A quorum was present. The first portion of this meeting was a joint session between the RTCC, which was sti l l in session from its meeting earlier in the day, and the RTAC. Mr. Voller asked everyone in the room to introduce themselves and share something positive that is occurring in their community. Mr. McNeill noted that Ms. Thurman is now the new voting member representing the Moore County municipalities. Mr. Day briefly reviewed the agenda for the meeting and noted the addition of an item to allow the TCC to vote on the PRISM item before the TAC takes action. Mr. Hodges-Copple provided a presentation on the PRISM Research Triangle project, which is a project to pursue a grant for a regional plan on infrastructure, economic development, housing, environmental protection, and sustainability. He asked the TAC to approve a letter that would indicate will ingness to allow TARPO staff time to be credited toward the project as a leveraged resource. He outlined the potential benefits of involvement, including the “preferred sustainability” status on federal grants, the access to CommunityViz software and training, and the focus on regionwide economic development planning. Mr. Burns asked whether the CommunityViz software is something that would be transferrable to other regions in the

state. Mr. Hodges-Copple replied that he was not sure what other regions in the state may be using in terms of software, but that this program was being used by the two MPOs in our region, and that is why it was chosen. Mr. Rust asked what the CommunityViz training would be because Moore County also had the software and would be interested in attending the training if possible. Mr. Hodges-Copple replied that he would look into that. Mr. Voller asked how the CommunityViz program works. Mr. Hodges-Copple provided an explanation of how scenario planning can be conducted with the software. Ms. Li les asked whether the project would have any type of working group related to CommunityViz. Mr. Hodges-Copple replied that there would be six teams working on various aspects of the project, one of which would be a technical team. Mr. Voller asked Mr. Johnson whether NCDOT had any issues or concerns related to the project. Mr. Johnson replied that he was not aware of any issues. Mr. Hodges-Copple noted that NCDOT was also a party to the project (through the letter of support being provided by the Governor ’s office). Mr. Voller asked Ms. Lee to provide her update on the progress of Comprehensive Transportation Plans (CTPs) in the region. Ms. Lee provided a handout to the committee and briefly reviewed the schedule and status for the Orange County, Pittsboro, Chatham County, Moore County, and Lee County CTPs. Mr. Burns noted that he has received communication from many residents of Moore County, particularly in the Horse Country, and asked for an update on the situation there. Ms. Li les stated that the issue in Horse Country is related to US 1 and whether there should be a new-location roadway that would potentially go through Horse Country or whether the existing roadway should be improved. She stated that there is not an easy answer to that question as both options would have considerable impacts. Mr. Melton noted that this is one of the primary issues that will be addressed at the upcoming Moore County CTP charrettes in October. Mr. Voller asked Ms. Lee about a letter the Town of Pittsboro had received regarding a request for a public hearing on the Pittsboro CTP before it is adopted. He wished to know NCDOT’s opinion on whether another public hearing was necessary. Ms. Lee replied that from NCDOT’s perspective, the public involvement requirements for a CTP had already been met through the previous public involvement sessions held for the plan. Mr. Voller noted that he is not opposed to the idea of holding an additional public hearing if that is what people want to do, but that he has heard from several other people involved in the CTP process that there have already been numerous opportunities for public involvement on the plan and that another hearing would not be necessary. Ms. Lee noted that if the town wishes to hold another public hearing, NCDOT does not have a problem with that. It is a decision for the town to make. Mr. Day noted that on a previous CTP he worked on, both the county and the city involved chose to hold public hearings (beyond those performed by NCDOT) before adopting. Ms. Lee noted that Johnston County is also taking that approach, but that in all these cases it was a local decision to hold the public hearing – it was not something required by NCDOT. Mr. McKee noted that he would recommend holding a public hearing because it allows people one last formal chance to make a comment in a setting that is formally noticed and recorded. Mr. Voller noted that he agrees with Mr. McKee in principle. He recommended that when the TAC adopts a resolution of endorsement that it should include a recommendation that the local governments hold a public hearing before adopting the plan.

Mr. Stone provided the construction update for NCDOT Division 8. Mr. Voller asked whether Mr. McNeill ’s concerns from the June TAC meeting regarding the crepe myrtles on US 1 had been addressed. Mr. McNeill and Mr. Melton replied that the crepe myrtles were being relocated to various facilities around the county. Mr. Johnson noted that NCDOT is working on the proposal for replacing the landscaping in the area where the crepe myrtles were removed with a low-maintenance grass, and that additional landscaping will be added along various sections of US 1 as part of the preparations for the US Open. The median along this section of US 1 is too narrow to place shrubs or trees in the median. However, the section north of Hyland Hil ls wil l retain its crepe myrtles. Mr. Voller asked if there was anything that could be done to address the gap in the sidewalk along US 15-501 between the Orange-Chatham line and where the sidewalk begins again in the Town of Chapel Hil l . This is an area that is in the MPO, but is within Orange County’s jurisdiction. Mr. McKee replied that he would look into the issue. Mr. Voller noted that there are inter-jurisdictional issues involved. Mr. Johnson stated that while it may be possible to use CMAQ funding for this type of project, there would be issues with the fact that it is not within a municipality and counties typically are not in the business of building sidewalks. Mr. Voller noted that it does not make sense for there to be a gap in the sidewalk, regardless of jurisdictional and funding issues. Mr. Day noted that TARPO does have some CMAQ money that could potentially be assigned to this project, even though it is within the DCHC MPO, but that would require an agreement with the MPO and would require Orange County to find money for the local match. Mr. Johnson also noted that a maintenance agreement would be necessary, and sidewalk maintenance is not something counties typically handle. Ms. Lincoln also noted that CMAQ projects are locally-managed projects, and that the county is not typically in a position to supervise or manage a sidewalk project l ike that. Mr. Day noted that the above hurdles may make it difficult to fund this as a CMAQ project, but there may be some other way of doing it. Mr. Voller asked how much CMAQ funding TARPO had been allocated. Mr. Day replied that although a specific number had not been provided by NCDOT, based on past funding levels TARPO should expect about $215,000 to $220,000 over a two year period. Mr. McKee noted that he expected the maintenance may be the largest stumbling block from his perspective. He stated that he would follow-up on the issue. Mr. Voller asked Ms. Guilbeau to provide a summary of the TCC meeting. Ms. Guilbeau noted that there was an outstanding agenda item for the TCC regarding a recommendation of approval for the PRISM Research Triangle Project. Ms. Li les made a motion to recommend that the TAC approve the letter of support for the PRISM Research Triangle project. Ms. Vega seconded the motion. There was no further discussion. The motion passed unanimously among the TCC members. Ms. Guilbeau provided an update on the discussion at that morning’s TCC meeting. She noted that the TCC had recommended that the TAC endorse the Pittsboro CTP with the provision that the language in the resolution be changed to show that the TAC would endorse the “maps and planning process of the highway element of the Pittsboro CTP.” She also

noted that the TCC had only identified one potential CMAQ project in Chatham County. She deferred to Mr. Day and the TCC members from Moore County to discuss the issues that were raised with regard to the SPOT and CTP processes. Ms. Correll made a motion to adjourn the TCC meeting. The motion was seconded by Ms. Blake. There was no further discussion. The motion passed unanimously among the TCC members. Mr. Day passed out the April 2011 RTAC meeting summary and allowed members a moment to review. Mr. Voller noted that the gentleman who presented at the April meeting on hydraulic fracturing had also given presentations to several other localities in the region and noted that the hydraulic fracturing hotspot in the state is in Moore, Lee, and Chatham counties. He also noted that tracking mineral rights in land titles can be very difficult. Mr. McKee noted that truck traffic can also be a major concern with hydraulic fracturing. Ms. Thurman made a motion to approve the meeting summaries from April and June 2011. Mr. McKee seconded the motion. There was no further discussion. The motion passed unanimously. Mr. Voller introduced Item 7a, the endorsement of the Pittsboro CTP. He noted that the TAC should consider the discussion from earlier in the meeting when decided whether/how to endorse the plan. Mr. Day noted that the NCDOT had requested the TAC to consider endorsement at today’s meeting, but that local adoptions at the Town of Pittsboro and Chatham County had not occurred yet, and it was at the TAC’s discretion whether they would vote on endorsement today or table the issue until October. However, due to the busy agenda anticipated for the October meeting, he wanted to present the plan to the TAC today. Mr. Day and Ms. Lee provided a brief overview of the Pittsboro CTP. Mr. Voller noted that he would recommend the TAC endorse the plan at this time and pass along a recommendation that the localities hold public hearings. Mr. Melton made a motion to endorse the Pittsboro CTP with a recommendation that Pittsboro and Chatham County hold public hearings before adopting the plan. Ms. Thurman seconded the motion. Mr. Day asked for clarification on what the TAC was recommending with regard to the public hearing. Mr. McKee noted that he would recommend that both the town and county hold a public hearing before adopting. Mr. Melton noted the same. Mr. Day asked for further clarification on whether this recommendation would be binding or non-binding. Mr. Voller replied that he did not believe it could be binding, it could only be a recommendation. Ms. Lee asked for clarification on whether the TAC wished to change the language in the draft resolution or whether this public hearing recommendation would be addressed through some other means. Mr. Melton replied that he did not believe the recommendation needed to be in the resolution, since the resolution should stand on its own. Mr. Voller noted that the public hearing recommendation could be made in a cover letter or some other means. Ms. Olive noted that the public hearing issue needed to remain optional and non-binding and should not be in the resolution language. Mr. Parks asked whether it might be possible for the town and county to hold a joint public hearing. Ms. Guilbeau noted that the TCC had recommended a change to the language in the adoption resolution and asked

whether the TAC wanted to incorporate any of those recommended changes in their resolution. Mr. Day, Ms. Guilbeau, and Ms. Lee discussed the TCC’s recommended language of “maps and planning process of the highway element of the Pittsboro CTP.” Mr. Voller asked Mr. Day what his recommendation would be. Mr. Day replied that if the changed language provides further clarification and makes the TAC more comfortable with the resolution, and if NCDOT does not have a problem with it, then the change should be made. Mr. Voller asked Mr. Johnson what his recommendation would be. Mr. Johnson replied that he would recommend waiting until after the Town of Pittsboro and Chatham County had adopted the plan and then bringing to the RPO for an endorsement vote. Mr. Day noted that the typical process would be for the local governments to adopt first, then bring the plan to the RPO for endorsement. However, in cases where there were scheduling issues, it was allowable for the RPO to endorse before the plan was locally adopted. That is what happened in this case. It is up to the TAC whether they are comfortable endorsing the plan today or not. Mr. Voller noted that there was a motion on the floor to endorse, so the question was whether to withdraw that motion or whether to go ahead with a vote at this time. Mr. Melton noted that he could withdraw his motion if that is what the committee chooses, but he would recommend moving ahead with the vote at this time. A vote was called on the motion on the table, which was to endorse the Pittsboro Comprehensive Transportation Plan and send a letter to Pittsboro and Chatham County with a non-binding recommendation that they hold public hearings before adopting the plan. The motion passed unanimously. An additional motion was made by Mr. Parks to suggest that the TCC’s recommended language changes be noted in the minutes and passed along to NCDOT, but not included in the official endorsement resolution. This motion was seconded by Mr. McKee. The motion passed unanimously. [Ed. Note: Brief notes from this point on due to malfunctioning recorder equipment] Mr. Day and Mr. Hodges-Copple provided a brief description of the letter of support for the PRISM Research Triangle project, included in the agenda packet as Item 7b. This was a follow-up to the discussion of Mr. Hodges-Copple’s presentation earlier in the meeting. Following a brief discussion, Ms. Olive made a motion to authorize TARPO’s involvement in the PRISM Research Triangle project and sign the letter of support. Mr. Melton seconded the motion. The motion passed unanimously. Mr. Day provided a detailed overview of the scoring system being used by the NCDOT SPOT Office as part of the Prioritization 2.0 process. He discussed several alternative scoring methods and showed the committee a spreadsheet that could be used to measure the impacts of different point assignments to different projects. He asked the TAC members to provide him with guidance on how they would l ike to proceed with conducting the local point scoring in October. Several members replied that it would be helpful to receive the l ist of projects and the preliminary quantitative scores that would be released by NCDOT sometime in September. They indicated that this would allow them to review the projects ahead of time with their respective boards, and perhaps with neighboring communities and arrive at the October meeting with a clear idea of their local priorities. Board members indicated that while it might be nice to have a clear, simple process for assigning the points, they would remain open to whatever system might provide the most “bang for the buck.” Mr. Day provided a brief background on the CMAQ program and told TAC members that the window for submitting new projects was open. There was additional discussion regarding the sidewalk project in Orange County that had been brought up earlier in the meeting.

TRIANGLE AREA RPO RESOLUTION ENDORSING THE APPLICATION FOR

A COMPREHENSIVE PEDESTRIAN PLANNING GRANT BY THE TOWN OF SILER CITY

WHEREAS, the North Carolina Department of Transportation has established a Grant which provides funding to municipalities for the development of Comprehensive Municipal Pedestrian Plans; and WHEREAS, the Town of Siler City has a desire to provide its' citizens with safe,

convenient, and more complete pedestrian travel facilities within the community; and

WHEREAS, the Town of Siler City has decided to apply for funding from the

Department of Transportation for development of a Comprehensive Pedestrian Plan; and

WHEREAS, the Transportation Advisory Committee of the Triangle Area RPO feels it to

be in the best interests of the Citizens of Siler City to endorse said planning project;

NOW THEREFORE, BE IT RESOLVED that the Triangle Area Rural Planning Organization Transportation Advisory Committee hereby endorses the application for a Comprehensive Pedestrian Planning Grant by the Town of Siler City, and if the project is selected, will provide technical assistance for the duration of the project. As part of the process, TARPO must prioritize/rank the projects that will be submitted for the TARPO area, and is required to submit a resolution of support for all submitted projects. At this time, TARPO staff is only aware of one planned CMAQ project – a transit project planned for Chatham County. A draft resolution of support is attached. Triangle Area Rural Planning Organization Resolution ENDORSING CHATHAM TRANSIT NETWORK’S PROPOSED CONGESTION

MANAGEMENT AND AIR QUALITY PROGRAM GRANT APPLICATION TO THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION FOR INCLUSION IN

THE 2014 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM

WHEREAS, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Public Law 109-59, August 10, 2005) continues the Congestion Mitigation and Air Quality Improvement Program (CMAQ) (23 U.S.C. 149); and

WHEREAS, CMAQ is a federal program that funds transportation projects and programs in air quality nonattainment and maintenance areas to help achieve and maintain national standards for pollutants; and

WHEREAS, the North Carolina Department of Transportation (NCDOT) administers the CMAQ program on behalf of nonattainment and maintenance areas within North Carolina; and

WHEREAS, a portion of Chatham County, North Carolina, is designated as a maintenance area for the national eight-hour ozone standard; and

WHEREAS, the Triangle Area Rural Planning Organization (TARPO) has administered a CMAQ project selection process among local area jurisdictions in air quality nonattainment and maintenance counties; and

WHEREAS, the resulting subject candidate project proposals meet the requirements of CMAQ and the guidelines established by the NCDOT to administer the program; and

WHEREAS, the subject candidate project will provide additional transit services within the designated portion of Chatham County;

NOW THEREFORE, be it resolved that TARPO endorses the Chatham Transit Network’s CMAQ project “New Feeder Bus Service” for inclusion in the 2014 State Transportation Improvement Program.

The attached list includes totals showing the “quantitative” points assigned to each project by the SPOT office based on statewide objective criteria. Additionally, TARPO must rank its top 5 bicycle projects and top 5 pedestrian projects (from the attached list of projects). The list includes the quantitative scores assigned to each of these projects by the NCDOT Bike/Ped Division. The RPO’s ranked projects will receive “local” points based on the following scale: 35 points for #1, 28 points for #2, 21 points for #3, 14 points for #4, and 7 points for #5.
