Construction sector employed unskilled workforced intensivly. The labour force that has not found the opportunity to attend formal education, trained completely in practice in firm site employed in consruction sector. This labour force is not holding any certification evidencing their vocational qualifications.

The lack of skilled labour has negative impact on the sectors.The sector is prevented from working effectively and efficiently, production performance falls, and most importantly the number of work accidents that result in death increases.

High-skilled labour profile has emerged as the expectation of the new structure of labour market in construction sector.

Turkey took rapid steps towards restructuring its labour market structure in the framework of developing joint approaches with European countries under the scope of Lisbon (1997) and Bologna (1999) strategies. Turkey follows European Standarts while designing labour market policies.

As a first step, Vocational Qualifications Agency has been establish. And main facility of the agency is develop ‘National Qualification Systems’ for each sector in Turkey.

National Qualification System an effective framework in establishing national vocational standards, designing vocational training programs based on those standards and carrying out evaluation of the workforce in terms of qualifications by independent organisations with the aim of providing certification that is accredited both nationally and internationally.

Vocational qualification system is the general term used to describe an effective framework in establishing

national vocational standards, designing vocational training programs based on those standards and carrying

out evaluation of the workforce in terms of professional qualifications by independent organisations with the

aim of providing certification that is accredited both nationally and internationally.

İNTES was established in 1964 and today made up of 130 members who are the leaders of the construction sector in Turkey. INTES is a member of the Turkish Confederation of Employer Associations (TİSK), which is the organization gathering the employer associations under its title.

INTES has been carried out various projects either financed by EU or its own sources to develop qualifications and quality in the sector.

EUROPEN UNION PROJECTS

İNTES has successfully completed 9 projects sponsored by the EU in the fields of

vocational training, vocational standards, measurement & evaluation, safety and health

at work, certification, and employment in the construction industry since 2004.

Around 3000 workers attended vocational training programs under those projects and

successful candidates were emloyed in the construction sector with their certificates.

The last project is entitled ‘VOC-TEST Programs - Center for Vocational Qualification and Certification Center in the Construction Industry’has been complities in 2012. The aim of this project was establish and operate an effective and sustainable ‘Vocational Qualifications - Examination and Certification Centre’ compatible with the European Qualificaiton Framework and based on the National Qualification System’ for the vocations whose priority has been identified across the construction sector

COOPERATION WITH VOCATIONAL QUALIFICATION AUTHORITY

• İNTES was the first and only company authorized to establish vocational

standards and national qualifications as the representative of the

construction industry under cooperation protocols that it concluded with

the VQA in July 2008.

• After the labour market survey that has been applied to the member

firms of the İNTES, the list about ‘occupations in greatest demand by the

sector’ is obtained. There are 50 ocupations and İNTES has prepared

vocatıonia standarts for all of them. 47 of them are published in Official

Gazette, and 24 vocational qualifications are approved by VQA for

construciton sector.

VOCATIONAL QUALIFICATION AND CERTIFICATION CENTRE ECONOMIC ENTERPTRISES (INTES MYM)

• İNTES has set up Vocational Qualification And Certification

Centre Economic Enterprise (INTES MYM) to carry out all the

certification procedures in 2010 .

• The centre aims at evaluating and documenting the competencies of the people working or desiring to work in the construction industry, by taking into account the requirements of the labour market.

• Between 2010-2012, İNTES has organized a large number of pilot examinations in different parts of Turkey with a view to measuring and assessing vocational knowledge, skills, and competences of up to 5000 Turkish workers.

• Vocational Qualifications Authority (VQA) is in charge of setting up and administering the Vocational Qualifications System in Turkey. According to the regulation concerning vocational qualifications, examinations and certification, published in December 2008, and conforming to TS EN ISO/IEC 17024, accreditation preparations were completed.

• Consequently, İNTES MYM requested accreditation from Turkish Accreditation Agency (TÜRKAK) for the professions of Wooden Form Worker (Level 3), Reinforced Concrete Steel Worker (Level 3) and Industrial Pipe Installer (Level 3) consistent with the TS EN ISO/IEC 17024 standard.

• Following the audit which took place between 30th October and 1st December 2011, İNTES received accreditation to issue certificates as of 5th January 2012.

• Following a separate application filed to VQA, an audit took place on 30th December 2011 and İNTES MYM was officially authorized on 19 January 2012 to become an examination and certification centre, based on national qualifications for the professions listed above.

• Consequently, İNTES MYM became the only organization authorized to issue “Vocational Qualification Certificates” in the construction industry.

• In the second stage of the process, İNTES MYM filed an application to TÜRKAK to be accredited to issue certificates for the professions of Paint Worker, Plaster Worker, Tunnel Form Worker, Ceramic Tile Layer, Occupational Health and Safety Official, Concrete Worker, Mason, Scaffolding Operative, Gypsum Board Worker, Gypsum Plasterer, Heat Insulation Worker, Sound Insulation Worker and Fire Insulation Worker. As of 19 January 2012, the INTES OQC was officially authorized by the VQA to perform certification based on national qualifications.

• The examinations are carried out in two sessions of theory and practice, which have different impact on final results depending on each profession. Following the theory and practice sessions of the examinations carried out under the supervision of the documentation committee, examinees are evaluated in terms of their competencies. If workers are observed to be in need of further training, they are directed to training programs at the end of evaluations. The candidates found eligible are awarded vocational qualification certificates. With respect to candidates failing to fulfil the criteria, the companies are presented with reports detailing the areas where each candidate requires further training and the duration of such a training program.

been approved are prepared by the field specialist. Question Auditing Commision are

EXAMINATION PLACE IN ANKARA : TURKISH TRAINING SITE (TES)

Turkish training Site was founded by İNTES and The Union of Turkish Construction Workers (YOL-İŞ) in 2004. Similar institutions in Germany that was considered as a model in the establishment of the Training Site. TES is a multi-purpose occupational training centre which can offer vocational training in various branches.

THE MEANING OF CERTIFICATION FOR BOTH EMPOYERS AND WORKERS

FOR EMPLOYERS

Employers will have access to labour at the quality they seek and with certified qualifications in the occupations in question. This will reduce the risk of losses of time and efficiency in the employer’s projects. In addition, extending the employment of skilled labour with occupational qualification certificates will support better quality goods and services being supplied to the consumer

FOR WORKERS

Workers who obtain certificates following transparent measurement and assessment examinations will be able to prove their knowledge and skills while applying to firms for employment. As a result of the examinations in which qualifications are determined, candidate workers will also become informed of the areas where they need to receive training and develop themselves, and will reach the level of being able to question themselves about the development of their occupational qualifications.
