Meeting called to order 1515. Members present: Wayne Bienvenu, Brian Bourgeois, Norris Fant, Morris Gray, Mike Hallal, Earl Higgins, Greg Kahn, Michael Pratt, Bill Vaudry, Tom Wicker, Fernand Willoz III. Captain Anthony Chatham, PNS of Tulane NROTC Unit was also in attendance. Chair requested Treasurer's Report. Treasurer Greg Kahn produced and distributed "Financial Report 1 Jan 01 Nov 2012” (attachment 1). Proposal made and accepted to accept the Treasurer's Report as submitted. Chair welcomed members to the annual meeting and thanked Captain Chatham for the unit’s outstanding support of the annual meeting and reception. Captain Chatham welcomed the members and provided a brief status of the unit. The unit is on solid ground with 67 midshipmen and an expected commissioning of approximately 12 in May. This year has brought the largest Freshmen class in some time with 25 students (20 Scholarship students and 5 College Program students). The Battalion consists of 50 Navy Option and 17 Marine Options and has good representation from the cross town universities (7 Loyola, 5 Xavier, 3 University of New Orleans, and 3 Dillard). In 2012 the unit commissioned its first student from Dillard into the Nursing Corps. Chair addressed members to discuss activities and accomplishments of the past year as well as the Association focus for the coming year. The address is contained in attachment 2. Chair advanced the single agenda item for the Annual Meeting, electing the Board of Directors and Officers of the organization. The chair requested the report from the Nominating Committee (Committee Chair Morris Gray, members Norris Fant and Greg Kahn). The report (attachment 3) recommended 14 members from the current board remain in place and two new members be added to the board. Homecoming 2NOV12

This has been a busy year for the Association – lots of excitement and activities.

1. Mike Hallal and the reunion committee organized the “Celebrate 70” reunion, which celebrates

the 70th anniversary of the first graduating class of Tulane NROTC Midshipman, and honors our

WWII veterans. Thank you Mike for pulling together a great event.

2. Perhaps the most notable event this year was the announcement by Tulane University of their

intent to move the NROTC unit off of the main campus. In response to this news, the board held

an emergency meeting and took immediate action to reach out to all alumni and inform them of

Tulane’s announcement. We thank the Alumni for their rapid and well considered responses that

helped to communicate to Tulane the importance of the Navy Building; the Association made it

clear that the Navy Building is not merely a group of offices and classrooms - it is where our

Navy’s future leaders are created. Tulane has put their plans for the Navy Building on hold and is

working with the Association to explore alternatives.

3. The board has created a new officer position – the Chief Information Officer. Mike Hallal, the

person that has single-handedly created and maintained our website is on the ballot for this

position. Mike has made two new additions to the website this year:

a. The flag page recognizing those that have achieved flag rank. Incidentally, we have had

one of our alumni promoted to flag rank for each of the last 4 years: Major General David

Berger (81), Brigadier Gen Roger Machut (82), Rear Admiral Richard Snyder (83), and

Rear Admiral Timothy Dorsey (84).

b. An obituary page that allows us to celebrate both the military and civilian contributions

of our members that are no longer with us.

4. The Tulane NROTC Alumni Assn. Polo shirts are now available for purchase. Midn. may buy

them at cost, and the purchases by alumni provide operating revenue for the Assn. Online

ordering will be coming soon.

5. We continue to work on alumni oral histories and invite you to contribute yours. Perhaps the

greatest outcome of this effort has been thank you’s from family members. Military members

often don’t talk much about their careers with their children – the oral history is a good way to

share your experiences with both them and future officers.

For the coming year:

1. We will be exploring options with Tulane for the future of the Navy Building. A primary goal of

the Assn. will be to protect and preserve the many artifacts in the building and to properly store

them during transition. We would also like to preserve the look and feel of the building, keeping

such things as the wooden deck and paneling, and perhaps keeping a similar exterior appearance.

At this point we don’t know if we are talking about renovation or rebuilding on site - we will

keep you informed as discussions progress. We will need a fund raising campaign to help pay for

the extra expenses involved in preserving the heritage of Naval ROTC at Tulane.

2. We are continuing our efforts to become more involved with Midn. activities and need your help.

One new activity is ‘career encounter’ where an Alumnus comes to talk about their career

experiences. If you are going to be in New Orleans please contact us and we will try and arrange

a meeting with the battalion. Be assured it won’t interfere with your scheduled activities – they

presently meet on Thursday’s at 0600.
