Principal Himmath Singh says the total cost of the hall has been estimated at R6.25m. “This has been made possible by the gen- erous sponsorship of the CEO of Garden Cit- ies, John Matthews, in partnership with the education department,” he says. Singh says the school's initial contribu- tion to this nominated project will be R250 000. “We aim to raise funds for the total amount of R550 000 with half of it as our con- tribution to the project, but also to raise enough funds to furnish the hall,” he says. Singh says the driving force behind this project, Myroonisha Bridgeman, project manager and former employee of Garden Cities/Pinelands Development Company, made this possible for Cravenby School. “This tenacious, hardworking woman with a love for her school community and want- ing to make a difference in the lives of oth- ers, has many skills and talents that brought so much to the table for school,” says Singh. He adds that although Bridgeman does not have a responsibility with the school as she has no children attending, she strives to do more and more for the school. “The school needs the support from the community, local businesses and organisa- tions to raise the much needed funds. We ask that the community and parents support all our fundraisers in aid to get to our goal to make it possible for Garden Cities to start building on Wednesday 1 June. Garden Cit- ies will only commence with building once they receive the R250 000 from the school, therefore we pledge that the community will support the school and parents will buy a brick to make this possible,” he says. Singh says the hall will give Life Orienta- tion teachers the opportunity to educate learners by using outsourced companies to provide workshops on drug abuse, sexual participations and much more. “The hall will be used as a source of in- come to the school as well as we hire or rent the hall out within the community for events or functions and will also be used for matric exams and assemblies,” he says.

kantoor aangemeld is.Die sake hou glo verbandmet aanlyn-ver-

hy of sy is ingeloop,” sê Van Niekerk. Hy sêtot dusver is ’n reeks sulke gevalle in dieKuilsrivier-polisiegebied aangemeld.“Die betrokkemisdadigers sit egter in Jo-

hannesburg,” vertel hy.

As the popularity of social media sitesand chat groups continues to grow, ex-perts have warned parents to be awareof a growing trend in cyberbullying.Speaking to parents during a recent

publicmeeting in TableView, EvanBoo-yens of Da Vinci Forensics explains cy-berbullying is when someone uses theinternet, cellphones and other techno-logical devices to send or post text or im-ages intended tohurt, embarrass, threat-en, torment, humiliate or intimidatetheir victim. He says while cyberbullying is ram-

pant in countries like America, leadingto various emotional problems in teensand in some cases suicide, SouthAfricanteens were slowly starting to feel the im-pacts. Similar to the old fashioned formof bullying, Booyens explains varioustactics such as gossip, threats and trick-ery are used among children. Howeverwhen online these tactics are amplifiedas the bullies can now torment othersanonymously. In the online space, he says, new tac-

tics are used and most disturbing is thecreation of fake social media profiles. Here the bully creates a Facebook pageor any other form of social media ac-count and poses as their victim, placingembarrassing or false posts. In South Africa the most commonly

used social media site is Facebook andBooyens says in most cases girls are theperpetrators.

“There are various reasons childrendo this. They include revenge, power, en-tertainment, stupidity or problems athome.”Booyens says the effects on the victim

range from sadness and anxiety to de-pression, anger and in some cases, sui-cide.According to international studies,

92.6% of teens say cruel behaviour takesplace on Facebook. Booyens says thosesame studies indicate that 65.8% of teensresponded to their bullies of which 35%where personal confrontations. “Thestats show that 15.4% of children avoid-ed school and 4.5% of them have been ina physical fight with their bully. Whatis interesting, is that of those teens only10% of parents were aware of what theirteen was going through.”Booyens says while South African

teenswere not as hard hit by cyberbully-ing, it’s important for parents to beaware of the potential dangers. “It won’ttake that long for our children to be hithard by this and it’s already happeningon Facebook. There are some simpleways to help prevent it.”First on the list is for parents to have

their children’s social media passwords. He says while teens will complain abouttheir privacy being violated, it is impor-tant for parents to have access to moni-tor their interactions. He says parentsshould encourage their children tospeak up if they are being bullied andshould be taught how to block their bul-lies from their social media accounts.

Soft underbelly ofcyberbullying The Western Cape Flying Squad and police

reservists arrested two foreign nationalswith unlicensed and stolen firearms in DelftSouth. The suspects were caught and arrested as

police were following up on information re-ceived from the public.Captain FCVanWyk, spokesperson of the

provincial police, says the arrest occurredat about 16:30 on Saturday 21May in a spazashop in Delft South.“Officers found a 9mmAstraUncenta fire-

arm with a magazine and one round of am-munition in their possession. The firearmwas reported stolen in a case registered atMilnertonPolice Station inDecember 2013,”he says. The 20 and 26-year-old suspects face char-

ges of illegal possession of firearm and am-munition and possession of stolen property.Brigadier Hendrick Jansen, Blue Downs

cluster police commander, extended his ap-preciation to the community for respondingto the call which the police made throughthe imbizos to come forward with informa-tion that could lead to the arrest of suspectswho break the law.

Google South Africa has partnered withI-CAN Centre in Elsies River to rollout a project called Google Computer

Science First. This international project has been pilot-

ed around the world and many young peoplehave become digitally motivated.

Llewellyn Scholtz, manager of the centre, says the goals of the project include incul-cating computational thinking and a posi-tive attitude towards Computer Science inlearners from Grade 6 to 7.

“The project entails block based coding, building a digital story, developing a dia-gram and prototypes, remixing a storytel-ling project and creating your own animat-ed characters through storytelling,” he

says.On Thursday 19 May, the I-CAN Centre

had a graduation to celebrate the success ofthis new venture. It was the first time in theWestern Cape that the Google Computer Sci-ence First project was successfully conduct-ed and various schools benefitted.

Scholtz explains that the I-CAN Centreidentified three schools in the Elsies Rivercommunity to run the Google project – Bal-venie Primary, JS Kloppers Primary andNorwood Central Primary – which werepart of the project hosted by the centre.

“The leaners came to the centre to partici-pate in the Google project. The 10-week pro-gramme was conducted online through aGoogle portal and a facilitator. Teachersfrom the selected schools transported stu-dents after school to attend classes,” hesays.

This unique initiative between the I-CANCentre and Google SA has impacted the nextgeneration of digital practitioners.

Scholtz says the methodology implement-ed has proven to induce active participa-tion, collaboration, interaction, and knowl-edge sharing among students.

“As digital skills have become the corner-stone for job creation in communities, everycitizen is required to be digitally literate tointeract in the future of economic develop-ment,” he says, adding that therefore the in-itiative is a game changer in education, community development and boosting localeconomy.

His team will also sleep on the streets onthe weekend with the hope of bringingawareness around homelessness.

“We need people to partner with us tomake this event a success. I believe that to-gether we can bring change. We have al-ready received 15 blankets from friends andfamily, and some food.

net Huis Jabes kanbied.

“Nadat hul gesta-biliseer is, word hul-le by programme in-geskakel om hul self-vertroue enmenswaardigheid opte bou. Hul verbeterhul ouerskapsvaar-dighede, bekom ’n in-

With the advent of thenewMunici-pal Planning Tribunal (MPT),the developmental landscape of

CapeTownwill be changing fast and furi-ous.TheMPT, consisting of a panel of town

planners only, will give effect to new leg-islation to bring town planning intoalignment with the transformation thathas taken place in other facets of localgovernment. The determination of all land use ap-

plications and future developments willthus be taken out of the hands of localward councillors, who traditionally“represented” the interests of their con-stituents at council level.Executive mayor Patricia de Lille said

that thenewprocesswas designed to pro-vide fairness and equality and to read-dress previous wrongs brought about byApartheid planning.“Therefore it will bring about a more

integrated, high density city, where allpeoplewill be living closer to their placesof work,” she said.“One of the objectives is to reduce trav-

el times and congestion on Cape Townroads.”De Lille was speaking at the recent

conference of the of theWesternCapeDe-velopmentForum(WCDF)held inCentu-ry City.MPTs were made mandatory in all

provinces by the Spatial Planning andLand Use Management Act (SPLUMA)in 2013.InCapeTown, sittings of theMPTcom-

menced in October last year, whence 180applications have been determined. Ofthese less than 2% were refused.

Not a new conceptDavid Daniels, chairperson of Cape

Town’s first MPT, explained the conceptof municipal planning tribunals.“It is not a new concept being intro-

duced in the Development FacilitationAct (DFA) in Gauteng in 1995, but foundto be unconstitutional,” he said.“The idea was again pursued in the

2001 White Paper on Spatial Planningwith the core notion that decision mak-ing on town planningmatters are techni-cal in nature and should therefore bedone by practitioners with the relevanttechnical proficiency.”Even though new local government

legislationwas introduced to governmu-nicipalities, local governments proceed-ed to develop their own Spatial Develop-ment Frameworkswith limited policy orpolitical guidance. Land use decisionswere thus still being decided in terms ofthe old order Land use Planning Ordi-nance (LUPO).The new order legislation was intro-

duced in theWestern Cape in 2014 by theWestern Cape Land Use Planning Act(LUPA), whereafter the MPT was estab-lished at the end of 2015.The above legislation flowed from the

national Spatial Planning and Land UseManagement Act (SPLUMA) of 2013.

In Cape Town, 21 town planners wereappointed to the tribunal, whose deci-sions will be guided by SPLUMA princi-ples such as spatial justice and sustaina-bility. Itwill also have to complywith en-vironmental legislation.Daniels stressed the fact that the im-

pact of future developments on propertyvalueswill not be the sole factor to be tak-en into account with decision making.“Several factors such as social and eco-nomic impact, impact on heritage, capi-tal investment and traffic impacts are tobe taken into account as well as how neg-ative impacts can bemitigated. It is hardto say how much weight will be given toproperty values alone. Each case will bedetermined on its own merit,” he said.“All of these criteria are open to inter-

pretation and require exercise of judge-ment. In deciding on a matter, the MPTmay impose reasonable conditions to en-sure there are positive outcomes from itsdecisions.”Council also adopted a set of rules of

procedure for meetings of the MPT,which includes guidelines for oral hear-ings.

ObjectionsResidents objecting against new devel-

opments can apply to address the MPTat such oral hearings. Tribunalmeetingswill take place once a month in each re-gion of the City, where ward councillorsand the public can attend and participatein oral hearings.“It is disappointing though that very

few ward councillors or members of thepublic have up until now attended suchmeetings,” he said. “Ward councillorscan use this opportunity to bring justi-fied concerns of their constituents to thefore.”Ward councillor Marian Nieuwoudt,

who attended the MPT meetings, toldTygerBurger residents of CapeTownwillhave to educate themselves with thefunctions and procedures of the MPT inorder tohave their voicesheard in futuredevelopments in their areas.“If not, theywill be excluded fromdeci-

sions thatmay affect their immediate ar-ea,” she said.“As ward councillor I can advise them

on planning issues but I can’t formulatetheir arguments for them.”In the Northwest theMPT panel meets

in the Goodwood Council Chamber onthe first Tuesday of eachmonth and con-siders applications from the Blaauwbergand Table Bay planning districts. The Northeast panel meets in the Bell-

ville Council Chamber on the third Tues-day of each month to consider applica-tions from the Tygerberg and northernplanning districts.“In the City of Cape Town, the Execu-

tive Mayor is the appeal authority andthe Mayor has set up a panel to adviseher on appeals against decision taken bythe authorised official(s) or the MPT,”says Daniels. He concluded by saying that the intro-

duction ofMPTs is an important step for-ward in the transformation of local gov-ernment in South Africa.

In an attempt to fast track nation building,Father Smangaliso Mkhatshwa, nationalchairman of the Moral Regeneration

Movement (MRM), urged universities tolaunch their own chapters of the movement.

Mkhatshwa was the guest speaker at thelaunch of the first leg of the student affairsdepartment’s anti-discrimination campaignwhich was held at the CPUT Bellville cam-pus recently.

He said discrimination negates every-thing the nation’s constitution stands for, es-pecially equality, freedom, humanity anddignity.

“In order to win the struggle against socialills, we must first understand the social andeconomic context in which it is practised.”

He added that discrimination, whether ra-cial or social, is based on a number of falseassumptions such as unequal power rela-tions and inferiority complex.

“If unchecked timeously, discriminationand prejudice can degenerate into barba-rism,” he argued, citing examples of ethniccleansing in Africa and abroad.

He said in the upcoming local governmentelections students have the opportunity toelect councillors who will be their ally incombating the scourge of discrimination.

Dean of students, Cora Motale, duly com-mitted CPUT to launch its MRM chapter andrequested Mkhatshwa to invite the universi-ty to the movement’s national indaba.

The MRM is a networking platform thatfacilitates and coordinates processes and in-itiatives aimed at combating moral degener-ation.

It is a civil society driven initiative thatis supported by the government which paysspecial attention to the issues of develop-ment, social cohesion, and nation building.

Staff and students wrote pledges to com-mit themselves to the fight against all formsof discrimination, especially racism.

Central SRC president Sibusiso Thwalawelcomed the call for anti-discriminationand said that’s why CPUT students supportthe City of Cape Town’s anti racism cam-paign.

“Today is a step in the right direction. Thelaunch comes at a turbulent time when the#FeesMustFall campaign revealed that theeducation system needs to be decolonised,”said Thwala.

He added there was an urgent need to alle-viate student poverty as poor students arebeing exploited by affluent adults for sexualpleasure as they lure them with money andpromises of better lifestyles.

Rachel’s Angels Trust was launched in2007 in association with Media24 and theUniversity of Stellenbosch, aiming to meeta need in previously disadvantaged commu-nities in the Western Cape. The mentorshipprogramme was aimed at Grade 11 and 12learners, with a focus on improving academ-ic abilities and life skills in order to helpthem to deal more effectively with post-mat-ric challenges.

The University of the Western Cape’s(UWC) Centre for Entrepreneurshipand Innovation will continue to sup-

port local business after receiving a R1.2mboost from Absa Bank.

Last year the centre joined hands with theprovincial government and Absa to equip1000 entrepreneurs across the provincewith the strategic and operational skillsneeded to help develop and grow their busi-nesses.

With this added push from Absa, UWChopes to continuewith thework they are do-ing in communities.

Next three yearsFor thenext threeyears, theCentre forEn-

trepreneurship and Innovationwill work to-wards tackling social change and drivingeconomic growth by contributing towardsthe improvement of enterprise, financialand life skills of the next generation throughfunding initiatives aimed at uplifting disad-

vantaged young people in the province.Clinton Clarke, regional head of CIB

Kwazulu Natal and Western Cape, says atAbsa they recognise the vital role small andmedium-sized enterprises (SMEs) play ineconomic growth and job creation.“We are delighted to be partnering with

the UWC in this programme aimed at sup-porting the development of small enterpris-es and entrepreneurship. The pillars of theproject are in line with the bank’s strategyto ensure small, micro and medium enter-prises have access to finance andmarkets aswell as other non-financial support,” hesays.Clarke says they also recognise that SMEs

need more than just funding to succeed asthey also have other challenges.“They experience ahigh failure ratemain-

ly due to a lack of business and financialmanagement skills,” he says.As a result, a lot of funding advanced to

SMEs under a number of their programmes,

such as the Absa Supplier Development Pro-gramme, are linked to a non-financial sup-port package to improve the owners’ busi-ness and financialmanagement skills and toprovide them with networking opportuni-ties.

Biggest challengeClarke further says that small businesses

also often struggle to penetrate existingmar-kets, or create new ones, especially whencompeting againstmore established andbig-ger businesses.“As such,Absa is committed to developing

sustainable SMEs by linking them into thesupply chains of big corporates. We believethat access to markets is an SME’s biggestchallenge; after all a business without cus-tomers cannot succeed,” he says.

Clarke says they endeavour to help peopleachieve their ambitions in the right way.“I believe that the centre has created an

enabling platform. There was no doubt in

our decision to contribute R1.2m in fundingfor the programme,” he says.In addition to the bank’s normal lending

criteria, Absa has committedR250mannual-ly in non traditional lending aimed at theSME sector in South Africa. This fund isavailable to SMEs that typically would notmeet traditional lending criteria but havethe ability to generate income in the future.

Substantial impactUWC Rector and vice-chancellor Profes-

sor Tyrone Pretorius says the importance ofthese initiatives cannot be overstated, as thesuccess of SMMEs has the potential to makea substantial impact on economic growthand job creation in the country.“For South Africa to progress, it is very

important that institutions, private sector, government and academia work together toequip our people with the necessary skills, training and support to foster a culture ofsuccess and growth,” he says.

UWC continues to support locals

Al die nodige inligting oordie proses is by www.pleegsorg.co.za be-skikbaar.

Myoudste suster,Gertruida

Dietrich, het my boek geproef-lees en die boek is eintlik geskikvirkindersvan12 jaar,maarou-ers kan ook iets uit die boekleer. As kind het ek talle boekeverslind, maar my gunsteling-skrywerswasDrickyBeukes enEna Murray.

The life and struggles of legendary musicicon Miriam Makeba will be exploredwhen The University of the Western

Cape (UWC) presentsMiriamMakeba – Ma-maAfrica!TheMusical, at the Cape Peninsu-la University of Technology’s (CPUT) Bell-ville campus this week.

The show – the first-ever theatrical projectto focus on the life and times of Makeba –will run in the lead-up to the 10th anniversa-ry of her passing, and celebrates the 30-yearpartnership and collaboration between theUniversity of Missouri St Louis and the Uni-versity of the Western Cape.Mama Africa! features an all South Afri-

can cast and orchestra made up students, professional and semi-professional commu-nity dancers and actors.

The original musical drama was re-searched and written over three years byAmerican professor and Broadway directorNiyi Coker Jr. (who also directs) with sup-port from the Carnegie Africa Diaspora Fel-lowship Program and in association withZM Makeba Trust and Siyandisa Music.

While Mama Africa! makes its debut atCPUT on Thursday and Saturday, Cokerplans to take the production to New Yorkand Saint Louis in the United Stated later inthe year.

“It is quite humbling and a privilege to beable to tell the story of this icon,” he says.

The show’s second run will be at the Bax-ter Theatre in February 2017, before the pro-duction embarks on another internationaltour.

Henriette Weber, director for the Centrefor Performing Arts at UWC and who wasinvolved in the auditioning process for theproduction, says it is a unique opportunityfor them to be part of this collaboration. The

musical is a new focus for the partnershipin developing the Fine Arts and Communi-cations programmes at UWC.

“This is our first project together to nowdevelop a more vibrant arts and theatre pro-gramme for UWC as a historically under-privileged institution where stage produc-tions were banned for much of the apartheidera.”

With regard to the musical, she says, “itis a dramatic show of sounds and senti-ments, vibrancy and fears, and defiance ofthe apartheid era from the perspective of theblack majority – and also brings 31 songsfrom Makeba’s repertoire”.V Tickets for the show, which will be staged at CPUT’sBellville Campus on Thursday 26 and Saturday 28May, cost R150 or R100 for students and pensionersfrom Computicket.

SAREL BURGER

Judo champ: Caitlyn Serfontein (16) from BellvilleHigh School won bronze in her age group (u.70kg,group 4) at the recent Judo Commonwealth Gamesheld in Port Elizabeth. She trains under nationalcoach Godfrey Kleinsmith. Serfontein will competein the upcoming national judo championships atthe end of June in Johannesburg.

RUGBY: VARSITY SHIELD AWARD

AVRIL FILLIES

To receive the award as the BacklinePlayer that Rocks of the VarsityShieldwas a bittersweetmoment be-

cause “we just lost to Wits” in the promo-tion-relegation play-off.This is what AidynnCupido (19) of Stel-

lenridge, Bellville, flyhalf of theUniversi-ty of the Western Cape (UWC), said at theend of the Varsity Shield competition for2016. He played as a centre and full-backin all the age groups of Western Provincew hile a learner at Paul Roos Gym-

nasium in Stellenbosch.“I never saw my dad, Wil-

fred, play centre for WesternProvince and Western Prov-ince League. Tome he was just

my dad and the coach of the rug-by club Helderberg and all the dif-

ferent Sevens teams in the province. But when I startedmy rugby career, that fact added extra pressure andI told myself that I would be in all

representative teams on merit and notbecause of my dad. “I asked my mom,Levona, about my dad’s playing daysand she pulled out a scrapbook of

newspaper clippings andactionpicturesthat she kept when he was playing. Onlythen I realised why everyone was putting

pressure on me to perform,” he said. His parents attended all his matches

and his dad said it was not necessary forhim to be a centre, he should play in theposition where he was comfortable andwhere he could add value to the team. That was when he switched to fly-half.“As a fly-half you are the general that

controls people around you and you givedirection to the team. As a centre you fol-low directions and carry a lot more ball. The assumption is that anyone can playfly-half because you just receive the ballfrom the scrum-half to kick for territory, but this is way off the mark,” he said.Cupido studies law at UWC and hopes

to sign a contract with one of the provin-ces. “For the next two years UWC will beplaying again in the Varsity Shield andwehave enough time to progress from theShield to take the Varsity Cup. The rea-son I say this is thatwe played against thebest university sides and we discoveredthat we were just not on par with them. With the experience that we gained thisyear we can just build on that in the nexttwo years, and then we’ll be a force to bereckoned with.“Currently I am focussing on my stud-

ies because you never know how longyour rugby career would last. When mystudies are done and dusted I would like

to open a sports agency to assist youngtalented players because not all sportagents are truthful to you. With my legalbackground I would be able to help theplayers,” said Aidynn. He is coached by former Springboks

Chester Williams and Bolla Conradie atUWC. According to him Bolla is an inspi-rational coach.“He allows us to express ourselves on

the pitch and gives us freedom withinrange, but wemust always keep the gameplan inmind. Chester is a statistician andbelieves the ball should do the job. Be-tween the two of them we as a team canachieve much more and with experiencewe can win trophies.“When I amnot playing rugby or study-

ing I read novels and watch television se-ries with the family, like NCIS, Blindspotand Gordon Ramsay. My dad and I talka lot about rugby but mymom is more in-to my academic career. I have two sib-lings, Ammin (14)who is at Paul Roos andAimee, who is at RhenishGirls High.“Mymessage to young players is that youmust have a goal and you are the only onewho can stop you from achieving thatgoal. Rugby is a confidence game andwith the support and encouragement ofyour family you are able to express your-self on the pitch,” said Aidynn.

Slegs by vier geleenthede in vanjaar se

reeks is minder as 23 doele in ’n wedstrydafgestaan.

Groot opwinding wag in netbalhalfeindstryd
