    The Circus ContinuesDistrict One Councilman GeorgeGreen had his meeting with CityHall last Monday, December 22,ostensibly to discuss his contentionthat we have all the sameingredients brewing here, inreference to Ferguson, MO, and thatWe should address this at the locallevel before it explodes. Green has alsocomplained of harassment, (Driving While Black),presumably at the hands of New Braunfels Police,as police forces are the general recipient of thosetypes of complaints, combined with the fact that

    he launched a Texas Rangers investigation of thePolice Department. Green had also complained ofracial threats directed toward him, but which hedeclined to provide to us.

    Scheduled to be at the meeting wereCity Manager Robert Camareno, Psychic CityAttorney Madame Val Acevedo, Police ChiefTom Wibert and Green himself (we do not havea full roll call of actual attendees). Green broughtseveral guests to the meeting to describe theirexperiences as members of minority groups livingin New Braunfels, along with a representative

    from the NAACP. Green did not discuss hisTexas Rangers-investigation-meriting-complaintagainst the New Braunfels Police Department.

    Green is currently facing a City EthicsCommittee hearing, as well as a criminalinvestigation filed against him by the ComalCounty Fair Association, prompted by Greensrequest to City Council that the Associationbe subject to a full audit, and a media callfor the Association to have their lease withthe City revoked. This, after Green was

    denied a parking space in a restricted areaof the fairgrounds and asked to leave anotherrestricted area on foot, on separate occasions.

    After the meeting, Green appearedat the New Braunfels Police Department tofile a criminal complaint against an as-yetunidentified member of the Fair Association formaking a threat against him. It is unclear at thistime if that report concerns the racial threatsGreen had referred to in a letter to Mayor (andEighth Wonder of the World) Barron Casteel,and has refused to explain since. Police cannot

    comment on the contents of that report at thistime as it is an active case, but well have it foryou if and when it is released.

    PaybackPrecinct Four County Commissioner Jan Kennadyretired from her post after what seems likeforever, but not without taking a parting shotat her replacement, Jen Crownover, by dealingout some punishment against a firefighter whomade the mistake of working on Crownovers

    campaign rather than towing the line forKennadys choice of torch recipient.Kennady had appointed New Braunfels

    Fire Department Battalion Chief, and Comal

    County Deputy Fire Marshall, DarrenBrinkkoeter to the Precinct 4Emergency Services District (ESD)

    several years back, and whilehaving a guy with that kind ofresume is a boon to residentsof the area, Brinkkoeter crossed

    Kennady by serving as treasurerfor Jen Crownovers campaign to

    take over for Kennady after Kennadysretirement. Kennady fought tooth and nail to

    keep Crownover from taking the seat, and, failingthat, she decided to get her pound of flesh byreplacing Brinkkoeter with a Vietnam veteran/retired small-businessman, whom we are sureis very nice. Given the choice on who handlesemergencies should River Road burn, however,well take the firefighter. But thats just us.

    Its unfortunate that someone asrespected as Kennedy leaves with this kind ofblemish on her legacy, and frankly, it makesus wonder what other shenanigans shesbeen up to for the last 11 years.

    County Communications PlanIn other news, the County decided to moveforward with its new communications plan,

    which includes an effort to strengthen itsties with traditional media and developpartnerships for information distribution. Thatrecommendation was put together by a tenmember group which included such traditionalmedia players as the news director fromKGNB radio and the publisher of the Houston-owned Herald-Zeitung. Look for your tax dollarsat work at both KGNB and the HZ in upcomingmonths, not to mention a cozier relationshipbetween those entities and the County.

    Kennady RetiresThe last full meeting of the year for the Comal

    County Commissioners court was a busy one.

    The Commissioners saw the retirement of oneof its members, agreed to the purchase of a

    new software system and considered better

    ways to inform the public.

    After serving as Precinct 4 Commissioner

    since 2003, Jan Kennady sat on her last

    court meeting to a standing ovation. Besides

    her time with the County, Kennady had also

    served on the New Braunfels City Council

    which included a stint as the Citys mayor.

    I really have mixed feelings, she said

    about leaving. I have loved every minute of

    this, but Ive got other fish to fry and other

    things I need to be doing.

    After dealing with cancer and my

    husband passing away this year, its time for

    me to do some other things, such as see my

    kids and grandkids, Kennady added. But its

    been a lot of fun.

    Jen Crownover, who is taking Kennadysseat, will be sworn in on January 1. The two

    have had an acrimonious relationship since

    Crownover took on, and then beat, Jeanne

    Slupik in the Republican primary. Kennady

    had backed Slupik.

    Also retiring was County Clerk Joy

    Streater, who had served in that position

    for 22 years.

    Commissioners also approved replacing

    its antiquated financial software, which is atleast 15 years old. The County was forced

    into buying the new software when the vendor

    for the current system announced that it will

    discontinue support by August, said County

    Judge Sherman Krause.

    The new software, Krause noted, with

    New World Systems, will keep track of

    general ledgers, accounts, payroll, employee

    files, purchase orders and inventory. The total

    cost of the new software will be $469,300,

    which includes installation.

    The unanimous decision to purchase the

    new software was met with overwhelming

    applause from the county employees who

    were present at the meeting. The system is

    expected to go live by June or July.

    Commissioners also approved updating

    its troublesome phone system with a Texas

    Next Generation system. Kennady noted thatthe current was phone system was so unreliable

    that when she misplaced her cell phone, she

    tried to call it from her office phone, but that

    the phone wouldnt work.

    Several attempts by the TX Citizen to call

    County offices were unable to connect, withthe County phones hanging up before ringing.

    Another important matter before the

    Court was the list of recommendations from

    a citizens committee charged with finding

    ways to improve communications between the

    County and its citizens.

    The 10-person committee, which included

    representatives from the New Braunfels

    Herald-Zeitung and radio station KGNB,

    surveyed 646 Comal residents. A third ofthose residents surveyed expressed some

    dissatisfaction with the Countys attempts at

    disseminating information.

    The county has a number of positive

    communication venues in place, but their

    effectiveness is limited, the report said. The

    common tread (sic) here is a lack of staff time

    and expertise needed to develop information

    and then to promote both its distribution to and

    use among the public.

    One of the problems, the committee noted,

    is that the County lacks a cohesive system to

    distribute information, relying, instead, on

    each department to communicate individually.

    Having different departments handling

    their own communications and doing

    things differently raises questions about the

    consistency in how the public gets information

    and how that information is presented, thereport said. The citizens group recommended

    that the County strengthen its ties with

    traditional media and develop partnerships

    for information distribution with other

    entities (presumably local media outlets).

    To achieve these ends, the committee

    recommended that the County hire a public

    information officer to develop and oversee

    communications operations. This position

    would not be, the report said, a publicrelations position.

    I think the position is something that

    we should definitely look into, Precinct

    2 Commissioner Scott Haag said. Haag

    noted that if Commissioners Court goes

    forward with hiring an information officer,

    the County would then post the position and

    conduct interviews.

    The first Commissioners Court meeting of2015 will be January 8.

    5) I WANT A HIPPOPOTOMUS

    FOR CHRISTMASSousa-esque marches played underneath

    the shrieking demands of an abused

    eleven-year-old obviously forced to sing

    this song so her untalented hack of a

    stage mom could vicariously live for a few

    seconds is not my idea of Christmas music.

    Also, you cant build a hippo in a toyshop,

    so Santas breaking his back for this one,

    and the lyric Id feed him there and wash

    him there and give him his massage

    makes me feel ill.

    4) SO THIS IS CHRISTMAS

    (WAR IS OVER)Two Beatles on this list! Good lord. While Pauls

    effort was brain-crushingly dull and repetitive,

    Johns trumps it in those regards while adding

    in a heaping spoonful of misery and guilt. And

    so this is Christmas, and what have you done?

    The world is so wrong?! Yes, enjoy your little

    pagan celebration of

    consumerism; dontforget, everyone else is

    miserable and dying!

    Keep that in the back

    of your mind when

    Grandma opens her

    new tea cozy. Dont

    let her enjoy it, make

    sure shes actively

    3) ROCKIN AROUND THECHRISTMAS TREEThis song needs to go away. Something

    must be done. And yet no one seems to

    understand. Wonderful, talented, and clearly

    intelligent musicians like Hannah Montana

    and Aly & AJ (whoever the #### they are)

    dont understand that when they do their pop

    or, God PLEASE forbid, country covers of

    this song, that they are re-animating a long

    dead corpse; a shuffling plague on mankind,

    releasing its hollow, cavernous moan from

    long-decrepit lungs. A zombified song that

    should have decomposed years ago, yet,

    like all zombies, it seems to gets its license

    of life renewed when the winter freezes its

    aged body. The only way to stop a seemingly

    unstoppable force is with equally powerful

    force. We must rise. We must.

    I dont like songs that tell me how to

    feel. I will not get a sentimental feeling

    when I hear voices singing lets be jolly.

    You know why? I tried finding a song in

    which those words appear in that order:

    it doesnt exist. If it does, its not a good

    enough song to warrant sentimentality, so

    there! And dont get me started on the whole

    Christmas Party Hop or the ####ing newold fashioned way.

    This is why suicide rates (allegedly) triple

    this time of year. This song.

    2) GRANDMA GOT RUNOVER BY A REINDEERFor the horrors of this song to really sink

    in, youve got to read the lyrics and watchthe video. I wont go into detail, you can

    find both readily online, but here are

    some highlights:

    You can say theres no such thing

    as Santa, but as for me and Grandpa,

    we believe!

    This CHILDRENS song, in the first refrain,

    spills the beans on the whole Santa conspiracy.

    Screw you, Elmo, I got a traumatized six year

    old and were only 15 seconds in.

    There were hoof prints on her forehead,

    and incriminating Claus marks on her back.

    CLAUS marks. Thats how it is spelled in the

    real lyrics. CLAUS. Which means Santa either

    mangled Grandmas body with his bare hands,

    or violated the corpse after she was run over by

    his apparently low-flying sleigh. Ugh.

    In the final refrain of the music video,

    we see the children GRUESOMELY REENACT

    THE EVENTS OF GRANDMAS MURDER

    WITH THEIR TOYS. To Hell with this family

    and this song.

    1) CHRISTMAS SHOESYou make it through this song once and no

    explanation will be necessary. Make sure you

    listen in a room with low ceilings.

    Being the proud Latina that I am, I said,

    have Mexicans done that is so great?

    Te only come back I could think of was

    Frida Kahlo and Diego Rivera. Pleasehelp me come up with more reasons

    why I should be proud to be a Mexican.

    Dear Wabette: Since its the holidays, and

    the Mexican is in a giving spirit gracias to all

    the tamales de rajas con queso in his panza

    and the bacanora in his bloodstream, I will be

    kind contigo. While you say youre proud of

    being Latina, you also say you have little clue

    why you should feel this way, so its obvious

    youre a pocha (an assimilated Mexican, for

    those of ustedes who arent regular readers

    man, am I a charitable chingn this season!).

    Look at my column from last week to

    of being a mexicana, then go hang out with

    and drive will shut up that Italian pendejo

    forever. Finally, salami folds easily under

    make fun of him on Te Simpsons, and

    I laugh, but I do not know why. Some

    On Hiring Your Own PoliceWith two police officers shot in New York,

    its hard to get online without seeing lots of

    finger-pointing going on. Let me be clear

    that those notdoing the finger-pointing this

    time are the very people who weredoing

    the finger-pointing when Democrat US

    Representative Gabrielle Giffords was shot

    in Arizona back in 2011. I suspect I know

    why that is, and it tells you something

    about character but even though what

    was said about police officers before this

    incident was far more inflammatory than

    anything Sarah Palin has ever said, I haveno intent to point fingers. There are plenty

    of crazy people out there, and occasionally

    one of them will do something truly awful.

    So, instead of using this column to

    berate people for their hypocrisy or make

    accusations, I thought I would talk about

    a possible way that this might have been

    avoided. The largest complaint about the

    police has been that they are not beingheld accountable for their actions. You

    can hold any opinion on the shooting of

    Brown or death of Garner and still agree

    with this. That the police are afforded

    a certain amount of deference in the

    execution of their duties and a certain

    amount of credibility when facing grand

    juries seems unquestionable to me. There

    are good reasons for this, but it does

    create a climate where police are treated

    different from ordinary citizens, and this

    can and has created an atmosphere of

    animosity for many.

    At least in this case, an anarcho-

    capitalist solution might have avoided

    the problem.

    Imagine for a moment that you hired

    your own police force. If there was any

    reason that you were unhappy with theirservice, you could simply fire them. Thats

    real accountability; the type of accountability

    you will never get from government.

    I imagine that right about now at least

    half of you are laughing. Thats ok. Ill

    give you a second to catch your breath

    before I go on.

    Mitt Romney was right when he said,

    I like to be able to fire people whoprovide services to me. Not surprisingly,

    people misunderstood, but the idea is the

    cornerstone of economic freedom. When

    I hire someone to do something for me,

    I do so directly, and I retain the right to

    fire them if I think theyre doing a poor

    job. This is not how government works,and this is exactly why private action is

    better for the individual than government

    action. Government decides if some

    service is being provided well not by

    looking at my satisfaction, or even the

    satisfaction of the electorate, but instead

    by looking at what benefits them most

    politically. In almost all cases, this means

    that the service will be continued. In fact,when a ser vice is being performed poorly,

    the traditional government solution is to

    provide additional funding.

    The reason for this is simple and

    was illustrated many years ago by Milton

    Friedman: There are four ways in which

    you can spend money. You can spend

    your own money on yourself. When you

    do that, why then you really watch out

    what youre doing, and you try to get the

    most for your money. Then you can spend

    your own money on somebody else. For

    example, I buy a birthday present for

    someone. Well, then Im not so careful

    about the content of the present, but Im

    very careful about the cost. Then, I can

    spend somebody elses money on myself.

    And if I spend somebody elses money on

    myself, then Im sure going to have a good

    lunch! Finally, I can spend somebody elses

    money on somebody else. And if I spend

    somebody elses money on somebody

    else, Im not concerned about how much

    it is, and Im not concerned about what

    I get. And thats government. And thats

    close to 40% of our national income.

    Not only is it true that when I spend

    my money pursuing my own interests thatI am more careful, but it is also true that I

    tend to be more proactive about ensuring

    that I get what I want. I dont spend money

    with people I dont like or who insult me

    (unless, of course, government forces me

    to). I certainly dont spend money with

    people who abuse me. And yet, this is the

    very problem that many of the protesters

    are complaining about.In a truly free market, you would not

    have to worry about racist police in a

    minority area; there wouldnt be any. In

    a truly free market, the moment there was

    any hint that this was happening, either

    the person in question would be fired or

    the company providing the service wouldbe. That is not to say that events like the

    Michael Brown shooting or the death of

    Eric Garner would not happen, but there

    wouldnt be any need for protests because

    there would be real accountability.

    Such a system is not as far away as

    one might imagine either. We already

    see how the wealthy in this country often

    employ private security. The myth that sucha system would create a Mad-Max like

    dystopia is easily enough disproven by the

    fact that such private security already exists

    and rarely results in substantial problems.

    Likewise, homeowners associations

    frequently use private security firms.

    Implementing a much greater use of private

    security would not require the wholesale

    dismantling of the state (though Id love

    that); it would only require that people

    begin to take more personal responsibility

    for their security.

    Such a system would also not be as

    expensive as most assume. Economies

    of scale would begin to take effect. We

    could expect that there would be large

    corporations that would be interested in

    providing this service. All that would be

    required would be to make such security

    services easier to apply and to remove

    obstacles that create a government

    monopoly in the area of security.

    I dont expect that this column will

    change anyones mind. Instead, Im

    hoping that it will open one or two. I

    hope that people will think about ways

    that we might privatize policing and

    other government services, will find theirobjections and ask questions about them.

    the idea of stateless systems, and then ask

    your self whether you wou ld be bet ter off

    with the government taking care of you or

    taking care of yourself.
