1. Call to Order and Roll Call Policy Committee Chair, Dick Stauffer, Called the meeting to order at 9:30 am. Kim Gallagher took roll call.

4. Approval of April 20, 2020 TwinCATS Meeting Minutes

Motion to approve the minutes from the April 20, 2020 combined Technical Advisory and Policy Committee meeting. Made by Jim Sturdevant and seconded by Terrie Smith. Motion approved.

5. SWMPC Staff Report Kovnat gave an update on the census response rate. There was a discussion on what communities were doing to promote the census. Kovnat presented on the drop in traffic due to COVID-19. In April 2020 traffic was about half of what it was in April 2019. This reduction in driving has led to a reduction in gas tax collected. Gallagher said that staff was going to send out more information about the transportation effects of COVID-19 in the coming weeks.

6. Agency & Project Updates

Transit Gillespie gave an update on the Twin Cities Area Transportation Authority (TCATA). He said TCATA has approximately a 60% reduction in ridership. He mentioned that he submitted a grant request to FTA use funding from the CARES Act.

Local Road Agencies Chris Cook said that he received a response from SHPO regarding Benton Harbor’s Empire Avenue project; He expects a July letting. Stack said that the work on Napier Avenue from the river to Colfax would begin after July 4. The second section of Napier, Colfax to M-139, would be constructed in the fall. He said that the delay is because MDOT projects are taking priority for contractors over local agency projects. Both sections will be converted from four lanes to three lanes. Stack added that this would add a 4-5 ft. shoulder. Kevin said that the resurfacing of Marquette Woods was still awaiting SHPO clearance. He said there was an issue with the application when SHPO relocated their office. Stauffer said that requests for bids for the Roosevelt Road Path would open on July 10.

MDOT Sturdevant said that MDOT staff received a partial furlough of ten days for May through July. MDOT staff are forbidden from conducting any official business on these specific days. Lipset said that MDOT was still moving forward with all of the Rebuilding Michigan Bond Program projects and the backfill projects.

7. New Business: 2021 TwinCATS Unified Work Program

Gallagher gave a brief overview of the TwinCATS Fiscal Year 2021 Unified Work Program (UWP). She explained that the UWP documents all the activities staff would undertake in Fiscal Year 2021 for TwinCATS. Many of the items in the UWP are required by federal regulations. Gallagher acknowledged that working on the impacts of COVID-19 would be a big focus in 2021. For transit, this means helping find ways to ensure vulnerable people can still access vital services. For roads, this means looking for alternative funding sources for maintenance. Gallagher briefly explained some of the services staff provide to communities such as pulling crash data, mapping community data, working on recreation plans, asset management planning, and collecting traffic counts. Motion for the Technical Advisory Committee to recommend that the Policy committee approve the resolution in support of the TwinCATS Fiscal Year 2021 Unified Work Program. This will include technical corrections requested by MDOT or FHWA . Made by Jim Sturdevant and seconded by Chris Cook. Motion approved. Motion for the Policy Committee to approve the resolution supporting the TwinCATS FY 2021 Unified Work Program and submit the UWP to the SWMPC board. Made by Denise Cook and seconded by Eric Lester. Motion approved.

8. Privilege of the Floor or Public Comment There was a discussion about conducting future meetings via video calls. Gallagher said she would send a poll on whether to use video calls or continue with the conference call only.

Census Update

• Census Bureau had previously requested congress set an October 31, 2020 deadline.

• On August 3rd the Census announced that they would end all collection on September 30, 2020 instead of October 31st.

• Hard to count populations will be a challenging task now that the Census Bureau has shortened the door-knocking timeframe by 4 weeks.

• The deadlines have been altered frequently as there is differing pressures from The Census Bureau, Congress, and the President.

Census Update

• Benton Harbor's self-response rate is 4.6 points behind its final 2010 rate, meaning a greater share of non-responding homes will need to be counted in-person — an especially challenging task now that the Census Bureau has shortened the door-knocking timeframe by 4 weeks.

• About 2,190 Benton Harbor households have filled out the census form on their own. That means about 1,980 homes need to visited by a census taker to count everyone else in-person (or determine if housing units are vacant).

Transportation Funding & COVID-19

Due to business closures and social distancing guidelines travel has been reduced. This

has led to lower fuel tax collection.

The lowest transportation revenue occurred in May. The state collected approximately $49 million less in fuel taxes in May 2020 compared to May 2019. Overall there was an 33.1% drop in total transportation revenue collected in May 2020 compared to May 2019

Income tax began being allocated for transportation in 2019. This amount increased in 2020. This partially offsets some of the losses in transportation revenue in 2020.

Continued travel below typical levels over the next few months will lead to a sustained reduction in funding which will have a major cumulative effect.

Transportation Funding and COVID - 19

When stay-at-home orders in Michigan took hold in mid-March due to the COVID-19 outbreak, few had reason to fill up their gas tanks as often as they usually did. As a result, collections from taxes collected for every gallon at the gas pump have fallen.

• 26.3 cents per gallon go to Michigan taxes

• 18.4 cents per gallon go to federal taxes • Michigan typically receives about $1 billion per year from the federal highway trust fund,

which is supported by federal gasoline taxes. That money funds repairs on the state's U.S. highways and interstates.

Change in Miles Traveled Between 2019 and 2020

At the lowest level in late March and April 2020 travel levels were about 60% less than in the same months in 2019. Travel picked up as business reopened but is still about 13% below 2019 levels

Registration Fees Collected

The decrease in registration fees is due to the Governor’s executive order to temporarily extend the expiration of all Michigan driver’s licenses, state IDs and vehicle registrations through July 31, 2020.

• Registration fees are based on vehicle value. New vehicles pay higher fees than older vehicles.

If auto sales fall due to a poor economy, over time registration fees will not increase along with inflation

• Income tax redistribution is based on the previous year’s collectionHigh unemployment and low wage growth means less income tax to be used for road funding

• As businesses open we are seeing travel increases, but it is expected that travel will remain lower than typical

The single lowest revenue month seems to have passed but lingering effects will remain and will compound over time.

Local Road Funding Projection

Act 51 Funding Projections - 2020

Based on the latest projections, county road agencies should expect a $91.8 million reduction in this fiscal year; cities and villages should expect a $51.2 million reduction. In both cases, that is a 7.4 percent reduction below appropriated amounts for the year.

Act 51 Funding Projections -2021

The economy will continue to have impact on revenues to local road agencies into 2021. Current projections are for a loss of $57 million for county road agencies and $31.7 million for cities and villages.
