Please find enclosed our most current report reflecting investigative results completed through today's date pertaining to Trina Mayes. As we have discussed telephonically, there are several additional completed investigative results that will be complied into a third report that will be transmitted separately. There are a few remaining interviews required to complete the scope of work in Phase II. I will send a summary of these "pending interviews" later this week for your review. We are transmitting this report (and current invoice) via electronic means, but will also be sending a printed copy of each through regular mail.

We will withhold a final invoice until we are able to complete the additional aspects of Phase II and submit a completed report and invoice at that time. As you will recall, we amended the first report to include some aspects of Phase II.

Trina Mayes/ McGee

A review of Trina Katrice Mayes/MeGee's personnel file and records were conducted by Manual, Daniels, Burke International (MDBI) Investigator John V. Insogna. The following is a summary of that review:

Trina Mayes/ McGee started her law enforcement career in May 2005 with the Garden City Police Department (GCPD), Garden City, GA. She advised the only reason she was hired was because she is a black female. At that time GCPD was seeking its Commission on the Accreditation of Law Enforcement (CALEA) and they needed a black female on the rolls.

Mayes/MeGee ended her employment at GCPD on February 28, 2006 when she submitted her letter of resignation. Prior to the department receiving her letter of resignation GCPD was not aware of what her status was with the department. One day she did not report for duty. Her GCPD vehicle was found in the police department parking lot. Found inside the vehicle was her duty belt, police radio and the keys to the vehicle. Mayes/MeGee did not inform anyone as to her whereabouts or what her intentions were. GCPD launched an investigation in an attempt to locate her. Calls made to her cell phone were not returned. Her mother was contacted with negative results.

When Captain Gilbert Ballard, GCPD, was informed that repeated attempts to make contact and locate Mayes/MeGee failed, he prepared a memo to Chief David Lyons, GCPD to inform him of the situation. Capt. Ballard noted in his memo to Chief Lyons, that Mayes/MeGee violated two GCPD policies: 1) an officer shall remain at their assigned station and/or at their duty assignment unless they are appropriately relieved by a supervisor; and, 2) an officer shall not be absent from assigned a work station without permission. Capt. Ballard in his memo recommended that Mayes/MeGee be terminated from GCPD.

A review of the Savannah Chatham Metro Police Department (SCMPD) personnel file for Mayes/MeGee contains a letter from Capt. Ballard to Officer Trina McGee. Capt. Ballard in this letter informed McGee that her probationary time with GCPD was being extended for a six month period. The apparent reason for this probation extension according to Captain Ballard is a January 17, 2006 incident. Captain Ballard made reference to a January 17, 2006, incident at her house in which the police were called. Capt. Ballard noted that during this incident McGee's estranged husband Fred McGee, made several accusations involving McGee's conduct.

Investigation conducted by MDBI confirmed that on January 17, 2006, the police were called to 7222 Albert St. Savannah, GA the residence of Trina Mayes/MeGee. A review of the police report that was filed that night showed that Trina Mayes/MeGee's estranged husband Fred McGee, called the police after he found his wife Trina with another man, William Lamont Sellers, aka Rocky.



In the report Fred McGee, alleges that Trina Mayes/MeGee pulled a gun on him a charge that Mayes/MeGee denied. When the arriving officer found out that Mayes/MeGee was a member of the GCPD, he notified that department and a GCPD officer was dispatched to the scene. As a result of the incident Mayes/MeGee surrendered her service weapons and a personally owned gun to the investigating officers.

The man who was at Mayes/MeGee house that night was identified as William Lamont Sellers, aka Rocky. Sellers' is a convicted felon with numerous arrests. Sellers was recently interviewed by a local Savannah TV station regarding his relationship with Mayes/MeGee. During this interview Sellers claimed on one occasion he was with Mayes/MeGee when a police officer attempted to pull them over. Mayes/MeGee who was driving the vehicle at the time did not want to be found in the company of a convicted felon so she ran from the police. Mayes/MeGee denied this allegation during an interview with MDBI investigators.

MDBI also interviewed Sellers. During this interview Sellers claimed for a period of time he lived with Mayes/MeGee at her residence located on Albert St. Sellers lived with Mayes/MeGee when she was transitioning from GCPD to SCMPD. Mayes/MeGee was aware of the fact the Sellers was a convicted felon. During the time that Sellers was living with Mayes/MeGee, Sellers identified Anthony Albert Jackson, who was a friend of Sellers and also a fugitive from justice. Sellers claimed that Mayes/MeGee was aware of Jackson's fugitive status and did nothing about it.

During an interview with MDBI investigators Mayes/MeGee denied she knew Anthony Albert Jackson and that he ever lived at her house. Mayes/MeGee also denied that Sellers lived at her house. Mayes/MeGee claimed that Sellers only spent one night at her home and that her relationship with Sellers lasted for a very short period of time. Mayes/MeGee stated she became aware of Sellers convicted felon status when following the January 17, 2006, incident at her home she was called into the office of GCPD, Chief of Police, David Lyons. Chief Lyons told Mayes/MeGee that Sellers was a convicted felon.

Sellers also told MDBI investigators that on one occasion he and Mayes/MeGee were driving home to Georgia through South Carolina in a rental vehicle. Sellers was driving and was pulled over by the police for speeding. Before the officer approached the vehicle Sellers and Mayes/MeGee changed seats so Sellers would not get the ticket.

On December 12, 2013, Mayes/MeGee was interviewed by MDBI investigators in the presence of her two attorneys. During this interview Mayes/MeGee was questioned about her relationship with Sellers. Mayes/MeGee was asked if while Sellers was an inmate at the Chatham County Detention Center (CCDC) did she ever put money into Sellers jail account? Mayes/MeGee denied that she gave money to Sellers while he was in jail. Mayes/MeGee was made aware of the fact that a SCMPD Internal Affairs report prepared by Sgt. Cleveland Lovett stated that records at the CCDC showed that on April 10, 2006, she deposited $30.00 into Sellers jail account. Again Mayes/MeGee denied the allegation stating that you could not trust Cleveland Lovett and that he is the nephew of former Chief of Police Willie Lovett.



Additional investigation conducted by MDBI showed that Mayes/MeGee did not deposit money into Sellers jail account but received a $30.00 check drawn on funds from Sellers jail account. MDBI obtained records from CCDC to confirm the transaction. The check was made payable to Trina McGee. MDBI also found records that on July 12, 2006, Mayes/MeGee co-signed the bond to have Sellers released from jail.

Mayes/MeGee was asked while Sellers was locked up in CCDC did she ever go there to visit him. Mayes/MeGee denied that she ever went to the jail to visit Sellers. MDBI obtained copies of the visitors log for Sellers. These logs show that on April 10, 13 & 18, 2006, a Tina Williams visited Sellers. Tina Williams listed herself as a cousin of Sellers. Tina Williams also listed a Social Security Number on the jail log. Further investigation determined that the SSN listed for Tina Williams was issued to a 54 year old male living in Acworth, GA. It is also noted that the surname of Williams is Mayes/MeGee's maiden name. Additional investigation conducted by MDBI at CCDC showed that the bail posted for Sellers when he was released was co-signed by Trina McGee.

MDBI conducted a review SCMPD, Internal Affairs (IA) report# 270308, dated May 30, 2007. This report was prepared by Sgt. Cleveland Lovett. The IA investigation was based on a complaint from a Paten Jenkins. Jenkins alleged that Mayes/MeGee was harassing him and other individuals. Patent claimed the harassment was retaliation by Mayes/MeGee because of her break up with Sellers. During the course of this IA investigation the matter of Mayes/MeGee truthfulness was raised as well as her association with criminals.

On July 23, 2007, Capt. H. Wiley II, SCMPD, prepared the Letter of Transmittal (LOT) for this IA report. Under the section titled Allegations- Oath of Office, Ethics and Conduct there was an allegation that called Mayes/MeGee's truthfulness into question. This charge was sustained. The report stated, "It is obvious that her answers were not truthful."

Under the section marked Association with Criminals the report exonerated her. In the Rationale section of the report it stated, "All documentation shows that any alleged improper association with criminals were prior to her employment at SCMPD and should have been discovered during the background process." MDBI reviewed Mayes/MeGee personnel file and determined her hire date with SCMPD was April 24, 2006. As mentioned above MDBI found evidence that on July 12, 2006, Mayes/MeGee co-signed the bond in order for Sellers, a convicted felon to be released from jail. Noted the July date is post the date that Mayes/MeGee was hired by SCMPD.

MDBI found that on May 27, 2006, Mayes/MeGee was involved in another incident at 1526 Stuyvesant Street, Savannah, GA. This location is the home of Mayes/MeGee's former husband Fred McGee's grandmother. On this day Mayes/MeGee showed up at the above address to pick up her children from her ex- husband. It was also the day the McGee grandmother had passed away and the whole McGee family was present. An argument developed between Mayes/MeGee and her ex-husband Fred. Family members reported that Mayes/MeGee threatened Fred by telling him that she would put him, "six feet under." Family members also reported that Mayes/MeGee was abusing her position as a police officer. Mayes/MeGee was asked to leave the residence or they would call the police. Mayes/MeGee responded by saying I don't care. I am the police.



On July 13-16, 2012, Trina Mayes and her husband Officer Laprentice Mayes, SCMPD, were involved in a domestic dispute that turned physical. The police were called to the Mayes residence. As a result of this domestic violence dispute IA initiated an Internal Affairs investigation# 2120710. The investigation was conducted by Sgt. Cleveland Lovett and his final report was submitted on August 14, 2012.

Contained in this report are remarks made by Trina Mayes to Laprentice that she called Chief Willie Lovett and told him what happened. According to Trina Mayes, Chief Lovett told her to tell Laprentice that if he hit her again he was going to lose his job. Laprentice Mayes responded by saying, "I ought to fuckin' kill you."

Trina Mayes also claimed that Laprentice "choked me" and put "handcuffs on me." For their role in this dispute both Trina and Laprentice received a two day suspension without pay. During the MDBI interview with Trina Mayes, she claimed she was the victim in this incident and that she should have not received any time off. The only reason she received the two day suspension was because Chief Lovett wanted to be fair to the both of them.

During the MDBI interview Mayes/MeGee admitted she had a sexual affair with former SCMPD, Chief of Police, Willie Lovett. As a result Mayes/MeGee has filed a sexual harassment suit against Chief Lovett. Mayes/MeGee also named Captain Cedric Phillips as a defendant in the suit.



McGee Family Interviews

On December 11, 2013, Manuel, Daniels, Burke International (MDBI) Investigator John V. Insogna attempted to contact Frederick McGee, the former husband of Savannah Chatham Metro Police Department Officer Trina Mayes. Investigator Insogna was able to speak with Mrs. McGee, who identified herself as the mother of Frederick. Mrs. McGee advised that he son is currently out of the country on a work assignment. Investigator Insogna provided Mrs. McGee with his contact telephone number and requested that she get a message to her son to contact him.

Later in the day, Yvette McGee White, telephone # 470-242-5054, the sister of Fred McGee contacted Investigator Insogna regarding his contact with her mother. White confirmed that her brother is out of the country and difficult to contact. Investigator Insogna explained to White the nature of his contact and why he wanted to speak with her brother. White stated she is very familiar with Trina Mayes and described her as a very evil person.

White stated there was an incident in which Trina pulled a gun on her brother and chased him out of his house. The police were called to his brother's house. White stated her brother has a copy of the police report. White identified her brother's house as being located at 7222 Albert Street, Savannah, GA.

White advised that she knows that Trina was involved with Rocky Sellers and that Sellers stayed with Trina at the Albert Street location. White further advised that she recently saw Sellers being interviewed on a local Savannah TV station in which Sellers admitted he was involved with Trina.

White stated Trina also caused a scene at her grandmother's home located at 1526 Stuyvesant Street, Savannah, GA. Trina again threatened her brother Fred and the police were called. White believes that the police should have a record of them being called to each location. White was asked if she could contact her brother and have him contact Investigator Insogna.

On the same day, Investigator Insogna was contacted by Eric McGee, telephone# 912-604-3957, who identified himself as the brother of Fred McGee. Eric stated he is currently serving in the US Navy assigned to Groton, CT. He was calling in regards to Investigator Insogna's contact with his mother and sister Yvette.

Eric stated his brother is out of the country on a work assignment. Eric said his brother is a contract employee that frequently works out of the country. Eric is aware of all the problems his brother has had with Fred's former wife the current Trina Mayes and her involvement with Rocky Sellers.

Eric stated his brother caught Rocky and Trina in bed at their home located on Albert Street. Fred chased Rocky out of his house. Trina pulled a gun on Fred and pistol whipped him then



threatened him by saying, "you will die." Eric stated the police were called to his brother's house.

Eric told of a second incident in which Trina threatened his brother. This occurred on May 27, 2006 at 1526 Stuyvesant Street, Savannah, GA. Eric stated it was the home of his grandmother and the reason he remembered the date because it was the day his grandmother passed away. Eric stated his family was at the grandmother's home due to her passing when Trina showed up. Trina created a scene and was asked to leave the property or the family would call the police. Trina told them, "call the police, I don't care. I am the police."Eric stated he was standing next to his brother when Trina told him that she would, "put him six feet under."

Eric advised that he was the one who called 911 to report Trina. The 911 operator told Eric there was nothing they could do because Trina was a police officer. The police never showed up. Eric later called SCMPD, lA (Internal Affairs) to report the incident.



Captain Gilbert C. Ballard Interview

On December 10, 2013, Captain Gilbert C. Ballard, Garden City Police Department (GCPD), Garden City, GA, telephone number 912-963-2704, was contacted by Manuel, Daniels, Burke International (MDBI) Investigator John V. Insogna. Investigator Insogna explained to Capt. Ballard the nature of the contact. Capt. Ballard voluntarily furnished the following information:

Capt. Ballard stated he recalled when Trina McGee (now known as Trina Mayes) was employed by the GCPD. GCPD hired McGee as a patrol officer and sent her to the police training academy in order for her to obtain her POST certification. McGee did not work for the GCPD for a very long time.

Ballard stated McGee had a difficult time transitioning to a career as a law enforcement officer. At the time she started her law enforcement career she was going through a divorce that caused childcare issues for her. As a result she had a difficult time showing up for work on time.

Ballard related a story of how all the police units at GCPD are equipped with video cameras. It is the department's policy to review the tapes of traffic stops, especially those made by new officers, to ensure that they are following proper safety procedures. In the case of McGee, she felt as though she was being singled out for criticism and not being treated fairly. There was also an allegation that she failed to act as a backup for a fellow officer who made a traffic stop.

Ballard advised that McGee's probationary period was extended for six months. This action was taken as the result of an incident that occurred at her residence on 1117/2006. At the time she was married to Frederick McGee. Police were called to her residence. Her husband made accusations involving her conduct to the investigating officers. Ballard wrote a letter to McGee advising her that her probationary period was being extended. Ballard also told her that it was imperative that she conduct herself in such a manner as to reflect a favorable image of herself and the GCPD at all times.

On 2/28/2006, Ballard wrote a memo to Chief David Lyons, GCPD, regarding another incident involving McGee. McGee left her assigned duty without permission or authorization. McGee failed to notify anyone of her whereabouts. She left her police car, duty belt and her car keys behind. She could not be reached on her portable radio or cell phone.

In his memo to Lyons, Ballard cited that McGee violated two GCPD policies: an officer shall remain at their assigned station and/or at their duty assignment unless they are appropriately relieved by a supervisor; and, an officer shall not be absent from assigned a work station without permissiOn.

At this time Ballard was not aware of McGee's status with the department, but based on what he had learned about McGee's behavior and the fact she was still on probation he recommended that she be terminated. Ballard advised that later he received a letter of resignation from McGee.



In McGee's letter of resignation she claimed she was not being treated fairly and had been subjected to undue stress. In Ballard's opinion McGee was ''just not cutting it as police officer."

Ballard was asked if any other negative information concerning McGee's personal background had surfaced that caused GCPD to terminate her. Ballard stated he was not aware of any additional information concerning McGee's background that would have caused GCPD to terminate her.



William Lamont Sellers Interview

On December 10, 2013, William Lamont Sellers, aka "Rocky" voluntarily appeared at the office of the City Attorney, Savannah, GA to be interviewed by Manuel, Daniels, Burke International (MDBI) Investigators John V. Insogna and George Murray. Sellers was advised of the identities of the investigators and the nature of the proposed interview. Sellers acknowledged his understanding of who the investigators were and consented to being interviewed. Sellers furnished the following information:

Sometime during the later part of 2006 and the beginning of 2007, he became acquainted with Trina McGee (who later became Trina Mayes). At the time when Sellers first met Trina she was a police officer for the Garden City Police Department,(GCPD) Garden City, GA. She was in the process of getting a divorce from her husband Fred McGee.

After a short while, Sellers moved in with Trina at her residence located at 7222 Albert Street, Savannah, GA. At this time Trina was working for the Garden City PD but was in the process of leaving GCPD and joining Savannah Chatham Metro Police Department (SCMPD). When Sellers moved in with Trina he had an outstanding arrest warrant for him issued in South Carolina for receiving and concealing stolen property. Sellers stated Trina was aware of this and on one occasion she came home from work with a print out listing the arrest warrant for Sellers. Trina showed Sellers the print out and cautioned him to be careful because of the warrant. Sellers stated Trina crumbled up the slip of paper and threw into the trash. Sellers said he was not worried about being picked up by the police because Trina always had her portable police radio with her and they could monitor it to make sure no one was coming to arrest Sellers.

While Sellers was living with Trina, he was joined at her residence by a friend of his by the name of Anthony Albert Jackson. Sellers described Jackson as being "on the run" because he had a warrant outstanding for his arrest for burglary and aggravated assault. Sellers stated Jackson moved in with Sellers and Trina. Sellers stated Trina knew that Jackson was a fugitive from justice because Jackson's case was in the news. According to Sellers, Trina considered Jackson's offense to be only a crime of passion because Jackson assaulted his girlfriend and her new boyfriend. Sellers stated Jackson was eventually arrested and is currently serving a 42 year sentence in the Macon Georgia State Prison.

(Investigator's Note: A check with the State of Georgia- Department of Corrections web site confirmed that Anthony Albert Jackson is an inmate at the Macon State Prison. Jackson's release date is listed as 2049. Jackson was charged with burglary and aggravated assault. The incident occurred in January 2006.)

Sellers advised that in 2006 he was arrested for a warrant issued in South Carolina for Receiving and Concealing Stolen Property. Sellers was picked up in Georgia and extradited to South Carolina. Trina posted his bail. Sellers was convicted of this charge and received a sentence of 8 months. He was given credit for time served.



Sellers was asked to comment about the statement he made to a local TV reporter that he and Trina outran a police officer that attempted to pull them over. Sellers stated that they were in his 1992 Chevrolet Silverado pickup truck. Trina was driving and Sellers was dozing off. Trina woke Sellers up and told him the police were going to pull them over. Sellers told her to take off because he had an outstanding warrant. Sellers said the truck was equipped with a bench type front seat so he slid over next to Trina and began taking control of the truck. They eventually outran the police. Sellers said he parked the truck out of sight next to a garage that belonged to a friend of his.

After the chase he and Trina laughed about the fact that they outran the police when Trina was the police herself. Trina told Sellers that he was crazy for what he did. Sellers told Trina now she knows what it is like to be a real criminal. Sellers believes the truck he drove that night was either registered in his name or that of his sister Lakisha Cooper. Sellers said he came forward with the information about him and Trina outrunning the police after he saw Trina on TV.

Sellers related another story involving Trina. Sellers stated they were travelling one night together in South Carolina. Sellers was driving a rental vehicle that was rented in his name. He was speeding when a police officer pulled him over. Because it was dark and the police officer was not near his vehicle, Sellers was able to switch places with Trina. Trina was ticketed for travelling 1 0 miles over the speed limit.

Sellers stated he knows Trina's husband Laprentice. Sellers is also acquainted with Laprentice's two brothers, Michelle and Willie. Sellers did jail time with both of them. Sellers was locked up in the county jail with Michelle, whom Sellers described as a "dope boy" (meaning drug dealer). Sellers did time in state prison with Willie Mayes.



Tina Mayes/MeGee Posted Bond for Sellers

On 12/16/2013 the Chatham County Sheriffs Offices Savannah, GA advised George Murray, a representative of Manuel, Daniels, Burke International LLC (MDBI) that Trina Mayes posted a portion of the bond for William Lamont Sellers, aka Rocky, inmate number X0097643. This bond from the Chatham County Jail was posted on July 12, 2006. The bonding company was A Brighter Day Bail Bonds, 2 Park of Commerce Blvd. Savannah, GA 31405.

The bonding company requested a subpoena to release details and documents. At the time Mays gave her name as Trina Katrina Williams McGee and her SSN, - she described herself as a "friend" and an employee/Police Officer of Savannah Police Department.

want to say any further because he dki not want the mother of his children to gel in any trouble. At a later time he again

mentioned that his wife had pointad a gun at him but aaain slof)l)ed talking and stated that he did not want to press charges

against the mother of his children. Jt was not until a later time that he stated that he did want to press charges and decided to

make a full statement about the firearm being pointed at him.

Upon speaking with Mrs. Mr;Gee she stated that she met William Sellers at her Beauty Shop. She asked him if he would

come to her resfdenr;e and take out her garbage. She slated that she had not paid her garbage fees and that sh6 needed

someone with a truck to take out the trash for her. Mrs. McGee stated that Mr. SeJ/ers came over and while he was there they

had sat down in the living room. She stated that when they_ were In the living room her husband came to the door saying I

know somebody is In there. Mrs. McGee stated that she let Mr. Sellers out the back door and that he jumped to fence in the

rear of the yard. She let her husband into the house and he began looking around. She told her husband that he needed to

leave. Mrs. McGee stated that her husband then walked outside and looked in Mr. Sellers truck and found the mail lying in the

front seat. She stated /hat her husband then began walking around and callina William Seller's name. She stated that Mr.

Sellers made ii back to his truck and left. the scene before her husband found him. She stated that whsn her husband noticed

William Sellers was aone he also left the residence. She stated that Mr. McGee later returned to the residence and stated.

''Bitch I'm calling the_police. w Mrs. McGee further stated that Mr. McGee has not stayed at the residence sines before

January 01, 2006. She stated that her husband gave her his keys on .January 1°1 end has not stayed there since. She also

~d that she believes that Mr. McGee has been spying on her for some lime now. Mrs. McGee furlher slated /hal their three

ghifdren were at the residence at the time but they were all in the bed asleep at tile time of t11e Incident. Mr. and Mrs. McGee's

Three children era (D.O. B. 8}, a McGee (0.0 .8. 0 0), and a McGee (0.0.8.

We had been advised that Mrs. McGee was a oolice officer with the Garden City Police Department. Star Cpl.

Be]narowicz contacted the Garden City Police Department and notified them of the situation at 7222 Albert St.

U. Chapman of the Garden City Police Department responded to 7222 Albert St. Upon Lt. Chapman's arrival we updated him

On the above date at approximately 2307 Hrs. I was dispatched to 7222 Albert St. in reference to a disorderly person.

~arriving to the scene I observed a black male standing In the street In front of 7222 Albert St. Upon approaching the black

male he Identified himself as Fredrick McGee (REP} and he stated that he was the one who called the JX>Iic&. Mr. McGee

slated that he and his wife. Trine McGee (SUS}. ar&leoaiiY married but theY have been sel)arated since the first of January.

Mr. McGee stated thai he had not been slaying at their residence, 7222 Albert St., since January 01, 2006. He stated that he

had returned to the residence to visit his wife and children and when he arrived he noticed a green Chevrolet truck sittfng

across the street from his residence. Mr. McGee staled that he went to the backyard and looked into the rear window of the

residence . He saw his wife hugging on another man in the living room area. Mr. McGee checked the rear door and found that

it was locked. He stated that he did not have a key to the residence because his wife had changed the locks to the residence.

Mr. McGee went to the front door and knocked. ffe statsd that Mrs. McGee came to the door but did not open the front door.

He stated that Mrs. McGee stalled for five or ten minutes before openif]9__the door. He stated that when she opened the door

she stated that no one was at the residence. Mr. McGee walked into the house and b!J{lan looking around. Mr. McGee stated

that his wife told him that he was not coming into the house. Mr. McGee stated /hat as he was walking from the bedrooms back

to the living room area Mrs. McGee pointed a handgun at him and told him to get out. Mr. McGee described the handgun

as a smafl black pistol that Mrs. McGee usually keaps in her purse. He stated that when she pointed the gun at him he began

to walk out of the residence. Bafore leav/nf1 the residence he stated that he checked the rear door and noticed that it was

unlocked. He stated that he looked out the rear of the residEmce and saw a black male Jumpif!Q the fence in the back yerd.

Mr. McGee went back to the front of the residence where the green truck was parked. He stated that he looked into the vehicle

and saw apiece of mail with the name William Sellers and the address 1103 E. 5fh St. on the envelope. Mr. McGee went back

to the rear of the residence looking for the male and heard a vehicle leaving the area. When he went back to the front of the

residence the green truck was no longer oarked in the street. Mr. McGee stated that he left the residence and went to 1103 £.

si~ St. to attempt to locate Wlfllam Sellers. He stated that he sooke with someone at the residenc€1 and they said that William

Sellers was not there at the time. Mr. McGee then returned to his residence on Albert St. and called 911. Mr. McGee stated

retrieve her deeartment issued firearms from her vehicle outside. I look possession of Mrs. McGee's personal firearm to submit

it to the eroeert;i room at SCMPD headguarters for safekeeeing. The firearm that was logged Into the property room Is a Kel-

Tee P-11 9mm Luger. solid black in color and serial number A3727. I provided Mrs. McGee and Lt. Chapman with a CRN card.

I also provided Mrs. McGee with a hand receipt fqr her firearm that we logged Into the property room for safekeeping. Mr.

McGee responded to precinct six to fill out a written statement on the incident that occurred on this date. I provided Mr. McGee

wjth a CRN card and advised him of further QI'OCedures that he could follow.

Trina Mayes Interview

On December 12, 2013, Trina Mayes appeared at the office of the City Attorney for the City of Savannah, GA. Mayes was accompanied by her two attorneys, William R. Claiborne and S. Wesley Woolf. Mayes was advised of the identities of Manuel, Daniels, Burke International (MDBI) Investigators John V. Insogna and George Murray. She was informed as to the nature of the proposed interview. Mayes voluntarily furnished the following information:

At the outset of the interview Mayes' attorney William R. Claiborne asked the MDBI investigators if they were recording the interview. Claiborne was informed that the interview was not being recorded by them. Claiborne advised that he would record the interview. Claiborne was observed recording the interview on his iPhone. Noted during the interview Claiborne received several incoming calls on his phone.

Mayes stated she began her law enforcement career with the Garden City Police Department (GCPD) in May 2005 and left in February 2006. During the time she worked for GCPD she used her married name of McGee. Mayes advised that she was hired by GCPD because she was a black female and they needed a black female to qualify for Commission on the Accreditation of Law Enforcement Agencies (CALEA) certification.

Mayes was informed by the MDBI investigators that her personnel file contained a letter written by Capt. Gilbert Ballard, GCPD, addressed to her. In this letter Capt. Ballard informed Mayes/MeGee that her probationary period with GCPD was being extended for six months due to a January 17, 2006 incident at her residence. Also included in the letter was the fact her husband, Fred McGee, made some accusations about her conduct to the responding police officers from the Savannah Chatham Metro Police Department (SCMPD).

Mayes/MeGee confirmed that SCMPD did respond to a call to her home located at 7222 Albert St., Savannah, GA on January 17, 2006. She explained that incident involved her ex-husband Fred McGee and William Lamont Sellers, aka Rocky.

Mayes was asked to describe her relationship with William Lamont Sellers, aka Rocky. Mayes admitted she knew Sellers and referred to him as a "street boy." Mayes stated that when she first met Sellers she was employed as a police officer for the GCPD. Mayes was at a beauty salon getting her hair done when her beautician told her that Sellers would like to call her. At the time Mayes was in the process of divorcing her husband, Fred McGee. Mayes agreed to talk to Sellers. Mayes stated she was only involved with Sellers for a very short period of time. Mayes denied that Sellers ever lived with her at the Albert St. residence. Mayes stated Sellers spent only one night at her home. Mayes also denied that on January 17, 2006, she pulled a gun on her exhusband, Fred McGee. Mayes confirmed the police were called and showed up at her house. Mayes stated a police report was filed concerning the incident.

(Investigator's Note: A review of SCMPD CRN # 060118002 was conducted. This report concerned the January 17, 2006 incident at 7222 Albert Street, submitted by Officer A.V. Arflin.



The complainant listed in this report is Frederick McGee. In this report McGee stated that he went to his former residence to visit his wife and children. When he arrived he observed his wife hugging another man. McGee later learned the unknown male was William Lamont Sellers, aka Rocky. While he was at the Albert St. residence, his wife Trina Mayes/MeGee pointed a gun at him and told him to leave. Trina Mayes/MeGee also threatened McGee by saying that someone was going to "knock him off'. According to the report, the SCMPD officer learned that Trina Mayes/MeGee was a GCPD officer and he notified that department. A GCPD officer was dispatched to the scene. Trina Mayes/MeGee surrendered her personally-owned weapon as well as her police-issued weapons to the responding officers.)

Mayes was asked when she first became aware of the fact that Rocky Sellers was a convicted felon. Mayes advised that after the January 17, 2006 incident at her house, SCMPD forwarded information about Sellers to the GCPD. GCPD Chief Lyons called Mayes into his office and informed her that Sellers was a convicted felon.

Mayes was asked if she knew an individual identified as Anthony Albert Jackson. Mayes stated she did not know anyone by that name. Mayes denied that Jackson ever stayed with her at her house. Mayes denied knowing that Jackson was a friend of Sellers.

(Investigator's Note: In a previous interview by MDBI investigators Rocky Sellers stated that while Anthony Albert Jackson was a fugitive from justice, he spent a week with him at Mayes' Albert St. residence. Sellers claimed Mayes was aware of Jackson's fugitive status because the Jackson case was in the news.)

Mayes was asked if while Sellers was being housed in the Chatham County Detention Center (CCDC) in April 2006, she ever visited him. Mayes replied no, that she never visited Sellers in jail. Mayes was asked if she ever deposited $30.00 in Sellers' jail account while Sellers was an inmate at CCDC. Mayes stated she never deposited any money in Sellers' jail account.

Mayes was informed that according to SCMPD, Internal Affairs (IA) report# 270308 dated May 30, 2007, prepared by Sergeant Cleveland Lovett, Mayes (referred to as Trina McGee in the report) was asked if she ever deposited money into Sellers jail account. Mayes answered no to the question. Mayes was further informed by the MDBI investigator that according to the IA report, Sgt. Lovett obtained documents from CCDC that showed that on April 10, 2006, Trina McGee put $30.00 into Sellers jail account. Again Mayes denied that she put money into Sellers' jail account.

(Investigator's Note: On 12/12/2013, MDBI investigators contacted Chief Deputy Roy Harris, Chatham County Sheriff's Office, with a request to search CCDC records in an attempt to confirm if Mayes/MeGee deposited money into Sellers' jail account on April 10, 2006. Chief Deputy Harris, after a search of the CCDC records, informed the MDBI investigators that Mayes/MeGee did not make a deposit into Sellers' jail account but she did on April 10, 2006 receive a $30.00 check from Chatham County made payable to Trina McGee the funds were drawn from Sellers' jail account. Chief Deputy Harris made a copy available to the MDBI investigators of the CCDC records to confirm this transaction.)



With regard to her denial that she had visited Sellers at CCDC, Mayes was informed by the MDBI investigators that according to the report of Sgt. Cleveland Lovett (referenced above), records at the CCDC show that Mayes visited Sellers while he was at CCDC on April 10, 13 & 18, 2006. Mayes again denied she ever visited Sellers at CCDC.

(Investigator's Note: On 12/12/2013, MDBI investigators reviewed CCDC visitor records that showed that on April 10, 13 & 18, 2006 a Tina Williams, Savannah, GA, SSN , visited Sellers at CCDC. Williams was listed as a cousin of Sellers. Noted- Williams is Mayes/MeGee's maiden name. A check of the SSN listed above determined it to be issued to a 54 year old male living in Acworth, GA.)

Mayes was asked to explain how the lA report reflected that records at CCDC showed that she deposited money into Sellers account and that she visited him on three occasions but that she denied these events ever happened. Mayes' response was that you could not trust Sgt. Cleveland Lovett. Mayes also noted that Cleveland Lovett is the nephew of Chief Willie Lovett. Mayes contended that records in Savannah could easily be changed.

Mayes was questioned about a recent TV interview of Rocky Sellers in which he alleged that on one occasion while in the company of Mayes they outran police who attempted to pull them over. Mayes acknowledged that she saw the TV interview of Sellers, but denied that she was ever involved in fleeing and eluding the police.

Mayes advised that she travelled to the state of Virginia with Sellers. They were driving a rental vehicle that was rented in her name. The purpose of the trip was to visit one of Sellers' relatives there. On the way home from Virginia, Mayes was pulled over by the police for speeding. Mayes could not recall what state she was in when she was stopped. Mayes advised that she did not receive a ticket because she "badged" (informed the police officer that she was a police officer) the police officer and he let her go without issuing a ticket. Mayes denied that Sellers was driving the vehicle when they were stopped and that she changed seats with him.

Mayes was questioned about a May 27, 2006 incident at 1526 Stuyvesant Street, Savannah, GA. Mayes identified the above address as belonging to her ex-husband Fred McGee's grandmother. Mayes stated that on May 27, 2006 she dropped her children off with McGee. She later learned he took the children over to his mother's house. Mayes then proceeded to the Stuyvesant St. location to retrieve her children. When she arrived there she learned that McGee's grandmother had just passed away. As a precaution, prior to Mayes arriving at Stuyvesant St., Mayes placed a call to her attorney, Karen Dove Barr, from her cell phone and kept either Barr or Barr's secretary on the phone to be a witness to the child exchange. Mayes later learned that Fred McGee's brother Eric McGee had filed a complaint with SCMPD, lA about her (Mayes') behavior at 1526 Stuyvesant St.

Mayes denied that while she was at the Stuyvesant location she threatened Fred McGee by telling him that she would, "put him six feet under." Mayes was asked what she would say if it turned out there were witnesses present who heard her make such a statement. Mayes stated she did not believe that Fred McGee or his brother Eric McGee were even present when she picked up her children. Mayes further stated that you could not believe the McGee's, that they are a



bunch of liars. Mayes advised that following this incident she was called into SCMPD Captain (Hank) Wiley's office and he instructed her to stay away from the McGee's.

Mayes was asked to explain to the investigators the events that occurred at her home on July 13-16, 2012, in which she and her current husband Laprentice Mayes got into an altercation and the police were called. Mayes stated that she was the victim in this incident and she was the individual who called the police. Mayes admitted that at the time ofthis incident she was having an affair with Chief of Police Willie Lovett. Trina stated that during the argument with Laprentice she called Chief Lovett and told him what happened. Chief Lovett told Trina to tell Laprentice that if he hit Trina again Laprentice would lose his job.

As for the two day suspension Trina and Laprentice received as punishment for this incident, Mayes stated the only reason she got the two days was because the Chief wanted to make it appear fair and that both of them got the same punishment. Mayes stated she was of the opinion that she should not have gotten any time off at all.

Mayes described Captain Cedric Phillips, SCMPD, as a friend of her husband, Laprentice Mayes, who later became a friend to both of them after she married Laprentice. Mayes has been to Phillips' home on several occasions, such as his promotion party when he became a Captain, Christmas dinner, and a celebration for the graduation of his son.

She recalled that she also went to Capt. Phillips' home in Richmond Hills, GA while on duty one night. Phillips drove to his home in an undercover SCMPD vehicle to "check on his house". He went inside for a couple of minutes while she remained in the car. Two male officers rode in the vehicle with them-Officer Henderson (Eric) and Officer Waders (Bobby). There was no legitimate reason for this trip outside the SCMPD jurisdiction, but she went because Capt. Phillips told her to come with him. Since at that time he was her sergeant on the Crime Suppression Unit (CSU), she made the trip.

Mayes stated she handled a domestic violence investigation involving a female and an individual identified as Ben West. On the day of the incident, Sergeant Gillipal (ph) and officers who responded to the scene did not charge West. Later, after Mayes interviewed West and determined what occurred, Mayes filed charges against West for kicking the female victim in the head.

West, who was Captain Phillips auto mechanic, told Lieutenant Oliver, SCMPD, that he (West) was kin to Captain Phillips. When Captain Phillips found out that Mayes had charged West with a domestic violence charge, Captain Phillips called Mayes and reprimanded her for charging West. Captain Phillips told Mayes she was biased and always locked up the male without doing a thorough investigation. Captain Phillips called Mayes' supervisor, Sgt Jackson, to complain about Mayes actions. Captain Phillips wanted all of Mayes' domestic violence cases reviewed by Sgt. Jackson.

Mayes said she testified before the grand jury regarding the Ben West investigation. West was later indicted by the grand jury. Mayes stated to date she has not testified in a trial for the West



matter. Mayes does not know if the case is pending or was disposed with a plea. The ADA on this case is Salina Jones.

Mays stated that the son of Chief Lovett was involved in a domestic violence matter with a girlfriend whose name she could not recall, nor could she recall the dates for this case. Mayes first learned of this incident when she received a call from Captain Phillips. Captain Phillips told her what happened and alerted her that she would receive a report about it. Captain Phillips then told Mayes, "You know what to do with it." Mayes said she immediately queried the ARS/Tibroun system and found the report of the incident. Later in the day Mayes met Chief Lovett in his office and asked him about the incident. Chief Lovett wanted to know how she knew of it. Mayes told him that Captain Phillips told her about it. Chief Lovett told Mayes that it was no big deal, not to worry about it.

The next day Mayes tried to find the report in ARS/Tibroun system, but could not find it. Mayes determined it was no longer in the system. Mayes does not know who removed it. Mayes stated she does not have the authority to remove a report; only sergeants and ranks above can remove reports.

Mayes advised the female victim in this domestic violence incident with Chief Lovett's son was given a job with city as a Community Resource Officer (CRO) at $16/hour. This hourly rate is $2.00 per hour higher than what other CRO'S are being paid. As a result another CRO, Shawna Weathers has filed a lawsuit against the city for discrimination in pay.

Mayes has filed a sexual harassment suit against the city of Savannah and has named Captain Phillips as a defendant. Mayes stated Captain Phillips recently contacted her parents and told them to encourage Mayes to divorce her husband Laprentice. Captain Phillips told Mayes' parents she would not be promoted until she divorced him.



Review of Trina MeGee/Mayes

On December 16, 2013, Manual, Daniels, Burke International (MDBI) Investigator John V. Insogna, reviewed Savannah Chatham Metro Police Department (SCMPD) Internal Affairs (IA) report# 270308, dated May 30, 2007, prepared by Sergeant Cleveland Lovett. This IA investigation was initiated based on a complaint from Paten Jenkins.

Paten complained that Officer Trina McGee was harassing him and other individuals. Paten claimed McGee's actions were in retaliation on Trina McGee's part because of her breakup with Rocky Sellers, when Sellers returned to his wife.

During the course of this IA investigation concerns arose regarding Trina McGee's truthfulness and her association with criminals. In the Letter of Transmittal (LOT) prepared by Captain H. Wiley II, date July 23, 2007 under the section titled Allegations-Oath of Office, Ethics and Conduct- Truthfulness: The report found the charge of Truthfulness was sustained. In the Rationale section of the report it stated "It is obvious that her answers were not truthful."

As for the charge of Association with Criminals the report exonerated Officer Trina McGee. In the Rationale section of the report stated, "All documentation shows that any alleged improper associations with criminals were prior to her employment at SCMPD and should have been discovered during the background process."

The report showed that Trina McGee was exonerated on all other charges on July 15, 2008, the Disciplinary Review Board met and decided that this case be classified as Not Sustained.
