bull Problem Identification and Referral

Problem Identification and Referral

bullProblem identification and referral is a prevention strategy that involves recognizing youth who have already initially tried drugs in order to assess if their behavior can be reversed through education or youth who have developed substance use problems and referring them to appropriate treatment options

bullThis is an important aspect of prevention programs targeting high-risk youth as many youth may already be familiar with substances Early substance use is a first step to more serious use and abuse

Problem Identification and Referral

Before implementing this type of strategy planners should obtainaccurate estimates of the numbers of youth whose substance abusepatterns justify intervention services These estimates must begin withan acknowledgment of the multidimensional nature of youth substanceabuse patterns-patterns that include experimental use not progressingto abuse or problem behavior Ultimately these estimates are neededto answer basic questions concerning the relative emphasis that shouldbe placed on problem identification versus other preventionapproaches

Incorporating problem identification and referral into preventionprograms ensures that youth who may already be using at the time ofthe prevention effort will receive the appropriate treatment to meettheir needs

1048641 Providing transportation to appropriate treatment programs (eg Alcoholics Anonymous) encourages youth to participate

Problem Identification and Referral cont

Problem identification and referral programs should not ignore therelationship between substance use and a variety of other adolescenthealth problems such as mental health problems family problemsearly and unwanted pregnancies sexually transmitted diseases schoolfailure and delinquency This clustering of problems will greatly shapethe identification of desired program effects

Program planners should be aware that early identification programscould pose risks to the youth involved Early identification programstarget specific individuals for participation and are more intensive innature than prevention efforts directed to the general adolescentpopulation The labeling associated with this prevention strategy mayincrease the probability of future deviance Another risk may resultfrom exposing youth whose patterns of use may be only experimentalto youth with more problematic substance abuse and other deviantbehaviors

Problem Identification and Referral cont

Rigorous research on the effectiveness of this prevention strategylimits the degree to which additional implementation guidance can beoffered Research on brief interventions with the general population in health care settings (eg tobacco cessation andreducing-problem-drinking programs delivered in dental and primary care practices) has produced positive results in randomized controlled studies The application of brief interventions to children and adolescents appears promising

Family therapy has been shown to be an effective resource forimproving family functioning increasing parenting skills anddecreasing recidivism of juvenile offenders It can serve as one part ofa multi-component prevention effort It isnt clear if family clinicaltherapy is as effective with young children as with adolescentsYounger children have less severe behavior problems than adolescentsdo and much of the research on family therapy has focused on juvenileoffenders

Center for Substance Abuse Prevention

Six Prevention Strategies

bull Dissemination of Informationbull Prevention Educationbull Alternative Activitiesbull Community-Based Processesbull Environmental Approaches

bull Problem Identification and Referral
