WORKING WITH YOUR SCHOOL BOARD
WELCOME to another Twin Falls School District Board of Trustees Meeting. You are encouraged to attend all regular board meetings.
We are proud of our school system and the board members are dedicated to the continued improvement of the Twin Falls Schools.
We understand that from time to time patrons of school districts have concerns and feel a need to bring those concerns to the attention of the school or teachers. In order to maintain continuity and best resolve these concerns, we recommend to our patrons the following procedures:
1. The first and most effective step is to take the concern to the staff member who is closest to the problem. (In many cases this will be the teacher, coach, etc.) We have found that most problems are resolved at this level.
2. If there is still a concern on the matter, we then recommend that the concern be brought to the attention of the Principal. We have found that unresolved concerns from item #1 are usually resolved satisfactorily by the building administrator.
3. If the concern is not satisfactorily resolved at that level, then the concern should be taken to the Director of Elementary Programs or Director of Secondary Programs.
4. If the concern is not satisfactorily resolved at that level, then the concern should be taken to the Superintendent of Schools. Difficult concerns can usually be resolved.
5. However, ifthe patron still feels the concern has not been properly resolved he/she may use the right of appeal to the Board of Trustees. This is done by calling or writing to the Superintendent and asking for the item to be placed on the agenda of the next regularly scheduled board meeting.
6. If you desire to address the board, we would like you to be as comfortable as possible. As a board we hold public meetings which are not publfo forums and therefore have rules which are necessary for the benefit of all. The following guidelines will assist you as you present your information to the board.
A. Prepare your thoughts ahead of time. Usually a briefwritten outline handed to each board member helps the board follow your presentation. This outline would also give them something upon which to make notes as you speak.
B. If a group is involved, select one individual to be your spokesperson. He/she can then guide the presentation with the board and help the board chairman in directing questions to the group.
C. Plan your presentation to be as brief as possible. This should include a question/answer period. If more time is needed it is best to give a complete written presentation to the board for their future study. If you give more than five to six minutes of testimony, time restraints will make it difficult for the board to respond that same evening.
D. Usually the board will direct the administration to help resolve the concerns and ask for a report back to the board at a later date. However, please remember a solution may take time to be resolved.
We are eager to have our patrons and school staff working together for the improvement of education in the Twin Falls Schools.

L. Call to Order - The Board of Trustees of School District No. 411, Twin Falls County, State of Idaho, met in its regular monthly meeting at Canyon Ridge High School boardroom #301 located at 300 North College Road, Twin Falls, Idaho, at the hour of 7:00 p.m., on Monday, November 9, 2015. The following trustees were present: Chairman Bernie Jansen, Trustees Bryan Matsuoka, Mary Barron, and Paul McClintock. There were also present Superintendent of Schools, Wiley J. Dobbs; Board Clerk, Michelle Lucas; Director of Fiscal Affairs, Bob Seaman; Director of Educational Technology/Operations, Brady Dickinson; Director of Human Resources, Shannon Swafford; Director of Federal Programs, Policy, and Grants, Bill Brulotte; Director of Support Services, Clara Allred; Director of Secondary Programs, L. T. Erickson, and Director of Elementary Programs, Teresa Jones; as well as interested patrons, employees, and the media. Trustee Liyah Babayan was unable to attend.
II. Pledge of Allegiance - The Board of Trustees stood and recited the Pledge of Allegiance to the Flag.
III. Procedural Matters Action Items:
1. Approval of Agenda (Additions and Deletions)- Chairman Jansen asked ifthere were any additions or deletions to the agenda. There were no additions or deletions. Trustee Barron moved to approve the agenda as submitted. Trustee McClintock seconded the motion. The motion passed unanimously.
IV. Unscheduled Delegations (Audience to Address the Board)- Chairman Jansen asked ifthere was anyone wishing to address the Board. There was no one.
V. Consent Calendar - Trustee McClintock moved to approve the consent calendar which included: minutes from the October 12, and 28, 2015 meetings; financial reports; accounts payable; certified contracts for Emily Martin, and Shannon Cameron; certified release of contracts if a suitable replacement can be secured for Nancy Newland as science teacher at Canyon Ridge High School and Kim Angle as counselor at Bickel Elementary School; certified retirements for the 2016-17 school year from Emmeline Turner and Rebecca Ware; new classified employees: Chris Irwin, Heather Smurthwaite, Brennan Hack, Merrilee Wayment, Melinda Belnap, and Thomas Scott Jansen; classified in district transfer for Virginia Aguirre; classified retirement for Gregory Bolton; classified resignations for 2015-16 school year from: Amber Mihaley, Cynthia Rodriguez, Jennifer Hartgrave; extra-curricular employees: Abbe Gumeson, Robert Caldera, Chris Wright, and Ron Own; extra-curricular resignations from Amber Bryan and Taj Howard; request for alternative authorization for

Alexandra Messmer; student teacher request for AshquaMarie Bliss and Jennifer Coffin; and early graduation requests for Cassandrea Beer, Brianna Darice Castillo, Esperansa Escobar, Amanda Lawrence, Armin Masic, Ashley Newbry, and Boston Butler. The motion was seconded by Trustee Barron. Motion passed unanimously.
VI. Superintendent's Report
A/B. Superintendent Dobbs announced the certified employee of the month from Support Services for the month of November as Clara Allred, director of Support Services and certified employee of the month from Magic Valley High School for the month of November as Erin Kulhanek, business teacher.
CID. Superintendent Dobbs announced the classified employee of the month from Support Services as Tara Fiscus, secretary and classified employee of the month from Magic Valley High School as Jessie Williams, speech language pathologist aide. Superintendent Dobbs read a briefresume' and presented a gift, plaque, and dinner for two at Tomato's or Sizzler to each recipient.
E. Superintendent Dobbs announced that Twin Falls High School Boys Cross Country team was awarded 2015 Fall Sports Academic State Champions for a 4A school with a cumulative GP A of3.856.
VII. Instruction A. Information Items:
1. Director of Federal Programs, Policy and Grants Bill Brulotte presented information on Federal Programs. Mr. Brulotte shared a breakdown of the different funding accounts received for Title IA (Poverty), IC (Migrant), IIA (Teacher Quality), III (Limited English Proficient), McKinney-Vento (Homeless), and Neglected and Delinquent (Incarcerated Students). The district is required to review annually with staff federal programs requirements and expectations of title schools. Mr. Brulotte also shared a list of funding sources and the amounts that Twin Falls School District #411 has received over the last five years.
2. Director of Elementary Programs, Teresa Jones, and Director of Secondary Programs, L. T. Erickson shared elementary, and secondary individual continuous improvement plans. Dr. Erickson shared some key terms set in the Smart Goals in student achievement. At the January Board Work Session the board will create questions that relate to the progress in the goals the principals set. The board then can ask those questions when schools report to the board starting in February. Ms. Jones added that teachers will track goals and track each time they hit a goal. Another thing each school developed is a timeline for how teachers prepare students for tests. _When setting goals it also becomes part of their evaluation with the student growth as part of evaluation as per Idaho code. School plans will be added to the website with our strategic plan.

1. Director of Educational Technology & Operations, Brady Dickinson gave a brief construction update on the construction of Rock Creek Elementary School, Pillar Falls Elementary, South Hills Middle School, addition at Canyon Ridge High School, and remodel at Twin Falls High School. He noted that everything is on time and on budget, he doesn't recommend any shelling of classrooms for Pillar Falls Elementary at this time. Mr. Dickinson also stated that we are the first to use the CM/GC model after becoming law and briefly explained how it's working. He also shared an updated timeline which included the plan for setting attendance zoning changes. The Attendance Zoning Committee has finalized their recommendation and it will be presented at the December 14, 2015 board meeting. January 4, 2016 the committee will reconvene to make any final changes with the final recommendation to come to the board January 11, 2016 and return for board action January 27, 2016.

1. Director of Federal Programs, Policy & Grants, Bill Brulotte presented administrations, and ISBA's recommended policy revisions which are mainly based on changes to the law and the 4000 section review of our current policies. These policies will return in December for action. After a brief discussion Vice Chairman moved to make sure when stating the amount of time the public has to speak states three minutes. Trustee Barron seconded the motion. Motion passed unanimously. This recommended change will be included with the policy changes to return next month for board action.

1. The board briefly discussed carpooling and travel arrangement for the ISBA convention November 10th-13th, 2015.
2. No second board meeting in November; the next board meeting will be December 14, 2015.
XII. Executive Session
With no further business at hand, Trustee McClintock moved that the Board retire into executive session after a five-minute break as per Idaho Code 74-206(1) subsection (b) to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student. Vice Chairman Matsuoka seconded the motion. Chairman Jansen asked the Clerk Michelle Lucas to poll the board. She reported all members voted "yes" and the motion carried. The Board convened into executive session at 8 :24 p.m.
Trustee Mcclintock moved to go out of executive session. Trustee Barron seconded the motion. Motion passed. The Board returned to open session at 8:36 p.m. Vice Chairman Matsuoka moved to

terminate classified employee "A" as recommended by administration. Trustee Barron seconded the motion. Motion passed unanimously.
Trustee McClintock moved to expel two (2) students from school as per administrations recommendation, one for "time served" and one for an indefinite period of time, and that these students be expelled from school as defined in Idaho Code 33-205 and that these students be placed under the purview of the Juvenile Correction Act, Idaho Code 20-510 and 20-511. Trustee Barron seconded the motion. Motion passed unanimously.
Trustee McClintock moved to adjourn the meeting. Trustee Barron seconded the motion and the motion passed unanimously. Meeting adjourned at 8:38 p.m.

The following trustees were present: Chairman Bernie Jansen, Vice Chairman Bryan Matsuoka, and Trustees Mary Barron and Paul McClintock; Superintendent Wiley Dobbs; Clerk Michelle Lucas; and Director of Human Resources, Shannon Swafford were also present.

The Idaho Association of School Administrators will celebrate your achievement at the next Summer Leadership Conference awards luncheon, scheduled for August 4, 2016, at the Boise Centre.
As Idaho's Outstanding Secondary Assistant Principal, you will also have the opportunity to represent the state in the NASSP's National Assistant Principal of the Year program. Three national finalists will be named in February and one national winner will be announced during the Ignite ' 16 conference in Orlando, Florida, February 25-27. Construction Update

Projects:
Twin Falls High School: work continues in E wing and S building. Crews will be pushing hard during Christmas break when the building is empty. Project continues to be on time and budget.
Canyon Ridge High School: Foundation work is ongoing and there are no issues to report.
Rock Creek Elementary: The school continues to be ahead of schedule. Windows are in, rooms are being painted, cabinets are going in, and the drop ceiling is currently being installed. It will not be long until carpet and other floor finishes start to go in.
Pillar Falls Elementary: Steel work continues as the building is starting to take shape. Many of the lessons we have learned from Rock Creek are helping to save costs and time at Pillar Falls.
South Hills Middle School: weather slowed work but it has ramped back up. The site is taking shape and utilities are in place.
Safety Upgrade: The new camera system has been installed at Robert Stuart and the feedback from the staff is extremely complementary. This work is being completed by our IT department and they are doing a fantastic job with the install.
Budget:
The bond project remains under budget and we are maintaining a healthy contingency for each project.
