Marquardt Engineering is pleased to submit this Letter of Interest to provide Professional Consulting Services for EC-1813 (Pre-Qualification for County Engineering Services) on the above reference solicitation.

Marquardt Engineering, PLLC was incorporated in January of2014 and is excited to provide professional engineering services within the State of Oklahoma. The firm is relatively new but I have been providing these services for 22 years within the state.

In the past five years I have completed the design of multiple transportation and utility projects. Recent urban designs include both arterial and non-arterial street rehabilitation projects, arterial street widening and water line construction projects. Many of the street projects also included the design of relocations or upgrades to water lines, storm sewers and sanitary sewers. Recent urban designs for ODOT include STP-STIM(511)IG: Tulsa ARRA: Riverside Parkway from E. 71 st St. South to E. 68th St. South.

Projects in this solicitation will require the services of sub-consultants. Our team has successfully completed multiple projects of similar scope in the past. Trout Land Surveying will provide the topographic field survey, legal descriptions and plot plans for right-of-way acquisition. Geotechnical investigations will be prepared by GF AC Engineering. Environmental services will be provided by Kleinfelder Inc., and Traffic Engineering Consultants will provide traffic studies and traffic signal design services.

The DBE utilization goal on this project is 0%, however, we will likely contract with small firms for reproduction services, office supplies and possibly QA/QC design reviews to help this segment of our industry.

• Project Manager for the design and construction plan production for the reconstruction of the eastbound portion of the Big Cabin interchange on the Will Rogers Turnpike WR-MC-93 for the Oklahoma Turnpike Authority. This was a fast track project and construction plans were completed in 100 days from the date the survey data was provided by the OTA. Total construction cost of $6.63 million.

• Project Manager for the design and construction plan production of 5 miles of county road in Coal County for the Bureau of Indian Affairs. Project includes the replacement of a gravel surfaced roadway with an asphalt roadway with a design speed of 45 mph through rolling terrain. Estimated construction cost of $5.85 million.

• Project Engineer for the design of Section 2 of the Creek East Turnpike Extension in Wagoner County for the Oklahoma Transportation Authority. Duties included roadway design, drainage runoff calculations, culvert and ditch design, quantity takeoffs, cost estimating and bidding assistance.

Mr. Eshelman is the manager of the Tulsa office of Traffic Engineering Consultants, Inc. He has extensive experience in the field of Transportation Engineering and Planning. He joined the firm in August 2000 and opened the Tulsa office.

Prior to his employment with TEC; Mr. Eshelman worked for the City of Tulsa for 27 years. For the first 14 years, he served as a Traffic Engineer responsible for all aspects of Municipal Traffic Engineering. Background

Traffic Engineering Consultants, Inc. (TEC) is a multi-faceted transportation engineering firm comprised of skilled professionals, highly qualified to perform traffic and transportation design work. The firm was originally formed in May 1984 as a one person firm. Since then the firm has greatly expanded its area of expertise.Projects completed include both private and public sector traffic planning and design work. The private sector work involved reviews of site development plans, traffic impact analyses, and assistance with internal and external circulation. This work also leads to design services for off-site improvements to the adjacent roadway to improve access. The public sector projects typically include providing design work for municipalities that require the expertise to provide construction plans for street lighting, traffic signals, computerized interconnected traffic signals and traffic signal timing. TEC has the ability and equipment to collect traffic data utilizing the latest equipment available. Since its inception, TEC has acquired the skill and knowledge required to solve complex transportation planning and design issues. TEC has extensive regional transportation planning and design experience in Oklahoma, Arkansas, Texas, Kansas, Louisiana, New Mexico, Nebraska, Colorado, California, Arizona, Missouri, England and the U.S. Virgin Islands.

TEC employs six (6) full time registered professional engineers. It is the only firm in the State of Oklahoma in which the majority of the engineers have obtained the nationally recognized ITE Professional Traffic Operations Engineer (PTOE) certification. GFAC Engineering Ihc.- CAPABILITIES I EXPERIENCE

G FA C provides the geotechnical, geological and drilling services that are required for this ODOT contract. Such capability allows GFAC to staff the field portion of a project with reduced travel costs and with experienced, local personnel. GFAC is an Oklahoma based engineering firm. GFAC's staff has provided geotechnical engineering and testing services for our transportation clients for their entire careers.

Equipment I Facilities

Drilling GFAC owns and operates aCME 55 drill rig. Thus, we are experienced in the full range of soil drilling services, including geotechnical and environmental explorations, a variety of in-situ testing, groundwater monitoring well installation and development, and inclinometer installation. For urgent or high capacity need situations, we will supplement our drilling services and crews from other Oklahoma based approved subcontractors. Drilling methods commonly employed by our staff include hollow stem auger, rotary wash, and roCk coring. Sampling is performed using a number of methods depending upon site, soil, and rockconditions. We have experience in sampling very soft.and loose materials such as saturated sand, soft clays, or peat. Standard penetration tests and undisturbed samples are routinely performed in conjunction with our drilling, logging, and sampling activities. Projects shown in Section 7 included rock, soil, or material sampling utilized at least one of the drilling methods described above.

Laboratory Testing GFAC has the capability of performing most conventional geotechnical laboratory tests in-house. Our testing laboratory performs a wide variety of testing capabilities, ranging from index tests to sophisticated triaxial shear tests. Our laboratory technicians and laboratories are routinely inspected and certified by various agencies. GFA C has two laboratories (Tulsa and Muskogee, Oklahoma) that are certltied by the Oklahoma Department ofTransportation (ODOT). Gf"'AC also participates in AMRL testing. OFAC also provides concrete and asphalt mix design tests and evaluations, including FHWA SuperPave methods. In addition to geotechnical and materials design tests, we provide a full range of construction materials testing, Including asphalt, concrete, masonry, steel, welding, and timber tests.

Sampling and Field Tests GFA C staff has performed thousands of foundation explorations using a variety of investigative techniques. Exploration methods consist of conventional soil and roCk drilling and sampling, cone penetration testing, in situ plate load testing, dilatometer, backhoe. test pit excavations, downhole seismic, standard penetration, Texas Cone (THO) testing, geophysical testing. and pressuremeter testing. Results of these tests are used in preparing foundation and roadway designs through either direct modeling or correlated with specific strength parameters.
