The EPA’s plan to reduce visibility-impact emissions by 84 percent does not specify the technology to make the improvements – it does not yet exist, but is expected to function in a manner similar to a vehicle catalytic converter. SRP, the entity operating the plant, says it invested $45M to reduce emissions by 45 percent.

Phoenix Business Journal quotes John Sullivan, SRP chief resources executive, as being hopeful an alternative can be found. He says that EPA has signaled a willingness to continue working on solutions.

Although EPA wants everything in place by 2018, SRP can take until 2023 to finalize the systems. Other extensions are possible. The lease runs out in 2019, and the owners are negotiating with the Navajo Nation to extend it.

Buckeye Nurtures Job-Creation SurgeJob creation in Buckeye surged more than 60 percent in 2012, and ten new businesses indicate they will open in the first six months of 2013, according to town figures.

Sixteen new businesses brought the equivalent of 171 full-time jobs to Buckeye in 2012, Mayor Jackie Meck said.

Meck said he has been watching the job numbers closely the past two years, after the worst economic downturn he has seen in his 70 years.

Buckeye has tried to shore up its economic base since the real-estate boom brought 50K new residents to town. Buckeye leaders would like the town to shed its bedroom-community image and create more jobs within the town limits.

Buckeye touts several major wins for economic development in 2012:

• The Palo Verde Energy Education Center, Airport Road. $13.5M, 32K SF, up to 200 employees

• The West Valley Emergency Center, Watson Road. Up to 20 employees

• Banner Health Center, Verrado. $7.5M, 12 employees

• WorleyParsons Construction Management, Verrado. More than 80 employees.

This summer, Meck hosted an economic summit attended by 250. The meeting was an effort to kick-start the town’s business retention and relocation efforts.

Healthcare and education projects are leading devel-opment activity out of the recession. Two projects are nearing completion in Pinal County. After long silences, residential developers are starting to bring pre-recession projects forward. In Florence, a devel-oper talks about resurrecting a long-stalled 6K home planned community—if the town gives up its water.

Queen Creek Projects Near Completion

Banner Healthcare is readying its Queen Creek Banner Medical Center for a March opening date. The 25K SF first phase will bring a primary care center to north-east Pinal County. The long-term plan is for a center of nearly 90K SF.

Rio Salado College’s Communiversity will open its 22K SF education center next to the Queen Creek library this fall. The extended education center is a partner-ship with Chandler-Gilbert Community College provid-ing a pathway to higher education at the local level.

Florence Ranch: Houses with White Fences, Resort, Dude Ranch and Steak Fries

In Florence, developer George Johnson is pushing the Florence city council to “immediately” give up water rights south of the CAP canal so he can develop his 6K home Florence Ranch. A dude ranch and destination resort are to be part of the 1.1K acre development. Johnson’s plans face a divided council and serious counsel from the city attorney about the long-term effects of giving up water for a speculative develop-ment.

The developer promises the project will “not be a normal subdivision. It’ll be more suburban,” he told the council, with financing so prospects can buy homes with white fences and no down payment. In the Florence newspaper, Johnson said the dude ranch will have “trail rides, cookouts and steak fries.”

At similar-sized Anthem Merrill Ranch, Pulte is selling about ten homes per month.

Malouf Bringing Luxury Homes to Glendale

In Glendale, a 2007 rezoning is coming to fruition with the submittal of the final engineering and plat for a larger-than-normal subdivision. Malouf Homes plans a groundbreaking this spring for a 27-lot, luxury home subdivision, Northern Place. The 11.2 acre project is at 87th and Northern avenues. The average lot size will be over 10K SF in the neighborhood with 80 foot widths.

Phoenix Mart Stalled in Casa Grande

Cloudy economic skies are dulling the shine on the highly-anticipated Phoenix Mart international expo complex planned in Casa Grande. Much of its financ-ing comes from overseas, and despite the recovery in the U.S., economic question marks in China and Europe are delaying the development.

The scheduled December groundbreaker was post-poned and no new date has been set for the multi-million dollar project. The international wholesale marketplace is expected to contribute significantly to the Pinal County economy. Pinal’s economic develop-ment director, Tim Kanavel says that overseas stabili-zation will help push the effort forward.

While this cloud still hangs on the west side of the county, the spotlights are shining on a number of other new development projects outside Phoenix and the East Valley.

Members of the business community were all smiles after the Yuma City Council voted 6-0 to approve a redevelopment plan for the 4th Avenue-16th Street intersection and surrounding area, with Councilwoman Bobbi Lewis declaring a conflict of interest.

The measure paves the way to design and implement a traffic plan for 4th Avenue and 16th Street to move traffic safely and efficiently while facilitating private investment and

redevelopment of all four corners of the intersection. It also creates a foundation for more flexibility in regulations for businesses and property owners who want to make improvements.

The city’s only financial investment would be about $4.1 million for improvements to the intersection.

Noah Cullis, senior planner for the city, noted that the plan was crafted with considerable input from

business and property owners in the area. That included formation of a planning area advisory committee of several volunteer property owners.

Businessman Pat Conner originally had expressed reservations about the proposal but said he now stands in favor of the plan after serving on the PAC and working with city staff.

Yuma Business Community Pleased With Street Redevelopment Plan

Trillium Residential LLC plans to develop a 304 unit apart-ment complex at Loop 101 and 7th Ave. off Beardsley Rd. MVE & Partners, Irvine, Calif., has the design assign-ment. Trillium has not picked a contractor for the project. Groundbreaking is slated for the summer.

The company paid under $4.3M ($432K/acre) to the Ken Roth Family Limited Partnership for the nearly 10 acre parcel. It has had its eye on the site since before the re-cession, but when the market soured, Trillium pulled out. Now it’s nearly ready to roll with the project.

Construction is expected to take 12-18 months.

The Arizona Department of Transpor-tation and the city of Yuma held an informational meeting January 17th to update citizens on the poten-tial future roadway dubbed Yuma Expressway.

The corridor wouldn’t be feasible until Yuma reaches a population of 370,000; the city currently has 200,000 residents. However, officials note that now is the time to plan for a corridor to handle future traffic.

The focus has been on a proposed roadway corridor in the southern and western regions of Yuma County.

An expressway would have three lanes in each direction with a right-of-way of 160 feet. The existing road is a two-lane roadway with unpaved shoulders and 66 feet of right of way.

Doug LaMont, project manager with the study consultant, Parsons Brinck-erhoff, pointed out that the city also doesn’t want to miss an opportunity to save money by planning now and down the line have to buy houses and property at a much higher cost.

Greg Fly, deputy project manager with Parsons Brinckerhoff, noted that the concept has been discussed for

years. A 1988 Interstate 8 and U.S. 95 corridor study recommended the Yuma Expressway within close proximity of the existing Avenue D and County 14th Street alignment. It carried over into the 1990-2010 Countywide Transportation Plan.

The study began with 13 combina-tions of roadway types and corridors. Those were narrowed down to four options.

Progress is being made on an anticipated renovation of Central Ave. after a new policy by the Ari-zona Department of Transporta-tion (ADOT) is forcing the project to take a faster track. Coolidge must either begin the process now, or risk losing almost $1.4 million in grant money that would be used on this $1.5 million en-hancement, of which the city will pay $106,081.

ADOT gave the city two choices for how to proceed. First, they could begin advertising for a con-sultant that would then be hired in the typical fashion, but that would take six months and chew up resources. The second would be to choose from a series of “on-call” consultants that ADOT has already approved. Public Works Director Susanna Struble has seen the three possible candidates ADOT would offer, and said she

feels comfortable with two of them. She said ADOT would in all likelihood honor the city’s choice.

The Central Ave. renovation would be one in a series of proj-ects attempting to improve the infrastructure of the city’s most used streets. This project will include the removal and replace-ment of existing asphalt pave-ment and base, as well as work on street lighting, curbs and gutters, sidewalks, and streetscape on Central Ave. from Arizona Blvd. to Main St.

Coolidge Ave. is expected to be renovated the summer of 2013, with Central Ave. coming in 2014 and Main St. in 2015, though Struble showed a sense of skepti-cism over whether everything will go as planned.

The Yuma County Board of Supervisors might approve aligning the Avenue E extension from State Route 195 to County 18th Street to the east of the airfield. The new roadway, recommended within the Yuma Metropolitan Planning Organization Regional Transportation Plan because of projected traffic volume on the existing north-south corridors nearby, would provide the area with a new north-south corridor to Somerton and Yuma.

Two similar alignments were identified during the scoping of the project, with one running to the east of Rolle Airfield and the other to the airfield’s west. The Yuma County Airport Authority favors the eastern alignment due to the possible future expansion and development of Rolle. The cities of San Luis and Somerton concur with the airport authority’s preference.

Additionally, the county is lobbying for legislative transit dollars from the

Lottery. Yuma County’s share of the Local Transportation Assistance Fund, about $150,000 per year paid for half of the bus system’s operations, with the balance paid for by the Federal Transit Administration. However, the lottery funds were swept into the state general fund in fiscal year 2011, leaving the county to fill the gap itself.

A 180K SF Bimbo Bakery is going to be built near Loop 303 and Camelback Rd. in Goodyear. Bimbo Bakeries USA Inc., Horsham, Penn., plunked down $4.3M ($180/acre) for 29 acres at Cotton Ln. and Minnezona Ave. for a new Arizona bakery.

Plans call for several hundred thousand additional square feet added to the bakery to accommodate Bimbo’s fu-ture growth. Up to 100 workers will be on the payroll for the first phase.

CBRE represented seller Sunbelt Holdings Inc. CBRE worked with Austin Consulting, Cleveland, Ohio, to assist Bimbo Bakeries.

The Mexican-based international food concern operates 70 bakeries across the U.S. including locally-available brands Entenmann’s, EarthGrains, Francisco, Sara Lee, Thomas, Ball Park, Bimbo and Boboli.

It’s that time of year. While business plans are being updated, marketing strategies inked for the coming year, the Arizona Division of Occupational Safety and Health (ADOSH) wants employers to take a look back to 2012 and report the 2012 annual summary of injuries and illnesses logs. Called by its form number, OSHA 300, af-fected employers are expected to file by February 1.

An expanded focus and increased the number of cita-tions involving its recordkeeping standard, OSHA is seri-ous about its monitoring role. Employers maintaining the OSHA 300 Logs for workplace injuries and illnesses must utilize post the annual summary (Form 300A) to comply with the OSHA posting requirements.

ADOSH recommends getting the paperwork completed and submitted as required to avoid penalties or fines.

Arizona Division of Occupational Safety and Health (ADOSH) operates under an approved plan with the U.S. Department of Labor to retain jurisdiction over occupa-tional safety and health issues within Arizona, excluding mining operations, Indian Reservations, and federal employees.

Construction on Peoria’s first hospital is at a standstill, leaving city staff and elected leaders frustrated at the lack of progress and communication.

Peoria Regional Medical Center was supposed to open early this year northwest of Lake Pleasant Parkway and Happy Valley Road. Ground was broken on a 10-acre site, the first of three phases, in June 2011 and culminated in a topping-out ceremony in April.

Now nearly nine months later, the $30M, three-story medical center, complete with a helipad on top, has yet to come to fruition.

Dr. Tim Johns, founder of Gilbert Hospital, Florence Hospital at Anthem and Peoria Regional, said the reason is simple: “We ran out of money.”

Within 60 days, the group hopes to have enough money to resume construction, he said. “We do not have cash in the bank. The deal is not done, but we’re very hopeful,” he said.

City leaders say legal trouble concerning Johns and Gilbert Hospital could have something to do with the delay.

A group of Gilbert Hospital investors sued Johns in August, Johns’ attorney, Keith Hendricks, said. He said the parties are working toward a settlement. That decision could come as soon as next week, the attorney said.

Mayor Bob Barrett said tension arose between the hospital’s founders and city officials when Peoria denied the group a $1.8M deferred-payment loan.

In the weeks leading up to the audit to examine problems in Surprise’s Public Works Department, two high-level department officials have resigned.

The $45,500 audit will help Surprise move forward, City Councilman Mike Woodard said, adding that he doesn’t believe there are any deep-seated issues.

San Jose-based Management Partners will examine Public Works employees’ needs, the department’s structure and managers’ relationships with workers. The audit is expected to last several months, but will not affect city services, Surprise officials have said.

The audit is an important step for a department that became a “monster” in size and scope over the past few years, Woodard said.

For more than a year, Public Works has been under scrutiny. During that time, two surveys showed low employee morale, employees filed three discrimination bias complaints and a probe found two department supervisors were conducting an affair on the city’s dime.

Department Director Robert Beckley and Assistant Director Nicholas Mascia have resigned in the past two weeks. Beckley will be a deputy city manger in Goodyear and Mascia a city engineer in Visalia, Calif.

For years, Arizona businesses have complained about sales-tax headaches. It’s a maze of red tape for those doing business in multiple cities that boosts costs and soaks up time. Now, the business community hopes Gov. Jan Brewer can deliver some relief.

The governor has made simplifying the state’s sales-tax system her economic priority this legislative session. She’ll seek a common sales-tax base across the state as well as centralized tax collections and auditing.

Construction Sales Tax Change

How construction is taxed could be revamped, changing the taxing location from where something is built to where materials are bought. It’s a particularly thorny issue that would redistribute tax revenues across municipalities. The League of Arizona Cities and

Towns estimates the change would cost cities $168M.

“I think it would be fair to say that this is going to be the keystone economic issue the governor is going to push this session,” said Matthew Benson, the governor’s spokesman. “Sales-tax reform is about reducing the paperwork and accounting burdens on business owners.”

As it stands now, construction materials aren’t taxed at the point of sale. Instead, they are taxed at the construction site when the project is finished. It’s meant to account for the impacts of development.

Brewer would like to flip that around so that materials are taxed at the point of sale. This would help limit fraud and increase collections, supporters say. Critics see it as a redistribution of revenue from smaller cities and towns to big cities with major retail centers. It’s also a boon to the homebuilding industry, they say.

A number of mayors across the Valley have lashed out against the proposed change to construction tax.

For example, Tempe Mayor Mark Mitchell recently told The Arizona Republic that the shift would force a higher tax burden onto residents.

Whatever the final outcome, sales-tax simplification is crucial for future commerce in Arizona, particularly as online sales continue to grow, said Dennis Hoffman, an economist at Arizona State University and an adviser to the governor’s sales-tax task force.

Yuma County is the bonus winner with Interior Secretary Ken Salazar’s signature on the Record of Decision putting the Solar Programmatic Environmental Impact Statement (PEIS) into effect. As reported in AZBEX July 27th, the Bureau of Land Management has cleared the environmental hurdles away from solar and wind applications. The final plan opens two solar zones along I-10 and one in Yuma County.

In the final PEIS released last year, BLM marks sites near Quartzsite and Tonopah as zoned for solar arrays. The two areas were designated for development as utility scale solar power generating facilities. In the final PEIS, a new site, Agua Caliente, in Yuma County was added to the other two locales.

The designation by BLM means that solar power developers can move ahead with projects and skip the environmental review process for the solar zones. All mitigation and design constraints are incorporated into the PEIS. Companies conforming to the requirements are ready to go from design to permitting.

A site tentatively identified in the review version of the PEIS last July was given final approved status. There’s adequate area, reports BLM, for 20 megawatts of solar power generation in the Agua Caliente area near Dateland. First Solar has an application pending to develop a solar power plant (site K5 on map) in the zone.

Arizona’s 192K solar acres are the first approved by BLM. Approvals for other states are expected next month.

The Tucson CRE market saw the roller coaster smoothing out towards year’s end with positive market signs, according to CBRE’s annual market assessment for Arizona’s second largest city and the Southern Arizona marketplace.

Office

After several years of extreme vacan-cies in office buildings and a down-turn in the first two quarters of 2012, the year ended on an uptick with 24K SF positive absorption. It took a mighty 59K SF in the fourth quarter to hit that positive note ending the year.

The overall vacancy rate, however, remained relatively unchanged at 17.5 percent. Downtown Tucson is still struggling with a higher than 30 percent vacancy rate. The East Cen-tral submarket ended the year under 13 percent.

No new office construction broke ground in 2011, and only 15K SF was completed in 2012. The year ends with 31K SF under construction. In-creased activity in undeveloped land acquisitions (AZBEX, January 4 and January 15) is a hopeful sign for new office space coming into the market in 2013.

Industrial

Industrial has been the big driver in Southern Arizona with 434K SF ab-sorbed during the year. The industrial sector posted four straight quarters of increased absorption for the first time since 2006. The vacancy rate dropped more than a half percent from 12.9 percent in December 2011 to 12.3 percent to end 2012.

New industrial product totaling 247K SF came onto the market during the year with 17K SF under construc-tion at the end of the year. All of the activity was build-to-suit, which is expected to dominate the market in 2013.

Retail

Of the 656K SF absorbed, 80 percent came in the second and fourth quar-ters. It was the highest absorption

rate since 2008. The activity dropped the vacancy rate to 9.6 percent, the lowest since 9.1 percent was record-ed in 2008. CBRE reports it was a 250 basis point drop for the year.

New construction has 212K SF com-ing out of the ground, mostly driven by one Walmart Supercenter and three of the chain’s neighborhood markets. 2011 ended with no retail construction underway.

Sale Transactions: $204M1. Eight-story Tempe Gateway, 222 S. Mill

Ave., Tempe, a 264K SF, eight-story Class A office complex sold for $66.1M ($250/SF) to Parkway Properties, Orlando, Fla. CBRE represented seller Vulcan, Inc., Seattle, Wash. The office tower was originally developed by Opus West Corp., which lost the property to fore-closure. Vulcan picked up the space as a shell and has increased occupancy to 74 percent within one year. The company owns a total of 788K SF in downtown Tempe and 1.2M SF throughout the Valley.

2. The market is bubbling in Tucson with over $38.8M in CRE action, up $4.8M since AZBEX’s January 15th recap with more than $34M in AZStarNet transac-tions:

• Multifamily: Starrview at Starrpass apartments bought by Starrview Apartments LP, San Diego, Calif., from Moonrise II LP, Dublin, Ohio, for $15.6M. Hendricks-Berkadia (formerly Hendricks & Partners) handled the deal.

• Commercial property: Jaz Invest-ment LLC, Los Angeles, paid $56M to Bu Management, Los Angeles, for 7111 E. Golf Links Rd.

• Commercial properties: Karlin Golf Links LLC, Los Angeles, picked up the parcels kitty-corner to Jaz, 6320 and 6330 E. Golf Links Rd., from Coastline RE Holdings Corp., San Diego, for $3.2M. Labrusca Hold-ing Corp., Phoenix was the seller. Coastline also sold 7652 N. I-10 Frontage Rd., Marana, for $3.2M to AMERCO Real Estate Co., Phoenix.

3. The maple leaf invasion continues in Arizona with Canadian investor Aya Velji paying $29M (an aggregate $163/SF) for two office buildings—one in Phoenix and one in Chandler. The Phoe-nix buy, Raven Corporate Center, 3540 E. Baseline Rd. ($14M, $161/SF, 87K SF) was sold by Omninet Mountain LP.

The Chandler building, Airport Center II, 1750 E. Northrop Blvd. ($15M, $165/SF, 91KSF) was picked up from Picerne Group. Cushman & Wakefield brokered the deal and will handle the leasing. This complex is the second of the two former Opus West-developed office buildings in the news this week.

4. Deco Communities LLC, Scottsdale, is planning $1.5M in improvements and upgrades to two apartment complexes it paid $18.1M (aggregated $52K/unit) to buy. The 347 apartment units are in Phoenix and Tempe. TM Realty Partners, New York City, was the seller. CBRE handled the deal. Hyde Park apartments, 167 units, 5101 S. Mill Ave., Tempe, sold for $9.1M ($54K/unit). Squaw Peak apartments, 1829 E. Morten Ave., Phoenix, priced 180 units for $9M ($29K/unit). Deco acts as its own GC.

5. Viawest Group bought an office building and adjoining land. The firm purchased a 118K SF multi-tenant flex complex and 2.8 acres of undeveloped land comprising the West 101 Busi-ness Center, 95th Ave. at McDowell Rd., Phoenix, near the I-10 and Loop 101 freeway interchange. Eastdil Secured represented seller Carlson Real Estate Company LLLC, Minneapolis, Minn. Vi-awest represented itself in the $13.2M acquisition. CBRE is handling leasing. The office building is 82 percent leased.

6. LaRue Business Group sold Southwest Corporate Jet Center, a pair of industrial buildings at 14988 and 15010 N. 78th Way, Scottsdale, for $9.6M ($97/SF). GPE Commercial Advisors LLC repre-sented the seller in the transaction with a private California investor. The two buildings are 58K SF and 41K SF and fully leased.

7. Buchanan Street Partners plunked down $4.3M ($66/SF) for the Perimeter Center building at 8388 E. Hartford Dr., Scottsdale. H.B. Perimeter LLC used NAI Horizon in the sale of the 66.8K SF

building and its 5.5 acre parcel. Sierra Consulting Group LLC represented the buyers. AZBEX reported on six differ-ent Perimeter Center properties selling in the last six months (January 15th, December 18th and 28th, November 20th, September 11th, and one new building).

8. It’s another move by a foreign inves-tor—in one sense—with the Tohono O’odham Nation making its first off-reservation real estate investment pick-ing up the University Medical Center Imaging-anchored Plaza Antigua, N. Campbell Ave. at River Rd., Tucson. The tribe paid $4.2M for the property.

9. A pair of investors from Ashland, Ore., are the new owners of Greenwood Apartments, a 69-unit multifam-ily property, 1322 N. La Jolla Blvd., Goodyear. CBRE represented seller Park Shadows Country Homes in selling the $3.4M ($49.3K/unit) property to Neil Sechan and Mathew Messner.

10. Archstone, Englewood, Colo., has purchased a 22 acre parcel in Chandler, Queen Creek Rd. at Arizona Ave., for a 398 unit apartment complex. HV & Canal LLC sold the piece for $3.25M ($148K/acre).

11. SW Furniture of Wisconsin LLC paid $3.1M ($22/SF) for a 141K SF ware-house sold by The Muller Company. The west side warehouse, 2929 NW Grand Ave., Phoenix, includes 20K SF in office space. Southwestern Furniture is taking the entire building. Cutler Commercial represented the buyer, Campbell Realty Advisors represented the seller.

12. Office condos are coming into play for the first time in a long time. Cascade Financial Services picked off the 32K SF top floor of a 90K SF three-story office, 3345 S. Val Vista Dr., Gilbert, for $3M ($94/SF) from Mountainside Fitness, which retains the entire second floor. Commercial Properties Incorporated handled the transactions for both sides.

13. U-Haul paid $2.3M ($38/SF) for the 60K SF Speed Street Indoor Racetrack, 6542 W. Bell Rd., Glendale. It’s part of the more than 1.4M SF in rentable space the company has added since 2011 in the metro area. The speedway closed January 9th. The acquisition is an expan-sion of the U-Haul truck and storage rental facility next door.

just finished packaging 33 K SF in retail and medical leasing throughout the Valley. The largest deal was for 13K SF for Jalsa Food Market, a Southern Asian and Indian grocery store in the Fiesta Palms Shopping Center at Alma School and Baseline roads, Mesa.

15. Dataforth Corp., a Tucson data com-munications product manufacturer, has more than doubled its size adding 17K SF, 6230 S. Country Club Dr., to its 12K SF corporate headquarters, 3331 E. Hemisphere Loop. The new space includes manufacturing and warehouse facilities.

16. “The roar of the greasepaint and smell of the crowd” comes to Gilbert as Ac-tors Youth Theatre leaves Mesa and heads for the home of most of its cast and crew. AYT raised the $30K needed to develop a 120 seat theater in Gilbert Tuscany Village, Higley and Guadalupe roads. The new 5K SF Tuscany Theatre is taking over shell space in the strip mall owned by Whiteside REIT. The troupe still needs to raise an additional $15K.
