Dear Board of Education Members:

Enclosed please find a preliminary request for the Trumbull High School DECA group to attendthe 2018 International Career Development Conference, to be held in Atlanta, Georgia. I wouldlike to provide you with a little background information regarding this request.

In March, seventy THS DECA members will be competing at the state-wide CareerDevelopment Conference to be held at the Aqua Turf in Plantsville, CT. At this conference,students will compete individually and in teams in a variety of business and marketing eventsincluding Principles of Business Administration Events, Team Decision Making Events,Individual Series Events, as well as Written Events. Students will take a content area exam andperform role plays before professional judges trying to earn a top spot in the state. For the pastdecade or so, THS DECA has been lucky enough to have approximately ten or more studentsearn those top spots, and thus the potential to attend the International Career DevelopmentConference. Additionally, this year, the ambitious DECA members have completed severalMembership Campaigns which should earn us spots in the Leadership Academy at ICDC.While we will not know the exact names and numbers of eligible students for ICDC until March,we hope to repeat THS history and earn several of these prestigious spots. The turnaroundtime between the state competition and commitment for the national conference is quite short,hence why we are putting this request before you today.

We hope that you will continue to support Trumbull High School DECA’s participation in thisevent as it is a tremendous learning experience for the students. We are happy to answer anyadditional questions and will provide more information as it becomes available.

B. Correspondence — The Board received an invitation from Dr. Cialfi to attend the 2018Superintendent’s College and Career Readiness for Success Forum.

E. Superintendent Report — Dr. Cialfi reported on the following:

• The Special BOE meeting will be held on January 17, 2018 at 8:00 p.m. to discuss/vote onthe 2018-2019 budget.

• The police sponsored D.A.R.E. program will be presented to our elementary principals andwill be added to our grade 5 curriculum.

• The Varsity Football Head Coach position has been posted and we are in the process ofdeveloping an interview committee.

• TPS is one of only ten Connecticut school districts that have been included by the CollegeBoard in the national AP District Honor Roll based on increased enrollment and improvedperformance levels when comparing the percentage of students in 2017 scoring a 3 orhigher than those in 2015.

F. Teacher Representative Report — Mrs. Rubano reported at Daniels Farm School: the TechnologyClub created a News Show and Student Council visited a local nursing home. Hillcrest andMadison Middle Schools issued a l-to-l roll out of chromebooks to students. At THS: the MockTrial program advanced two of their teams to the playoff round of the state competition;Mrs. Rubano’s Psychology classes visited the Institute for Living to learn about the treatment ofmental illness; the Academic Decathlon team will be hosting the Connecticut State Competition atTHS on February 24, 2018; four Peer Leaders presented a bullying lesson to students at the

Connecticut Association Leadership Conference; seniors taking Peace, Protest and Tolerancevisited the VA hospital in West Haven, Connecticut to meet with veterans and share theirexperiences.

F. Finance Committee Report, Financials as of October 31, 2017

Mr. O’Keefe reported that the Finance Committee of the Board of Education met on November 20,2017 to review the Financial Reports through October 31, 2017. There were no transfers in themonths of September and October 2017. In addition to the financials, the Finance Committee alsoreviewed the results of the Transportation RFP which resulted in a recommendation made to theBOE at its meeting on November 21, 2017 and accepted.

It was moved (Donofrio) and seconded (Petitti) to approve the Financial Report as ofOctober 31, 2017 as presented. Vote: Unanimous in favor.

G. 2017-2018 Budget DiscussionDr. Cialfi updated the Board regarding the letter sent to the Board of Finance to requestapproximately $1 .2M of the remaining $1 .4M that was put into the Contingency Account in thetown budget be transferred to the BOE Program Expenses account. Only $90,000 for SPED legalexpenses was approved by the Town Council.

It was moved (Donofrio) and seconded (Timpanelli) to amend the agenda and add the followingAction Item: The BOE directs the Superintendent, in accordance with Connecticut GeneralStatutes section 1 0-76g(b), to submit a letter and accompanying documentation to the TrumbullTown Treasurer indicating the amount of SPED expenditures in excess of estimatedexpenditures and request the application of the excess cost grant monies received from the Stateto the BOE account. Vote to add to agenda: All in favor.

Mr. O’Keefe then detailed a list of budget exposures that include SPED and Healthbenefits. Dr. McGrath detailed the cost threshold of SPED students and how costs are identifiedand the obligation of the BOE and the Town to cover rising costs. Motion to approve added actionitem moved (Ward) and seconded (Fearon). Vote: All in favor.

H. 2018-2019 Budget DiscussionDr. Cialfl introduced a discussion regarding proposed budgeted items for 2018-2019 that waspresented in December 2017. The Board will contemplate areas for cost savings that will notimpact student learning to prioritize our excellent level of student achievement.

A Special Meeting is scheduled for Wednesday, January 17, 2018 at 8:00 p.m. to vote on the 2018-2019 budget.

The Finance Committee of the Board of Education met onJanuary 16, 2018 to review the financials thru November30, 2017. In addition to the financials, the FinanceCommittee reviewed and approved the BOB FinanceCommittee calendar for 2018 and Blum ShapiroManagement letter and Recommendation from the 2016-17audit.

The Finance Committee met at the Long Hill Administration Building onJanuary 16, 2018. Members present: Loretta Chory (Chair), Dr, Kathleen Fearon, JackieNorcel and Sean O’Keefe.

The Chair called the meeting to order at 5:45p.m.

1. A motion was made to approve the minutes from the November 20, 2017 meetingand was approved.

2. New Business —

a.) Financials through November 30, 2017—Mr. O’Keefe reviewed the summaryand detail charts for the November 2017 financials and commented on a numberof accounts and responded to questions from the committee. There were acouple of follow ups related to a number of accounts from the detail report, theBCE Program chart and the Student Activities. There were no transfers in themonths of November 2017.

b). Approval BCE Finance Committee Calendar for 2018—Mr. C’Keefe preparedand presented a side by side calendar for the BCE meetings, Policy Committeemeetings and proposed BCE Finance Committee meetings. The dates wereapproved by the Committee and Mr. O’Keefe will send out to be posted on theTown and BCE websites.

c). Review of 2016-17 Blum Shapiro Management Letter and Recommendations— Mr. O’Keefe reviewed the four recommendations related to the BOE and themanagement response to each.

d). Bridgeport Tuition Update — nothing new to report.

e). Bridgeport SPED billing issue — nothing new to report.

CASE REPRESENTATIVETOWN/BOARD DESCRIPTION CASE TOWN/BOARD1. M.A. vs. M.A., a Trumbull resident, allegedly tripped and fell on sidewalk at Trumbull Pending CIRMA

High School on May 1, 2004. This claim seeks monetary damages against Boardof Education and the Town of Trumbull, Mr. Donald Walsh, MaintenanceSupervisor, Mr. Ralph lassogna, Superintendent, Mr. Paul Kallmeyer, formerDirector of Public Works. (Notice of claim received April 21, 2006).

2. L.M., PPA B.M. L.M., PPA B.M. a Monroe minor, allegedly was injured on November 11, 2006 Pending ITTvs. while playing on the field located behind Middlebrook Elementary School when

he tripped to the ground and fell onto a metal “spike” object protruding out of theground. L.M. received injuries to his right knee. This claim seeks monetarydamages against Board of Education and the Town of Trumbull. (Notice of claimreceived November 13, 2006).

3. M.S., PPA M.S. vs. M.S., PPA M.S. a Trumbull minor, allegedly was injured on September 15, 2005 Pending ITTat Trumbull High School while walking up stairs when she was caused to slip andfall. M.S. received injuries to her right knee, resulting in multiple surgeries andscaring from injuries. This claim seeks monetary damages against Board ofEducation and the Town of Trumbull. (Notice of claim received August 8, 2007).

4. P.F. S. LLC vs. Platinum Funding Services LLC (“Platinum”) claims the Trumbull Board of Pending Town/BoardEducation failed to remit payment for services rendered following notificationthat (Platinum”) assumed, all accounts of PETCO, the original vendor thedistrict entered an agreement with. This claim seeks monetary damages againstTrumbull Board of Education and the Town of Trumbull. (Notice of claimreceived on 8/19/09).

5. K.S., D.S. vs. K.S., a Trumbull minor, allegedly was injured on or about October 28, 2008 at Pending Town/BoardTrumbull High School while playing tennis/baseball, during which she received,what is described as, serious brain injuries. This claim seeks monetary damagesagainst Trumbull Board of Education and the Town of Trumbull. (Notice ofclaim received on October 27, 2010).

6. F.C. vs. F.C., an employee ofAAA Motor Club responding to a call on or about October Pending Town/Board29, 2010 at Trumbull High School, entered the walkway of Trumbull HighSchool under construction, and allegedly tripped and fell over a 4” beam coveredby leaves. This claim seeks monetary damages against the Board of Educationand the Town of Trumbull. (Notice of claim received January 25, 201 1).

7.M.A. vs. M.A., parent of a Trumbull High School student, alleges she was injured on Pending Town/BoardSeptember 22, 2011 while leaving Back to School night. This incident occurred at9:10 p.m., at which time M.A. exited Trumbull High School from a side exit(near, A-House classrooms) and fell on the walkway leading to Student parkingLot≠≠ 2. M.A. suffered serious and painflil injuries, including, to her cervicalspine requiring surgical intervention, injuries to her left shoulder which willlikely require surgery, and other injuries not yet determined; and an inability towork periods of time. It is alleged that these injuries suffered by M.A. will resultin permanent disabilities and/or impairments. This claim seeks monetarydamages against the Board of Education and the Town of Trumbull. (Notice ofclaim received February 10, 2012).

8. C.M. vs. C.M., an employee of First Student, Inc. which provides school bus service to Pending Town/BoardTrumbull Public Schools, alleged that on or about May 1,2012 R.I. and D.P. senta defamatory message to third persons via email, telephone, in person, and orwritten correspondence, which stated C.M., hit a student with the school buswhile he was driving. Also on or about May 5, 2012 R.I. and D.P. and otheremployees of the BOE sent a similar defamatory message to third persons viaemail, telephone, in person, and or written correspondence, falsely stated thatC.M. hit a student with the school bus while he was driving, also that a policeinvestigation determined C.M. hit a student with the school bus while he wasdriving. The complaint claimed these statements defamed him personally andprofessionally and led to his termination on May 30, 2012. This claim seeksmonetary damages against the Board of Education and the Town of Trumbull.(Notice of claim received August 7,2012).

9. A.Z., PPA A.P. vs. A.Z., a student in preschool for special needs at Trumbull Early Childhood Pending Town/BoardEducation Center, allegedly was injured on April 24, 2012 at approximately12:15 p.m. At the time of the incident A.Z. was in her seat and her teacher, J.P.,grasped her by the shoulders and reseated her. It is claimed that J.P. then liftedher chair, roughly pushed it closer to the table, and grabbed the child’s hair,pushing her head down on the table top. As a result, A.Z. has sustained physicaland emotional injury including a mark behind her right ear and a black and bluewhich required medical attention. (Notice of claim received on August 22,2012).

10. B.W. vs. B.W., a student at Trumbull High, allegedly fell on or about March 9, 2013 due to Pending Town/Boardicy conditions on the front walk near entry door#2. This claim seeks monetarydamages against damages against the Board of Education and the Town ofTrumbull. (Notice of claim received on May 23, 2013).

11. A.H., PPA J.H., A.H., PPA J.H., M.H., a Trumbull minor, allegedly was injured on May 27, 2015, Pending Towni’BoardM.H. when she tripped and fell in the parking lot at Hillcrest Middle School. A.H.

received injuries to face, head, hip, hands and received a concussion. This claimseeks monetary damages against the Board of Education and the Town ofTrumbull. (Notice of claim received August 19, 2015).

12. Z.C., PPA B.C., Z.C., PPA B.C., P.C., a Naugatuck minor, allegedly was injured on May 7, 2015 Pending TownfBoardP.C. in the weight room at Trumbull High School. The incident occurred when

students were removing weights from a bench press and did not secure the bar.The bar snapped and hit Z.C. in the back of the head causing post-concussiondisorders. This claim seeks monetary damages against the Trumbull Board ofEducation and Town of Trumbull. (Notice of claim received August 20, 2015).
