Chairs for SAS FacultyAs term's end approaches, Dean Hugo
Sonnenschein gave a summary previouslyunannounced awards of named chairs to fac-ulty in the School of Arts and Sciences.
The list includes five endowed chairs andtwo term chairs. (Both types of named profes-sorships are funded by capital gifts. Endowedchairs are supported by income from the giftand thus continue in perpetuity; term chairsdraw on a combination of income and capitaluntil the fund is used up over a specific term.)
Endowed Chairs: In addition to the Zeller-bach Family Professorship assumed by Dr.Frank Furstenbcrg (Almanac November 27,1990), two endowed chair appointments madelast term were those of Dr. Mark Liberman ofthe linguistics department as Trustee Professorof Phonetics, and Dr. Amos Smith as the Wil-liam Warren Rhodes and Robert J. ThompsonProfessor of Chemistry. Dr. Liberman's chairis a new one in the series setup by the Univer-sity Trustees as part of the Campaign, and Dr.Smith's was established in 1972, named fortwo DuPont associates-one of them, Mr.Rhodes, a member of Penn's Class of 1910.

Thenew chair is a 25th reunion gift of Mr. Fisher,C'63, G '67, a former TA in the English de-partment who is now a University Trustee,SAS Overseer, and partnerof Fisher Brothers,a New York real estate management firm.
In history, Dr. Lynn Hunt, who has held theJoe and Emily Lowe Foundation term chair inthe humanities, takes the Annenbcrg Chair inHistory, the third offive chairs endowed for thedepartment by Ambassador Annenberg, thealumnus and longtime trustee.

The Baccalaureate Speaker, Dr. Claire Fagin,has been widely honored on the eve of herretirement as theDean under whose leadershipthe School of Nursing instituted a doctoralprogram, began receiving federal research fundsand nearly quadrupled in size.
Ivy Day speaker Alan Rachins, star of the1'V show "L.A. Law" and a fellow of theAmerican Film Institute, left the Wharton Schoolduring hisjunior year(1963)for a careeron thestage and in screenwriting. He has appeared inthe off-Broadway hit "The Trojan Women"andonTV's "Hill StreetBlues" and "Quincy.'

Judith Jamison, artistic director ofthe AlvinAilcy American Dance Theatre. who took her Ph.D. at Columbia, taught atHunterandCalifornia State University in L.A.before joining Penn in 1972. A winner of theLindback Award and a Guggenheim and otherfellowships, she is the author of five booksincluding a biography of Ellen Terry nomina-ted for the Barnard HewittAward, and Womanand the Demon: The life ofA Victorian Myth,nominatedfortheNationalBook Critics CircleAward. Last year she was the Solomon KatzDistinguished Visiting Professor in Human-ities at the University of Washington, Seattle.
Dr. Myra Jehien, a City College alumnawho took her Ph.D. atBerkeley,joined Penn in1989 afterteaching atNYU,Columbia,SUNY/Purchase and Rutgers, and as visiting lecturerorprofessor atYale, California/Santa Cruz, theUniversity ofParis andUniversity ofWashing-ton. Major work includes Class and Characterin Faulkner's South and American Incarna-tion, on critical assumptionsbehindAmericanliterature and culture. She is also a winnerof aGuggenheim, and ofWilson and otherawards.
Dr. LynnHunt, another winnerofGuggen-heim, Wilson and other major awards, is analumnaofCarleton Collegewhotook herPh.D.at Cornell. She began at Berkeley in 1974 androse to full professor in 1984, winning theDistinguished Teaching Award in 1977 andtaking visiting posts in France and China be-fore joining Penn in 1987. She publishes widelyin several languages (e.g., her 1984 Politics,Culture, andClassin theFrench Revolution, inItalian, German and Japanese).
Dr. Mark Liberman, a Harvard alumnuswho took his Ph.D. at MIT, is noted for ad-vanced softwares in linguistics (Namesay, TTSand Waves among them) as well as for hisbook, The Intonational System ofEnglish. Asa member of A T & T's Bell Labs since 1975,and head of its lingistics research since 1987,he has taught and supervised Ph.D. researchand hasbeen active in scholarly publishing andpresentations in the U.S., Europe and Japan.
Dr. AmosSmith is a Bucknell alumnus witha Ph.D. from Rockefellerwho hasbeen at Pennsince 1973. With wide-ranging research inter-ests in bioorganic chemistry, organic photo-chemistry and material science, he has wonnumerous major awards including the Camilleand Henry Dreyfus Teacher-Scholar Award,the Guggenheim, the Arthur C. Cope ScholarAward, the Kitasato Institute Medal, and awardsofthe American Chemical Society and Ameri-can Institute of Chemists.
***Dr. Beth Allen is a Cornell graduate who
took her Ph.D. from Berkeley and joined Pennin 1978 aftera Washington-based research andconsulting career. A winner ofNSF and NATOawards and ofBonn's Heinrich Hertz StiftungFellowship, she is known for mathematicaleconomics, microeconomie theory and the eco-nomics of information and uncertainty. Sincejoining Penn she has extended her teaching,researrch and consulting to Israel, France,Germany, Belgium, Norway and Portugal.
Dr. LawrenceBernstein, an NYU alumnus,has been on the Penn faculty since 1970, withvisiting professorships at Rutgers, Princeton,Columbia and Chicago. The winner of Gug-genheim and other awards-one of them theAlfred Einstein Prize of the American Musi-cological Society, where hewaslatereditor-in-chief-is a leading scholar of Renaissancemusic who alsoserved on the editorial board ofComputersand the Humanities in the 'sixties.

Claude E. Shannon, mathematician andeducatorknown in particularforhiswork inthefield of communication. Dr. Shannon's infor-mational theory profoundly changed scientificperspectives on human communication andfacilitatedthe developmentofanew communi-cation technology. The theory became a mile-stone in research and marked the transitionfrom an industrial to an information society.
Rebecca Wharton Pepper Sinkler (CGS'75), editor of the New York Times Book Re-view. Mrs. Sinkler was elected to Phi Beta
Kappa and received both the Henry Reed Eng-lish Prize and the Penn Review Current FictionPrize as a student at the University. She is acurrent member of the University LibrariesBoard of Overseers.
Charles S. Wolf(WG '43), chairman of theBoard of York Container Company and trusteeemeritus of the University. Mr. Wolf served asterm trustee for20 years and chaired the Veteri-nary School BoardofOverseers for25 years. Hehas been director and past presidentofthe Inter-national Corrugated Case Association and theFibreBox Association, anddirector of thePenn-sylvania Manufacturers' Association. In addi-tion,he was chairman ofPennsylvanians for Ef-fectiveGovernment in 1983-1984 andpresidentof the Board of Trustees of York College ofPennsylvania from 1971-1978.
Rudolph Serkin, the renowned pianist andteacher, has been offered an honorary degree buthis health may not permit him to travel fromVermont to accept. Mr. Serkin, now 88. made hisNew York debut in 1936 with the New YorkPhilharmonic Symphony Society in CarnegieHall at the invitation of Arturo Toscanini. Amember of the American Academy ofArts andSciences and the National Council on the Arts,he is president and artistic director of theMarlboro Festival and the School of Music.

FOR COMMENT-At the request of University Council, the President has undertaken over the past year toformulate anewRacial Harassment Policyto replace the current policy (see Policies and Procedures or the Handbook for Faculty and Academic Administrators. Backgroundon the issue and drafts ofalternative policies which havefigured in the discussion may befound in Almanac 1/12/88,3/27/90,10/2/90, 11/27/90, 12/11/90, and 3/19/91). Draft definitions of racial harassment were discussed at length at the March and Aprilmeetings of University Council. After considering the extensive debate in University Council, the wide-ranging comments at a well-attended Public Forum last December, and consultations with many groups and members of the University community, the Presi-dent proposes to adopt the policy printed below. It includes in section IV (Resources) information on University support servicesand adjudication procedures. This material is identical to that included in the "Draft Alternative" policy published in Almanacon October 2, 1990. The proposal below will be on the agenda of University Councilfor discussion at its meeting on May 8, 1991.Members ofthe University community are asked to direct any additional comments regarding this proposal to the Office of thePresident, 100 College Hall, no later than May 10, 1991.
Proposed Racial Harassment PolicyApril 30, 1991
I. Preamble: The Ideal of an Academic CommunityThe University of Pennsylvania is a community devoted to learning;
it therefore provides the maximum latitude for the expression, examina-tion and criticism of ideas. The intellectual freedom to which we aspireas a community requires that the University protect the rights ofexpression and of inquiry of each individual member of the Universitycommunity, and that it also sustain an atmosphere that encourages thefull participation of each ofits members in the intellectual and academiclife of the University.
In orderto attain this goal, the University must beready to protect theutterance of ideas, opinions, information and knowledge that may bedeemed objectionable and insulting to some members of the Universitycommunity. The best protection against abhorrent ideas is theunfetteredoperation of the academic community as a marketplace of ideas; in thelong run, the truer and better ideas will prevail.
At the same time, the University must also preserve the ability of allmembers of the community to participate to the fullest extent possible inthe life of the University. Therefore, the University does not tolerateabusive behavior by members of the University community. Suchbehavior is unacceptably disruptive of the University's function. Undersome circumstances the use of certain words or symbols may constituteabusive behavior. Words that are intended only to inflict pain andsuffering are no more legitimate in ourcommunity than physical actionsintended to inflict bodily harm. Such words can hurt asmuchas aphysicalassault. Therefore, abusive utterances or other conduct which causedirect injury to an identifiable individual, on the basis of his or her race,color, ethnicity, ornational origin, shouldnot be tolerated any more thanviolence itself.
II. Racial Harassment PolicyNo member of the University community may engage in racial
harassment, regardless of time orplace. Racial harassment is a violationofUniversity policyand maybe the basisfordisciplinaryaction."Racialharassment" is defined as any verbal or symbolic behavior that:
1. is directed at an identifiable person or persons; and2. insults, or demeans, or abuses a power relationship with, the
personorpersons towhom the behavioris directed, on the basis of hisorherrace,color, ethnicity, ornational origin, such as (butnot limitedto) by the use of slurs, epithets, hate words, demeaning jokes, orderogatory stereotypes; and
3. is intended by the speaker or actorto inflict direct injury on theperson orpersons to whom the behavior is directed; or is sufficientlyabusive ordemeaning that areasonable, disinterested observerwouldconclude thatthe behavioris so intended; or occurs in a contextsuchthat an intent to inflict direct injury may reasonably be inferred.
Ill. Related Policies and LawsIn addition, in this Universitycommunity the following behaviors are
also deemed to cause direct injury and are therefore prohibited underother University policies on conduct, affirmative action, sexual harass-
ment, or non-discrimination on the basis of race, color, ethnicity,national origin, religion, age, gender, sexual orientation, disability, orstatus as a disabled or Vietnam-era veteran, or under applicable laws:
- Violence against persons or property, breach of the peace,threat of immediate violence, or incitement to immediate violenceorto breach of the peace.- Discrimination in the administration of University policies or
the conduct of University programs.- Discriminatory deprivation ofaccessto educational, extra-cur-ricular, research, service, or employmentresources ofthe University.- Discriminatory threat to educational or employment status.
IV. ResourcesThe University believes that a strong system ofinformal resolution to
receive and handle most racial harassment complaints will encouragereporting and resolution of complaints. To this end, school and admin-istrative units should make known to all their members the availableresources and the informal procedures for resolving complaints of racialharassment within the unit or at the University level.
These resources include the following:A. Information, Counseling and Support
The following University resources are available to members of theUniversity community who seek information and counseling aboutUniversity policies onracial harassment, standardsofbehavior, informaland formal mechanisms for resolving complaints and resources forcomplainants and respondents.A harassment information resource manual has been forwarded to all
deans and directors. Additional information on issues ofracial harass-ment is available directly from resource offices named in the policy.Deans and directors may make referrals to resource offices as follows:
- Office of Affirmative Action- African American Resource Center- Faculty/Staff Assistance Program- Gay and Lesbian Peer Counseling- Office of Labor Relations- Office of the Ombudsman- Office of Staff Relations- Victim Support and Security Services- Penn Women's Center- University Counseling Service- Student Health Service Psychiatric Service
B. Informal Mechanisms for Mediation and ResolutionThe Ombudsman, the Office of Affirmative Action, the Women's
Center, all other offices named as resource offices in this policy, theJudicial Inquiry Officer, the Director of Student Life, the Office ofResidential Living, department chairs, deans and administrative direc-tors, the provost, and the senior vice president are available to assist inthe informal resolution of complaints.

C. Formal Mechanisms for Resolution and AdjudicationWhen informal resolution is not chosen or is unsatisfactory, com-
plainants are urged to use appropriate formal mechanisms describedbelow:
1. Complaints ofracial harassment against a faculty member, in-structor, or teaching assistant may be brought by a student, staff, orfaculty member to a department chair or dean ofthe faculty member.The department chair or dean who receives a complaint is thencharged with pursuing the matter. While the process depends on theparticulars of the complaint, normally the department chair or deaninterviews the faculty member. If the matter is not resolved infor-mally, the department chair or dean either conducts an investigationor requests that the Ombudsman, the Office of Affirmative Action,the Office of Staff Relations, or the Office of Labor Relaiions do so.If the results of the investigation persuade the dean or departmentchair that sanctions are warranted, he/she consults with facultymembers-without disclosing the identity of the individuals in-volved-to aid in determining an appropriate sanction, includingwhether there is substantial reasontobelieve that just causeexists forsuspension or termination. If it is determined that action should betaken to suspend or terminate, the dean should refer the matter to theCommittee on Academic Freedom and Responsibility of the schoolfor proceedings in accordance with the procedures set out in sectionII.E.10. of the Handbookfor Faculty and Academic Administrators(1989).
2. Complaints ofracial harassment against a staffmember maybe brought by a student, staffmember or faculty member to a super-visoroftheone complained against. Thesupervisor who receives thecomplaint is then charged withpursuing thematter. While theprocesswill depend upon the particulars of the complaint, normally thesupervisor interviews the staffmember. If the matter is not resolvedinformally,thesupervisor eitherconductsan investigation or requeststhat the Ombudsman or Office of Affirmative Action do so. If theresult of the investigation persuades the supervisor that sanctions arewarranted, he or she consults with his or her colleagues or supervi-sor-without disclosing the identity of individuals involved-to aidin determining an appropriate sanction.
3. Complaints by students ofracial harassment may be made tothe Director of the Office of Student Life, in accordance with theStudent Grievance Procedure set out in Penn Policies and Proce-dures. Grievances associated with racial harassment in studentemployment may also fall within the director's purview.
4. A complaint of racial harassment may be brought against astudent by filing a complaint under the Charter of the UniversityStudent Judicial System, or, if the respondent is a graduate orprofessional student enrolled in a school which has established ahearing board or other decision-making body, with that body.
5. A tenured or untenured faculty member, whether full or parttime, who believes she orhe has been subjected to racial harassmentby a faculty member or by any academic administrator may file agrievance under the Faculty Grievance Procedure, Handbook forFaculty andAcademic Administrators (1989), Part If.E.15, providedthecomplaint constitutes agrievance asdefined insection I ofthe Pro-cedure. This procedure is administered by the Faculty GrievanceCommission. Thepanelmakesitsrecommendation totheprovost. Incases that involve reappointment, promotion or tenure, and in whichthe provost has declinedorfailed to implement therecommendationsofthe panel tothe satisfaction of the grievant, the grievant mayobtaina hearing before the Senate Committee on Academic Freedom andResponsibility on the actions of the provost.
6. If the matter previously has not been referred to a differentpanel or committee, a student or staff member who believes that sheor he has been subjected to racial harassment by a faculty member,and whose complaint has not been resolved through the mechanismslisted above, may bring the matter to the Faculty Senate Committeeon Conduct. This Committee is a standing committee of the FacultySenate. Atmeetings with the Committee, the studentor staffmembermay be accompanied by an advisor who is a member of the Univer-sity community (student, faculty or staff.) The findings and recom-mendations oftheCommittee shall beadvisory and shall be submittedto the provost for her or his decision and implementation.
D. Central Reporting of Racial Harassment1. A decentralized system ofresources encourages resolution of
complaints of racial harassment. Such a system is useful as well asa means to gather sufficient information to render judgments aboutharassment generally. To that end, and with the consent of the com-plainant, those offices listed in Sections IV. A. and IV. B. of this
policy thathavehandled through mediation orcounseling acomplaintthat wasnotsubmitted toa formal hearing boardshould forwardtotheOmbudsman a report of the matter as soon as it is received. Suchreports should not include the names of the persons involved. Theyshould include, however, a description of the complaint, the school oradministrative unit with which the complainant and respondent areaffiliated and the disposition of the complaint. In the case ofa largedepartment in a large school, the department also should be identified.
Reports from decentralized areas will enable the Ombudsman toidentify patterns in a particular location and the frequency of suchincidents in a given area. Such information can then be transmittedto the appropriate dean or administrative supervisor. These reportswill also enable the Ombudsman to act on behalfof the communityand to conduct whatever investigation he or she deems necessary todetermine whether University regulations are being violated.
2. Summary reports of formal charges of racial harassment thathave been adjudicated and records of their disposition should be for-warded to the Ombudsman's Office as a matter of information by theresource offices named in this policy.
3. Based on the information forwarded to her or him during theprevious year, the Ombudsman shall submit to the president on anannual basis a summary report ofthe number and type of formal andinformal chargesofracial harassment and theirresolution by September 15 of the academic year. This report will be shared with theUniversity community early in the semester.
E. Education and PreventionThe prevention of racial harassment and the establishment of effec
tive procedures with due concern for all parties require a thoughtfuleducational program.
1. University resource offices will provide to the community in-formation on:
a. available mediation and resolution resources; andb. sources of support and information for victims and respon-
dents.2. Deans and heads ofmajor administrative units are encouraged
to discuss this policy and issues of racial harassment at meetings offaculty and staff.
3. Training programs forresidential advisors, senior administra-tive fellows, those who meet students in crisis situations and othersserving in an advising capacity to students will include training aboutreferrals, resources, and methods for handling instances ofracial harassment.
4. An overall educational program for students that addressesissues of peer racial harassment and also provides information,definition, support, and the identification of racial harassment resources has been developed by the Office of Student Life, the Officeof Affirmative Action, and the Penn Women's Center in conjunctionwith the Office of Residential Living, the Council of College HouseMasters, and the Council of Senior Faculty Residents involved withthe FreshmanYearProgram. Suchaneducational program is directedtoward new undergraduate and graduate/professional students.
5. The University will publish annually the operative portions ofthis policy statement, including information about the resourcesavailable to advise, counsel and assist in the mediation of racialharassment allegations. Information will explain how and where tocontact University-wide and school specific resources and will beposted in conspicuous locations.
All members of the University should feel a responsibility to try andprevent racial harassment whenever they observe it. Community membersshould report racial harassment to appropriate University resourcespromptly for appropriate action.
F. Exit InterviewsDeans and administrative directors will periodically survey departing
students, faculty and staff to measure the existence and frequency ofreports of racial harassment.
Based on the data yielded by these surveys and the annual reports ofthe Ombudsman, the University Administration will determine, inconsultation with the University Council, whether there is need forfurther efforts to be taken on the issue of racial harassment.
G. ImplementationDeans and administrative directors will be responsible for the im-
plementation of this policy. The provost and senior vice president willoversee the performance ofdeans and directors in the implementation ofthis policy.

Violation of ConfidentialityThe Faculty Grievance Commission was
most disturbed to read the article in the
April 23rd issue of The Daily Pennsylvanianthat claimed to be areport of amatter pend-ing before the commission. The article
nameda member of the faculty who was
identified as appealing his tenure decision
by "several professors in the department."The article continued with the statement that
"two professors whoare not directly in-
volved in the grievance said yesterday the
commission has decided to hear (his)
complaint."
According to the handbookfor Facultyand Academic Administrators:
"The work of the commission and its pan-elsrequires the highest levels of sensitivityto the privacy of all concerned. Members
of the commission, members of panels,
grievants, respondents, colleagues,witnessesand all other concernedpartieshave the moral obligation to maintain con-fidentiality with respect to oral and docu-mentary evidence presented and delibera-tions occurring during the process ofgrievances."
Thecommission has always interpretedthisas
meaning that the names of the grievants are
protected by confidentiality by all concerned
parties-which means the members of the
grievant's department and school. It is essen-
tial to the grievanceprocess that confidential-
ity be maintained and eases accepted by the
commission not be presented in apublic for-
mat. Accordingly, any story, true or untrue,
purporting to report on the fact or processingofa grievance, is not sanctioned by thecom-
mission and is a violation of the letter and

read in The Daily Pennsylvanian of 23 and24 April, 1991 statements attributed to fac-
ulty members related to a Grievance Proce-dure currently in process. The Faculty Griev-ance Procedure states (and maybe read in itsentirety on pages 55-61 of the handbookforFaculty and Academic Administrators):

Humane Use of AnimalsIn September, 1990, The AV, the
journal of the American Anti-VivisectionSociety, published the first in a series ofarticles whose specific purpose was todestroy the animal research credibility ofProfessor Adrian Morrison. Since then, a
monthly attack has been made upon hisresearch activities. Adrian is a professorin the School of Veterinary Medicine atthe University of Pennsylvania. In October1990 a small numberofprofessors in theSchool of Medicine at the University ofPennsylvania circulated an open letter of
support both for Dr. Morrison and for thehumane use of animals in biomedical re-search. Upon circulation, this letter rapidlybecame an open letter from the Penn bi-omedical community, with signatures ofhundreds of people who supported the let-ter. Support came from all levels ofprofes-sors (including emeritus professors), stu-dents, administrators, technicians, faculty,and many others.
Attatched* are approximately 350 sig-natures of members of the University ofPennsylvania biomedical community who
speak out for the support of Dr. Morrison,and just as important, support the humaneuse of animals in biomedical research.
This is the first time that so manymembers of a university biomedical com-munity have spoken out against the tacticsof the animal rights movement, and whohave at the same time voiced support forthe humane use of animals in biomedicalresearch.
There is no way we can change the pre-ceptions of fanatical movements, andwehave no wish to spend time trying to swaythem from their immutable positions. Thatis one reason we have circulated an openletter of support, and not a petition. Theyhave a right to their opinions, even thoughwe perceive these opinions as anti-intellec-tual and anti-health. We deem our actionsas essential for the continuance andimprovement of health care to all, includ-ing pets, wild life, farm animals, and hu-mans. The fate for the health of humans in
particular and all other animals, nowandin the future, depends upon a continuanceofthe proper and humane use of animalsin biomedical research. The thoughts ex-pressed in this letter are my own, and notnecessarily those whosigned the open let-ter of support.

John McArdlePh.D., wrote the article for the AmericanAnti-Vivisection Society (Jenkintown, Penn-sylvania). This contrived article purports toexaminein an objective mannerthe merit ofAdrian's research by doing an analysis ofthecitation value ofhis published works.A citation index analysis is not an ade-
quate way to evaluate the significance of ascientist's research. Certainly the peer re-view committees of NSFand NIH, whichaward millions of dollars in research grants,do not use such an imprecise and inadequatemethod. Many of the most frequently citedpapers are concerned with matters ofmeth-odology and techniques, and hence havelittle or no bearing on the quality of theresearch. Avalid analysis would be thecitation value obtained from investigators inthe same research field and members ofpeerreview panels whojudge the value of aninvestigators research. In fact, Dr. Morrisonwas one ofthe few recipients of theprestigious MERITresearch awards from theNational Institutes of Health.
We,the undersigned, are or have been allengaged in human, clinical, animal, or basicresearch and support Dr. Morrison and allothers whoperform, in a humane and ethicalmanner, animal research so beneficial andnecessary not only to the health of peoples inall societies, but to the health of animals.Wedo this not out of self interest, but because ofour interest in acquiring the basic knowledgeleading to better health and medicaltreatment for all, including those whosounjustly accuse us of improper activities.

Childhood Immunization Month
The 21st Century League will kick off animmunization campaign for children through-out the city on the weekend of May 4, 5, and 6,from 1 p.m. to5p.m. During the weekend, cityand federal health centers will be open andselected hopsitals thoughout the city will pro-vide free vaccines. It is estimated thatapproxi-mately 40%, or more than 50,000 childrenfrom birth to age six have not been fullyimmunized,and are therefore atserious risk fordiseases such as measles, rubella, mumps,polio and whooping cough.

Volunteers for Diabetes Treatment StudyHUP is looking for research volunteers with diabetic retinopathy for a six-month study
todeterminewhether anewdrug treatment will help improve the "leakiness" ofsmall bloodvessels. Thesebloodvessel abnormalities arebelieved tocontribute totheclinical problemsdiabetics develop ineyes, skin andkidneys. Diet and insulin alonedonot predictably preventthese problems from developing. HUP researchers hope that this new drug treatment,combined with insulin injectins, will help those who already have these small blood vesselabnormalities from developing other clinical problems.
Those selected to participate in the study will receive expert medical care of their dia-betes as well as eye evaluations at no cost duringthe six months. Eligible participants mustbe between 21 and 55, have background retinopathy, and treat their diabtetes with diet anddailyinsulin injections. Inaddition, volunteers mustnot have hypertension, any othermajordiabtetic complication, or have had any previous laser treatment of the retina.
