This trend, that is reflecting as an alarm- ing increase on crime statistics at the Parow, Tygerberg and Bellville stations, resulted in the safety pilot programme, consisting of a partnership between the City and Metrorail to ensure a higher visibility of safety person- nel. The agreement aims to support the Voor- trekker Road Corridor Improvement Dis- trict (VRCID) to enhance the safety of com- muters at the Bellville and Parow transport interchanges. According to Plato, if shown to be successful, the programme will see the department of community safety apply for additional funding from the department of transport and public works to expand the current operations. Currently 50 Chrysalis graduates are de- ployed as Commuter Safety Ambassadors (CSAs) by the VRCID and Metrorail to assist at Bellville, Tygerberg and Parow stations. As many as 200 additional safety person- nel are due to be deployed on trains and train stations in the Western Cape. According to Bock, of the 33 central im- provement districts (CIDs) in Cape Town, the VRCID is the biggest, but also the area with the most anti-social behavioural prob- lems.Bock said the need for partnerships continue, but major leeway has been made by the training and deployment of the Crysa- lis security students who now man security kiosks in the hot spots and do patrols. “We operate from within the communi-ty. By ourselves it will not be possible.By employing the Crysalis students weare also creating an opportunity for yo-ung people to make difference,” saidWalker.

“We need to ensure a seamless trans-port system and safe passage for mem-bers of the the community, but safety iseverbody’s responsibility: you need toreport incidents and act responsibly bynot showing off your valuables,” he said.

He added the partnership is workingtowards safe, reliable, affordable trans-port. “We want to get people off the con-gested roads onto safe public transport.That is the plan.”

One of the people listening to the me-dia briefing in Cloete Street, was Ste-phen Williams, chairperson of the Pa-row Taxi Association. He has been ope-rating his business from the station forthe past 40 years.

Tackling the ministers head-on, hetold them that too little is being done, toolate.

“As a community we are sick and ti-

red of fancy words. We don’t have body-guards like these people and we arefaced with crime every single day. Youwill see them today and never hear fromthem again,” he told TygerBurger.

According to him the guards in the se-curity caravan only chase “street wal-kers” away, which has no effect on cri-me.

“Now it is worse than ever. We arebeing robbed every day. And if I hit theones that are robbing us, I will be the onearrested,” he said.

Still Plato and Grant maintain thatthis pilot programme “embraces what ismeant when we say that safety is everyo-ne’s responsibility” and that it will soonreflect on a decline of crime.

“By building effective partnershipsthrough targeted interventions we areworking better together as differentspheres of government, parastatals, go-vernment departments, organisationsand communities at large to realise awhole-of-society approach in creatingsafer environments,” they said in a sta-tement after the event.

Two men who caused an accident on DeLa Rey Road were arrested and imme-diately linked to at least three crimes

committed in Parow and Bellville recently.Constable Envo Jansen was on his way to

work from Parow to Ravensmead at around06:00 on 1 July, when he spotted a suspiciousvehicle driving down De La Rey Road at ahigh speed. He gave chase after it. The

driver lost control over the car and it colli-ded with another on the corner of MarketStreet.

According to Lieutenant Kevin Williamsof the Parow police, Jansen saw one suspectthrowing a silver firearm and magazine outof the window of the car.

“The other suspect fled the scene and waslater arrested by the community,” Williamssays.

The firearm and eight rounds of live am-munition were confirmed stolen in Parow.

The vehicle was stolen in Bellville.Williams says the suspects were also iden-

tified as the same two who assaulted and rob-bed the owner of La Cave Sleep & Go in Ro-bertson Street, Glenlily, around 02:00 thatsame morning.

“The complainant was at work when anunknown female knocked on the door at hisbusiness. She wanted to rent a room for thenight. She asked him to open the door whileshe waited for her boyfriend, who later ente-red and asked how much a room is for the

night. “While the owner was still busy spea-king to the first suspect a second male camein. He pointed a firearm and demanded mo-ney. The first suspect then assaulted the ow-ner,” Williams says.

They robbed the owner of electronicequipment and bank cards.

The suspects are in custody at the Parowpolice pending further investigation. Afterthey are charged they will appear in the Bell-ville Magistrate’s Court on the cases againstthem.

Sy sê Kriel was ten tyde van die vie-ring al baie verswak, maar het metdie liefdevolle hulp en ondersteuningvan twee versorgers en sy vrou, An-na-Mari, die geleentheid in ’n rolstoelbygewoon. “Hoewel hy nie meer ver-baal kon kommunikeer nie, het sy ge-sigsuitdrukking en oë boekdele ge-spreek,” sê Nel.

Parow Valley residents showed up intheir numbers last Tuesday at a com-munity meeting aimed to form a Cen-

tral Improvement District (CID).The group, who call themselves the Par-

ow Valley Community (PVC) convened un-der the motto “Start where you are, usewhat you have and do what you can” in or-der to find an organised way to deal withthe decline in the area.

Volunteers neededThe meeting was opened by Greg Welco-

me, a resident who said he had recently metwith the Salt River CID in order to learnfrom them on how a community can be im-proved.

He said volunteers were needed for differ-ent forums within the PVC that representthe community.

“We don’t expect the volunteers to do allthe work, but we need them to find out whatthe possibilities are and to liaise on our be-half,” he said.

These forums include the ratepayers’ as-sociation, cleaning, safety and security,parks and recreation and sport.

The floor was then opened to the commu-nity for comment.

“This is the plan we had in 2013. Lots ofthings are happening and we need people tobe involved.

Now we have to move on. We want tostand together so that people know they kannie hier kom lol nie,” (they know not to causetrouble here) one resident commented.

“We need to unite to have substance whenwe are approaching council, the police andthe province,” he said.

New chairperson electedThe question arose why the police could

not be more active in the area.“It is obvious the police are understaffed.

It is going to be up to us, the community,to make an improvement. The sooner we getthis structure up and running, the better,”someone replied.

The attendees quickly agreed that a chair-person was needed for PVC upon whichWelcome was nominated and elected.

As no members from the Parow Ratepay-ers’ Association attended the meeting, NeilNewman and Muhammad Bagus volun-teered to serve on this committee and to findout who represents the Parow Valley areaand to report back to PVC.

Ricky Vigeland and Derrick Wasani vol-unteered to represent the cleaning commit-tee.

Ian Hendricks and Julian Wenn volun-teered for the parks and recreation commit-tee, Ricky Vigeland and Ian Hendricks vol-unteered for sport and Mike Minnies, Ge-orge Kepkey and Yusuf Mallie for safety andsecurity.

The meeting was concluded with Wel-come suggesting that the PVC executive,with Denver Petersen as vice chairperson,meet every month and that the various sub-committees meet twice a month in order forthe PVC to register as a non-profit organisa-tion (NPO).

across the Western Cape.In Bishop Lavis and surrounding areas

communications officer Marie Louw ex-plained that fraudsters have identified away in which to defraud people out of theirSassa (South African Social Security Agen-cy) grants.“A call is made by a person, giving a ficti-

tious name. This person acts as if he/she isofficially employed by Sassa,” she said.“The person is asked to confirm their

name and to give the last four digits of theirSassa card number. The person is thenpromised a food parcel if they supply the in-formation. This clearly never happens andthe victim later finds thatwithdrawals havebeen made from the account.“Peoplemust be aware of this scam if they

are called or if they are visited by personspromising these hampers.”ABonteheuwel residentwho did notwant

to be named also pointed out that there wasalso a trend for these scamsters to visit peo-ple in various areas as well.“My mother-in-law was approached by a

youngperson claiming to be a studentwork-ing for Sassa who was armed with very offi-cial looking documents,” he said.“Luckily she had left her card with my

wife and when she called us to bring it toher the guy left saying that he would comeback later.“Shortly afterwards we found out that he

A new traffic calming policy, aimed ataddressing a backlog of 500 projectsand protecting vulnerable pedestri-

ans such as children on their way to school,is being considered by the City of CapeTown.According to a statement, residents are

requested to air their views during the pub-lic participation process that is currentlyunderway.City mayco member for transport, Brett

Herron explains each year they receivemore than 400 requests for the implementa-tion of traffic calming measures.There is currently a backlog of 500 traffic

calming projects to the value of R30million.

Need to revisit current regimeCounting among these are requests for

speed humps, raised pedestrian crossingsand intersections, mini-traffic circles, roadmarkings and road narrowing as devices toforce drivers to slow down on residentialroads.“Over the past years, we have seen an in-

crease in the number of requests for trafficcalming measures, which can be attributedto the deterioration in driver discipline anda general disregard for the rules of the roadby all types of road user.“Given the current backlog and the

steady increase in requests, it has become

necessary to revisit the current regime. Assuch, a new policy which seeks to prioritisethe implementation of these measureswhere pedestrians, and particularly chil-dren, are most vulnerable at schools, parksand libraries is now on the table and readyfor public comment.”He explains the purpose of the new policy

is to provide for a system that is financiallysustainable in the long-run; responsive tocritical safety problems on residentialroads; and thatwill assist in eliminating thebacklog within a reasonable time.Part of the new policy proposes that the

transport department implements trafficcalming measures on roads adjacent to ex-isting schools as a matter of priority.It also proposes that ward councillors

may identify, motivate and fund trafficcalming measures in response to a provenhistory of accidents on a road or in responseto a recent and very urgent incident that de-mands immediate intervention. The policymakes provision for individuals or organi-sations to fund traffic calming measures,subject to the prescribed conditionsThe draft policy also lists various direct-

Difference Thru Sport (DTS), a communitydriven project in Parow Valley, is currentlyhosting its popular holiday programme forchildren.Says organiser Ricky Vigeland: “Teaching

children sport skills is a nice practical wayto help them to deal with identity and self es-teem issues.”

The programme, which ends tomorrow(Thursday) kept about 50 children per daybusywith training in soccer, basketball, rug-by, karate, action cricket and arts and crafts.

V TygerBurger is supporting Difference Thru Sport thisyear for their 67 minutes for Mandela Day. The editori­al team will serve lunch to the children and donatesport and first aid equipment to this good cause thatis in need of volunteers and donations. Some of the youth even keep training during their lunch breaks. The Difference Thru Sport(DTS) holiday programme in Parow Valley keeps 50 children on average busy per day duringtheir holiday programme, while teaching them sport and life skills.

At DTS a new skill istaught as soon as avolunteer becomesavailable. The latestaddition to the list ofsports children can takepart in here is rugby.

No matter whatyour age or genderis, DTS volunteercoaches are keento teach childrenthe different skillsof different sports.

DTS youngsters come from all over to join the activities in Parow Valley. In front are MoizeKabwe from Bellville and Tegra Kimkela from Elsies River. Dié vrou het in Februarie 67 geword, ensy sukkel kwaai met rugpyn – deels nadatsy van ’n leer afgeval het, maar ook oor diédaaglikse roetine van haar. “Ek voel naderaan 17 as 70!” lag sy opgewek.

Haar tuin is ’n lushof vir enige voëltjie-sielwat skadu, sade en ’n bietjie rooi suikerwa-ter-lafenis soek.

Daar hang rooi en swart hoëhakskoenewat sy opgetel het, aan die boom agter inhaar erf saam met self-geprakseerde borrel-badhouers wat as planthouers dien.

“Ek herwin álles,” beklemtoon Marieta.“Maar ek is deesdae so kapoet en sukkelvreeslik met die rugprobleem. Dit maak datek nogal onaktief is die laaste tyd.”

Marieta sê sy begin in die winter reeds omsowat 09:30 aan die vullis optel, en sy looptot teen die groot brug oor die N1 by Bill Be-zuindenhout-rylaan.

HerwinningspraktykHaar vriendin, Irma le Roux, bedryf ’n

herwinningspraktyk van haar woning af.Marieta besorg die meeste van die rommelwat sy optel, aan dié bedryf.

“Myeerste prioriteit is ommyplek (buurt)skoon te kry. Ek kan dit nie uitstaan as ditvuil is nie. Ek háát dit om ’n papiertjie of’n ding te sien rondlê wat ons buurt en landontsier!” sê sy ferm.

Benewens die herwinning van afval, her-win Marieta ook klere.

“Ekmaak elke kledingstuk reg wat mense

weggooi. Ek tel dit op,maak dit skoon en hegelke draadjie wat nieheel is nie. Maar ai,soms is dit baie vuil; ekwil dit nie regtig meeroptel nie – ’n mens kandit mos nie só vir andermense gee nie!” sê sy.

Marieta praat van diemense op Victoria-Wesaan wie dié klere uitein-delik gaan.

“Ek het nou ’n vrou-tjie wat die klerewat nieop haar tafel by die Pa-row-mark uitgestal kanword nie, wat vir myklere skenk. Dis daremskoner en in ’n beter toe-stand,” sê Marieta.

Sy vertel ook oor haarinteressante sleepwaen-tjie.

“Weet jy, eendag hetek so met die vullis ges-tap, toe stop daar ’nmanen vrou langs my. Hullevra hoekom dra ek soswaar, want ek loopmeestalmet die vullis inswartsakke en sleep ditsaam,” sê sy.

“Die man het my toe met goed en al opge-laai enbymyvriendin, Irma, gaanaflaaimetdie klomp rommel. Hy het gesê hy gaan ’nkarretjie maak.”

StootkarretjieDiémanhet.Dis geprakseeruit ’n oubaba-

stootkarretjie, die randvan ’n opslaanswem-bad en ’n melkkrat.

“Ek loop nie alleenmet dié karretjie in diestraat af nie; net asmy buurvrou saamstap!”lag sy. “Want hoe lyk dit nou as die ou tannie

met die wit kop met ’n karretjie loop?” Ma-rieta sê sy en dié buurvrou het tot bed-kop-stukke, wat hulle langs die plaaslike slag-huis gekry het, ook op dié waentjie vervoer.“Dít wat nie kan binne-in nie, kom bo-op,”lag sy.

’n Buurvrou, ene Lomé, sê Marieta is virhaar ’n rolmodel. “Haar (Marieta se) ge-stremde broer help haar ook wanneer hy byhaar kuier. Dit is so ’n mooi voorbeeld watsy vir almal stel en sy loop en doen dit met’n glimlag op die gesig.”

How can SASSA assist social grant beneficiaries with illegal deductions?

Safety tips for all social grant beneficiaries:

The South African Social Security Agency (SASSA), would like to provide communities with the

following information regarding social grant deductions:

The SASSA branded payment card, was introduced to allow social grant beneficiaries the convenience of

accessing their social grant anywhere and at any time. The SASSA payment card is a debit card and

allows for cash to be withdrawn from ATM's, purchases to be made from suppliers and legal deductions to

be made. The introduction of the SASSA payment card into the banking system unfortunately also

provided an opportunity for social grant beneficiaries to be exploited through unauthorized deductions.

Before the social grant is paid into the bank account of a beneficiary only deduction is allowed to be

made for a funeral policy, which may not exceed 10% of the total value of the social grant. This premium is

deducted by SASSA before the social grant is paid to the beneficiary and then paid over to the relevant

insurance company.

Once the social grant is paid into the bank account that is linked to the SASSA debit card, legal deductions

instituted by financial entities will take effect for purchases that were made ie: airtime, electricity, micro-

loans, credit instalments, policy premiums etc. Any disputes should be resolved directly between the social

grant beneficiary and the entity that instituted the deduction.

Social grant beneficiaries are requested to report any illegal deductions to the nearest SASSA

office/service point where they will be assisted to complete a claim form so that the matters can be

investigated. Alternatively beneficiaries can contact the SASSA call centre @ where

SASSA staff will record the relevant details and refer the matter for investigation. Where beneficiaries have

not authorized deductions or for their SASSA cards/account details to be used by others, the deducted

amounts will be paid back to them. This is usually done within a period of 3 working days. Should any

social grant beneficiary not receive the required assistance from a SASSA office or staff member this must

be reported to the office manager or the

• Do not to respond to SMS messages offering airtime, electricity and other services. By responding

to these messages, beneficiaries are actually taking on a "subscription" service and the amounts

will be deducted off the bank account through the EFT debit system every month.

• Do not use your SASSA payment card as security for loans and to purchase any financial services

products.

• Do not authorize deductions to be made against your card except for the one funeral policy

others in need.Kat, as he is known tohis friendswas iden-

tified as a leader and duly attended two pres-tigious leadership programmes inNewYorkCity, in 2011 and 2012.When Kat returned from the USA, he used

left-over pocket money from his trip over-seas to buy soccer boots and shin guards foran underprivileged deaf soccer team, thePhillipi Deaf Stars.This gesture was so well received that the

schoolboy swiftly launched a non-profit or-ganisation designed to assist township chil-dren with a passion for sports to receive therequisite equipment.The NPO, Katleho’s Give2Talent, also

knownasKG2T, has as its primary objectivethe donation of sports equipment to teamsand individuals from previously disadvan-taged areas. Others that have received fromKG2T thus far include u-15 soccer squadsfrom Klipheuwel FC, Naledi Stars FC andLiverpool-Portland FC.Kat has now progressed into the sport of

cricket, where in conjunction with DistrictNorth Cricket and the Peninsula CricketAcademy in Bellville, he has embarked ona drive to collect second-hand, unwanted orunused cricket equipment for re-distribu-tion to under-privileged schools.ThisGive2Talent cricket initiative, which

started about three weeks ago, is currentlydrivenbyDistrictNorthCricket,with sever-al second-hand kits having already beenfreelydonatedbyDistrictNorthyouth crick-eters. Besides the participation of severalnorthern suburbs schools in the drive, theEl Shaddai Christian School, Kat’s formerschool has also made a donation to the drivein the form of second-hand kits.
