Gewoonlik gebeur ongelukke boontoe by die stopstraat. If you own a swimming pool, more tax

is your destiny. This was announced

at a press conference last week. All

houses with swimming pools will now

be taxed with an additional municipal

    tax called the Swim Tax.

    According to Avril First, mayco

member for swimming pools, the tax

will take effect on 1April 2016. We are

doing a thorough audit of all houses

    with swimming pools, to determine

who must be taxed and how much tax

    they will pay, she says.

The taxwill be calculated on the size

of your swimming pool and on the

amount of water it takes to fill up your

pool. The smaller the pool, the less tax

    you will pay.

Home owners will need to fork out

five cents for every litre of water the

swimming pool needs to be filled up.

It works out to a monthly tax of R2 500

for a swimming pool that takes 50 000

litres. In addition to that, a yearly tax

    Ruyterwacht uiteenlopende gevoelens oor

    woon.

Todd se buurman, Karel Jansen, s hy

    weet ookniewat die ongelukkigeswil bereik

deur standbeelde om te gooi nie.

Ons sitmet groter probleme as standbeel-

de. Ek wil h hier moet meer spoedwippe in

verskriklik hier jaag. Ek worry nie eintlik

oor n standbeeld nie, s Jansen.

Hy s as dinge aangaan soos dit nou gaan,

standbeelde afbreek. Hulle kan mos maar

nuwe standbeelde opsit, is sy mening.

David Todd is n inwoner van Cecil Rhodes-laan.Karel Jansen bly ook in Cecil Rhodes-laan.

    @magrietron

A pub and grill that used the sidewalk in

Voortrekker Road as a braai area had some

of its activities curbed by the problem build-

ing task team. But Parow residents are not

    satisfied with the intervention.

It is not okay to braai outside but it is

okay to sell drugs there? a disgruntled

woman asked. She says everybody knows

about the things still traded there.

    The owners acknowledged their contra-

vention and agreed to move inside. Often

    business owners misinterpret their rights

and through the intervention of law enforce-

ment staff, rectification is affected, said

    subcouncil chairperson Clive Justus.

Although Justus, who initiated the prob-

lem building task team, says the community

should not expect a head-over-heels ap-

proachwhen it comes to dealingwith a prob-

lembuilding, this pub is onhis list of proper-

    ties sorted out recently.

Other buildings on this list include well-

known drug dens where evictions have tak-

en place, but according to a neighbour of one

of these premises, illegal immigrants are

renting there again and business is al-

    ready picking up.

Still, Justus maintains headway is being

    made.

    Currently, the Parow/Goodwood Prob-

lemBuildingUnit has 30 active cases in vari-

ous stages of investigation. The unit is in the

process of finalising legal action against

more property owners in the near future,

he told subcouncil 4 at theirMarchmeeting.

The team reported 12 problem buildings

    tohavebeen remedied,he said inhisMarch

    chairmans report.

Warrant Officer Donovan Smit, who gave

feedback of police activity at the 24 March

CPF meeting, Parow police are working

with the ProblemBuilding Unit to build cas-

    es against drug kingpins.

It is a court driven operation backed by

    the National Prosecuting Authority (NPA),

it is not a quick fix, said Smit.

He stressed that the police do evict ten-

ants, but take care of the criminal side of the

    operation

    Justusurged residents to report antisocial

behaviour to the task team and the police,

to help them build criminal cases.

    Problem buildings are properties that

    contravene national building regulations,

are overcrowded or in a deplorable state, are

the subject of numerous complaints from the

public, are invaded by illegal squatters or

pose a serious health or safety risk, he says.

atic building, please call them on 021 596 1999.

    Chicks act like lemmings

    ANDR BAKKES

    @andrebakkes

    K

    reee-kreee, exclaimed the first

    swift tern chick worriedly.

    After a moment of considera-

tion the second one said: Kree-kree...

The first looked at the third expectantly.

    Kree-kree, added the third.

After a brief discussion, the three came

to the conclusion that anything is better

    than this stifling heat.

They took the plunge from the Nelson

    Mandela Gateway at V&AWaterfront, hop-

ing against hope that their wings could car-

    ry their weight.

They should have listened to the fourth

chick, who despite being a smarty-pants,

knew a thing or two about gravity.

    The chicks plummeted towards the

    ground inhypnotic patterns, something the

mass of on looking swift tern chicks

thoughtmight indeed be better than the hot

    roof.

The fourth chick looked on in horror as

all of his friends nose-dived into the deck

    and into the ocean.

    Kree-kree, he said haughtily while

bouncing from one foot to the other.

    The scene transpiredonone of thehottest

days ever in Cape Town in March.

    Eighty-seven chickswere saved from cer-

    tain death by SouthernAfrican Foundation

for the Conservation of Coastal Birds

    (SANCCOB) volunteers and the Two

    Oceans Aquarium.

Some are still recovering at SANCCOBs

rehabilitation centre in Table View, while

65 have recently been released fromRobben

    Island.

It was absolutely horrifying, says vol-

unteer Edna Hime from Sea Point.

She and her partner Ted van der Meulen

were called to the harbour on the day the

    temperature soared into the forties.

What waited for them was the dreadful

scene of scores of swift tern chicks wrig-

gling around on the warm deck and some

struggling to stay afloat in the ocean.

On land a security guard helped them to

collect the chicks andput them inboxes and

on the water, staff from the Two Oceans

Aquarium fished the birds out and a diver

also lent a hand to collect as many as possi-

    ble.

Edna said the most appalling sight of the

rescue mission was that chicks and young-

lings continued to plummet from the roof

as a last resort to escape the unbearable

    heat.

SANCCOB sent two bakkies to theWater-

front so that the heat-stressed chicks could

be rushed to the centre in Table View.

    The centres spokesperson, Francois

Louw, elaborated: The recent rise in tem-

peratures in Cape Town caused most of the

adult birds to temporarily leave the nests

in order to escape the heat.

Unfortunately, many of the chicks fol-

lowed suit without being able to properly

fly yet and plummeted to the bottom of the

    building.

Upon arrival at SANCCOB, the little

    chicks were immediately stabilised, exam-

ined by the veterinarian for possible inju-

ries, treated for heat stress and provided

with a unique identification number to in-

    dividually monitor each chicks rehabilita-

    tion progress.

During the next couple of weeks, the

chicks will receive a balanced nutritional

diet of squid and pilchards, a daily dose of

    vitamins, kept hydrated with electrolyte

fluids and providedwith freshwater to cool

down in, said Louw, before adding that the

handling of the birds would be kept to a

minimum to make their stay at SANCCOB

as stress-free and comfortable as possible.

Once the birds have passed all SANC-

COBs release criteria, which include wa-

    terproofing evaluations and flying tests,

they will receive identification rings and

will be released at Robben Island where

they will be monitored in the future, he

    concluded.

Thisweek the spokesbird of the swift tern

chicks sent a letter toTygerBurger inwhich

he, most possibly, expressed his heartfelt

gratitude to everyone involved in the res-

    cue mission.

When looking at the emphasis on the sec-

ond syllable, it is likely that he was one of

the birds who jumped off the building that

    day.

There exists some speculation that the

bird wanted the public to know that if any-

    onewould like tomakea contribution inaid

of SANCCOBs work to care for these beau-

tiful creatures until they are old enough to

be releasedback into thewild, then they can

    go towww.sanccob.co.za or call 021 557 6155.

Eighty swift tern chicks were saved by

SANCCOB and Two Oceans Aquarium in March

after the birds jumped off a buidling at the

Waterfront, allegedly due to the hot weather.

Some are still recovering at SANCCOBs

    rehabilitation centre. PHOTO: SUPPLIED

    Ons moet daar patrolleer en

het al verskeie dinge daar ge-

    kruip hulle daar weg. Onlangs

    Daar was vroer vanjaar

baie stories oor kinders wat nie

plek by skole kry nie, maar hier

    staan klaskamers dolleeg. As

    Since Eskom handed the re-

    impact assessment.

    SRK Consulting, appointed by Airports

Company South Africa (ACSA), has under-

taken the Scoping and Environmental Im-

pact Reporting for realignment of the run-

    way.

    The Draft Environmental Impact Report

will be released to the public for an eight-

week comment period, which started this

week and will end on 25 May.

ACSA proposes to re-align the primary

runway and construct parallel and rapid

exit taxiways. The re-aligned primary run-

way will be 3 500m in length, allowing lar-

ger aircraft, such as the A380, to land.

    Scoping report

    The ScopingPhasewas completed in Ju-

ly 2014 and the Final Scoping Report was

accepted by the Department of Environ-

mental Affairs (DEA) on 30 September

2014, said Deborah Francis, the airports

    acting communications manager.

    This Draft Environmental Impact Re-

    port comprehensively describes and asses-

ses the impacts of the proposed re-aligned

runway project on various aspects of the

    environment, through specialist studies.

    cument is available.

issues are not the City councils

problem, since they say its a

Metro Police / SAPS issue, who

in turn say its a problem for

    enforcement to solve, who

    eventually pass the buck onto

    problem because the capturing

of stray cats does not fall into

ride all the way out to the

    SPCA, collect traps, and when

the cats are caught, ride all the

way back to the SPCA to

    Daar is van douvoordag af

    gewerskaf om al die produkte

uit te pak en stalletjies op te

    vroeg uitverkoop, soos die

    skaap- en lamsvleis van die

    Karoo, boereworsrolle, afval,

    poeding en rooties. Die vars

    vrugte- en groente- en wit

    olifanttafel het groot byval

gevind en daar was baie te

    doen vir die kinders. Die

    gebaktafel en pannekoeke is

    ook goed ondersteun, en

    boepensbroodjies het verlange

    na vergange dae se jafels

    gevoed. Menige dieet is geknou

    by die lekkergoedtafel.

    Ramot spreek hul opregte

dank uit teenoor almal wat hul

    ondersteun het en dit moontlik

    gemaak het om heerlike basaar

te hou ten spyte van die

    huidige moeilike ekonomiese

    klimaat. Ons doelwit vir die

    LEWENSKIEKIE

    wees.

Verlede jaar het daar bykans 200 mense

in 148 ongelukke tydens die Paasnaweek

op ons land se paaie gesterf. Hoewel dit

48 mense minder was as in 2013, is dit

    in n goeie toestand is.

Volgens

statistiek is sowat 40% van mense wat in

    padverwante voorvalle sterf, voetgangers.

Wees veral op die uitkyk vir hulle.

Daar sal vanjaar weer verskeie pad-

blokkades wees. Verlede jaar is daar

    duisende boetes en kennisgewings aan

    oortreders by di blokkades uitgereik

    ith the World Health Organisation

    predicting steady growth in the

    number of cancer patients worl-

dwide, the radiation oncology division at

Cape Towns Tygerberg Hospital has recei-

ved world-class equipment to enable it to

treat patients faster and more effectively.

Were privileged to have a very progres-

    siveand forward-thinkingCEOandprovin-

cial authorities who see the value of inves-

    ting in state-of-the-art equipment which

enables us to deliver the same quality of ca-

re as found in hospitals in Europe and the

    US, saysProfHannahSimonds, head of ra-

diation oncology at Tygerberg, and Associ-

    ate Professor at Stellenbosch University.

    The Tygerberg radiation oncology divi-

sion currently treats around 2 500 patients

a year, with an increase of around 300 year-

on-year. As patient cancer awareness im-

proves and the population life expectancy

increases due to improved management of

other conditions, we expect to see oncology

patient numbers increasing. So we have to

    be prepared, says Prof Simonds.

    South African oncology is characterised

bya largernumber of patients in the advan-

ced stages of cancer, as well as a larger

number of patients suffering from other

conditions such as HIV and TB than in

much of the rest of theworld. The radiation

    oncology division at Stellenbosch Univer-

    sity andTygerbergHospital is an internati-

onal leader in cancer treatment with radia-

tion therapy and chemotherapy, and is re-

cognised for its excellence in clinical

treatment, education and research. Its tre-

    atments include Intensity Modulated Radi-

    ation Therapy (IMRT), Four Dimensional

Computed Tomography (4D CT) and Four

    Dimensional PositronEmmisionTomogra-

    phy-Computerised Tomography (4D PET-

    CT), LinearAccelerators for external beam

    radiotherapy and radioisotopes in brachy-

therapy as well as neutrons and protons in

collaboration with I-Themba labs to treat

those cancers that cannot successfully be

    treated with photons and electrons.

The unit is equippedwith four Digital Li-

    nearAccelerators and theMOSAIQ oncolo-

gy information system, all from Swedish

firm Elekta, a leadingmanufacturer of spe-

    cialist oncology radiotherapy and radio-

    surgery equipment. Themost recent acqui-

    sitions, the latestElektaSynergyDigitalLi-

    near Accelerator and the MOSAIQ

    oncology information system, were instal-

led just over a year ago.

As one of only two state units furnished

    with advanced oncology radiotherapy

equipment to serve around fourmillion pe-

    ople in theWesternCape, TygerbergHospi-

tals radiation oncology unit seeks to deli-

ver the most effective treatment possible,

using the most effective tools available.

    Manyunder-resourced hospitals inAfrica

still have to rely on cobalt gamma ray sy-

stems, with the associated risk of causing

    complications.However, ourElektaDigital

Linear Accelerators allows us to limit the

radiation exposure of normal tissue and so

reduce side effects. We also have a very

high- tech imaging system for the best qua-

    lity assurance, she says.

The installation of the new electronic pa-

    tient datamanagement systemswill enhan-

ce auditing of the divisions patient num-

bers, treatment and outcomes. The end of

2015 will be the end of the first full clinical

year using this data management system.

Itwill support outcomes projects looking at

factors suchas toxicity and survival rates.

    Martin Noordman, Service Partner Ma-

nager at Elekta South Africa, says the ac-

    cess toworld-class advancedDigital Linear

    Acceleratorsbenefitsmore than justTyger-

bergs patients. As part of a renowned aca-

    demic institution, the division trains

health professionals from across the conti-

nent. So the benefits extend beyond imme-

diate patient treatment to training in ad-

vanced techniques, which has a long term

impact on oncology treatment, he says.

    Communicare introduces

    new application

    process

Social and affordable housing enterprise, Communicare has

been providing subsidised rental accommodation in the Cape for

    85 years.

With 3375 rental units owned andmanaged byCommunicare, the

organisation is one of the largest providers of affordable rental

    accommodation inCapeTown.

People seeking accommodation could previously apply twice a

year on the 1st ofApril andOctober every year. Their nameswere

retained on a waiting list for six months. This meant all

prospective applicants had to physically go to the Communicare

offices -many having to take timeoff fromwork to apply.

Communicare only has about 500 vacancies each year but

thousands of people usually applied. Thismeans that theywaited

very long and became frustrated. Many people also reapplied

    several times.

After reviewing the application process and based on feedback

from applicants, the organisation is introducing a new process for

advertising its vacancies. Since we only have a limited number of

vacant units available every month, maintaining a waiting list is

    not effective saysAntheaHouston,CommunicareCEO.

Instead, frommid-April onwards vacant units will be advertised at

Communicares Area Offices in Ruyterwacht, Diep River and

Brooklyn. They will also be advertised in community newspapers,

on online platforms such asGumtree (www.gumtree.co.za) and on

    theCommunicarewebsite (www.communicare.co.za).

While our application criteria remains unchanged, we are

committed to inclusion in our complexes and to reflecting the

diversity of the City of Cape Town. All people are welcome as our

tenants andwe see that each new vacancy gives us an opportunity

to integrate our tenant population says Houston. Communicare

will allocate vacant units on a first come first served basis to

applicants that meet the qualifying criteria for the available unit.

This criteria will include considering the demographic profile of the

complex and of our overall tenant population.

According to Communicare Marketing Manager, Raymond

Schuller, the mediums chosen are easily accessible and free to

members of the public. The new application process includes the

option of completing the initial application process online.

People who do not have access to the internet can email

[email protected] to enquire whether any units

are vacant. Alternatively they can visit Communicares Area

Offices to view vacancies on the noticeboards and make

    application.
