About this Course GuideThe purpose of this Course Guide is to supplement the Budgeting

for Military and Formed Police Units – Troops and Police Allowance Costs course, and to detail the steps required to complete the following activities:

Calculate allowance costs by mission area locations and by each 1.unit type.Calculate the Gross and Net allowances based on the percentage 2.of troops not receiving a recreational leave allowance.

About the Form(s)Troops and Police who complete a tour of duty of six (6) months or more are entitled to receive a Recreational Leave Allowance [RLA] and Daily Allowance. There may be a proportion of personnel that are not expected to complete a six-month tour of duty and therefore would not qualify for Recreational Leave Allowance.

Planning dimensions (such as, fund, cost object, unit type) are •selected and the form is refreshed to retrieve the required information for the deployment. A percentage is entered, if any, based on the historical pattern •of payments to personnel who do not receive RLA when they fail to serve in the mission for six months.

To minimize the number of locations displayed in the planning forms, you are expected to activate or select locations within the mission area where an MPU type is expected to be deployed during the planning or budget period. Only those locations selected will appear in subsequent forms for planning the deployment.

For planning purposes, MPUs are categorized as: Infantry •Enabling •Formed Police Units (FPU)•

They do not include:Individual Uniformed Personnel (IUP), (i.e., no HQ Staff •Officers, Military Observers (MilObs) and Individual Police (UNPol))

Daily and Recreational Leave AllowancesIn this form you will be selecting the budgeting parameters for the Daily and Recreational Leave Allowances. Upon logging into the Location Selection Form, click on Other Allowances tab if not already selected.

When you first access the form, you will notice that the planning parameters are pre-filled with information. This information is default information placed here due to the way the form works, in that all fields must have a value. You will be changing this information to correspond to your task at hand.

In the Fund field, double-click on the entry box to display the 1.list of funds you are authorized to plan allowances.

After a period of inactivity, the planning parameters will automatically reset and revert to the default values.

For example, the Fund field will repopulate with HR999, and you will need to reselect the parameters to continue.Select the applicable fund from the list. The list will only 2.display the Fund(s) you are authorized to access based on their profile.

For example, in the screen below you are only authorized to plan for the UN Mission in Mali.

Select the fund and click on OK.3.

Select the Budget Period for which the allowances will be in 7.effect and click on the OK button.

Remember: the Fund Type affects the selection of the time period value.

For other entities, the budget year is the 1st of January 2019, through the 31st of December 2019.

For Peacekeeping, the budget year is the 1st of July 2018, through the 30th of June 2019.

In the Content field, double-click on the entry box and select 8.the scope or scale of the deployment.

For example, ongoing budgets will always be continuing scope or scale, so CONTINUING_SCE would be selected.

either by scrolling through the list or click on the search icon and enter the name of the version in the Find field.

Each Unit is associated with a Troop and Police Contributing Country, which cannot be modified. The list is based on the Memoranda of Understanding which is maintained centrally.

Military Police Units are categorized as: Infantry, Enabling and Formed Police Units (FPU). Military Police Units do not include: Individual Uniformed Personnel, HQ Staff Officers, Military Observers, Individual Police, Government Provided Personnel, and Civilian Electoral Observers.

Since the cost for Infantry and Enabling Unit Types are posted in the same Commitment Item for Budget Planning, the form will display, in the upper right corner, the total cost for the Unit Type that was not selected.

This allows the budget planner to have a complete view of the total cost for both Unit Types.

Once the form is refreshed, information for the other Unit Type will be retrieved and displayed; if nothing has been previously saved, the corresponding fields will be blank.

If #RFR is displayed, this is an indication that the form has not been refreshed.

If the deployment schedule entered in the MPU03 form is incomplete or has been modified, a notification message will be displayed at the top left of the form. The message will read: “The Unit Type deployment schedule is incomplete.”

If the deployment schedule is complete, but any change has been made since the last save of the Allowance Costs form, a notification message will appear at the top left of the form. The message, “Form has unsaved data. Click the Save Button to save”, will be displayed.The message does not stop the user from saving the data.

In the Estimated Not to Receive Recreational Leave 14.Allowance column, enter the percentage of personnel who will not receive RLA.

In order to receive Recreational Leave Allowances, personnel must complete a minimum of six months tour of duty.

Therefore, there may be a percentage of personnel who are not eligible for Recreational Leave Allowances.

The form will automatically recalculate the costs. Therefore, the gross RLA and the net RLA will change.
