Tulare is a thriving community nestled within the heartof Central California’s San Joaquin Valley. The areaoffers many modern conveniences to accommodate itsgrowing base of residents and businesses, and also works

hard to preserve its strong historical roots.

The city has a unique heritage dating back hundreds of years,when the Native American Yokuts initially occupied the valley.Conservative estimates place the Yokuts’ population around18,000 in 1770. This number included approximately 60ethnically and linguistically separate tribes, who made their homearound Tulare Lake and the Kaweah River. But, as Americansettlers began moving further west, the Yokuts were graduallydisplaced from their land, with only a small number left at thetime of Tulare’s creation.

Transportation served as the driving force behind the founding ofTulare. The Southern Pacific Railroad chose to establish its SanJoaquin Valley headquarters in the area in 1872 – giving the newsettlement its name, Tulare, because of the many “tules” (Spanishfor bulrushes) growing in the area’s marshy lowlands and along theshores of its lakes. The railroad depot and related buildings wereerected and quickly joined by additional businesses and newresidents. Virtually overnight, Tulare became the bustling center ofthe valley’s railroad activity.

The young Tulare faced its share of difficulties, with threedevastating fires consuming the town in its first 14 years. Thecommunity overcame these hardships and was officiallyincorporated as a city in 1888. In 1891, Southern Pacific chose torelocate its valley headquarters to Bakersfield, prompting Tulareresidents to turn to a new source of economic income –agriculture. With a need for an ample water supply to support thenew industry, residents organized the Tulare Irrigation District inorder to construct a canal system between the city and the SierraNevada Mountains.

Agriculture continues to be the area’s leading industry, with morethan 250 commercial crops being produced in Tulare County eachyear. As a result of this booming economic generator, Tulare and itssurrounding area is widely regarded as the “Agricultural Center ofthe World.”

Tulare continues to grow and diversify with each coming year.Approximately 60,000 residents currently call Tulare home,enjoying an excellent quality of life characterized by outstandingschools and a hospital, rich cultural and entertainment outlets,attractive parks, a charming downtown and much more. As thecity grows, community leaders continue to invest in its future – allthe while maintaining the small-town atmosphere so many havecome to cherish.

Location is among Tulare’s greatestassets. The city’s position in theheart of Central California’s SanJoaquin Valley affords it ready

access to several major arterial highways.SR 99 (Pearl Harbor Survivors MemorialHighway) travels north-south throughTulare, while SR 137 (Inyo Ave./TulareAve./Tulare Lindsay Highway) winds east-west. SR 63 (Mooney Blvd.) begins justeast of Tulare, at SR 137, traveling north

until it bisects with SR 198 in Visalia. Inaddition, Interstate 5 – a significant north-south highway in California – is situatedapproximately one hour west of Tulare.

Affordable and convenient public transitservice is available through both the City ofTulare and Tulare County. The cityoperates the Tulare InterModal Express(TIME), which offers dial-a-ride serviceand seven fixed bus routes, including one

that connects to the Visalia Transit Center.Tulare County Area Transit (TCaT)supplies two routes in Tulare – Route 20,which stops at the Tulare Transit Center,and Route 40, with a stop at Highway 137& Mooney Blvd. TCaT also offers deviatedfixed-route service for special needs riders,as well as a dial-a-ride option. Greyhoundoperates a station in Tulare, across the streetfrom the transit center.

The city is situated on the Union Pacific main line, a greatbenefit to industry in the area. For passenger rail service,Amtrak offers service along the San Joaquin line at nearbystations in Corcoran and Hanford (both within 30 minutesof Tulare). This route runs between the San Francisco BayArea/Sacramento and Bakersfield/Southern California.

Four ports (Stockton, Los Angeles, Sacramento and SanFrancisco) are reachable within 200 miles of Tulare, whileseveral airports are close by, offering a range of general aviationand commercial air services. The City of Tulare operates ageneral aviation municipal airport at Mefford Field. The Cityof Visalia Municipal Airport also offers general aviation, alongwith commercial service to Los Angeles and Las Vegas viaGreat Lakes Airlines. Expanded passenger service is availableat Fresno Yosemite International Airport (50 miles north ofTulare) and Meadows Field Airport in Bakersfield (a 60-miledrive south).

Eligible businesses in this zone cantake advantage of state tax credits, aninterest-free deferred payment plan,

accelerated expense deductions, a 15-yearNet Operating Loss (NOL) carryover and21-day permit fast-tracking.

The city is also part of the RecyclingMarketing Development Zone, whichpromotes market development for wastematerials, and features a Foreign TradeZone (FTZ) at U.S. Cold Storage’s 14.5-acre location in the Tulare Industrial Park.Additionally, Tulare’s 35-block downtownis a designated Business ImprovementDistrict through the Tulare ImprovementProgram (TIP). TIP aims to enhance theheart of the city by organizing downtownpromotions and events, administering theFaçade Grant and Graffiti Reductionprograms and investing in additionalpublic and private improvements – amongother initiatives.

Agriculture has been the leading economic industry inTulare and the Central San Joaquin Valley since itsearliest days. Today, Tulare and Tulare County remain atthe top of agricultural production in the U.S. In fact,

Tulare County is recognized as the nation’s second most productiveagricultural county and boasts the highest dairy production outputof any other county in the U.S.

More than 250 commercial crops are grown in Tulare County.Dairy, namely milk production, tops the list of commoditiesproduced here. Other major products coming out of TulareCounty include oranges (Navel and Valencia), grapes, cattle andcalves, corn (grain and silage), pistachios, nectarines, alfalfa (hayand silage), peaches (Cling and Freestone) and almonds (meats andhulls).*

The area is well-suited for food manufacturers and distributors, aswell, with some of the nation’s largest food processing companieslocated in Tulare County. Land O’Lakes operates the nation’s

largest and most productive single-site dairy complex in Tulare.Ruiz Foods/El Monterey is the largest manufacturer of frozenMexican food products in the country and has two plants in TulareCounty – one in Dinuba and a second in Tulare. Dreyer’s GrandIce Cream/Haagen-Dazs has been in Tulare since 1985. Today, theTulare plant is one of only two in the U.S. to produce Haagen-Dazs products.

Other notable companies related to the ag industry operating inthe area include Kraft USA South, Saputo Cheese USA, U.S. ColdStorage, Golden Valley Dairy Products, J.D. Heiskell & Companyand Tulare Cultured Specialties.

Several area resources are available for businesses, professionals andstudents involved in the agriculture and food processing industries:

INTERNATIONAL AGRI-CENTER – The Tulare-basedInternational Agri-Center is a nonprofit corporation committed toencouraging awareness and support of California’s agriculturalindustry. The center hosts a number of ag-related community

activities and events throughout the year, most notably theWorld Ag Expo (the largest annual agricultural exposition inthe world) and the California Antique Farm Equipment Show.The International Agri-Center also houses the HeritageComplex Building and AgVentures! Learning Center andAntique Tractor Museum, a multi-purpose, year-roundagricultural learning center that pays tribute to this majorindustry – past, present and future. The dedication and timeof more than 1,200 volunteers make the center and itsprogramming a success year after year.

SCE’S ENERGY EDUCATION CENTER-TULARE –Operated by Southern California Edison (SCE), the EnergyEducation Center-Tulare is an educational resource centerproviding information on the latest in energy management andenergy efficiency. The facility in Tulare focuses on energysolutions for the agribusiness industry, offering hands-ondemonstrations of new technologies, interactive displays,technical consultations and relative workshops and classes.

TULARE CENTER FOR AGRICULTURE &TECHNOLOGY – College of the Sequoias (COS) hasenhanced its influence on the region’s agricultural industrywith Tulare Center for Agriculture and Technology. Taking theplace of COS’s Agriculture Campus in Visalia, the center nowfurnishes some of the most advanced technology inagricultural science and agribusiness, and supplies acomprehensive agricultural-based education program.

COS in Tulare opened in January of 2013; there is an 86,000-square-foot general and agricultural education building, the14,000-square-foot farm power shop/welding shop and themodern Farm Animal and Horticulture Complexes. The nextaddition to the Tulare Center will be the Vocational EducationBuilding. Should this funding be approved, the building willopen in 2014. Future plans for the Tulare Center include theaddition of facilities to create a comprehensive college campus.Ultimately, Tulare College will be born as a second college inthe Sequoias Community College District.

UCCE TULARE COUNTY – Also having a presence in thearea’s agribusiness sector is the University of California, Davis,which operates a cooperative extension in Tulare. The UCCETulare County supports the local agricultural community byoffering a dairy research facility in Tulare and a number of ag-related programs and events.

Part of the Tulare Joint Union High School District is the TulareAdult School, a great resource for adults 18 and over in thecommunity. The Tulare Adult School is a fully accredited schooloffering a range of programming, including office skills courses, anursing and allied health program, culinary arts instruction, adiploma/GED program, ESL classes, opportunities for seniorenrichment and academic counseling.

All 44 school systems (and one community college) in TulareCounty are supported by the Tulare County Office of Education.More than 100,000 students, along with thousands of teachers andadministrators, benefit from a range of services supplied throughthe Office of Education, including business services, humanresources, instructional and training services and special services.

The area is also equipped with early childhood education anddaycare centers, independent and parochial schools and a numberof higher learning institutions. Cal State University; Fresno andCal State University, Bakersfield; are both located within one hourof Tulare. Golden State Business College and San Joaquin ValleyCollege are available next door, in Visalia. Additionally, theUniversity of California, Davis, operates a cooperative extension inTulare.

College of the Sequoias (COS), a two-year community college,operates a campus in neighboring Visalia, has opened a newcampus in Tulare. Construction of COS’s Tulare Center forAgriculture and Technology continues over 120 acres and willbe able to accommodate 20,00 students. The District passed a$60 million local bond to fund phase III of the project to housethe Animal Science & Technology Complex. The last phase of theproject includes the addition of a new Vocational EducationBuilding, which will open in 2014.

High quality, compassionatehealthcare is readilyavailable in the Tularearea. The local medical

community is varied and is led byTulare Regional Medical Center(TRMC), formerly Tulare DistrictHospital. TRMC is a general, acutecare hospital licensed for 112 beds. Itsrange of services includes emergencymedicine, heart and vascular care,rehabilitation, laboratory and imaging,surgery and more. The hospital alsofeatures the Sleep Disorders Center, themodern Evolutions Fitness & WellnessCenter and several Rural HealthcareCenters with locations throughoutFresno and Tulare counties.

In order to meet the needs of itsgrowing patient base, TRMC hasinvested in the construction of a new,115,000-square-foot Medical Tower,which will offer expanded services anddepartments in an advancedenvironment. The Medical Tower iscurrently under construction. Inaddition, the design of a second,110,000-square-foot Patient Tower wasapproved in March 2011.

The Tulare community is also home toa host of physicians, dentists,chiropractors, alternative medicinespecialists and multi-specialty clinics,including the Tulare CommunityHealth Clinic (TCHC). TCHC is anonprofit, Federally Qualified HealthCenter (FQHC) offering an exhaustivelist of medical and dental services,including primary care for patients ofall ages, general surgery, women’shealth, behavioral health, wellnesscheck-ups, immunizations and familyplanning programs, among manyothers. TCHC’s primary carephysicians and dentists are on-call24/7.

TheCity of Tulare offers a growingdirectory of shops, restaurants andlodging facilities.

SHOPPING – The tree-lined streets, brickwalkways, beautiful landscaping and 950,000square feet of commercial outlets continue to drawshoppers to Downtown Tulare. This vibrant districtis the community’s center of activity, hosting aselection of stores, restaurants and service-orientedbusinesses sure to please all patrons. Downtownmerchants present customers with specialty gifts,antiques, one-of-a-kind clothing and accessories,floral items and many other wares. The 35-blockarea also houses full-service beauty salons, financialinstitutions, professional offices and Tulare’sseasonal Market Concert Series, held on K Street inDowntown Tulare every Tuesday night (5-8 p.m.)from May through October.

CULTURE – Glimpse into the history ofTulare at one of the community’s uniquemuseums. The Tulare Historical Museumpresents various permanent displays thatreflect the city’s early days, along withrotating art exhibits. Among the notablefeatures at the museum is a collection ofmilitary uniforms and artifacts, and tributesto hometown Olympic Gold Medalist BobMathias, Sim Iness and other famous locals.

The local agricultural industry is highlightedat the International Agri-Center’s HeritageComplex. Included in the complex is theAntique Farm Equipment Museum, whichpays tribute to past generations of farmersand dairymen and the technology andequipment they used. Another popularattraction of the complex includesAgVentures!, an interactive children’s learningcenter dedicated to educating students andfamilies on agriculture in this Californiaregion.

The city hosts its own performing artstroupe, the Encore Theatre Company, whichpresents several highly entertaining plays andmusicals each year in its theatre at 324 S.N Street. The group also offers Encore Kids,a song and dance group that provides pre-show entertainment for all Encore Theatreproductions and can be seen at variouscommunity events.

The arts can also be felt throughout town,thanks to the efforts of the Tulare CulturalArts Foundation. The group commissionsand maintains a number of beautiful muralsand statues throughout the communitydepicting various important events fromTulare’s past, including the importance of theRankin Aeronautical Academy duringWWII, the contributions of local Olympicheroes Bob Mathias and Sim Iness, and thelife of original Native American inhabitants.

ENTERTAINMENT & EVENTS –Spectator sports are abundant in the Tularearea. Fans fill the seats at the newly renovatedRecreation Park to cheer on their VisaliaRawhide – an Advanced-A, CaliforniaLeague affiliate of the ArizonaDiamondbacks. The Rawhide draw supportfrom fans throughout the region who enjoyrooting on their hometown team during 140regular season games.

At home, Tulare’s Groppetti AutomotiveThunderbowl Raceway, located on the TulareCounty Fairgrounds, hosts a number ofexciting regional and national motorsportsevents on its “lightning fast” 1/3-mile clayoval. The fairgrounds also house the JockeyClub, an 8,000-square-foot satellite wageringfacility, and the annual Tulare County Fair.Held every September, the Tulare CountyFair features grandstand entertainment,carnival rides and games, food andconcessions, competitions and concerts onthe Budweiser Stage.

The County Fair isn’t the only exciting eventheld in Tulare. The International Agri-Centerhosts a year-round calendar of agriculturaland community activities. Its most well-known event is theWorld Ag Expo, thelargest farm equipment show in the worldwith 1,600 exhibitors on 2.5 million squarefeet of exhibit space. Held in February, theexpo features free seminars covering a varietyof topics, cooking demonstrations and daily

agricultural tours of local dairies, citrusgroves, wineries and cold storage facilities.The International Agri-Center also presentsthe California Antique Farm EquipmentShow each April. The show is comprised ofmore than 900 exhibits displaying a selectionof antique farm equipment, along with anantique tractor pull, daily auctions, a BBQsteak dinner and concert.

In addition to these large-scale events, Tularealso offers the Concerts in the Park series atthe John Phillip Sousa Memorial Bandstandin Zumwalt Park, holiday celebrations, theannual Cars on K Car Show, the Buy TulareFirst Community Expo and many others.

NEARBY ATTRACTIONS – Thesurrounding area also hosts a collection ofcultural and entertainment outlets. Inneighboring Visalia, Tulare residents andvisitors have access to the Tulare CountyMuseum, the Enchanted Playhouse TheatreCompany, the Fox Theatre (home to theTulare County Symphony), the Ice HouseTheatre (home to the Visalia CommunityPlayers) and the ImagineU InteractiveChildren’s Museum. The opportunities for recreation are truly limitless inTulare and the encompassing San Joaquin Valley region.Together, the City of Tulare and Tulare County parksand recreation departments operate more than a dozen

parks and facilities in the community. Among the popular featuresunder the city’s management include the 22-acre Elk Bayou SoccerComplex, the Tulare Rotary Skate Plaza, the Tulare Cycle Park andthe four-mile-long Tulare Santa Fe Trail (a local rails-to-trailsproject). In addition, both the city and county offer a year-roundcatalog of recreation and enrichment programs for youth, teensand adults – ranging from aquatics and athletics to senior socialand health services.

Approximately 30 miles from Tulare lie the Sequoia and KingsCanyon National Parks and the Inyo and Sequoia NationalForests, which together total more than 1.3 million acres ofpreserved land and recreational activities. Within the two nationalparks, visitors are invited to glimpse the largest sequoia trees in theworld – including the General Grant Tree and the GeneralSherman Tree. Guests will also find exciting water activities at LakeSuccess (just east of Porterville) and Lake Kaweah (north ofWoodlake), and the best whitewater rafting in the region alongThe Kings River, which can be accessed in Kings Canyon NationalPark.

GOLF – Tulare and its surrounding communities offer a variety ofgolf courses, public and private, which are sure to challenge eventhe most advanced players. Locally, golfers hit the greens at TulareGolf Course, an 18-hole course spanning 6,762 yards of play for apar 72. The course features six water hazards and elevated greenson several holes, offering an exciting game for novices andprofessionals alike.
