he portal entrance structures to DUr-

banvale must be demolished and the

    remaining structures altered in such

a way that it still serves as an aesthetic en-

    trance to this upmarket neighbourhood.

This was the general comment at a meet-

ing last Tuesday evening at Chesterhouse

School about the future of the entrance

    structures.

A handful of about 30 people, including

Denise Robinson, local LP, and Justin Bas-

son, councillor for Ward 105, attended the

    meeting.

Johan Snyman of the roads and stormwa-

ter department and Elmari Marais of the

    economic, environmental and spatial plan-

ning department of the City of Cape Town,

discussed the options for the entrance

    structure.

    No plans

It was discovered that the portal entranc-

es in Vissershok Road and Koeberg Road,

which dates back to 2000, were partially

built on the road reserve, thus municipal

land. No approved building plans could be

    foundanywhere for the entrance structures

    either.

It was also discovered that the boundary

wall was partially built on the public road

    reserve.

This came to light when the Durbanville

    Community Forum complained about the

    shoddy appearance and requested that

they must be upgraded and repainted. The

question then arose who is responsible for

    their maintenance.

Snyman said at the meeting they hope to

have consensus from the community about

what should be done about the problem.

How it happened that such huge struc-

    tureswere built onmunicipal land,without

    any plans, is history.

What is important now, is to decide on

the future of them, he said.

Snyman said the only two options are

that they are either demolished by the city,

or that the residents of DUrbanvale accept

liability and responsibility of the mainte-

    nance of them.

But, Snyman said, if the space is re-

quired in the future for services or road

widening, the structuresmay have to be de-

    molished anyway.

    Plans changed

That is unlikely in the next five to 10

    years though, he said.

On this Robinson commented that many

irregular things happened in those years.

The structures were erected in a time of

instability in the city thingswerenot done

the way they should have been done, she

    said.

The developer at first planned a gated de-

velopment, but changed his plans when he

was told by the provincial government that

the through road, Mosselbank River Ave-

nue, was to be a link road between Visser-

    shok and Koeberg roads.

    Theward councillor, Justin Basson, com-

mented the citymust go back to the develop-

er to remedy what is wrong. He must de-

molish it and replace it with another struc-

    ture, he suggested.

Snyman then said themaintenance of the

boundary wall of the development is the re-

sponsibility of the residents onwhose erven

    it is.

    Gated

Some residents at the meeting, however,

still hoped that the neighbourhood could be

    a gated community some day.

One said the developer must be held ac-

countable. It suited him tomislead the res-

idents. He also had no plans or did not stay

    within his building plans.

    Council must maintain the structures,

    he said.

A woman then said she hates it that the

entrance must be taken down, but will hate

it evenmore if these aesthetic pillars fell on

    a child or someone else.

But then, giveus something in its place,

    she said.

Snyman concluded that it is the best op-

tion to demolish the structures and replace

it with a nice, tidy entrance the communi-

    ty can identify with.

Marais said the city officials will report

back to the subcouncil and come back to

residents with feedback and their final sug-

    gestions.

But that will only be by the end of July

or August as the council is now in recess,

    she said.

Johan Snyman of the roads and stormwater

department of the City of Cape Town

explained the options to residents at the

    meeting held last Tuesday evening.

    DESIRE RORKE

Severe alcohol and drug abuse has left

thousands of Wallacedene children with a

lack of a stable home life and the family

    values that go with it.

    This troubling but

    very real concern was

    highlighted at a commu-

    nity meeting held at

    Enkulukweni Primary

    School last Wednesday.

    Themeetingwas chaired

    by Dr Anthony Costand-

    ius, a counselling psy-

    chologist from Durban-

    ville, in order to explore

    the support systems cur-

    rently available in Wal-

    lacedene.

    According to Costand-

    ius, the meeting stressed

    the urgent need for the

    establishment of a com-

    munity forum in the ar-

    ea. This forumaccording

    to Costandius will have

to integrate the social and educational

services in the community into the needs

of the community as expressed by its lead-

    ers.

In the short term there is the need for

the establishment of a place of safety with-

in theboundaries of the community for the

protection of childrenwho are at risk. Lat-

er such a facility could also cater for en-

    dangered adults, he said.

    According tohimamedium to long-term

concern is the fate of handicapped chil-

    dren within the community, specifically

    those that are profoundly handicapped,

    needing high levels of care.

These children are currently hidden in

the community and it is doubtful that their

    parents receive adequate and appropriate

support in their efforts to care for these

    children, he said.

He said that an investigation needed to

be done into the requirements for establish-

    ing such a centre.

    Furthermore, deep concern was ex-

pressed about the parents in the communi-

ty and their ability to be responsible and ef-

    fective parents.

    Much note was made

of a general lack of family

    values. It seems that

    many parents in the com-

    munity are both illiterate

    and unemployed.

    Alcohol and drug

abuse is rife ... with the

    result that there are

    many parents in the com-

    munity that do not care

    well for their children, to

    the point where there is

    both neglect and

    abuse,he said.

It is clear that the par-

    ents of Wallacedene need

    to be mobilised, educated

    and motivated so that

    they can fulfil their re-

    sponsibilities, he said.

At the next meeting representatives for

the suggested community forum should be

elected and role-players are expected to pro-

vide feedback on the issues discussed.

Western Cape youth had the opportunity to

express themselves on Youth Day, 16 June,

    during an event entitled Unconferencing

    at Bellville Velodrome.

We as government will be listening to

them, so that what comes out their mouths

can be used to direct and give effect to the

youth strategy we are rolling out in the

Western Cape, said Albert Fritz, provin-

    cial Minister of Social Development.

He said 16 June has traditionally been as-

    sociated with dialogues, discussions, con-

ferences, or engagements with young peo-

    ple.

Government gathered them to talk about

their plans to make life better for future

    leaders.

With the assistance of over 100 facilita-

tors, the youth were afforded the opportu-

nity to express themselves on issues that

impact their lives, while government was

    listening.

Fritz said for too long, governments have

been making plans for the youth, develop-

ing programmes and even making some

services free. Yet many young people are

    not accessing government programmes,

some have no knowledge of it, while others

may be downright opposed to it.

Fritz said he wanted to know from peo-

ple: whether they know about the opportu-

    nities this government extends to them;

how they are accessing it; why they may

not be accessing it; what would make them

    respond favourably; and what hinders

    their access?

I want to make sure what we are rolling

out for young people to access, really is in

line with their needs and interests, Fritz

    said.

He said they wanted to ensure what gov-

ernment makes available is in line with

want young people need, in order to give

effect to governments narrative, that by

age 25, all young people of the province

    should be economically self-sufficient and

    independent, healthy, with positive family,

    personal and social relationships, and

should be active in their community.

Thursday, along with eight local entrepre-

In Brazil 78 % of all employment sprouts

    DESIRE RORKE

A flight of the imagination was seen in eve-

ry handmade ceramic wine carafe show-

cased at a wine and canape evening at Niti-

da wine farm on Tuesday evening.

As a project in ceramics, the second year

industrial design students from the Cape

    Peninsula University of Technology

worked closely with Nitida to design a wine

carafe for a particular blend of wine, incor-

porating the requirements of the blend to

    serve it at its best.

They were also requested to pair the

blend with their suggestion of complemen-

    tary food choices.

The students were judged on the carafe

design, quality of manufacture, their food

pairing and their overall written presenta-

tion of the project, says Leozette Roode on

    behalf of Nitida.

The end product along with other table-

ware such as cheese plates and food bowls,

displayed a design that was pure and organ-

ic, inspired by the protea flowers that grow

    naturally on the farm.

Says Bernhard Veller, owner of Nitida

who was closely involved with the students

during the project: It was fantastic to work

with these youngpeople, to experience their

    enthusiasm and creativity.

As part of the project the students visited

the farm to learn more about its history,

wines and culture to assist them with their

    design concepts.

It was incredible to work with actual in-

dustry clients and to make and present

these designs, items that have actual mar-

    keting potential, said student Carla-

    Bekker-Kleyn.

Veller said that the possibility exists for

    Aandag alle restaurant-liefheb-

    bers: baie mense verstaan nie

hoekom en hoe om n kelner n

    fooitjie te gee nie.

    Kelners werk vir hul geld,

    net soos jy.

Van hulle word n baie klein

    basiese salaris betaal of glad

    nie, maar hul grootste inkom-

ste is hul fooitjies. Hulle moet

hul huur betaal en hul maan-

    delikse kos en toiletware koop

    deur die fooitjies wat hulle

    maak.

So wanneer jy nie n fooitjie

gee nie, neem jy n aand se kos

of hul kind se doeke van hulle

    weg. n Basiese 10 %-fooitjie op

die totale rekening is n mt,

net om dankie te s dat die

    kelner agter jou aangehardloop

het en jou bedien het, sodat jy

nie alles self moes doen nie.

Enigiets meer as die 10 % is

om dankie te s vir die vrien-

    delike diens.

    Onthou, n kelner bepaal nie

hoe vinnig jou kos by jou gaan

    uitkom nie. Die kombuis en

    hoe besig die restaurant is,

    bepaal dit.

So in die vervolg wanneer jy

    gaan uiteet, dink aan die

kelner se familie by die huis

    wat ook kos nodig het.

As jy geld het om uit te eet,

moet jy mos geld h om met n

    fooitjie dankie te s.

My swembadpomp loop al vir 25

It is with interest that I note

    the request from Christopher

    Veldhuis regarding the upgrad-

    ing of the existing skatepark

    here in Durbanville.

    Any infrastructure, whereby

our youth can be included in a

    social sport or social activity

    such as skateboarding, BMXing

and so forth, raises the opportu-

    Injustice towards the broken,

    vulnerable and weak has

    become commonplace in our

    middle-class to elite circles

    (previously a status held by

    criminals only).

    We soothe our conscience

    through excuses which justify

our actions, but we forget that,

in so doing, we desensitise the

very thing which guides us to

    choose good over evil.

All too soon we find that our

    indifference not only applies to

    beggars on street corners, but

    is unintentionally extended to

    those we interact with daily.

I was on the receiving end of

    such indifference this week

when I admitted my little one

    to a local private hospital.

    During our four-hour stay I

    experienced a total lack of

    compassion from three individ-

    uals whom (one presumes)

    would be pursuing this career

    as a calling.

    LEWENSKIEKIE

    Besweer ons

    jeug se vrese

Sondag, 37 jaar gelede, het sowat 10 000

    swart skoolkinders van verskillende skole

in Soweto met protesoptogte na die

    Orlando-stadion begin teen n regerings-

besluit dat Afrikaans die voertaal in

    skole word.

Teen die einde van 16 Junie 1976 het 23

mense hul lewens verloor. Hieronder was

die 13-jarige Hector Peterson, wat die

simbool van die dag geword het nadat n

swart-en-wit foto van hom geneem is

minute n hy geskiet is. Hy hang slap in

Jeugdag moet gedenk?

    wysheid besweer, want binnekort lei

hulle in politiek n in die sakewreld.
