PERSPECTIVES

Be proud to be a taxpayerMonday, 2 April, 2012

Taxation is the major source ofgovernment earning in most countries.

It also represents the relation betweenthe government and the people. In democraticsystem, the people assign the government todo what they want. No one other than thepeople will have to pay for these services. Toremedy tax dodge, the successive governmentshad to exploit god-given natural resources ofthe country to fund services to the people.

Despite abundance, we should limitedlyand cautiously exploit our natural resources. We should not impair our environment anymore. It should no longer be a main source ofthe government income. It is crystal clear thatwe need to fund the government with our taxes.

Each and every citizen is both entitled tofundamental rights of citizen and obliged to paytaxes. We can ask the cabinet what to do, butwe need to understand that a government withinsufficient funds will fail to satisfy our demandsand we must contribute our share of tax. ThePresident himself committed to pay taxes in hisvery recent address to the Pyidaungsu Hluttaw, encouraging the entire people to follow hisway.

Public awareness initiative must bepursued. The people—quite a stranger totaxation — must be informed why and how theyshould pay taxes and duties. Effective lawenforcement machinery must come intooperation.

The government is committed to levymore tax in this tax year while lawmakers aretrying to pass a new tax law.

We, the people, should proudly turnourselves into taxpayers.

CARACAS, 1 April — Venezuelan President Hugo Chavez traveled to Cuba on Saturday foranother round of cancer treatment, saying he will be in Havana for several days and then returnhome. Chavez boarded the presidential jet on Saturday night accompanied by one of hisdaughters. His aides and military chiefs saw him off at the airport.

He said during an earlier speech to supporters that he was travelling to Havana for a secondround of radiation after recent surgery to extract a second cancerous tumour in his pelvic area.Chavez had another tumour removed from the same place in June. The 57-year-old leftistpresident, in office since 1999, has vowed to overcome cancer to win another six-year term inthe 7 Oct election. Chavez has not identified the type of cancer, nor the precise location wherethe tumours were located. He has said he is choosing to undergo treatment in Cuba becauseit’s where his cancer was originally diagnosed and where his surgeries have been carried out.Chavez said that after his second round of five daily sessions of radiation, he expects to returnto Caracas on Wednesday or Thursday. He has said he expects to be travelling to and from Cubafor the treatments in the next several weeks. Before departing for Havana, Chavez reiteratedclaims that he believes opposition leaders might not accept the results of the October electionif he wins, and that “they’re making plans to try to generate violence, to try to destabilize thecountry.” He did not provide evidence to back those claims.— Internet

LONDON , 1 April — Spacecraft could one day navigatethrough the cosmos using a particular type of dead star as akind of GPS. German scientists are developing a techniquethat allows for very precise positioning anywhere in space bypicking up X-ray signals from pulsars. These dense, burnt-outstars rotate rapidly, sweeping their emission across the cosmosat rates that are so stable they rival atomic clock performance.

This timing property is perfect for interstellar navigation, says the team. If a spacecraft carried the means to detect thepulses, it could compare their arrival times with those predictedat a reference location. This would enable the craft to determineits position to an accuracy of just five kilometres anywhere inthe galaxy.

“The principle is so simple that it will definitely haveapplications,” said Prof Werner Becker from the Max-PlanckInstitute for Extraterrestrial Physics in Garching. “These pulsarsare everywhere in the Universe and their flashing is so

Dead stars ‘to guidespacecraft’

predictable that it makes such an approach reallystraightforward,” he told BBC News. Prof Becker has beendescribing his team’s research here at the UK NationalAstronomy Meeting in Manchester.

The proposed technique is very similar to that employedin the popular Global Positioning System, which broadcaststiming signals to the user from a constellation of satellites inorbit. But GPS only works on, or just above, the Earth so it hasno use beyond our planet.

NEW YORK , 1 April — Ofcom is looking into ways to freemore radio spectrum to satisfy the UK’s vast appetite formobile broadband. Demand for high mobile data rates couldgrow 800-fold between 2012 and 2030, the communicationsregulator suggests. Operators will need help to meet thisdemand, said Ofcom, which is asking the industry about thebest way to do it. It suggested that a chunk of spectrumcurrently used for digital TV signals could provide some of theneeded bandwidth.

Ofcom has kicked off a consultation exercise to devise along-term strategy for satisfying this burgeoning demand.Decisions taken will affect use of radio spectrum after 2018. Inits consultation paper, Ofcom said the rising popularity ofsmartphones and tablet computers would soon start to put ahuge strain on mobile networks. Some of this strain could bemanaged by operators offloading some data requests to wi-fi and tiny base stations known as femtocells. They could alsoturn to newer mobile technologies such as LTE, which makemore efficient use of radio spectrum.

Finally, said Ofcom, operators could build lots more basestations. However, it said, all of these methods were unlikelyto meet that growing demand. As a result, Ofcom is consideringfreeing a chunk of the UHF spectrum, the 700MHz band, currently used for digital TV signals. This is seen as a goodfrequency band to pick because many other nations andmanufacturers are planning to use it for LTE (4G) networkequipment.—Internet

growing economy and rising stock market are prompting morestartups to go public, and investors appear hungry to invest. This week, organic mac n’ cheese maker Annie’s and mobilead firm Millennial Media posted the biggest first-day gainssince networking site LinkedIn debuted last May. AndFacebook’s highly anticipated initial public stock offering isjust weeks away.

After lying largely dormant for three years, the IPO marketis churning again. And it’s poised to get further lift. Congressis loosening restrictions in an attempt to make it easier foryoung companies to raise money. Still, high gas prices andstubborn unemployment rates continue to put a damper ongrowth, making it too early to tell whether an IPO recovery ishere to stay. The willingness of more startups to open theirbooks and court wider investment suggests that they areoptimistic about their business and the broader economy. And a strong IPO market could itself drive growth, ascompanies loaded with fresh cash injections hire workers toexpand their operations.

Berkeley, Calif-based Annie’s Inc saw shares soar 89percent on Wednesday to close at $35.92. They rose another5.6 percent on Thursday to finish at $37.92. Simply by entering a room, you can add up to 37 millionbacteria to the air every hour, according to a new study. Most of this airbornebacteria is left behind byprevious occupants andstirred up from the floor whenyou enter, Yale Universityresearchers said. “We live inthis microbial soup, and abig ingredient is our ownmicroorganisms,” principalinvestigator Jordan Peccia,an associate professor ofenvironmental engineering, said in a Yale news release.

“Mostly people are re-suspending what’s beendeposited before. The floordust turns out to be the majorsource of the bacteria thatwe breathe,” heexplained. He and hiscolleagues measured andanalyzed biologicalparticles in a single, ground-floor university classroomover a period of eight days— four days when the roomwas periodically occupied, and four days when it wascontinuously vacant. Thewindows and doors werekept closed for all eight days.

When people were inthe room, there was asubstantial increase inairborne concentrations ofbacteria and fungus ofvarious sizes. About 18percent of fresh andpreviously depositedbacteria in the room camefrom people, as opposed toplants and other sources. histype of research could helpefforts to develop new waysof improving indoor airquality, said Peccia, addingthat Americans spend morethan 90 percent of their timeindoors. “All thoseinfectious diseases we get,we get indoors,” he noted. The study was recentlyreleased online in advanceof print publication in anupcoming issue of thejournal Indoor Air.

Qantas raising fares to tacklehigh fuel cost

SYDNEY, 1 April —Australia’s Qantas AirwaysLtd said on Friday it wasraising domestic andinternational fares for thesecond time in as manymonths to partially offsethigh jet fuel prices. Domesticfares and international fuelsurcharge will increase bybetween A$7 and A$30 ($7.2to $30.1) a ticket dependingon the sector, Qantas said ina statement. Domestic fareswill go up on 5 April andinternational fuel surchargeson 12 April, the airline said.

Jet fuel is the largestoperational cost for an airline

and fuel prices quoting at thehighest level in nearly 3 yearshas forced airlines to raisefares to protect profits. Risingfuel costs are another thornfor global airlines, which arealready seeing slowing airtravel due to a soft globaleconomy. The InternationalAir Transport Association(IATA) in December cut itsforecast for airline industryprofits by a quarter to $3.5billion for 2012 and warnedthe industry could plunge toan $8.3 billion loss ifEurope’s debt problemstrigger another bankingcrisis.—Reuters

Mobile firms bleed billions to fraud and bill errorsLONDON , 1 April — Mobile phone firms are losing $58bn

(£36bn) a year worldwide to billing errors and fraud, a reportsays. Juniper Research found operators were “leaking”revenue because the complexity of networks made fraud anderrors harder to spot. The problem is worst in Africa and theMiddle East, where 15% of revenue is lost annually, comparedwith 1% in Europe and about 2.8% in North America.

The mobile industry is estimated to have generated $920bin 2011. “The developing markets lose the highest proportionof their revenue because they have a greater number of pre-paid customers and it is easier to control what happens on thenetwork when there is a contract in place,” said Juniperresearch director Windsor Holden. “Also, developing nationshave put their efforts into building subscriber bases rapidlyand less thought has been given to how to deal with leakages.”

While billing errors—customers incorrectly charged—may be recoverable for mobile firms, fraud often is not. There

is a “pretty diverse” amount of that going on, according to MrHolden. The report identifies 12 different types of mobilefraud, including so-called interconnect bypass, where userspass off a fixed to mobile international call as a local mobileconversation. Google to open online tablet storeSAN FRANCISCO , 1 April — Google Inc is planning to open an online store to sell tablet

PCs directly to consumers, according to a report in The Wall Street Journal on Thursday. Theonline store would offer tablets made by Samsung Electronics Co and Asustek Computer Incbased on Google’s Android software, according to the report, which cited anonymoussources and which Reuters was not able to confirm. Google declined to comment.

Google briefly sold a specially-designed Android smartphone — the Nexus One —directly to consumers in 2010, but closed the store after four months saying it had not livedup to expectations. Google now relies on retail and carrier partners to sell Android smartphonesmade by a variety of handset makers and Android has become the world’s No1 smartphoneoperating system, ahead of iPhone-maker Apple Inc.

But Apple still dominates the market for touch-screen tablet computers with its two-yearold iPad. Amazon.com’s $199 Kindle Fire tablet is based on open-source Android computercode, but the device features a customized interface that does not use many Google services.Google may co-brand some of the tablets sold through the store and has consideredsubsidizing the cost of future tablets to make them more competitive with the Kindle Fire, according to the Journal report. Richard Branson headed to ‘centre of Earth’NEW YORK , 1 April —

Tycoon Richard Branson mayhave lost his race to thebottom of the ocean, but nothis sense of humor, declaringa faux plan to top his rivals byvoyaging to the centre of theEarth. The impossibleadventure was announced onFriday, tongue jammed incheek, with the seriousnessof a real campaign.

“Sir Richard Branson tolaunch journeys to the centerof the Earth through VirginVolcanic” the websitevirginvolcanic.com claims,in one of two teasingly-timed

An early clue that thiswas a joke was that a pressrelease from Branson’s PRpeople cannot be publisheduntil 1 April.

The announcementcame days after Hollywooddirector James Camerongrabbed headlines by makinghistory’s first solo — and real— trip by submarine to thedeepest point of the world’soceans: the Mariana Trenchin the Pacific.

It was an exploit thatBranson, known for his

pursuit of ballooning andsailing records, had had hiseye on too.

Juvecurrently sit second in SerieA, eight points ahead of third-placed Lazio and a furtherthree ahead of Napoli.

With just nine games lefta defeat would see Juvelooking nervously over theirshoulders but a win wouldvirtually ensure they have

enough in hand to hold ontosecond spot.”Beating Napoliwould be a good step towardssecuring second place,” saidConte. “Going straight intothe Champions League groupstages without playing apreliminary game would beamazing.”

However, Conte doesn’twant to be just looking behind,he also wants to focus onwhat’s ahead, notably leagueleaders AC Milan. Juve arefour points behind thechampions and althoughMilan have not looked likedropping points recently,Conte wants his side to beable to exploit it if they do.

MANCHESTER , 1 April —Roberto Mancini was againforced to answer questionsabout the erratic behaviourof his forward Mario Balotellias Manchester Citysurrendered the initiative inthe title race with a dramatic3-3 draw with Sunderland. The result — the first time ateam has taken a league pointat Eastlands in 14 months —leaves Mancini’s team twopoints behind leadersManchester United who play

Mancini frustrated by Balotelli anticstheir game in hand atBlackburn on Monday.

Balotelli scored twice, the first a disputed penaltyand the second in the 85thminute, before AleksandarKolarov salvaged a pointwith the equaliser fourminutes from time onSaturday. But Balotelliattracted far much than justhis goals as he argued withofficials, opponents andeven had a furiousconfrontation with team-

mate Kolarov as theydisputed who should take afree-kick. With City — nowwith just one win from theirlast four league matches —already showing signs ofcracking under the pressureof fighting United for the title, the last thing Mancini needsis more distractions fromBalotelli. “I only had CarlosTevez on the bench but Ithought about subbingMario after five minutes,”Mancini said. “He didn’t play

well. In a game like this, yourstrikers need to dosomething different, not justplay for the last two or threeminutes - but in the end hescored two goals.

“He and Edin Dezkoshould be scoring two orthree goals in a game likethis. “They know that at thefree-kick it should beAleksandar and Mario on theball, after that they decidewho shoots. This canhappen at times like this butthis is the last time.”
