Globalization broke the traditional geopolitics in the past few decades, the concept of distance between countries have been redefined.

Consequently, if we want to solve problems nowadays, we should establish cooperation among all global citizens.

On the other hand, globalization also causes some problems. Speak more precisely, globalization provides more opportunities to rich countries, but less to poor counterparts. Consequently, the gap between countries will increase.

But we are all global citizen, we deserve to have same opportunities and be equal.

Sustainable development of earth

As we know, citizens are the basic element to compose entire global society. If we eager to make society progress, we need to start with small details. In my opinion, the vital point is to build up sound education system. Education is the best opportunity for people who want to turn over.

Another way of looking at the matter is, if we want to maintain sustainable development of society or even whole earth, we can’t not only have good living environment.

At the first glance, these two fields are unrelated. But how can we connect them to make our society progress?

I would like to transfer my thought of combining environmental and education issues together. I named it “2E 2Win Policy”.

Human has already set the policy to control temperature of earth. Carbon tax has been adopted by several European countries, in the hope of creating a low-carbon society and ensuring sustainable growth.

In fact, reasons to raise the temperature was not only from carbon emissions. I think we can set the result-oriented policy, like “Countries Warming Fines”, the global organization impose fines on countries who raise too much temperature. And the next step, we can use these money to support the development of educations

Main ideas of 2E 2Win Policy

Establish NGO (Protect environment to improve education organization) to monitor operation and control budget .

Financial resources are from “Countries Warming Fines” ,this effectively prevent earth from global warming.

Truly reach the point of “Environmental Justice” and make education system progress in the same time.

Countries who join in this NGO obtain funds to improve education in their countries.

Establish Nongovernment organization I think the first step is that we need a neutral inspection authority. The goal of this organization must be to protect environment to improve education.

This NGO draw up a contract that every countries must join in. All countries’ fines will directly sent in an account of this NGO. After that, fines in the account will be re-allocated by the ratio of population to all counties. These fines will transform into funds which only can be used to improve education hardware and system.

Application of fund statement• Compute temperature raised by each countries

separately.

• Use graduated tax rates to reduce the pollutions effectively.

• Allocate funds by referring expected birthrate in different countries to reach vertical equity.

• Mandatory restricts funds only be used in education field.

As easy as we can first image, we can use funds from NGO to improve or increase hardware of education. For example, build classrooms and buy books, stationery or even computers. These are foundation to build up sound education system.

We need to look at the big picture rather than live in the moment. Considering of effects in long term, we can set up “Environmental Education Scholarship” to encourage children commit themselves to protect environment and change the world.

Consequently, countries will do their best to decrease “Countries Warming Fines”. In the long run, we will strike the balance between environment and education.
