In the context of personnel certification, this rep-resents written, oral and practical examinations of a person to demonstrate his/her competency in a profession, an occupation or a job with respect to national/international standards in the relevant field; and granting certificates to those meeting the assessment standards.

Accreditation of Personnel Certification Bodies

CONFORMİTY ASSESSMENT BODY:A body that carries out testing, analysis, inspection and certification works in order to assess the conformity of products and services.

ACCREDITATION:

Evaluation, competence approval and regular assessment of laboratories, inspec-tion bodies, certification bodies and proficiency testing providers to demonstrate whether they operate in accordance with nationally and internationally recognized technical criteria.

TURKAK, as of 2008, is one of the signatories to EA Multilateral Agree-ment (MLA) in all accreditation areas covered by such arrangements. Our agency is a full member of European co-operation for Accreditation (EA), International Accreditation Forum (IAF) and International Laboratory Ac-creditation Co-operation (ILAC).

Accreditation StandardsAccreditation activities are carried out by TURKAK based on international stand-ards. These standards are as follows;

Accreditation of Personnel Certification Bodies: TS EN ISO/IEC 17024 Accreditation of Bodies Providing Laboratory Services: TS EN ISO/IEC 17025 Accreditation of Medical Laboratories: TS EN ISO 15189Accreditation of Proficiency Testing Provider Bodies: TS EN ISO/IEC 17043 Accreditation of Inspection Bodies: TS EN ISO/IEC 17020Accreditation of Management System Certification Bodies: TS EN ISO/IEC 17021 Accreditation of Product Certification Bodies: TS EN ISO/IEC 17065

In the modern age, with regard to the works done in the industrial sector and the reliability of the services received in our daily lives, the need for using personnel qualified and authorized in their jobs is increasing rapidly. It is important that the working / employed personnel is certified Person-nel Certification Bodies with international recog-nition.TURKAK accredits Personnel Certification Bodies operating domestically and/or abroad by assessing the quality system according to TS EN ISO/IEC 17024 standard.While there are international standards for certain occupations subject to certifica-tion, Some occupations have no relevant international or national standards. There are ongoing works being carried out by Vocational Qualifications Authority (VQA) in our country for developing occupational standards and National Competences for certain occupations which may be subject to certification. TURKAK provides accred-itation services to certification bodies adopting published National Competences. Pursuant to the Multilateral Agreement (MLA) between the members of the EA, certificates issued by an accredited certification body are recognized nationally and internationally. When the bodies which provide personnel certification are accred-ited, persons who have personnel proficiency certificates issued by these bodies achieve national and international recognition.Personnel Certification Bodies willing to be accredited must initially comply with the requirements of TS EN ISO / IEC 17024:2012 standard and EA (European Co-op-eration for Accreditation), IAF (International Accreditation Forum) and TURKAK’s regulatory documents. In addition, these bodies must also meet the conditions of national/international standards and National Competences published about the occupations relevant to the desired accreditation scope.

World Trade Organization (WTO) Requires its member countries to ensure technical competence and transparency of conformity assessments. Accreditation is the pri-mary instrument that ensures the competence of conformity assessment activities.Certificates granted by an accredited personnel certification body become an indi-cator of respectability and reliability. The need for the persons who provide services for various works in our daily lives to have certificates and the obligation to employ persons with accredited certifications imposed by legal authorities for certain oc-cupational groups / occupations, provide a wide customer mass for the certification bodies to be accredited in this field.

Through the accreditation granted by TURKAK, a person who wants to be certified can easily access a list of technically and methodically competent conformity as-sessment bodies and receive services in a reliable manner.

As a result of the international recognition of the services received from a conform-ity assessment body accredited by TURKAK, certificates with TURKAK logo are also recognized in other countries. This provides significant financial advantages to the SMEs in the global market.

Benefits ofAccreditation for PersonnelCertification Bodies

Importance of the Theoretical and Prac-tical Examinations and Committees within the Certification Schemes in the Accreditation of Personnel Certification Bodies

As specified in the TS EN ISO/IEC 17024 Standard and the relevant guide, theoret-ical and practical examinations specified in an international Standard or National Competence relevant to the activity with-in the scope of the body to be conducted by competent examiners and the com-petence of the question banks is one of the most important elements to be con-sidered for the quality of the service pro-vided. Therefore, before the bodies which applied for accreditation are accredited

in the certification scheme within the ac-creditation scope of their demand, they are expected to have performed exami-nations at least once in every field, In addition, forming and operating com-mittees as laid down in TS EN ISO/IEC 17024 Standard is the guarantee of im-partiality and competence in certification services. Impartiality and Scheme com-mittees should be formed and operated in a manner to represent all parties with a competent structure. Bodies are re-quired to prepare the documents about the meetings and works conducted with the committees by taking into account the requirements of the standard and keep relevant records accordingly

Accreditation Process

Application process begins initially with the applicant personnel certification pre-senting the necessary documents with signatures (application form, accreditation contract, authorized person notification form and if necessary, the certification sc-heme use permit) to TURKAK. In order for the application to be accepted, applied scopes must be within the scopes in which TURKAK provides services (accreditab-le). After a certification body’s application is accepted, they are expected to provi-de a set of documents related to their certification process, management system, employees, etc. Following the assessment team’s review of documents submitted by the certification body to TURKAK, the assessment team conducts an on-site as-sessment and draws up a report upon the conclusion of assessment and submits it to TURKAK. Where any non-conformities identified in the assessment are corrected by the applicant certification body, and the assessment team checks and approves the corrective actions, the file is reviewed and decided by the Accreditation Decision Board.

How to find Accredited Personnel Certification Bodies?

Accreditation agency grants the authorization to the accredited bodies to use the acc-reditation mark under the conditions laid down in their contracts. Bodies shall use the accreditation mark in the reports they prepare within the scopes in which they are acc-redited. In addition, accreditation agency prepares and publishes a list containing the names, addresses and accreditation scopes of the personnel certification bodies it accredits. List of the bodies accredited by TURKAK is published on www.turkak.org.tr webpage.
