    VERVOLG VAN BLADSY 1

    Sers. Esmirelda Pheifer, woordvoerder van

die polisie in Elsiesrivier, wat ook Ruyter-

wacht bedien, het bevestig dat daar Saterdag

n skietery aangemeld is.

stadium bevestig of daar n kriminele klag

    teendie vrougel gaanwordnie, sPheifer.

vinsie se nooddienste, s by navraag hy kan

    spoornie. Ekhetweer gekykenonshet son-

der enige twyfel nooit so n oproep ontvang

nie, s Daniels. Intussen hou Carstens vol

Daniels s weer die mense by 107 moet

sal verminder, of sommige selfs sal

    afskryf, het n verkeersman met

besliste kontakte by die Stad Kaapstad se

    verkeersafdeling n plaaslike eiendoms-

agent verlede Woensdag met n slenter pro-

    beer vang.

skelm verlede Woensdag by hul kantore in-

delike voorstede, of die Wes-Kaap, so iets,

vertel die agent. Hy het homself as eneEddie

voorgestel. Seker maar kort vir Edward,

    vertel hy.

    Identiteitsnommer

Dieman het gevrawaar symotor is, en die

gesprek het toe beginwentel oor sy uitstaan-

    de boetes, vertel hy.

Die verkeersman het toe sy identiteits-

nommer gevra en n oproep gemaak en so-

waar met die regte inligting vorendag ge-

kom oor sy uitstaande boetes selfs die

spoedboete van twee jaar gelede in Beaufort-

Wes, asook die parkeerkaartjie by die rugby-

stadion.

selfs afskryf, omdat daar glo nie reg opgetree

is nie.

is.

staande boetes by n padblokkade in hegte-

verskuldig vanR650 sommer direk daar in

geld in my beursie nie. Ek was bang hy sou

    Kantoor

dertdien kon ek hom nie by di nommer in

Ek wil men-

    Richard Bosman, uitvoerende direkteur

ondersoek word of die man n werknemer

loop, s hy.

    Hierdie grondvalnie onderdie jurisdiksie

van die Suid-Afrikaanse polisie nie. Volgens

pendelaars is daar egter selde of ooit enige

    sekerheidswagte van Metrorail te sien.

    Riana Scott, woordvoerder vanMetrorail,

s bykans 500 km spoorlyn met 122 stasies

en 20 depots moet in die provinsie gepolisi-

eer word en omdat hulle beperkte hulpbron-

ne beskikbaarhet, is dit noodsaaklik dat eni-

ge misdaad by die polisie aangemeld moet

word. Ons ken sekerheid toe aan die hand

van inligting wat ons kry. Die hoofbron van

    hierdie inligting is gerapporteerde mis-

want selfs boewewil Kersfees hou, s Scott.

    Sy s sekerheidword tydensdieKerstydoral

    verskerp. Buiten die spoorwegpolisie, is

daar ook Metrorail Protection Services en

    kontraksekerheid by die onderskeie stasies.

Metrorail spandeer tot R180 miljoen per

jaar aan sekerheid in die Wes-Kaap.

Wat die onderhoud van grensdrade betref,

s Scott dat Metrorail n baie wye gebied be-

    Noord onlangs so n grensdraad-opknapping

The family of a former South African ice

skater is looking for witnesses to the acci-

    dent that killed their father.

    Gavin McPhearson (56) was running

along De Grendel Avenue at about 19:00 on

18 November when he was hit by a white

    Opel Corsa.

    According to Mcphearsons daughter,

Carrie, they just want to know what really

happened. We are shocked at what happe-

ned to my father, but would really like to

know what happened on that fateful day. If

there is someone out there who saw some-

thing or was in the vicinity we would like

for that person to come forward.

    Police spokespersonWarrantOfficer Jac-

quesMostert said a case of culpable homici-

    de is being investigated.

On Tuesday 18 November the Bothasig

police were called out to an accident scene

in De Grendel Road. Upon their arrival on

the scene they found that a motor vehicle,

a white Opel Corsa had struck a pedestrian

who had been running in the parking area

next to the road. It is alleged the driver of

the Opel Corsa had lost control of the vehi-

cle as it went around the bend in the road

and struck the runner, says Mostert.

He saidMcPhersonwas treated at the sce-

ne but died on the way hospital.

    The investigation officer, Constable God-

win Oppel, would like tomake contact with

anyone that might have witnessed the acci-

dent or who has any information regarding

it. He can be contacted on 021 558 3688 du-

ring office hours or Crime stop on 08600

    Family seeks information

    on accident that killed father

Two suspected abalone poachers were arre-

sted by the Bothasig police recently when

theywere found in possession of 830 abalone

with a street value of approximately R100

    000.

    According to police spokesperson War-

    rantOfficer JacquesMostert, two officers on

    patrol, ConstablesSelloMcutshengeandAn-

drew Simmers, tried to pull over the vehicle

the suspects were travelling in, close to Bur-

    gundy Estate.

Mostert said the two officers noticed the

suspicious Toyota Yaris en route to Parow

    at about 02:30 on Tuesday.

When they tried to get the driver to stop,

    he sped away.

    That raised suspicion that everything

wasnot above board. The officers gave chase

with the driver of the vehicle refusing tomo-

    ve over.

They eventually forced the vehicle to a

stop on the N1 off-ramp, whereafter the five

occupants jumped out and fled on foot. Two

    of the suspectswere arrested, saysMostert.

The members took the two suspects back

to the vehicle and on closer inspection found

abalone in the boot of the car.

    The twomen fromDelft, bothaged 23,were

arrested and detained at theBothasig police.

    Captain Dawid Kruger, acting station

    commander, commended the members on

    their vigilance.

    Nuwe boek vol sprokies

Wendy Maartens se nuwe boek Vertel vir my n Storie is nog n meester

    stuk in hierdie genre.

    ANDR BAKKES

    @andrebakkes

    D

    ie immergroen kinder-

    boekskrywer, Wendy

    Maartens, se nuutste skep-

ping kom reg op die hakke van

    haar vorige een.

    Di inwoner van Tableview

skryf dat die byle huil. So, n on-

    ingeligte joernalis kan seker

maar vergeweword as hy s: So

Wendy, vertel ons van jou nuut-

    se boek, Die Beste Suid-Afri-

    kaanse Spookstories.

Nee, nee, dit het in Septem-

ber verskyn. My nuutste ene is

Vertel vir my n Storie, ant-

    woord sy.

    O, natuurlik, lag die joerna-

lis. Ons het verlede jaar in Sep-

    tember daaroor geskryf in die

artikel Boek leer ons hoe om

    verskil te maak.

    September

Wendy bly vir n oomblik stil

en s toe baie stadig dat verlede

    jaar September se boek was

boek, Vertel vir my n Storie.

Die spoed van haar pen is on-

    rusbarend vir joernaliste, maar

    wonderlike nuus vir haar jong

    lesers.

In haar 13de boek leer Haas n

belangrike les oor geduld toe hy

op n dag teen Skilpad resies

    hardloop, die musikante van

Bremen wys wat jy met goeie

Daar is 20 sprokies wat ek

verwerk het en dan fokus ek op

    waardes soos verantwoordelik-

    heid, innerlike vrede en eerlik-

heid. Aan die einde van die spro-

kie is daar n gedeelte wat spesi-

fiek met die kind praat en vir

hom of haar vertel waaroor dit

gaan. Dit gaan daaroor om die

kind se aandag te fokus op nma-

nier wat hulle dit kan raaksien.

    Ek maak die abstrakte amper

    tasbaar.

    Waardevol

    Die boek is ampernet sowaar-

    devol vir ouers en onderwysers

as wat dit vir kinders is.

    Dit gee ewigheidswaarde aan

    nKerskous, omdat ouers enkin-

ders die geleentheid kry om me-

    kaar en die lewenswaardes

    (waarop die fondament van n

    gelukkige gesin gebou word) op-

    nuut te ontdek.

    Ek het 22 jaar ondervinding

    as graad 3-onderwyser en is

    steeds by die onderwys betrok-

ke, net op n ander manier. My

    verhale word nou in skoolhand-

The Spur Foundations Toy Drive will

put a smile on the faces of children at

    the Durbanville Childrens Home and

    House of Grace this year.

This is the season for giving, spen-

    ding timewith family, enjoying ample

    entertainment and receiving gifts ga-

    lore.

    Unfortunately many children will

not be receiving gifts or love this festi-

ve season. Therefore, the Spur Foun-

dation will coordinate a national toy

collection drive to put a smile on some

    underprivileged childrens faces,

said Ronel van Dijk, chairperson of

    the Spur Foundation.

    Between1Decemberand16January

2015, collection boxes for new and pre-

loved toyswill be available at all Spur,

    John Dorys and Panarottis restau-

    rants countrywide.

In the Western Cape the beneficia-

    ries are the Durbanville Childrens

    Home,HouseofGrace, a place of safety

    for abandoned and abused children,

    and Umnqophiso Preprimary, a nur-

sery school and aftercare centre in

    Lwandle, Strand.

    TheToyDrive, supported byCourie-

    rIT, Longstreet Media and Nampak,

collected 77 boxes filled with toys in

    2013.

According to a 2014 national adopti-

on coalition report, there are 5,2 milli-

    on orphans in South Africa.

Over 13 000 live in residential care

facilities and an estimated 10 000 live

on the streets. And that excludes the

children that are with their families,

but in such dire circumstances where

    they cannot afford basic necessities,

never mind toys, said Van Dijk.

    middag nbietjie lafenis bydiemunisipale

swembad in Goodwood gaan soek toe die

    voorval plaasgevind het.

    Volgensao.WayneTheunisvandiepoli-

sie in Goodwood het die eienaar symotor-

alarm gehoor.

tor.

nie in onderbeligte of afgele gebiede par-

kers. Wanneer jy waardevolle goed by jou

    T

    herewas backslapping all roundwhen

    the Voortrekker Road Corridor City

    Improvement Districts (VRCID) cri-

me and grime fighting machine held its se-

    cond annual general meeting recently.

    The secondAGMof theVRCIDwas a hu-

    ge success. Itwasmadepossible because the

outstanding results of the past year made

feedback to our members so much easier,

said Hardus Zevenster, chairman of the

    VRCID board.

I thus cannot help but congratulate the

    dedicated personnel for their outstaning

    service in 2014, he said.

    The partnership between the VRCID

and the business community was another

reason for our success, said Zevenster.

He said corporates and businesses that

have established themselves in the VRCID

area have proven invaluable to their suc-

    cess.

Derek Bock, operations manager of the

VRCID, said it was very important to conti-

    nue to build strong relationships.

    Our precinct managers, Sarel Strydom

(in Bellville), and Rushdi Toefy (in Parow),

    workwithmany departments across theCi-

ty of Cape Town, he said.

Our success depends on their support as

we carry out our daily operations, said

    Bock.

The VRCIDs key objectives were, accor-

ding to Bock: There is a need to begin a

    two-way conversation with our partners,

    investors and community. While visible,

our work on the streets needs to be suppor-

ted by a strong message of investment.

    Bock saidpropertypriceswerebeginning

    to reflect the VRCIDs success.

Tax incentives such as the Urban Deve-

lopment Zone (UDZ) and initiatives such as

    the Mayoral Urban Regeneration Program-

me (MURP) have a role to play in attracting

    investment, he said. Parkingmanagement

    remained a key issue.

We recognise the urgent need to provide

cleaner, safer public parking areas across

Bellville. In the new year we will be discus-

sing ways and means to do this with the Ci-

    ty of Cape Town.

    Thirdly, he highlighted the continued

prioritisation of their four social develop-

    ment programmes.

Simply moving people away from an

area does not address the root cause of ho-

    melessness.

    Partners Radio Tygerberg andMESwere

helping facilitate the establishment of a Ho-

pe Centre where street people could access

    work opportunities and skills training.

This is a much more sustainable appro-

ach that we hope will change the social pro-

    file in the VRCID area.

Lastly, Bock said the VRCIDwould conti-

nue strengthening ties with the police and

    city partners.

City mayco mamber Sam Pienaar, char-

ged with the progress of the MURP, said he

was still as committed to realising the pro-

mise of theVRCID to clean up theVoortrek-

    ker Road corridor.

    VRCID delivers clean

    streets at AGM

Leonie van der Merwe, VRCID office manager, and Derek Bock, chief operations officer.

    Dagga gets up neighbours nose

One of Jeremy Actons chickens takes a nap. A neighbour took this picture and sent it to

TygerBurger. Acton is the leader of the South African Dagga Party and neighbours are complai

ning about his animal husbandry in Kenridge.

    MICHELLE LINNERT

    @linnertmb

    T

he smell of dagga fumes and farmyard

animals is a massive irritation to

    Dagga Party leader Jeremy Actons

    neighbour.

    Actons neighbour, Etienne Nortje, says

hes been struggling for months to get the

authorities to take action against Acton.

They did come and have an inspection,

but (Acton) just blatantly ignores their war-

    nings, said Nortje.

    His complaints include Actons keeping

    backyard animals in Kenridge.

It sounds like a farm next to us. The man

breeds with rabbits, he has a bunch of chic-

kens, theres a beehive and a little while ago

his dog ran down the street with a rabbit

skin past where our children play! said

    Nortje.

The animal smells attract flies, especial-

ly in summer. The mans pool is greener

than grass and will soon create problems

    with mosquitoes, he added.

He says Acton does nothing to maintain

his yard. I have paid for his side of the lawn

to be cut, but he got highly upset with me

he says its his rabbits food!

Ward councillor Andrea Crous said she

    was aware of complaints from

    neighbours.

I have been approached byKenridge resi-

dents about a neighbour who has no respect

for them because of his unhygienic yard, the

droppings from his chickens and rabbits,

and the smoking of dagga at all times of the

    day, said Crous.

The city is working on the problem, but

that is not good enough for the residents.

Theyve spoken to this neighbour, but he

    just couldnt be bothered.

From Actons side, things look a whole lot

    different.

I have applied for a licence for the 11 chic-

kens I keep as well as for my four rabbits.

I have yet to get a reply from the city, he

    told TygerBurger.

He said he asked all his neighbours for

consent to keep his chickens he doesn't ha-

ve a rooster and only one neighbour con-

    sented.

He said to keep the fly population down he

has five fly traps on his premises that give

off a stink, as well as a compost heap, but

these were kept away from neighbours.

The issuewith his tall grass is amisunder-

    standing, he says.

We own guinea pigs. Grass is the only re-

source I use to feed them. The grass in Ken-

ridge is cut severely short I have to drive

ten kilometres to Stodels to get grass for

    them, he said.

Im trying tomaintain a certain length of

grass 100 mm at least so as not to have

    to battle weeds.

He said he resented neighbours imposing

their sense of neatness and lack of environ-

    mental awareness on his family.

Acton said his pool did have a lot of algae

but was filtered daily and had no mosquit-

oes. I am in the process of applying to Cape

Nature Conservation for a permit to keep

carp and run the pool as an aquaponics ope-

ration a natural pond system. The inspec-

tor has been here about four times, but has

not seen a single mosquito in that pool.

About dagga smoking, Acton said he used

it in accordance with my knowledge of my

rights, for medical reasons, and as a part of

my personal spiritual meditations in my re-

    lationship with my Creator.

I do not use it indoors or in the presence

of my family, who dont like its smell. I al-

ways make every effort to check wind direc-

tion to minimise any impact (on others).

He is not afraid of prosecution for his dag-

ga use. It is now possible for any citizen fa-

cing charges to stay their prosecution in the

High Court. I andmany others have summo-

ned the state to scientifically justify the pro-

    hibition and prove its constitutionality.He

feels the current neighbourly issues were

very much a clash of perceptions between

    two individuals with different back-

grounds and hoped these differences could

    be peaceably resolved.

Acton said Crous had never visited his

premises. He was simply practicing his own

small-scale animal husbandry to the extent

his yard allowed it.The local ratepayers as-

sociation said they know of no problems

    with Acton or his yard.

We havent received any complaints. If

there was a big problem, I am sure residents

would have complained to us already, said

    Kenridge The Hills Ratepayers Association

    chairperson Geordie Hogarth.

A senior city official who may not be na-

med confirmed to Crous that they have had

    various complaints about the premises.

The owner has been sued and found guil-

ty and fined about his animals. He has, in

the meantime, applied for licences for his

    animals, the official said.

    Should Actons applications be unsucces-

sful, his animals could be removed, or he

    would be sued again.

We will address the health issues,

but. . . will give the complaint through to

law enforcement for possible further action,

also regarding the beehive.Acton says even

this served a sacred purpose. The city has

no scientific rationale for the banning of

    bees fromresidential areas.Bees are essenti-

al for a healthy environment and are endan-

gered creatures needing our protection and

    respect.

    HappyFeet, the juvenile penguinwho captu-

red the hearts of TygerBurger readers, is

well on the road to recovery.

He will spending Christmas at the Sout-

    hernAfricanFoundation for theConservati-

on of Coastal Birds (Sanccob) along with 445

    other abandoned African penguin chicks

    rescued from around the Pensinsula.

    Every year betweenOctober and January,

Sanccob helps hundreds of African penguin

chicks abandoned by their parents when

they start their annual moulting cycle.

During this time the parents replace their

tuxedo with a new set of waterproof fea-

thers and are unable to hunt for fish and feed

their young during the three to four week

    moulting process.

As a result, the chicks yet to fledge, like

Happy Feet, are abandoned and face starva-

    tion unless conservation organisations like

    Sanccob intervene.

On Christmas day, Happy Feet will have

an enriching meal of sardines fed to him by

    his carers.

During the day he will be kept hydrated

through regular administration of fresh wa-

    ter and special electrolyte fluids.

    Hewill get his strengthback throughdaily

doses of vitamins and hone his swimming

skills in the pool, so that he will be fit and

ready for release back into the wild.

In the evening hewill sleep in a comfyhea-

    ted pen with soft matting.

As a gesture of thanks to Happy Feets res-

    cuer, Liezl Bestbier from Melkbosstrand,

Sanccob has adopted Happy Feet for Liezl.

Other readers who would like to support

the other 445 tiny chicks at Sanccob can

Adopt and name a penguin for R500 by visi-

    ting www.sanccob.co.za.

Readers will receive a photograph of their

chick, a certificate of adoption, a thank you

letter and a sticker that says I adopted an

African penguin. The proceeds go directly

towards saving these chicks and pays for

their food, medication, care and safe trans-

    port back to the colonies.

    Sanccob rehabilitation manager Nicky

Stander said if you find a seabird in distress,

you shouldnt crowd around it as seabirds

react very negatively to stress. If you are

able to approach the bird quietly, gently and

firmly wrap it in a bathing towel and call

    Sanccob on 021 557 6155 or the 24-hour call

line on 078 638 3731. Sanccob will arrange to

pick it up or direct you to their rehabilitati-

    on centre.

After taking out my car license

I forgot to display it on my

window. When I saw a traffic

officer writing out a fine, he

    explained that there were two

amounts on it R500 if your

license lapsed or R300 if you

took it out and did not display

    it.

So its two weeks later and I

want to pay it. I first try the

internet, as fines can be paid

via Absa. The only problem is

    there is no reference number

on the fine, so the payment

    will not go through.

I then go to Absa, where the

    cashier tells me that the

    Traffic Departments system is

offline and I have to wait for a

    second letter through the SA

    Post Office.

No problem. So I go off to

    the Traffic Department in

    Durbanville, where I am told

that they can only take the

    R500 payment, not the R300

one. This can only happen at

    the Parow Traffic Department.

    I then called the main

number, where I was told that

the fine has not been captured

    so I cant pay it.

Why issue fines if they know

that the offender cant pay it?

    Is the Traffic Department

run by human beings? I am

    beginning to wonder...

    So many who regard them-

    selves as dog lovers forget

that while they are at work,

away for a weekend or at

times even a week, we the

lonely, old or just selfish are

    subjected to the continuous sad

    howling, whining and barking

    from many a neglected pet.

    Dog lovers often

    neglect their pets

You leave home at the crack

    of dawn, returning some eight

    hours or more later.

    The so-called pet is given

its food and then the owner is

off to bed and sleeps like a log,

    never hearing the night bark-

ing. And so it is every single

    day.

    How many genuine loving

    hours are spent with the

animal? As far as you are

    concerned your dog protects

your home and the barking is

    their way of communicating.

    To whom, I ask?

To the phrase get a life,

have you not noticed that we

    who complain about the bark-

ing are very much alive. We are

the ones who hear and are not

deaf to the sounds of an animal

    geld, selfone en vuurwapens.

    Alhoewel mense glo dat

    gewapende reaksie in so n

    situasie die geweld sal vererger,

    het gewapende reaksie in

    hierdie geval die aanval

    ontlont. Die aanvallers was baie

    goed georganiseerd; hulle het

    selfs n versteekte wag gehad

om hulle tydens die aanval te

    straatboewe nie.

Dit kan nie van die ongewa-

    Die enigste persoon wat n

    Maar verbeter die situasie enigsins?

Want jaar na jaar word dieselfde donker

    prentjie geskilder.

Vroue word in siklusse van geweld

vasgevang, omdat hulle by n man bly ter

    geskaad dat hulle nie in hulself glo nie;

Hulle

verloor hul identiteit en voel hulle het

geen waarde in die samelewing meer nie.

Kinders word so mishandel dat die

sielkundige letsels daarvan vir ewig aan

hul menswees vaskleef, en baie keer die

basis vorm vir hul eie geweldsoptrede

teenoor vroue en kinders in hul volwasse

    jare.

    H

aving a unforgettable holiday at home

is the easiest thing to do if you have

shoe-string budget and you stay anyw-

here in Cape Town. Here is how we suggest

    you do it:

VGo on a sunset hike up Lions Head for

full moon on 6 December or 5 January. All

you need is a pair of walking shoes and a

torch for the return hike. Snacks are optio-

nal, but a spectacular 360 degree view of Ca-

    pe Town is guaranteed.

VGalleries and shops stay open until 21:00

around Cape Towns central city every first

Thursday of the month (except January), al-

lowing anyone to explore the city on foot and

experience a culture injection. Entry to par-

ticipating galleries are free. There is no tour,

schedule, or guided walk. Go to www.first-

thursdays.co.za for highlights and a map.

V If youhave notwalked on theBoomslang

the Citys newest and most popular tourist

attractions: a 130-m long aerial boardwalk

over the Tree Tops of Kirstenbosch. Entry to

Kirstenbosch is R50 for adults and R10 for

children between 6 and 17. Unders 6 enter

free. Take a picnic basket and spend the day

in the garden next to a streamlet while the

young ones catch tadpoles. Gates are open

    from 08:00 to 19:00.

V Visit the Toy and Miniature Museum in

    Market Street, Stellenbosch. Themuseum is

home to an assortment of vintage playthings

and a wonderland of tiny replicas of farm

houses, historical buildings and rooms com-

plete with mini furniture. One of the

highlights is a detailed miniature replica of

the Blue Train and its route through theWi-

nelands to the Karoo and back. The price is

R10 for children and R20 for adults.
