Secondly, they are Poland's first interactive media created with the participation of listeners and viewers, lending vo- ice to circles excluded from pu- blic debate. These media engage in many activities for the com- mon good and have become a platform for building a commu- nity of people who feel responsi- ble for public life. Thirdly, Tele- vision Trwam and Radio Maryja are media with a strong, distinct identity and an alternative to the dominant left-liberal discourse. They offer reliable, objective, non-manipulated information and in their description of reality are guided by the criteria of righ- teousness, beauty and truth. As the contribution of Radio Mary- ja and Television Trwam in rebu- ilding the democratic founda- tions for a free Poland and cre- ating media governance is unde- niable, so greater is the public outrage triggered by the arbi- trary deci- sion to de- ny Televi- sion Trwam a place in the digital multiplex and discrimination against the Catholic broadcaster by the cur- rent government. Radio Maryja is a Polish nation- wide Catholic radio station owned by the Warsaw Province of the Redemptorist Order. It re- aches out to listeners all around the world. It serves a multi-mil- lion audience, integrating people around the mission of new evan- gelisation, strengthening faith and consolidating the national identity. The founder and direc- tor of the radio – Rev. Tadeusz Rydzyk C.Ss.R., Ph.D – re- solved to create a wi- reless sta- tion on 10th February 1990 while visiting the Shrine of Divine Mercy in Kra- ków-¸agiewniki, and Radio Ma- ryja began broadcasting on 8th December 1991 from its headqu- arters in Toruƒ. It effectively bro- ke the monopoly in the media, up to this time reserved for just one option subscribing to liberal ideology, and became the voice of Poles, the voice of Catholics who for many years had been de- prived of the opportunity for a modern means of communica- tion. Soon, Radio Maryja proved to be a great success, as people had been waiting for the kind of message which would provide ob- jective information while guiding their minds and hearts in accor- dance with the principles of the Catholic faith and Polish tradi- tion. Despite difficulties with the authorities and attacks from circ- les hostile to the Church, Radio Maryja was developing dynami- cally, inspiring the emergence of subsequent ventures, notably the daily newspaper Nasz Dziennik [Our Journal] and the College of Social and Media Culture in To- ruƒ. The market of electronic commer-cial media in Poland is in effect anoligopoly formed in the 1990s,when the two national televisionfrequencies were given to the own-ers of the Polsat and TVN brands.Today, the companies associatedwith these stations also controladditional channels, satellite plat-forms, mobile telephony, Internetnetworks, and even a cinemachain. The liberal Civic Platform(PO) remaining in power since2007 may certainly count the mainmedia moguls amongst its sup-porters. The largest private televi-sion stations do not seem to per-form the checking function, whichis so important in democracy. Theprogrammes they offer are com-mercial in nature, and the viewsand customs promoted on air arehardly acceptable for Catholicsand traditionally-minded audi-ences.

The digitisation of terrestrial tel-evision seemed to promise thelong-awaited pluralism of owner-ship and a wide ideological spec-trum. Sadly, this did not happen.The ruling PO failed to propose abill deactivating analogue televi-sion for four years, which put exist-ing terrestrial broadcasters in astrong bargaining position. Theyheld multi-annual licences for ana-logue transmission and so wereable to block the disconnection ofthe traditional television signal. Inconsequence, they managed todouble their holdings and takecontrol of the entire Multiplex 2,which has the broadcasting capac-ity of eight television channels. Inthis context, the hope for breakingthe existing monopoly focuses onthe four remaining vacant spots onMultiplex 1. Two of these wereassigned to companies formed bytelevision producers, one of which(ATM Group) has capital links

with the Polsat concern and theother (Stavka) is currently 51-per-cent owned by TVN. The othertwo places were taken by Eska andLemon Records, companies of theZPR Capital Group associatedwith the Democratic Left Alliance(SLD). These political connec-tions also correspond to the politi-cal composition of the NationalBroadcasting Council.

"It's the ninth time that I amanswering questions on TVTrwam", complained Jan Dworak,President of the National Broad-casting Council, at a meeting ofthe Parliamentary Committee onCulture and Media. Indeed, thedigitisation scandal dominated theproceedings of the lower andupper chambers of the Polish par-liament (Sejm and Senate) fromJanuary to May 2012. As many asten several hour-long meetings ofthe Committee on Culture andMedia were devoted exclusively tothis subject, including four jointsessions with the Committee onState Control. Add to this themeetings of the Committee onInnovation and New Technologiesdedicated to digital televisionwhich also turned into severalhours of debate on discriminationagainst Catholic television. TheSenate Committee on Culture dis-cussed the decision of the Nation-al Broadcasting Council on twooccasions with questions to Presi-dent Dworak asked by senators aswell as MPs.

It is hard to imagine that MPswould not require any explanationon the issue effectively defining thenew media order in Poland and theplace of Catholic media within thisnew setup. The more debates andmeetings took place, the moreshocking facts came into light.

The road for further action inthe parliament is still open. Before

long, both the Sejm and the Senatewill debate and vote on the Annu-al Report of the National Broad-casting Council. The digitisationproblems are growing serious, asthe first deadline for the analoguebroadcast deactivation isapproaching. There are legitimateconcerns that due to the lack ofpublic aid to 1.5 million of thepoorest families and lack of aproper information campaign, aconsiderable proportion of thepopulation will be permanentlyexcluded from media access whenanalogue TV is eventuallyswitched off. Public media are fac-ing bankruptcy due to the total col-lapse of their funding and the lackof any initiative on the part of thegovernment to address this prob-lem. Each of these issues is direct-ly related to the issue of the dis-crimination of Television Trwam.

The massive demand for theright to development televisionthat would serve truth and thegood upbringing of human societyis a new phenomenon in the histo-ry of the media. Many mediaexperts in the world today say thatthe future and survival of themedia depends on broadcasterswhich are supported by a strongcommunity of viewers. Ratherthan seize this opportunity, thePolish ruling elite opts to consoli-date the existing setup of themedia market.

The restriction of Televi-sion Trwam's access tomass, often low-income,viewership by refusing to

grant it the licence to broadcast viathe digital multiplex, is a violationof the canon of freedom, equalityand pluralism in a democratic sys-tem, supposed to be guaranteed bythe rule of law.

The European Convention onHuman Rights, the treaties consti-tuting the EU acquis, and the uni-versal rule-of-law standards apply-ing in the Polish and European le-gal framework safeguard equal ac-cess to freedom of expression andmedia pluralism.

The case of Television Trwambeing deprived of the possibilityof broadcasting via a generallyaccessible digital system is notonly a violation of the cardinalrule of equality before the lawbut also demonstrates how an ar-bitrary method is used to excludea significant segment of the socie-ty from meeting their needs in anera of universal social communi-cation.

The constitutional body set upto protect the public interest in theaudiovisual sphere, i.e. the Natio-nal Broadcasting Council, has it-self manipulated the selection cri-teria for broadcasters, exposing it-self to the charge of subjectivity,bias, favouritism and the violationof the procedural transparency.

Manipulation of the rules of thegame in the broadcaster selectionprocess gave precedence to com-mercial-broadcasting monopoliesover a broadcaster which fulfils acrucial integrating role in the sphe-re of social communication.

The limiting of the public's ac-cess to pluralistic broadcasting infavour of capital groups that enjoya dominant position on the marketby granting each of them severalplaces in the multiplex while elimi-nating a broadcaster that performsan integrating role treating its vie-wers as both consumers and parti-cipants of the broadcasts, has alre-ady met with the reaction of a so-cial movement of civil protest.

Nevertheless, the National Bro-adcasting Council refuses to sub-

mit itself to an audit by the Supre-me Chamber of Control, the con-stitutional control body, as requ-ested by members of parliamentand social assemblies, to verify thecorrectness and appropriatenessof the decision excluding a hugesegment of society from access tothe television broadcasts which fo-ster social ties.

Contrary to the needs of the so-ciety, culture, the arts, education,and social identity of citizens loseout on television to the interests ofadvertisers, who favour coarse andprimitive entertainment program-mes, pandering to the lowest tastes.

The National Broadcasting Co-uncil's resistance to an audit of itsdecision to verify its transparency,fairness and justification is surpri-sing indeed in the light of the con-stitutional principles and "condi-tions of fair competition withoutprejudice to the public interest ro-le to be discharged by the audiovi-sual media services" (as defined inthe Audiovisual Media ServicesDirective of the European Parlia-ment and the Council of the EU of

3 October 2010), as well as respon-sibilities imposed on the NBC bythe Constitution to uphold fre-edom of speech, the right to infor-mation and public interest in radioand television broadcasting.

Such a position of the NationalBroadcasting Council is in contra-diction with the Recommendationof the European Commission of20 August 2009 on media literacyin the digital environment for amore competitive audiovisual andcontent industry and an inclusiveknowledge society.

W hy has Television Trwambeen refused a place in thedigital multiplex by the Na-tional Broadcasting Coun-

cil? Who is more trustworthy: a financial-ly reliable broadcaster in business for ni-ne years or companies with no assets andno experience which have never televiseda single programme? It is not only theviewers of Poland's only Catholic televi-sion station that have been asking them-selves these questions for the past severalmonths. Poles are alarmed by the digiti-sation process because they perceive it asan opaque shield behind which, throughcompletely arbitrary procedures, the pil-lars of freedom and democracy are beingdismantled. The Orwellian reality is aliveand well: there are broadcasters that areequal and those that are considered mo-re equal than others; there are TV sta-tions which are privileged and thosewhich are excluded.

The digitisation of television that is thetransition from analogue to digital bro-adcasting is obligatory under the decisionof the European Commission, bindingfor all European Union Member States.In Poland, this transition is due to becompleted by the end of July 2013. Terre-strial digital broadcasting significantlyexpands viewers' access to television pro-grammes and also enables them to enjoyother technologically advanced services,which means that broadcasters left out ofthe multiplex will effectively cease to bereckoned with in the world of the media,they will be deprived of the chance togrow.

There were four places to be grantedin the competition for licences to broad-cast on the first free multiplex "MUX-1".Applications to the National Broadca-sting Council, which as the constitutionalbody decides upon licences, were madeby 17 broadcasters, including TelevisionTrwam. The procedure formally closedon 4th March 2011. The word "formally"must be emphasised here, because con-trary to the rules created and adopted bythe National Council itself, not all broad-casters were treated equally, as the Co-uncil allowed two applicants to supple-ment their documentation after that de-adline. This certainly had an impact onthe licensing process.

The Council, composed of five mem-bers: two appointed by President Broni-slaw Komorowski and three representingthe interests of left and liberal parties, ma-de a decision which proved strikingly sub-jective, prejudiced and compromising forits authors. The National Council assu-med a priori and without justification thatthe Lux Veritatis Foundation, the ownerof Television Trwam, would be unable tobear the financial burden of entering thedigital multiplex. Yet in the light of the do-cuments submitted to the National Bro-adcasting Council a very different pictureemerges. Apart from anything else, ittranspires that the four commercial com-panies which have been granted licencesby the National Broadcasting Council didnot in fact fulfil the criteria established byit. The Lux Veritatis Foundation had astriking advantage over those four compa-nies in every category. Here are a few eco-nomic indicators to illustrate this.

In view of the above, the National Bro-adcasting Council clearly gave preferenceto entities which were financially unrelia-ble, which had negative capital, generatedlosses, had no fixed assets, did not havetheir own production base or broadca-sting capabilities, and did not possess anyreal financial security.

But this is not the end of the strange ma-nipulations concerning the allocation of li-cences. Places in the multiplex were obta-ined by companies that had not even star-ted broadcasting before the date of the de-cision granting digital licences, despite thisbeing a sine qua non condition for a suc-cessful endorsement. Moreover, the com-panies are owned by the Polsat and TVNgroups, which already have secured places(even over a dozen) in the multiplexes.Therefore, the decision of the NationalBroadcasting Council, rather than enhan-ce pluralism in the media, reinforced theoligarchic character of the media marketdominated by the left-liberal orientation.Specifically, two entities that have beengranted licences belong to television sta-tions which are already present on the se-cond multiplex – STAVKA is owned byTVN, and ATM Group – by Polsat. Inturn, the majority stakes in Lemon Re-cords and Eska TV are held by Zjednoczo-ne Przedsi´biorstwa Rozrywkowe SA[United Entertainment Enterprises Inc.],which is the owner of the radio networkEska and a big player on the gamblingmarket. Yet access to modern digital tech-nology has been refused to a Catholic bro-adcaster, despite the fact that over 90% ofPoles declare themselves to be Catholics.

Contrary to Josef Goebbels' wishes, alie repeated a thousand times does notalways become the truth. The NationalBroadcasting Council's fraudulent de-ception and manipulation during the li-censing process have come to light andexposed extraneous reasons for the deci-sion, clearly motivated by ideology. It se-ems that the broad social movement indefence of Television Trwam and prote-sts against the destruction of indepen-dent media is a reaction which the autho-rities had not anticipated. The public opi-nion in the West can now get acquaintedwith the arguments for a review of themultiplex licensing procedure. �

der to shoulder, a forest of red andwhite flags, pennants and countlessbanners. Everyone is smiling andcheerful although the matter whichhas united us is far from a happy one.The atmosphere is reminiscent of amemorable August 1980, when „So-lidarity” came into being, the firsttrade union independent of thecommunist authorities. This waswhen Europe held its breath – forin a moment the „iron curtain”would surely disintegrate intodust. The Poles dream of fre-edom proved stronger thantanks, militia wielded truncheonsand repression. This was accom-panied by a feeling in the air, anexpectation for a wind of change.

It is now certain: the year 2012will be remembered in Poland as atime of solidarity with TelevisionTrwam, the station which has beenarbitrarily denied access to the digi-tal multiplex by the National Broad-casting Council, de facto subjectingit to the exclusion from the mediamarket in Poland. It just so happensto be that Television Trwam is a Ca-tholic broadcaster, says the voice ofa vast majority of Poles who havethe right to a media which is in ac-cordance with their convictions.Many ask themselves a simple qu-estion: why in this case has an esta-blished rule of democracy been leftto hang out to dry?

An opaque licensing procedure,manipulation, offensive lies of civilservants obliged to adhere to mediapluralism and equal treatment of allstakeholders have created a resultwhich was not expected by those inpower. The start of the new year2012 was marked by a rising tide ofprotest against the discriminationof the Television Trwam audience.Resistance takes many forms– captivating, original, inspired.Since the first days of Januarythe seat of the National Broad-casting Council in Warsaw hasbeen literally overwhelmed bythousands of letters in defenceof the Catholic broadcaster– by the end of May these willcome to more than 2.2 million.A striking number. There arewords of support from the Per-manent Council of the PolishBishops' Conference, numerous

public figures, hundreds of com-munity organisations and local go-

vernments at all levels. The last ti-me we so massively gave expressionof our unanimity was in the mid 90s,on the occasion of the struggle forsealing the law for the protection oflife from conception. This showsthat we continue to be united by va-lues – religious, moral and patriotic,not empty platitudes and contrivedproblems.

Donald Tusk restricts freedom ofexpression and is gagging indepen-dent media, which strikes at the li-berty of each citizen, wakes a new,long unseen phenomenon in the Po-lish landscape. On February 18th,on a frosty winter's day on the stre-ets of Warsaw, 25 000 people stepout. They are taking part in a marchin defence of Television Trwam andfreedom of expression. Not all re-present the Catholic audience of thestation as they walk together side byside with people of different politi-cal sympathies – for one simple re-ason: lack of the station's presencein a supposedly open and free bro-adcast service. They realise that thisis about fundamental issues for thefuture of the national community,the State, the quality of public life.

Warsaw, Cracow, ¸ódê, Gdaƒsk,Szczecin, but also a village of Je˝owein the southern Subcarpatian pro-vince or the town of Augustów atthe north-eastern ends of the Po-land. A grand metropolis pulsatingwith life and a tranquil town, or evena rural enclave associated with holi-days and idleness. And both hereand there a prodigious movement:marches in defence of TelevisionTrwam. The multitudes united in amanner which no one rememberswith half of the local community ga-thered under the white and red stan-dards. In Malbork, Wejherowo andKoÊcierzyna in Pomerania, therewere no demonstrations against thecommunist government even duringmartial law in 1981. It was only thecurrent government’s the decisionabout the Catholic television that

made people take to the streets.Even the extension of the retire-ment age to 67 seems to have cau-sed less emotion.

The marches of solidarity with theCatholic TV have gone through mo-re than 50 cities in Poland as well astaking place abroad, in countrieswhere there exists a strong Polishdiaspora, such as the United States,Canada and Germany. In some pla-ces – twice. Such as in Warsaw, whe-re on April 21st more than 120 tho-usand people marched after Massfrom Three Crosses Square to theOffice of the Prime Minister andthen to the Belvedere Palace – theseat of President Bronislaw Komo-rowski. The capital has not seensuch an assembly since 1989, butthose in government appear to re-main unimpressed by this new dec-laration, expressed in the most well--known slogan of the day: "We won'tgive up Television Trwam!". This isstill further expressed by the 36 bo-xes of over two million signatures insupport of Catholic television filedin the Office of the President.

History, it seems, is repeating it-self. Once again, as during the pilgri-mage of Pope John Paul II to Po-land which heralded the birth of"Solidarity", we can straighten our-selves, regain our dignity and be co-unted. The spontaneous social mo-vement in defence of TelevisionTrwam asserts the rights of the ma-jority which does not wish to remainsilent, to live a lie through being feda deformed image of reality, but ra-ther hungers for the truth. �

Father Director, why is TelevisionTrwam fighting for a spot in thedigital terrestrial multiplex plat-form?

– Digitisation is entering Polandas we speak and there will be ma-ny digital TV channels. As many as86 percent of the citizens of ourcountry declare their allegiance tothe Catholic faith and another 9percent see themselves as deeplyreligious, which means that 95 per-cent of society declare to be Ca-tholics. If there are so many Ca-tholics, then they should have a re-spectively large share of the media,including their own religious chan-nels. In Poland, however, the deci-sive majority of the media are inthe hands of the leftist-liberaloption. The left, communists, whoseemingly handed over powerafter the outbreak of the "Solidari-ty" and the 1989 elections, have infact never given it up, they haveonly transformed. The old No-menclatura and the post-solidarityleftist circles it has embraced havetaken over the economy, media,banks, everything that Poles wor-ked so hard to get through the ge-nerations. They have deceived thenation. To have the power, you ne-ed to have the media and money.And this is precisely what they ha-ve seized for themselves. So nowwe have the leftist-liberal rule.This is a paradox. In spite of beingthe majority, in spite of having ma-ny priests and strong structures of

the Church, Catholic uni-versities, seminaries, it

turns out that Catho-lics are being mani-

pulated. Thewhole nation ismanipulatedby a small gro-up of peoplewho are hol-ding the mediaand the power.So now comesthis new tech-nology, the di-gital transmis-sion… Whywould Catho-lics not have it?

That wouldsurely be

a sin of neglect! This is not a nor-mal situation that the Catholic 95percent of citizens do not have asingle one television in the multi-plex platform. We are fighting forjust one spot, nothing more.Others have received many licen-ces and one of the media compa-nies now owns 13 spots on themultiplex. We cannot compete fi-nancially with those people whohave appropriated Poland.

Lux Veritatis Foundation, the bro-adcaster of Television Trwam, wasthe most reliable broadcasteramong the entities applying forthe licence, yet it was preciselythem, of all the others, who wererefused by the National Broadca-sting Council. What is the real ra-tionale behind this decision?

– It is clear to see that there isjust one reason: not to allow Ca-tholics and patriots to have a say.To shut their mouth. Not to allowdebate based on arguments, thepursuit of truth and common go-od. The idea is to keep on mani-pulating people and to use themfor their own purposes. GaggingCatholics in today's Poland is verymuch like the manner of commu-nists back in the People's Republicof Poland. There was no free press– underground newspapers wereprinted on duplicating machines.People would listen to Radio FreeEurope news, information waspassed down by word of mouth.The fact that we haven’t beengranted the licence reminds us ofthose totalitarian methods. Takinga broader perspective, alas, I amafraid that's the direction we areheading. The government doesnot have any dialogue with the pe-ople, which is visible in the way itdeals with "Solidarity", but also inmatters of schools, education, he-alth etc. People are protesting, butno one talks to them. This is a ve-ry dangerous situation.

A broad front of people was for-med to defend Television Trwam.It not only includes the viewers ofthe channel, but also artists, jour-nalists working for other media,politicians, social activists, localgovernment officials. The campa-ign is fought under the banner of"standing up for free media"…

– I meet many people who havenever watched TV Trwam,

who justify their commit-ment on its side with the

fact that they simply can’thave someone from

above dictating whatthey should watch or

listen to. They wantto choose for

themselves .That's whythey are de-fending freemedia. That iswhy so manypeople partici-pate in themarches, signthe protest tothe NationalBroadcastingCouncil andintervene invarious institu-tions. History

has come full circle. I can recollectthe suppression of "Solidarity" andfreedom by the communists, andhere we have the same thing again,they just use different methods.

What's the authorities' reaction tothis grassroots social campaign?

– Well, the protests hit against areinforced concrete wall. The Na-tional Broadcasting Council doesnot heed to anyone or anything.They hold the media in theirhands. They may grant a licence orthey may not grant it. Not only dothey not engage in dialogue, butthey make use of lies as well. Theylie when speaking in televisionprogrammes devoted to the licen-ce for TV Trwam, they even liespeaking on parliamentary com-mittees. Not only that – it is plainto see that they would also like towin some people of the Churchover to their position. They wouldlike to make use of them.

Public opinion receives the follo-wing message addressed to Catho-lics: you can pray in churches, butkeep clear of public affairs, keepaway from politics.

– Catholics are portrayed as ifthey were less valuable, deprivedof reason, fanatical… This is anelement of the fight against theChurch. These manipulations areintended to make the Church re-pulsive to the people and to oust itfrom the public arena. In the com-munist era there was a special mi-nister for religious affairs. The mi-nister – he was called Kàkol as farI can recall – once said: "We shallnever let the Church go out of thesacristy, to have an impact on thenation, on the youth." They are do-ing the same thing now, only theirmethods have changed. To oust, toslander, to tatter a good name, notto give room in the digital multi-plex platform, not even a singlespot, while the leftist-liberal mino-rity has everything!

What is the position of the Churchin these matters? Are Catholicsonly supposed to pray and keepclear off worldly affairs?

– We need to sanctify ourselveswalking through the world, not tolive next to it. This is a theologyof the earthly reality. We are tobuild the world making it a bet-ter, more humane place, in truthand in love. We can read about itin the Old Testament. God cre-ated the world, and concluded hiswork of creation saying to pe-ople: "You shall grow!". It's im-possible to imagine faith withoutdeeds. Faith without deeds is de-ad. We have the duty to activelyseek common good and work forthe benefit of man.

Pope Benedict XVI called on Chri-stians to participate in politics…

– Politics is about building acommon good. The word "poli-tics" derives from the Greek word"polis", which means "city-state".In ancient Greece a person whowas not interested in the affairs ofthe city-state, that is – as we wouldsay today – not interested in thepublic affairs, was referred to asidiotes. Politics is not just "art ofgovernment", but above all the

"concern for the common good".In Poland, unfortunately, politicshas become "the art of arrangingoneself" and "arranging one's owngroup" at the expense of others,cultivating selfishness straightfrom Machiavelli. Pope John PaulII stressed it very strongly that po-litics is a concern for the commongood, a concern which reaches outfor the transcendent purposes ofmankind. Thus, a Catholic not on-ly may, but is even obliged to takepart in politics.

It is commonly believed that theeconomic and political crisis of themodern world finds its source inthe underlying ethical and moralcrisis. What contribution can Ca-tholics make to solving this crisis?

– Pope Benedict XVI, when di-scussing this issue during his spe-ech at the Bundestag, quoted SaintAugustine's words: "If the rulersare not guided by justice, how dothey differ from bands of rob-bers?" ("Justice being taken away,then, what are kingdoms but greatrobberies?", City of God IV, 4). Wealso remember John Paul II's war-ning that "democracy without valu-es easily turns into open or thinlydisguised totalitarianism". Every-thing must be done in truth and lo-ve. The media must be a means ofsocial communication, dialogue,encountering each other, ratherthan a means of manipulation.This is the way to communio,union in truth and love, and thusto respecting every human being,regardless of religion, race, cultureor origin.

This is exactly what is missingfrom the leftist-liberal media. In-stead of engaging in dialogue ontopics relevant to people, they en-gage in gossip and things of nosubstance whatsoever.

– Social relationships and dialo-gue must be based on empathy. Incontrast, they are gagging us, bloc-king our mouth, they say: "no be-cause no". It's a dictate. We are dic-tated what we are to listen to, whatto say, what to watch… It is a dic-tatorship. We in Poland have alre-ady been through a dictatorship,we know what's it all about. That'swhy we are talking openly about it,let people know. Millions of pe-ople are standing up for TVTrwam, grassroots organising pro-tests on the streets. On the twen-tieth anniversary of Radio MaryjaPope John Paul II addressed uswith this message: "Thank you forbeing there, for Radio Maryja, TVTrwam, Nasz Dziennik, the Colle-ge of Social and Media Culture".We were also congratulated on themission we are performing by Po-pe Benedict XVI. But that doesnot count for them. Our efforts forthe licence were endorsed by thePermanent Episcopal Council, thePolish Bishops' Conference, aswell as by individual bishops. Thatstill doesn't count. They don't careabout anybody.

How long will this fight persist?– I don't know. Until we prevail.

One thing is certain: we will notyield. I really can’t imagine we wo-uldn't be granted this one spot inthe digital platform.

T he Holy Father Benedict XVI, in spiritualcommunion with the participants of the cer-emony of the XX anniversary of the RadioMaria, sends trough me to the Father

Provincial a greeting and an apostolic blessing to theFounder and the Director of the Radio – FatherTadeusz Rydzyk, all the ecclesiastic and lay employ-ees, volunteers and those who thanks to this catholicbroadcaster strengthen their faith on their way toGod.

Radio Maria was erected in Torun by the Bishop ofChelm, on the day of the Feast of the ImmaculateConception, 8th December 1991. During this ratherdifficult period of leaving the system that negated thefreedom of speech and imposed the government’smonopoly in distribution of information, there was anecessity to create the new, catholic media thatcould reach everyone with the message of Redemp-tion and with the reliable information.

Blessed John Paul II was thinking in this way. Headdressed to you these words: “There is a greatnecessity to proclaim the Gospel in our Homeland.People are in a need of an authentic word. Word thatbuilds and not divides, word that brings confidenceto the anxious hearts. Word that is pure, simple, pro-claims love and truth. The message of Redemptionis that kind of word. This is Christ Himself. And youare the spokesmen of this Word”. (The General Audi-ence, 23.03.1994).

The Pope, your compatriot, confessed also: „Iwould like to say thank you to the Radio Maria forthis diversified and generous engagement in theApostolate of Word, which is today so important andso needed in our country”. (The Audience for theRadio Maria, 18.04.1996). He Himself entrusted yourRadio to Mary’s – the chief patroness of the Radio –protection in the words: “I entrust all of you and yourApostolate to Virgin Mary’s protection. We venerateHer as the Star of Evangelization. (…) Mary, the Starof Evangelization, please lead us, lead Radio Mariaand be its protectress!”. (The General Audience,23.03.1994). “May Mary, the Star of New Evangeliza-tion, lead your Radio to the new people and newtimes” (A pilgrimage to Poland, Torun, 7.06.1999). Inthis spirit of entrusting, thanks to indomitable willand fidelity with the Magisterium of the Church andwith its Shepherds, Radio Maria could, despite of

the difficulties, develop fruitfully its activity at homeand abroad.

And with the seed of Word in the hearts of men,after 20 years of continuous activity on many levels,we can admit that the yield of the sow is abundant. Inthe first place on the waves of your radio, you canexperience the encounter with God through prayerand catechesis. Two important elements that markout the Catholic Radio from the other stations. (TheAudience for the Radio Maria, 16.10.1997).

Every day is broadcasted the Holy Mass, Breviary,Angelus, Rosary, Chaplet of Divine Mercy, Eveningprayer to Mary the Queen of Poland from Jasna Gorain Czestochowa, Prayer of the Immaculate Concep-tion of the Blessed Virgin Mary and other prayers char-acteristic for different periods – as for example a peni-tential prayers celebrated in Lent (“Gorzkie ˚ale”).

Everyday catechesis is enriched by the presenceof bishops. Inseparable attachment with the HolySee is manifested in the broadcasts of all the foreignpilgrimages of the Holy Father, the Wednesday gen-eral audiences, the "Angelus" with the Pope, the Vat-ican Radio news and the most important events inthe Holy See and the universal Church. In addition, aweekly news from the Vatican Octava Dies is broad-casted, as well as the information service from theHoly Land – Terra Santa News.

The Pope Benedict XVI expresses his joy that,thanks to the Radio Maria and related with it televi-sion Trwam, his apostolic journeys, Wednesdayaudiences and other events can be received inPoland in the native language. This is a clear contri-bution in bringing closer the Peter’s Mission in yourcountry and among your countrymen who liveabroad.

Not without significance is also the Christian socialactivity of your Radio. Known and religiously valuableis the community dimension of the Radio Maria lis-teners, families, youth and especially wonderful andunique phenomenon of the Backyard Rosary Circlesof Children gathering about 150 thousand of childrenin the different parts of world who express their lovefor the Mother of the Savior through the regular,everyday Rosary.

Thinking about the formation of young people andfor the sake of the Catholic journalists, already for 10years in Torun has existed the School of Social and

Media Culture. The press dimension of journalismrepresents a well-known in Poland daily journal.Radio Maria also pilgrimages through its homelandtransmitting the Holy Mass and other celebrationsfrom many sanctuaries in the dioceses and parishes.It also follows the events of the Church in Poland.Radio Maria listeners are on the pilgrimage tracks toCzestochowa, Rome and the American Czesto-chowa in Pennsylvania.

The specificity of this radio lies also in the fact thatanyone can take part in an open discussion program"Unfinished Conversations", participating by the tele-phone in the live program. There should also bementioned the scientific, cultural and social environ-ments gathering around the Radio Maria and sup-porting clearly the moral teaching of the CatholicChurch, defending life from conception to naturaldeath and defending the family founded on respon-sible and God-blessed union of a man and womanand the Christian education of children.

Mentioned above forms of religious influence onthe masses of listeners, especially the people withdisabilities, the sick, the advanced in years, who can-not participate personally in the pastoral programs intheir dioceses or parishes, are a genuine contribu-tion to the Mission of Evangelization of the Church inPoland and harmonize with the path of the NewEvangelization traced by The Magisterium of theChurch.

Finally, I would like to quote the words of the Pope,your compatriot, Blessed John Paul II, addressed toyou during one of the pilgrimages to Rome: "Mayyour Radio be on service of the true information, ful-filled with love and based on justice. May it contributeto the formation of human consciences in the spirit ofthe teaching of Christ."

The Holy Father Benedict XVI, thanking you for the20 years of the generous Mission of Evangelization,asks God through the intercession of the HolyMother, Patroness of the Radio Maria, that this Causeof permeation of faith to the human consciences,guided by the Redemptorist Religious Order inPoland and abroad, results in a permanent victory ofgood over evil and brings good to the many Chris-tians and to all of your country. In this spirit, I shareyour joy and I salute all the participants of the cere-mony and the listeners.

The Permanent Council of the Polish Bishops' Conferencestrongly urges the National Broadcasting Council to change itsposition in the ongoing licensing process and grant TelevisionTrwam a place in the digital multiplex platform.

The exclusion of a religious TV station in the licensing pro-cess violates the principle of pluralism and equality before thelaw, especially since most people in our country are Catholics,

who should enjoy free access to all programmes broadcast byTV Trwam within the digital terrestrial television system. Thisis also the expectation of numerous viewers, many of whom aresick and lonely people.

We trust that TV Trwam – broadcasting for over eight yearsnow and demonstrating financial stability – will be incorporatedinto the digital television system in Poland.
