredentialingprogrammusthavebeenobtainedwithinthepastfive(5)years.EquivalencyrequestsmaybesubmittedtoCSTIforreviewandconsiderationusingtheprocessoutlinedintheequivalencysectionofthissetofstandards.
RECERTIFICATIONTherecertificationrequirementmaybemetbydocumentingactualincidentexperiencesinaposition,fillingequivalentlocalEOCsection/positions,drills,exercisesorotherrefreshertraininginsubjectmatter,positionand/orfunctionlistedabovewithinafour(4)yearperiod.
AdvancementtotheTypeIIcredential,withintheoriginalfive(5)yearperiodoftheTypeIIIcredential,willautomaticallyresettherecertificationtimelineasofthedatetheTypeIIcredentialisissuedbyCalOES.

JOB SHADOWINGJobshadowinginlocalEOC’scanbeaneffectivewayforpersonnelintrainingtogainvaluableoperationalexperience.JobshadowingofEOCpositionsisallowedbasedontheapprovalofthehostEOCandisNOTrequiredforthehostEOC.AdditionalinformationregardingrecommendedprocessesforjobshadowingareincludedintheEOC Position Credentialing Program Resource Guide.
4AfiveyeargraceperiodwillbeineffectforEMMAandEMACdeploymentsfromJuly1,2016untilJuly1,2021tomeettheneedsoflocalgovernmentduringdisastersituations.

POSITIONS & CORE CURRICULUMTypeIIcredentialingwillprepareEOCstaffnotonlytoworkintheirlocalEOCbutalsobedeployedduringEmergencyManagementMutualAid(EMMA)andEmergencyManagementAssistanceCompact(EMAC)requests.ForTypeIIpositionsaTypeIIIcredentialmustbeacquiredpriortocompletingtheTypeIIcorecurriculum,positionspecifictrainingandhandsonexperiencerequirements.
EOCCREDENTIALED POSITIONSBasicEOCpositionsthatmayexistinanEOCorganizedundertheIncidentCommandSystem(ICS)havebeenidentifiedasastandardwhichcanbeusedinanyEOC.ThesepositionsareofferedascredentialedpositionswithintheCalOESEOCcredentialprogram.
TheICSmodelfororganizinganEOCisnottheONLYwaytoorganizeanEOC.JurisdictionsmayusetheStateEmergencyFunction(EF)structureorFederalEmergencySupportFunction(ESF)structure.YoumaycontactyourlocalOfficeofEmergencyServices(OES)andaskwhichcredentialedpositionsmaycorrelatetopositionsinthesestructures.
Additionally,somepositionsmaybenamedthesameasthestructureprovidedbutmightbelocatedinadifferentsectionorbranchthannoted.Forthisreason,theEOCcredentialingprogramisbasedontheposition(notthesection).YourlocalOESwillbeabletoidentifythesedifferencesforyouandsuggestwhichcredentialedpositionyoushouldchooseforthetasksyouwillbeaskedtoperforminyour EOC.
DuringEMMA&EMACdeployment,personnelrequestingtofillpositionsshouldinquireduringtheMissionTaskingprocessastowhichSEMSfunctiontheirpositionmaybelocatedinwithintherequestingEOC.
