Bloodstock, agent, sped through a quarter-mile in :20 2/5 to post the fastest work at the distance in the opening session of the under tack show for the Ocala Breeders' Sales Co.'s 2017 spring sale of 2-year-olds in training.

The speedy colt is out of Business Decision, by Put It Back, a daughter of graded stakes winner In Conference.

The session's fastest eighth-mile was also recorded by a Wildcat Heir offspring. Hip 148, Stars Wild Child, a chestnut filly consigned by Craig L. Wheeler, agent, ran the furlong in :09 4/5. She's out of Battingstar, by Grand Slam, from the family of graded stakes winner Move.

Three juveniles worked the second-fastest time for a quarter-mile in :20 4/5.

The ides of April brought only good fortune

17th grade 1 winner April 15 and gained another new graded stakes winner the previous day who helped him reach an important sire milestone—his 100th black-type stakes winner.

Dickinson, a Darley homebred out of the A.P. Indy daughter and grade 1 winner Little Belle, garnered her first grade 1 in the Coolmore Jenny Wiley Stakes at Keeneland. The Jenny Wiley was Dickinson's third consecutive graded stakes victory since Feb. 11 when the 5-year-old mare won her first black-type stakes in the Suwannee River Stakes (G3T) at Gulfstream Park. She has been steadily climbing the graded stakes ladder, having followed the Suwannee River with a victory in the grade 2 Hillsborough Stakes on the turf at Tampa Bay Downs.

Dickinson became Medaglia d'Oro's 17th grade 1 winner against stiff competition, which included three-time grade 1 winner Lady Eli.

The Fantasy Stakes (G3) at Oaklawn Park April 14 was the first graded stakes victory for Ever So Clever, a 3-year-old filly out of graded-placed stakes winner FoxyDanseur (Mr. Greeley).

Ever So Clever placed in two graded stakes last year—second in the Pocahontas Stakes (G2) and third in the Golden Rod Stakes (G2), both at Churchill Downs. This year she finished off the board in two stakes at Oaklawn before putting it all together in the Fantasy. The filly was bred in Kentucky by Clearsky Farms and is raced by Bernard Cleary, who owns and operates Clearsky with his brother, Eamon.

Medaglia d'Oro is a truly international sire, having shuttled between Darley at Jonabell near Lexington and Darley Kelvinside for five seasons between 2010 and 2016. His black-type stakes winners have found success in eight different countries and won 211 graded, listed, and non-listed stakes through April 16. These stakes winners, which include 11 millionaires, have average earnings of US$487,983 and median earnings of US$268,041.

Dickinson and Ever So Clever represent two already proven crosses with Medaglia d'Oro.

The Medaglia d'Oro/A.P. Indy cross has produced five black-type stakes winners so far, including grade 1 winner Plum Pretty and grade 3 winner Cyrus Alexander. Out of 89 foals, the black-type winner strike rate is 11%. A.P. Indy daughters when bred to all other sires have produced 7% winners in black-type stakes.

Ever So Clever is the fourth graded stakes winner representing the cross of Medaglia d'Oro with daughters of Gone West and his sons. These graded stakes winners also include grade 1 winner Violence, grade 2 winner Valid, and grade 3 winner Mexican Gold. Out of 66 foals representing the cross, five (12%) have become black-type winners. Broodmares by Gone West and his sons/grandsons have a 4% black-type win rate with foals by all other sires. BH

Calumet Farm's Sunland Derby (G3) winner Hence breezed five furlongs in 1:00 2/5 April 17 at Church-

ill Downs for trainer Steve Asmussen ahead of the May 6 Kentucky Derby Presented by Yum! Brands (G1).

The Street Boss colt worked in company with Local Hero, also credited with 1:00 2/5, in fractions of :13, :25 2/5, :37 and :48 3/5, before galloping out six furlongs in 1:13 2/5 and seven furlongs in 1:27. The pair shared the fastest time of 16 at the distance with two others.

"It's very comforting to see Hence doing well again over the Churchill surface," Asmussen said.

Before winning the Sunland Derby by 3 3/4 lengths, the colt finished seventh in the grade 3 Southwest Stakes at Oaklawn Park.

Albaugh Family Stable's J Boys Echo also recorded a half-mile move in :49 1/5 at Churchill for trainer Dale Romans, his first breeze since finishing fourth in the Toyota Blue Grass Stakes (G2) April 8 at Keeneland.

The Mineshaft colt, who won the March 4 Gotham Stakes (G3) at Aqueduct Racetrack, began his workout at the three-furlong pole under Tammy Fox and recorded splits of :12 1/5, :24 3/5 and :36 4/5.

"I think this is the best he's looked over the track," Romans said. "This morning we just wanted to get a solid maintenance breeze in him and we'll do something more serious next week." BH

Kentucky breeding and racing are alive and well, thank you very much.

That was the message Kentucky State Sen. Damon Thayer delivered to an audience of industry professionals April 17 as part of the Consignors and Commercial Breeders Association's educational symposium at the Keeneland sales pavilion.

"These are good times in Kentucky," Thayer said, citing four consecutive years of increased purses at the state's tracks and the state's dominance within the national breeding industry.

Overall, Thayer said some effects on the industry from the recession that started in 2008 have been positive because there is now greater equilibrium among the breeding, sales, and racing industries.

"We have had contraction in our sport at a national level, which was probably way overdue because the equilibrium of supply and demand between the breeding side and the racing side was way out of whack," Thayer said. "For the longest time we were producing way too many horses for the marketplace and we had way too many race days for the marketplace.

"The decline in the economy in 2008 really forced an adjustment in both sectors of the business. The breeding side reacted right away. When you look at the public sale figures for the last couple of years, you see that supply and demand is just about right. We are back to Secretariat-era foal crop sizes and that is not a bad thing."

Thayer reiterated positive developments within the Kentucky industry over the past dozen years, including the Kentucky Breeders' Incentive Fund that he was instrumental in getting approved by the legislature. It has paid more than $131 million in incentive awards.

The seed for the fund was planted after Thayer made a presentation to the Kentucky Thoroughbred

Farm Managers' Club in which the elected official discussed the inability of the industry to convince legislators to remove the sales tax charged in stallion stud fees. Kentucky horseman David Hager approached Thayer about using the tax money to help fund an incentive program and the effort gained momentum.

With Republicans controlling the governor's seat and both houses of the state legislature, Thayer said the current environment in the state Capitol was favorable for reforms that could benefit the horse industry.

"You have more friends in the legislature now than you did 14 years ago," Thayer said, referencing his tenure as an elected official. Thayer, who is the Senate majority floor leader, said he would represent the horse industry in its ongoing effort to convince the legislature to remove the sales tax on fencing, feed, and equipment used in horse breeding, a tax that is not imposed on livestock producers.

In addition to Thayer's presentation, the educational portion of the symposium included a panel featuring young professionals within the horse industry, an update on the Thoroughbred Aftercare Alliance, an update on the status of microchipping of foals, and an explanation of developments within equine genomics.

to the registrar at The Jockey Club explained and showed a video outlining the process needed to have a microchip implanted in a Thoroughbred foal that will be required as part of the registration process beginning with the 2017 foal crop.

With The Jockey Club providing microchips on a voluntary basis last year, Johnson estimated 60% of the 2016 foal crop has, or will have, microchips implanted.

Lexington attorney Mike Meuser, vice president and secretary of the TAA since it was founded, told the audience that the distinctive feature of the organization is that it is the only aftercare entity that accredits the facilities that it funds. In addition to site inspections, TAA accreditation requires reporting and monitoring of the organizations.

"We want to make sure that the money gets to the horses in the best way," Meuser said. "We don't give money to bricks and mortar. We don't give money for fences or buildings. We only give money to organizations to use for the care and feeding of horses. At the end of the day we have been able to transform aftercare in North America."

With a 2017 budget in which about $3 million will be paid to providers, Meuser said TAA would like to get greater participation from buyers and sellers at public auctions to designate a portion of a horse's purchase price to be allocated to TAA.

During the young professional's panel discussion moderated by Keeneland track announcer Kurt Becker, five young people involved in various aspects of the horse industry offered insights on how they entered the business and shared some of their experiences.

In the lengthiest presentation, Dr. Emmeline Hill discussed equine genomics and its use in Thoroughbred breeding. Hill is chief scientific officer at Plusvital and was one of the founding members of Equinome in 2009, which stemmed from her discovery of the speed gene.

Many of the country's leading regulators will listen to panels and presentations on drug

testing and enforcement, policing the backstretch, and promoting the sport, just to name a few, when they gather this week in Charleston, S.C.

The Association of Racing Commissioners International's 2017 annual conference on equine welfare and racing integrity will begin with a welcome message at noon, April 18 by the group's chairwoman Judy Wagner and its president Ed Martin. Following the welcome message there will be panels, discussions, and model rule determinations during the conference that continues through April 20.

To foster uniformity in the regulation of horse racing, the ARCI shapes and approves model rules, which it then encourages state racing regulators throughout North America to adopt.

Some of the Tuesday, April 18 highlights include a panel discussion on promoting racing, which features Eric Hamelback of the national Horsemen's Benevolent and Protective Association, Penelope Miller of America's Best Racing, Steve Koch of the NTRA Safety and Integrity Alliance, and moderator Jennie Rees.

There also will be a forum on drug testing titled, "Are We Doing it Right? Are We Catching the Cheaters?" and a panel on veterinary record keeping.

On Wednesday, April 19, a panel will discuss the current adjudication system and if there is a better structure. Members of that panel include Ontario regulator Brent Stone, Indiana Thoroughbred Owner

ESPOIR CITY'S FIRST RUNNER ENTERED IN JAPANBy Naohiro Goda

The 2017 meeting at Monbetsu Racecourse in Hokkaido starts April 18 with 80 days of racing,

the same number as the last three years, scheduled until Nov. 9.

The seventh race on the opening day's card, a maiden going 1,200 meters (about six furlongs),is the first race of the year for 2-year-olds in Japan. Nine juveniles are entered, including Yamano Fight, the first runner for Espoir City, who started his stud duty at Yushun Stud in 2014.

Espoir City is the winner of nine grade 1 stakes and was named the 2009 and 2010 Japan Racing Association champion dirt horse. The son of the late Gold Allure finished 10th in the 2010 Breeders' Cup Classic (G1) at Churchill Downs.

Japan's dazzling freshman sires of 2017 include Orfevre, the 2011 Japanese Triple Crown winner; Lord Kanaloa, two time winner of the Longines Hong Kong Sprint (G1); and Novellist, the European champion who won the King George VI & Queen Elizabeth Stakes (G1) in track record time.

WEIGHTING IN VAINBy Bob Barry

When these admittedly old-er eyes first saw the words

"Bro" and "Park" being used in combination, they conjured up an outdoor enclosure on the campus of a less-than-selective American college.

In this paddock, a typical denizen might be a young male with sunglasses perched on a backward-facing baseball cap, a gym-toned body, and a self-regard running miles ahead of his worldly accomplishments.

But then I clicked on the link and learned that "Bro" was also a town in Sweden just about a half-hour up the E-18 from Stockholm, and that Bro Park—inaugurated in 2016—was perhaps the world's newest Thoroughbred racetrack.

Bro Park made English racing news after announcing the reigning champion apprentice jockey Josephine Gordon had been invited to represent Britain at the track's inaugural Lady Jockeys' World Championship July 4. The track hosted a similar, if less-ridiculously-named, event last year.

This scribbler does not begrudge a new racetrack trying to garner some publicity, but is always disappointed to see female jockeys cordoned off from racing's main events.

A few years ago at Deauville, it was sad to see a huge field of horses looping the paddock, all of them carrying women who were not listed in any of the other races. It seemed like giving up. As if the only way any of these two dozen or so women would ever ride the big course in the afternoon was in the absence of men.

There is little doubt of the good intentions behind the odd carding of races restricted to female jockeys, or of France Galop's recent decision to grant women riders a two-kilogram (roughly five pound) weight allowance in most of its races. But there's a saying about roads paved with good intentions, and in these cases the "hell" is a paternalism that tells young girls and aspiring women jockeys they can go only so far.

To her great credit, Gordon scoffed at French racing's new weight allowance (she told the Guardian she finds it "offensive"). Gordon also didn't leap at the chance to be Queen of Bro Park for a day (she told the Racing Post "we will have to see how it works out because I have different commitments this year"). Indeed, a strong effort on a longshot at Chepstow would speak more to Gordon's professionalism than any success she may find at Bro Park.
