March 2010 IssueIt was great to see such a good turn out at Winter Convention – it was truly a fun time to “kick back” enjoy the festivities in the company of old and newly acquired friends.

The State Caucus was short and to the point –only covered business that was necessary; both State Meetings minutes (January 9th – West and 16th East) were approved; and the election of the 2010 Washington State Director. I will do my best to continue to keep you apprised on land and legislative issues; and in regards to any questions or comments please feel free to contact me at any time.

I am happy to say “Team Washington” are all on board for 2010 – the Land Coordinators are the backbone of our work force; thanks each and everyone of you - for your time and energy and supporting the Association and me for another year.

Now it’s back to monitoring the 4x4 related bills in Olympia (adjournment is March 11th), the goal posts seem to change every day or so - when a bill moves into another committee an amendment occurs. I imagine by the time our newsletter reaches the membership – this 60 day session of the Legislature will be history – the outcome will be posted on the website and your Land Coordinators and Region Directors will also have the current information.

Oregon State Meeting

Milwaukie, OR23 Jan 2010

Clubs in Attendance: Harney County High Desert Wheelers, Strawberry Hill, Wolf Pack 4x4, Salem Jeep Club, Sand Fleas, Flat Broke N Four Wheeling, Mud A Rama, Pistons Wild of Oregon, Klamath 4 Runners, Deschutes County 4 Wheelers, Umpqua Valley Timber Cruisers.

Guest: Trailbreakers, Inc, Piston’s Wild of Washington, Region 3 Individual Members Club; Ron Price and Mike Law from the Oregon Parks and Recreation Dept/ATV Committee; Stephanie Beall, Dave Hiatt and Jahmaal Rebb from Tillamook State Forest.

In total: 34 Folks attended this meeting

Meeting was called to order at 1215. As the fl ag salute, moment of silence and reading of the PNW4WDA code was performed at the preceding Region 6 meeting, these items were deferred. Region 6 graciously deferred their land matters discussion until the Oregon meeting so that members from Region 3 could participate in these discussions.

Thank you to Warn Industries for the use of their facility for the meeting. It is always appreciated.

Mike Law, OPRD, presented changes regarding safety that were passed in the legislature this past summer. This includes the use of helmets for children under 18 in any vehicle that is not street legal or does not have an enclosed roof or roll cage. Safety restraints must be used if provided by the manufacturer. Riley Ranch at Hauser, OR was also discussed as this area was created by ATV funds but still does not have adequate access to the dunes as was outlined in the proposed development plan. There is currently a lawsuit brought by the anti access folks to deny the access route. New alternatives are being sought. The new OHV regulations will be available on line 25 Jan 10.Link to new rules: www.oregonohv.orgMike can be contacted at [email protected] if you have further questions.

Ron Price, OPRD, discussed changes to the ATV

Commission as outlined in SB 579. This has drastically changed how the ATV commission will operate and it’s makeup. The commission now is made up of 12 individuals, seven representing various state agencies (sheriff dept, dept of health to name a few) and fi ve recreationists. Since the duties of the commission were dissolved with the passage of this bill, a new interview and selection process ensued. Pat Harris was selected to represent 4x4 interests on this committee. The committee is now taking all grant applications on line. A maximum of 10 letters of support and 10 photos are allowed with the application. As of now, there is the option of appearing in person if your project request is less than $20,000. All meetings will be held in Salem rather than traveling throughout the state. The cutoff for submissions will be 30 days prior to the meetings. Discussion ensued on how to determine which projects are being reviewed so that either letters of support or letters of non support could be sent to the ATV Committee. No set answer was given to this but Ron stated that he would look into a way to make this available on line.Link to ATV Grant Funding: www.oregon.gove/OPRD/ATV/index.shtmlAlso discussed was Sand Lake. This is not being managed by State Parks. Ticketing practices were discussed as well as the proper tags that needed to be in place and reciprocity between states.Also discussed was that $350K was taken from the ATV funds for management of invasive plant species as well as funding for Tillamook State Forest needs that were not included in the state budget. Without those funds, it was likely that TSF would have been severely hampered in it’s ability to keep trails open.

Stephanie Beall, Tillamook State Forest, was accompanied by Dave Hiatt and Jahmaal Rebb. Funding discussed. Also that there are still trials that can be adopted in TSF. New website should be up and running this spring. Of note is that if state police are now obligated to close any trail or area where destruction of riparian resources is observed until it is fi xed. Since funding for repairs is nil in the current budget, trails could be closed indefi nitely as a result of someone’s foolishness. (it becomes imperative that we need to police ourselves and the activities of others. If you see behavior on the trail that is not respectful and likely to result in destruction, please take pictures and give them to local law enforcement or the land manager to pursue

further). Also of note is that OPRD is purchasing the old Gilchrist Mill and surrounding area to develop an OHV park there. Also of note is that due to economic times, the clause of repairing existing trails back to their former status is no longer included in the contracts. If you are involved in a local trail system, you may want to get on the mailing list for timber sales and SOPAs so that you can become aware whether or not a particular timber sale will impact the areas you ride in are going to be effected.

Oregon Land Matters

Dan Haak, South Eastern Oregon and member of the Steen Mountain Advisory Council. ONDA (Oregon Natural Desert Assoc) is progressively blocking access to the Steen Mountain area. The BLM was successfully sued and fi ned regarding a 75ft accidental crossing of “the line” into the wilderness area. The Radar Hill OHV area has been adopted by Harney County High Desert Wheelers. They have built bypass routes to deter use of roads on private lands. This club is also making repairs to several cabins in the area that are used on a fi rst come fi rst serve basis.

Randy Drake, Central Oregon: Randy discussed the involvement of Deschutes County 4 Wheelers in their appeal of the Willamette TMP. He also discussed the building of the trail, “Quack Attack”. This is a technical trail. Edison complex also discussed. It is hoped that the efforts of DC4W will result in trails from Edison that will access trails from Lava Rock, Meadow Lake area and Schwartz Canyon to accommodate 4x4 use that can provide a variety of off road experiences.

Alan Paulson, Southwest Oregon: Umpqua NF has not yet released or produced it’s management plan. The Devil’s Staircase wilderness was discussed. It is felt that this area does not meet the requirements of wilderness and should be opposed by PNW4WDA. Please notify Sens. Wyden and Merkley as well as Rep. DeFazio that you are against this area being incorporated into new wilderness. Discussion of how elected offi cials east of the Mississippi are frequently the sponsors of bills affecting how the western states decide to use their resources ensued. Rogue-Siskiyou NF fi nal EIS has been published. At this time the McGrew Trail is still on the map.

First let me say how honored I feel to be the president of the Association. Winter Convention is over and I am so honored to be your next president. Luke has left big shoes to follow but with your help I know we can continue to protect our rights as motorized recreational users. At the March Board of Directors Meeting we discussed different ways in which we all can help strengthen and expand our membership and efforts. In addition to the goals that the board has already set I have two specifi c ones I want to work on. First, I want to expand the position of Public Relations. I believe that we need to resume having a yearly meeting bringing together all of the Regional PR Chairpersons. This will help each region by exchanging ideas and working to promote the PNW4WDA both externally and internally. Second, there is a bridge to be built between what I refer to as the web wheelers and the for lack of a better word old timers. Both have numerous contributions to be made and by working together can make us stronger than ever.As we celebrate our 50th year as an Association we need to stand strong. Please feel free to call or email me at anytime. I will do my best to work with you and to represent you as best I can.

working on the Fremont-Winema TMP. A fi nal decision regarding the options is still awaiting publication by the USFS. Klamath 4 Runners took the recreational specialist for F-W on a run so that he would better understand the needs of the classII enthusiast. Steve discussed the Modoc NF TMP. Klamath 4 Runners had GPS’d and documented trails for some time and submitted them to the land manager. It was noted that the TMP did not include these trails and they fi led an appeal but this was denied due to timliness. Klamath is now working with Cal4 on the appeal process. Klamath believes that the local manager for Modoc NF has become more receptive to their trail suggestions and are hopeful a compromise can be worked out..

Jeff Bowman, Northern Oregon: TSF is in a holding pattern due to funding issues.

Additional Land Matters

Crystal Crowder from Pistons Wild OR/WA reported on her clubs efforts in the Yacolt Burn area in WA. She notes that we should be reaching out to class I and III enthusiasts to help achieve or access goals.

Don and Carol Jensen were present and provided their report as IADs.

Greg Peters, Salem Jeep Club is suggesting an all Oregon Fun/Play day to help bring some sense of unity back to the regions as “Oregon” members of the Association. This used to be a fun event with the majority of the clubs in the state participating. Each club was responsible to bring a “trophy” for their event. Possible locations were discussed and it was felt that there was suffi cient interest to take this back to the regions for further discussion.Region 5 is starting to show some interest in developing a club in the LaGrande area. Also of note is that there is a by law proposal set forth for boundaries for region 5 as well as region 3 and 6 proposed by Art Waugh (wolf Pack 4x4). It was received too late for Winter Convention but will be at Fall Delegates Meeting.

As PNW4WDA will be celebrating 50 years of wheeling fun a discussion of what the next 50 years will be like was entertained. In summation the following ideas were brought up:--Being an active participant and volunteer within the USFS, BLM and SP systems so that you can determine and shape the trails you want--Upping the fun factor at club meetings and runs. --Supporting PNW4WDA by building from the bottom up. Our clubs will build PNW4WDA--Communication needs to

improve--PNW4WDA needs to look at encompassing other “toys” and forms of recreation such as the side by sides , quads--reverse to concept of the 10/90 rule: 10% doing the work and 90% either playing or complaining about what is done. Stop complaining and pitch in--trails that the grandkids can use in the future--stop the self prophesying curse of doom and gloom--follow through at the BOD level in a timely manner rather than tabling action items for what seem an indefi nite period of time

Oregon Director’s Report

Winter Convention Shelton, WA13 Feb 2010

As you will note from all the reports we are celebrating 50 years as an Association. I would like to start mine with a roll call of Oregon Directors. Some have gone to the limitless trails in the sky and some are still with us…if you are present please stand and be recognized for the job and service you have performed in helping to build the Association:

Starting in 1977 the Association had grown to such a degree it was decided to create the position of Vice President for each state.1977 Max Brisbane1978-79 Cliff Bales1980-81 D’Arcy Harding1982-83 Mary Zentner Title changed to Oregon Executive Director 19831984-85 Merrill Willard1987-2000 Pat Harris 2001-2002 Tom Harris2003-2005 Art Waugh (Karen Fisher appointed after Art resigned in 2005)2006 Karen Fisher 2007-present Beth Ayer

I will be honest in that I have only been a member of this Association since 2000 so my experience and knowledge of the Oregon Director’s

position is shaped by the most immediate predecessors. I have heard stories about each and every Director before me and can only conclude that we have been an eclectic bunch who have all had different styles of leadership, what our idea of the position is and how to fulfi ll the guidelines as set forth in the By Laws.

In reviewing some of the materials that Arlene has graciously sent to me as a record of the position, several things were worth noting. First, the issues of trail and Wilderness have had an impact on this Association since 1964 and the passage of the Wilderness Act. That was the fi rst year that actual politics were brought up and a request to start writing letters andgetting to know the federal land managers was strongly recommended. The second thing of note was at the time, there did not seem to be a strong separation between the states. There was no attitude of “well, it is in your backyard, so you take care of it”. The Association as a whole took part in the land discussions, folks from Washington concerned about land issues in the Medford, Oregon region and vice versa. There were some loud voices back then that the wolves were at the door and that our trails were at risk of being gone in the very near future.

Then somewhere along the line, there seemed to be a growing division between the states. Hard to pinpoint how and when but there seemed to be a growing sense of autonomy and stretching of our legs. Maybe something akin to the seven year itch, only about 13-14 years into the relationship. And ever since, it seems like each state has taken the stance of “we take care of our own”. There did not seem to be as much reliance on the Association.In the time I have been a member of PNW4WDA, I feel that we may be shifting back towards the central hub and a recognition that the Association is here for all of us, no matter what state we live in. Since the anti access wolves have come and slowly nibbled on all that we hold dear (and in this case it isn’t granny), we have had to rely on each other and learn through our mistakes and triumphs on how to keep

what is rightfully ours, ACCESS TO OUR LANDS. We need to be supportive of each other to fend off the wolves, no one person can do it alone.

So instead of preaching to the choir this time (and possibly the last depending on the outcome of the elections today) about the need to write letters, to get acquainted with your land managers, your elected public offi cials I would like to preach about another topic and that is tolerance.

Tolerance is what will carry us through the next 50 years as an Association. We all have a common goal and that is the fun of wheeling in its many forms. We all have the common goal of making sure that this type of fun and the trails we have enjoyed will be there for many future generations, not just our grandkids. It doesn’t matter whether we are racers, mudders, sand lovers or extreme rockers, we will lose out in the end if we do not take the time to respect each other, our differences of opinions and the ability to forgive and get on with achieving our common goals. It is our differences of opinions that we learn from and they should not divide us. No one person has all the right answers, it takes the collective whole to think outside the box and improve upon what we have, it is the only way we will achieve more.

There are some that will choose to view some of these statements as negatives against the Association. I don’t think that is the case. If we do not take the time to think of the negatives that we see, then how do we turn them into positives. If we all think alike and do not let our differences shine, then how can we grow and learn? We have to listen to each other. We have to be attuned to the varied needs of our members to keep them interested and coming back for more. If you hear something you think is negative, it is possibly the other person trying to say I am not getting what I want from this experience, can you help me out here? There is no negativity intended just a desire to make things better from their perspective. Do any of youremember when there was a jeep club that would only allow white jeeps into its ranks? Where is the fun in that?

Would anyone want to be that exclusive today? Think about it awhile….tolerance to be different, the ability to respect, grow and learn from our differences says a lot about who and what we stand for. Enough for my soapbox now….

The past three years have been a learning experience for me and an experience I have appreciated. My challenge to all is to become more involved on whatever level you feel you can do the most good. We all have talents that should be shared with others and not hidden away because of the fear that you will be rebuffed. Who knows, your thoughts and ideas may be just the ticket to keep this Association relevant and hip, cool and the schizz to the younger folks coming in and moderate enough to keep some of us old fogies interested in what you young whippersnappers can come up with.

March 2010I am having great diffi culty writing this report. What should be about works of the state offi ce has to grind to a halt. Some how we need to all get to the fi rst page together and move together page after page. Although I have several examples, this is the next to latest. Unfortunately, both have to be dealt with, but there is only room for this example. The latest is unbelievable and I cannot fathom this person’s actions or why he pays his dues to our great 4x4 association.

At Oregon Caucus meeting a report was laid out concerning an environmental group’s petition to close Creek-n-Trail (The McGrew Trail). Reading it, I was thinking that it looked familiar. Keep in mind others and I spend a few hourssss looking at the anti- access internet sites. Something that helps us track our anti-access’ movements if you will. They love to brag and post up on their websites proudly exposing their appeals and lawsuits against their fellow Americans. Others and I are constantly viewing these websites and are pretty up on what is pending and what is too late to work on as a group. Many times, we learn of issues from a road closure to wilderness about to be brought forward by the anti-access groups. Many times, it is the only heads up on a trail closure that there is. Another reason is by reading these and rewriting them in just the opposite direction our letter will contradict theirs. They say OHV scare the pants off wildlife. I’d just restate that hikers in the woods scare the pants off wildlife and it is what hunters have been doing for millions of years; walking through the forest; scaring up game to kill. It is easy to rewrite each of their paragraphs in our favor. This is pretty handy if you can’t think of any thing to say on your own. Within minutes, you can scribe a very effective letter. Reading through the report, which was presented

as the “latest word”, I was sure I had seen it somewhere else however.

After the meeting the Region 6 Director asked me about the petition as he also was thinking it was from another time and not current. Several others joined us also thinking the same thing and after returning home found out it was indeed from 2002. This petition to the forest service had been submitted by North Coast California Natural Plant Society and had been resolved in 2002. We did not know for sure but we (Region 6) had ask the PNW for $3000 for funds to fi le a lawsuit to fi ght the closure of Creek-n-Trail. These funds were never used as the appeal to close the trail was dropped. Our representative had made it quite clear to the then Forest Ranger that we would proceed with a lawsuit if the trail was closed. It was Region 6’s belief that had not the PNW made the funds available and we had not made our intention clear to the Forest Service; Creek-n-Trail would now be closed. Our action had already resolved this issue and it was deader than a doornail.

We discussed this “new” saga amongst the clubs, particularly with the individual who is the permittee for Creek-n-Trail. The lands matter people of these clubs thought it was a bit humorous that someone had mistakenly found this on-line somehow and brought it back to life as recent material. This is confusing as there is much outdated material on line. This is a part of what needs fi xed and can be done if we work on it together. If this person had called and discussed this issue with the land chairperson (Region 6 in this case) all would have been resolved. If this material had been brought forward to our various lands representatives and they in turn had worked with the state director it would have been resolved. Each would have begun looking into it fi rst to fi nd out the facts and then react to it accordingly. Working together it took us less than 24 hours to resolve this issue; or so we thought.

How does one fi nd the proper person to work with? Nowhere in the phone book does one fi nd a name for the premittee of Creek-n-Trail. Where is listed the name of the individuals in charge for the Modoc Forest Service area? Whom do I call if I just read on line there is an appeal to close Class II from SRA just nine minutes ago. Where do I fi nd which club is working on a specifi c area. How can I work with the association, region or club becoming a united front on an issue? This particular issue became a team effort and we resolved it quickly but how did we let the association know what and how it was resolved. Posting it on line would only inform a few. Writing it in Tri-

Power would have been too late. It is quite clear there is a lot of work that needs to be done at the Oregon’s State level to organize this state for the association. The gears in a manual transmission have to work together in order to get from fi rst to sixth. This is my goal to work with the clubs and regions to make our efforts work smoother together. It will take some time but this is but some of the things I hope to resolve statewide: a listing of people by the state’s regions and clubs, which includes the names of people who care. Men and women who want and understand Class II wheelers need a place to wheel in the future. This listing would be a small start in the right direction.

The internet is not like an old newspaper, magazine or book where it is dated and plainly can be seen that it is old. There are web sites that are 11 years or older that have had the same written text and pictures as the day they were written. There are no dates and if you happen not to know that man has been dead since November 17, 1998 you would think everything on the site pages is current. This brings me to the point of this single paragraph which is: do not believe what is on the internet but fi nd out your facts before screaming, “The sky is falling”. Find out the facts before you present your fi ndings and schedule meetings with offi cials to resolve something that is nothing. A team of PNW members is a thousand times more effective than an individual. There are no words to emphasize this point truly.

On the way to Winter Convention, I received a phone call that an ex-PNW member was going to schedule a meeting on his own behalf pretending to be the representative of Creek-n-Trail for the PNW. He was scheduling a meeting between himself, the Forest Service and the environmental group to mediate the supposed appeal. That he had to do this as no one was taking the “appeal” seriously and he was going to have to do it himself. “What could we do to stop him” was the question. It is not at this time known if others were encouraging him to do this or if he was acting alone. The simple point here is there is nothing that can be done over the phone that would stop any Joe from walking or calling and making this appointment with the Forest Service and the group appealing. He/She could say I am representing the PNW as he did. Whether others within the PNW where involved with him is unclear but no one will confess they helped or knew. The point of this paragraph is; any one could do this and he did.

Keep in mind here this person does not belong to a PNW club and has not belonged to the

PNW for a number of years. If he worked with someone within the association, we may never know. Region 6 had already written a letter to the Ranger District that he was not a member, he did not represent us, and this had been followed up with several phone calls as the years went by on various other issues.

The next morning I called Joel King the Forest Service Supervisor and he was ecstatic that I had called. He thanked me repeatedly for calling and he knew precisely why I had called. It was too late; the meeting had already been set up. Even though he knew that this person was not our representative, he had to make himself available; as the facilitator; as a Forest Service offi cial. This person pretending to be a PNW member or not; as a person; he had to be accommodated. “As I know he is no longer a part of your organization will you please come and help me sort this out.”

It gets a little foggy here the Forest Ranger did not have a clue what or why the meeting had been called. No appeal had been brought by the environmental group against the Final Decision of the Travel Management Plan up to this time. The attending groups did not understand why but were willing to listen to what ever.... One thing he could not do is give neither the meeting location nor the time; that information and invitation had to come from the person setting up the meeting.

How do you call someone who you know has been untruthful to the Forest Service and to an anti- access group and invite yourselves? It had to be done and I could not do this but thankfully, I knew someone who could. The words I would have spoken would not have been the words she chose. Even with that he told her more untruths concerning the particulars of when and where the meeting was to be. There is a God however and she accidentally discovered where the meeting was because the three and a half hour trip was shortened time wise by clear sailing over a very snowy pass. Mona Drake and Patti Pyland wandered in the door thirty minutes early and had a very nice chat with Mr. King prior to the meeting. In walked the person, a little early also, quite red-faced and I would of love to have been there. Caught with your pants down comes to mind and with very little encouragement they began fi nding out the facts. The four began coming up with a plan to resolve the present issue, which was meeting with the anti-access group. It will never be known what would have happened if the PNW had not of been there as no one knows what his agenda was about,

which really was questionable. When he found out the appeal was a petition from on-line, over eight years old and had been dropped most possibly due to Region 6 works he was still adamant to have the meeting. The “appeal” was an eight-year-old petition from an environmental group’s web page settled in 2002. From there things get worse and better.

The better is the anti-access advocate listened to our side of four wheeling and now understands we are trail users. We do not cross-country travel. We love the same fl owers and plants he does and do not intend to destroy them. The women gave him their best spiel and they convince him the PNW four-wheelers are the best alive and do not intend to ruin the environment etc…

Although they convinced the anti-access advocate present that he would consider to not actively pursue closing Creek-n-Trail he had to report to the chapter. This is the worse part; they had not fi led an appeal. The opposition may not have been alerted had this person taken the time to call Region 6 and work within our association. If he had just called one person within our state that has written or attended the meetings on Creek-n-Trail as Region 6 has done; the words spoken by the anti-access group would never have been spoken. The anti-access group had no idea the Final Decision had been posted but now “will” review their documentation and their positions. “The Chapter will make a decision on how to proceed concerning the Travel Management Plan and whether Creek-n-Trail may or may not be an issue would be up to the anti-access chapter to decide.” There is no monster best left to lie asleep than any anti-access group. This one is now awake and looking to feed thank you very much!

This is but one of the many times, this person has acted without the consensus of the association. This one person and his small following have cost Region 6 possible hundreds of miles of Class II trails and play areas. Not to mention time and effort in damage control.

The point of these many paragraph is but one. How can we stop this person or a small faction from acting without the consensus of the association? It would seem wise to me that we begin working together as an association and not as individuals. This one person has possibly destroyed three years of our work; writing letters to this Ranger District keeping Creek-n-Trail open. This person has possibly put to an end single handedly to Creek-n-Trail. There has to be a way for this association

It is possible these individuals have it set to undue us or possibly it is by accident of not knowing the right way to do things that they accidentally unravel us. Unfortunately I feel it is not the latter; if it was they would work in the light not behind our backs. Their works should be that of the majority with our blessing instead of our cursing. We need a process that enables us to either change their actions (which are very unlikely) or return their dues to them and say no thanks. We would strongly suggest to them in joining the other associations they speak so fondly of as we cannot afford their attempts to destruct this association any longer.

Our time is valuable. Instead of working on Oregon state affairs, we had to stop and drive over 400 miles to hopefully put this to rest again! Once again, this person was asked not to work on our behalf period. Again, he was asked not to meddle within Region 6’s trails and play areas or other association affairs.

Our lost wages and expense for travel will not be redeemed, if only this individual had called someone with knowledge of Creek-n-Trail. The most important lesson learned here is we need to get ourselves organized so the State and Federal offi cials know who we are. Organize ourselves so our own members know whom to call. Educate ourselves to work within our own association to handle Class II issues. We can do this if we work together as PNW members not as individuals with an axe to grind. A team of individuals, Oregon PNW members, working together could create Class II areas and trails that would make our members proud for generations to come.

RTP Project for Award

The Coalition for Recreational Trails (CRT), a federation of national and regional trail-related organizations, is pleased to announce its 2010 achievement awards to recognize outstanding trail projects funded by the national Recreational Trails Program (RTP). The awards will be presented in Washington, D.C. during Great Outdoors Week 2010 (June 7-13), as part of the Coalition’s ongoing effort to build awareness and

appreciation of this highly successful program, which has greatly enhanced the quantity and quality of trail experiences available to the public. They are planning to hold the awards ceremony on Capitol Hill and encourage Members of Congress to join in honoring the outstanding achievements of their constituents.

Award winners will be selected from projects nominated by public agencies, trail administrators or other project sponsors. Projects must be completed in order to receive an award. In addition, projects completed before 1998 are ineligible. Project award categories will include: construction and design; maintenance and rehabilitation; education and communication initiatives; accessibility enhancement; multiple-use management or “corridor sharing”; environment/wildlife compatibility; and use of youth conservation/service corps.

Now is your chance to nominate an outstanding project and to encourage the sponsor(s) of an excellent project in your state to submit a nomination as well. February 17, 2010The meeting was called to order by Angie Holm at 7:15, followed by the fl ag salute and a moment of silence for the ill and departed. Had several guests: Peter Marchel who is looking to join a club and whom Angie met at WC through Angie Marek, Neil Stamp, looking to join the Timber Tamers, Andy Hater from Dirty 13 and Trevor, looking to join the White Knuckle club. There were 11 delegates present, representing 7 clubs.

Secretary Report: Motion was made by Barb May from Outdoor 4X4’s to approve the minutes as distributed to yahoo groups and Tri-Power, Jay from Dirty 13, 2nd.

Directors Report: WC 2010 was a blast! If you missed it, you missed some fun. Friday night they had a big party in the hospitality room where everyone dressed up in their 50’s outfi ts. We had a couple of Marilyn’s, several Elvis’, Karaoke and you could have your picture taken. Saturday meeting went well, a lot of history refl ected by the BOD positions as well as past presidents speaking regarding some history that happened during their reign such as Jim Carter, Don & Carol Jensen, Frankie Allen, Roy Hyman, Arlene Brooks and Jim Putman. There were a lot of displays showing history of clubs, regions and events like Operation Shore Patrol. Congrats to Arlene for a good job with the PNW history as well as a big thank you to Carl Niebuhr from Olympic 4x4 Supply as he had numerous signs that he lent to Arlene which were club logos from over the years. Tri-Power had a lot of history going back to when it was called Jeep Nick, Keep on Jeepin to Tri-Power. Several clubs and regions displayed their banners, from Region 1 we had Bullshifters, Dirty 13, Timber Tamers and the Region 1 banner was also displayed. During the business meeting there were no bylaw proposals to be voted on, but there were PNW offi cers to be voted on. Angie Marek was elected President, Secretary is Sande Nettnin, Treasurer is Dave McMains, Oregon Director is Randy Drake, Washington Director is Arlene Brooks, IAD 1&2 is Don and

Carol Jensen and Competition had a nomination of Kevin Kehrberg but he is declining the nomination. Competition nominations will reopen and then voted on during the Fall Delegates meeting which is to take place on September 11th. If anyone would like a copy of the PNW Board of Directors history, you can email Sande Nettnin and she will email you a pdf copy of the documents, [email protected].

Treasurer’s Report: Written report submitted. Competition: Barrels with the Monster Trucks were in Portland this past weekend, during WC, and will be in Spokane this weekend. During the meeting at WC, the competition committee donated $1,000 to the scholarship fund out of the profi ts from the barrel racing with the Monster Trucks.

Land & Legislative:

HB2480 – was amended to allow forest service pass to include parking. Unsure if this has passed yet.

Reiter Trails: There is a fi eld trip planned on February 20th to show the current condition to DNR.

Walker Valley: There was a work part on February 13th. There is a new club working up there from Whidbey Island. Rainier Ridge Rams have been in contact and will provide Angie with some contact info so she can invite them into the PNW.

Whatcom County: Nothing new to report.

Other Land Issues: Greg from SJC brought up Evans Creek. Usually this area is closed but no enforcement. As of this Fall, they will enforce the closure, which will remain in effect until the Spring. This is due to the heavy ‘mud’ season and to keep the impact on the trails and wildlife low as this is also winter grazing time for the wildlife.

Membership: Nothing new to report, though this position is open.

Region Reports: Food Drive: Any food or blankets given to Grace will be donated to Hopelink.

Teddy Bears: Angie met with Rosalee McFadden from American Medical Response (AMR) on February 2nd to donate the stuffed animals she has collected from the delegates. She took pictures and will be posting an article in the Tri-Power as well as AMR will be sending a copy of their

newsletter, The Parascope, when its issued.

OSP: As of yet, Angie still doesn’t know who the new ranger is for the park. Reminder, the I-9 forms will be used permanently. Which will mean: you must have a valid driver’s license and a social security and/or a passport when registering for your campsite at OSP. Nothing for us has changed. The only difference is that all the regions will be doing it exactly the same. One change for us is this: no copies of social security cards or driver’s license will be taken but you still must have them to show proof. For those who do not want to provide the information the solution is simple; you must pay for your campsite. No if’s and’s or but’s about it.

New Business: Meeting location – As you all know or should know by now, the Crossroads Restaurant has closed its doors. We were able to fi nd a temporary location, Quality Foreign Auto (Luke’s shop) to hold our February meeting. Delegates were brought 3 locations to vote on: Cabbage Patch Restaurant in Snohomish, Old Spaghetti Factory in Lynnwood and 4 Wheel Parts in Lynnwood. All three had the room and date available. The delegates decided to try next month’s meeting at Old Spaghetti Factory. Angie will contact them and make the arrangements. Meeting time, for now, will stay 7:00pm -8:30pm.

Old Business We won the bid for Winter Convention 2011. Grace will be forming a small committee. She and Angie are meeting with the Everett Holiday Inn representative on Friday to fi nalize the contract. If you are interested in helping, please contact Grace, [email protected].

Fun Days. The subject of taking over Outdoor 4x4’s Fun Days which runs the weekend after OSP was discussed. Decision needs to be made whether the region would like to take it over. Some expressed concern regarding how much profi t the region could actually make. Others were concerned about the White Knuckle Swap Meet being that Sunday and another club event taking place on the same day wasn’t a huge concern but if it’s a region event, it could possibly overshadow their swap meet. Delegates were to take this information back to their clubs and get input. Region taking on Fun Days will be decided at

March’s meeting.

Good of the Order: Ed Tenney brought up helping out the administration process having to do with Reiter. Mike Lybold from Everett Powersports, Gold Bar Nature Trails, Sky Valley, and the City of Sultan have created a legal fund to help with this process. Ed asked the region to donate $200 toward the legal fund. Discussion ensued which voiced concerns about any victory that might be won would only be on paper as once the process was done correctly; DNR would just close it again, just the proper way. A motion was made to take the already set aside money for the spring clean up at Reiter of $150 and use that as a donation 2nd by White Knuckle. A second motion was made and 2nd by White Knuckle for an additional $50 be added to the clean up monies to be donated to the Reiter legal fund. After a close vote, delegates decided to donate a total of $200; $150 from the fund for Reiter Spring Clean Up and an additional $50 from the general account. Ed will give Jim info on where/who to send the check to.

May 22nd and 23rd. Currently there is no snow on the trail. The rednecks and Rugrats will be hosting a Fun Run on the trail on July 24th. Jim Putman talked about a meeting with the Forest Service to make some changes to the seasonal closing of the trail. (For those who are unaware, Evans Creek is offi cially closed during the winter months.) There will be another meeting on April 13th at 7:00 pm at the White River Ranger offi ce. Public is encouraged to attend this meeting to voice opinions about the seasonal closures. If you cannot attend this meeting, but would still like your voice to be heard, go to the forums section of the PNW4WDA website and follow the links to Evans Creek in Region 2. Finally, we are still looking for people to be camp hosts for this summer. Elbe Hills- Joe Wittig reported that there will be a work party on April 24th and 25th. Hot chow will be provided on the trail. As far as trail conditions, it is a “big muddy mess” right now. Timber Tamers recently had a work party and were able to complete about ¾ of the work that needed to be done on the Sunrise Trail.Tahuya- Jeff Williams reported that the timber sale has been completed. There has not been any date set at this point for the logging to start. We are thinking March sometime, but the sale contract allows for the logging to start at any time. Land Matters- Jim Puttman reported the dates coming up for work parties: Elbe Hills April 24th and 25th; Jim Sprick Park; Evans Creek May 22nd and 23rd; Liberty May 21st-30th; Moses Lake April 30th; Tillamock March 27th, May 8th, September 11th, and October 9th; Naches July TBA.

also given PR a copy of the Region 2 photo DVD for showing at events. Truck Fest will be April 10th and 11th at the Puyallup Fairgrounds. Once again 4-Wheel Parts will be looking for people who would like to bring their rigs in for show (does not have to shine, just show). Stephanie Beall stated that there will be work parties in the Tillamook on the 2nd weekend of each month excluding the months of July, August, and September.Washington Land Matters Bill Manbeck—Bill had no report this evening. Crystal Crowder handed out a copy of the report given out at the Washington Land Matters meeting. A public meeting concerning the proposed Yacolt Burn project will take place in February. This will be a very important meeting. Crystal will get the information out as soon as possible. Rick will take the Region scrapbook and the Region’s banner.Off Road Expo—Linda Jessen has received the invitation to participate in Kolbe’s 9th Annual Off Road Expo on May 1st and 2nd. As in the past, if we pay Off Road Expo’s Associate dues with the PNW he will give us a good deal on our booth. Don Jensen asked Linda if she would chair the project and she agreed. Don Jensen made the motion, seconded by Kira Dominiak, that we participate in the Off Road Expo. Earl Freimuth volunteered his Scout for the booth. There were a number of volunteers who offered their help. It was requested that the show rigs have appropriate permit stickers. A long discussion took place on required stickers and state laws. Tickets are being written. Art Waugh talked about Oregon laws concerning Class 1 and 2. Crystal Crowder stated that managers from Pro Caliber and Dick Hannah Jeep attended their last Piston’s Wild meeting and pledged their support of the Yacolt Burn project.Kira Dominiak stated that TJ from 4 Wheel Parts asked if the Region would consider moving their meeting start time to 7 pm. The suggestion was discussed but it would be a problem for many members including our new Director.GOOD OF THE ORDERBeth Ayers, PNW Oregon State Executive Director, was invited to address the Region. Beth gave us a report on her background. She invited the members to attend the Oregon State Meeting on the 23rd at Warn. She has invited several guests. He has been very active with trail runs, playing in the sand, and land matters for many years. He is involved in the Willamette National Forest appeal. He spoke about all the projects he has helped with. Randy is seeking the position of Oregon Executive Director. When asked about the fi nancial resources for projects, Randy explained about all the hours that added up while working with the Forest Service. Region 6 has funds as well as the PNW. Most expenses are covered out of pocket.Art Waugh was asked to speak next. He spoke about the different plans and their statuses. Vehicle AssociationUrges Enthusiasts and Industry to Comment on CPSC’sROV RulemakingROHVA Creates www.rohva.org/anpr to Facilitate Submission, IRVINE, Calif., Jan. 28, 2010 -- The Recreational Off-Highway Vehicle Association (ROHVA) is calling on enthusiasts and industry representatives to submit comments by March 15, 2010 in response to the U.S. Consumer Product Safety Commission (CPSC) proposed mandatory standards for Recreational Off-Highway Vehicles (ROVs), also known as side-by-sides and UTVs.

ROHVA previously expressed disappointment with CPSC’s October 2009 vote to issue an Advanced Notice of Proposed Rulemaking (ANPR) for mandatory ROV standards. ROHVA believes this action is premature because an American National Standards Institute (ANSI) process to develop standards for ROVs had long been underway. Since that time, the process has been completed and the proposed ANSI standard is under fi nal review. Components of the standard include protective gear requirements, a certifi ed roll-over protective structure, a minimum of three point seatbelts for each seating position, and multiple lateral stability criteria.ROHVA has created a web page - www.rohva.org/anpr - for enthusiasts and industry representatives that contains explanations of ROHVA’s position on ROV standards and links to important documents. The page also contains a link and other resources to facilitate stakeholders’ submission of comments on the CPSC’s ANPR.

“ROV stakeholders need to be heard on whether the appropriate next step to establish ROV standards is moving forward with CPSC-imposed mandatory federal standards or instead gaining experience under the ANSI standards and promoting the ROV Safety Rules available at www.rohva.org,” said Paul Vitrano, ROHVA executive vice president.

The ANSI standard development process involves a variety of interests including CPSC and other government representatives, industry, consumers and others. Participants reach a consensus on an appropriate ANSI standard for ROV equipment, confi guration and performance requirements.ROHVA has met several times with CPSC staff in an effort to address their concerns about the ANSI standard.

“ROHVA appreciates the Commissioners’ and CPSC staff’s interest in and willingness to discuss key technical issues, and our dialogue has been productive,” Vitrano said. “While there is agreement between CPSC and ROHVA on many aspects of ROV standards, there continues to be disagreement over some important technical issues, including vehicle stability, vehicle handling

and occupant protection and retention.”Vitrano concluded, “It also should be noted that the overwhelming majority of ROV operators and passengers use the vehicles safely and responsibly and benefi t from the unique recreational and utility capabilities of these vehicles.”

The Recreational Off-Highway Vehicle Association is a national industry organization that promotes the safe and responsible use of ROVs. Bill would increase

fi nes for damage to

federal landsScoffl aws who damage public lands could face up to one year in jail and $100,000 in fi nes under a bill two Colorado Democrats introduced last week.

The legislation (S. 2999 and H.R. 4589) is meant to deter damage to federal lands caused by illegal or reckless activities by increasing penalties that have not been updated in a quarter-century.

The measures from Sen. Mark Udall and Rep. John Salazar would authorize fi nes of up to $100,000 and 12 months in jail for deliberate violations and up to $5,000 for inadvertent violations. It also would establish a fi ne of at least $500 for any reckless use of fi re on public lands. The bill would affect the Bureau of Land Management, National Park Service, Fish and Wildlife Service and the Forest Service.

Increased use of public lands throughout the West has in some cases strained the capacity of the federal land agencies to adequately control and manage such use, the lawmakers said. The agencies do not have the authority to charge fi nes equal to the damage that results, they added, saying BLM is limited to a fi ne of $1,000 no matter how great the destruction.

“While most visitors to our public lands are responsible and law-abiding, some either knowingly or carelessly cause serious harm to areas that were set aside for everyone to enjoy,” Udall said in a statement. “The public shouldn’t have to pay for damage caused by a few careless visitors.”

The lawmakers cited examples including an event known as “mudfest” when two Denver radio personalities announced they were taking their off-road vehicles for a weekend

outing in the mountains near Boulder, Colo., which resulted in hundreds of people driving vehicles in a sensitive wetland area. Despite extensive damage, the Forest Service only assessed a $50 fi ne to the two disc jockeys, the lawmakers said.

Brian Hawthorne, public lands policy director for the BlueRibbon Coalition, which supports motorized recreation, said that while most of his group’s members support raising the fi nes, the bill won’t solve the problem. Enforcement works best on a state-by-state basis when county, state and federal agencies work across jurisdictions to put trained law enforcement offi cers on the ground, he said.

“This bill doesn’t do the job,”

Hawthorne said. “Increasing fi nes is like a feel-good measure. ... It’s just part of the cake mix there. You really need to get the most appropriate agency tasked to do the job in cooperation with all the other agencies out there.”

An Interior spokeswoman said the department is reviewing the legislation.

Udall has sponsored similar legislation in the past. Last year he also introduced S. 720 to authorize the agencies to use any funds from violations to help repair the damaged area and increase public awareness of the need for proper recreational use of federal lands.Noelle Straub, E&E reporterE&E Daily: Feb. 10, 2010

The hosting statement was given by the Moonshiners.

The PNW4WDA Code was read by Parliamentarian Tom Fisher (Sand Fleas and Mud-A-Rama).

Luke thanked the Moonshiners for hosting the 50th Anniversary Convention. The hospitality room was fantastic, good food, beverages, music and costumes. Special thanks to 4-Wheel Parts for sponsoring the evening. The delegation gave a standing ovation to the Moonshiners for all their hard work putting the convention together.

Art Waugh (Wolf Pack 4X4) made a motion to accept the minutes from the Fall Delegates meeting September 12, 2009 in Longview, WA as printed in Tri-Power, Seconded by Walter Jessen (Trailbreakers Inc.) motion passed. Sande Nettnin Secretary (Desert Rats) presented Luke a copy of “no frills minutes” just as he asked for. Luke then started to read them and they went like this 9:00, 9:01, 9:02 etc all the way to 4 PM when the meeting adjourned. Be careful what you ask for, you just might get it.

Introduction of new clubs: Region 1 – no new clubs; Region 2 – Carbon Glacier Mavericks; Region 3 – Pistons Wild of Oregon; Region 4 – Windy City Wheelers, and have one packet out; Region 6 –no new clubs but have 3 packets out; Region 7 – no new clubs.

TREASURER’S REPORT: Dave McMains Treasurer (Hurtin’ Units & Sand Commandos) had a written report. Dale Neuman (High Country Cruisers) made a motion to accept the 2010 budget that was presented, seconded by Ken Johnson (Bull Shifters) motion passed. Dave said with Edward Campbell (Web Master, Region 2 Director & Dog Pound off Road) they are working on a program that will allow us to pay our dues on line. Carol Jensen IAD #2 (PNW Individual Members Club & Sand Fleas) talked about an offer we had received from Blue Ribbon where we could

join, renew or extend our membership for $50 under this one-time offer and get one-year membership in the PNW4WDA, a one-year membership in the BRC (Blue Ribbon Coalition) and Four Wheel Parts will send you a $25 gift card for participating in the offer. Offer expires February 28, 2010. Application forms were on the back table. Since most of us have already paid our 2010 dues to the PNW, dues would be for the 2011 PNW dues and 2010 dues to Blue Ribbon. Dave said he didn’t

have a problem doing this and he thought it would work. Carol said she thought Blue Ribbon would have another program next year. Dave said he thought we would need to have some additional charge added to the cost of paying dues with your credit card. The credit card company charges a fee to do that. This is something that can be discussed at the March Board meeting. Tom James (Timber Tamers) asked what the advantages of this would be, Carol told him to go the Blue Ribbon web site at www.sharetrails.org for information. Blue Ribbon is not just 4-wheel drive but all motorized sports. Dave said he has enjoyed being our Treasurer and looks forward to the coming year. Dave reminded the delegation that a by-law was passed stating that anyone who is interested in running for Treasurer of the PNW needs to submit a resume at the December Board meeting with a written resume including leadership experience, computer knowledge of the current PNW programs, reasonable experience with budgets and profi t and loss plus two references from other groups or organizations. No new nominations for this offi ce will be accepted after the December Board meeting.

OTHER MONEY MATTERS:

Carol Jensen IAD #2 (PNW Individual Members Club & Sand Fleas) asked the delegation to approve membership dues of $100 to Tread Lightly, $100 to Blue Ribbon Coalition, and $150 to Specialty Equipment Marketing Association (SEMA). Don Williams (Go-4-All’s) made a motion to pay the dues as stated, Merrick Graves (High Country Cruisers & Wandering Willys’) seconded the motion, motion passed.

Frank Cieplik (Spanaway Moonshiners) presented a check for $2000 to the Scholarship fund.

Dave Taylor (Outdoor 4X4’s) presented a check for $500 to the Scholarship fund.

Rob Stafford Comp Chairman (Overbored Racing and Cascade 4X4’s) presented a check for $1000 from the proceeds from the barrel racing and Monster Truck show in the Tacoma Dome to the PNW4WDA Scholarship fund.

A donation of $400 was given by the White Knuckles to Trail Jamboree ($300 for adult prizes, and $100 was designated for the kid’s prizes. They also presented a check to the PNW4WDA for $500 to the Scholarship fund.

MEMBERSHIP REPORT: Angela Holm Region 1 Director (Happy Campers) is helping Membership Chairman Dave McMains (Hurtin’ Units & Sand Commandos) they are working out some problems and hope to have a report at our next meeting.

INTRODUCTION OF PAST PRESIDENTS: they shared a brief history of their time in offi ce.

Jim Carter and his wife Patti served in l975. Jim said he helped start the Wandering Willys’ Jeep Club in 1969. At that time the budget had a balance of $829.23. Jim said they had some very heated discussions about money back then. Jim said in 1973 he was secretary, and the monthly newsletters were mimeographed, collated and mailed to each club. He and Patti would have a work party at their house to put it together and mail it to everyone; it was a big job and they enlisted the

help of Region1 to do this; without their help it would not have happened. As a result of this, they (Jim and his wife Patti) were instrumental in starting our fi rst newsletter and called it Tri-Power. Jim then called Patti up and she talked about the beginning of Tri-Power. It was self sustaining and they only printed as many pages as they sold advertising for. The fi rst issue was only 4 pages. Patti was also instrumental in starting the Under the Hill Racing Gang. Jim said the fi rst banner was made by Betty Christensen of the Western Washington Bronco Busters and it was all hand stitched. Betty wanted to make a presentation of the banner at Winter Convention but there was a problem, women were not allowed to attend the business meetings so they had to get a special dispensation for her to do this and then leave. This banner is hanging on the curtain behind the stage today. Jim said be sure and look at the wonderful displays that were on the tables depicting the early days up to the present. Jim mentioned a few projects from 1971 through 1975. The Naches Trail, Johnny Horizon, Pick up a Mountain, Northwest Cascade Highway project, Holiday Cruises for the Handicapped taking residents from Fircrest and Buckley

to Woodland Park Zoo for lunch and walking around seeing the animals, Johnny Appleseed, and the March of Dimes Walk-A-Lot. The PNW was awarded the Keep America Beautiful Award in 1975 and Jim fl ew back to Washington D.C. to accept it. The last thing he talked about was the Alpine Lakes Coalition. Many of you may remember what a fi ght it was putting our trails on the map and fi ghting to keep the land from being designated wilderness. Jim said he is so very proud of the way this association has stayed together through the years working to keep the sport of 4-wheeling alive.Don Jensen and his wife Carol served from 1981-1983. Don said they used to do things that are no longer approved of like driving through mud holes and getting stuck. Don said almost from the beginning of his involvement he had kept saying we needed to be politically involved in order to keep our trails open etc. Don took his own advice and has been a politician for 17 years. Don was Comp Chairman for Region 3, Parliamentarian for the PNW, and Region 3 Director. Don talked about the White Whale patch his club had and the requirements to get one.Don said he has had a wonderful time and is still having a great time. Carol Jensen and husband Don served from 1988-1993. Women were now allowed to vote. Carol was elected the fi rst woman President of the Association. Carol said that’s when things started to happen. The fi rst Trail Symposium was held and they started the Jeep Jamboree. Carol said probably the thing she remembered most was she had trouble remembering the name of her Comp Chairman. She did fi ne when Randy Tips was Comp Chairman, but when Mike Lovell took over (she said they looked so much alike) she had to have a shirt made with Mike’s name on it. Talk about embarrassing she said. Carol said it was an honor to be President and it was something she really enjoyed.Arlene Brooks and husband Bob served from 1995-1996. Bob is known as her designated driver. Arlene stated that she started out as secretary of the association for a few years before running and being elected President. Arlene acknowledged the

Arlene said she found out that being President was not what she really wanted to do so she became WA Exe. - She really loves doing that. She said, “This is where I belong”.Roy Hyman and wife Mary served in 1997. Roy said it was a privilege and honor to be President for one year. He thanked the people that worked with him and had been on the board at that time. He said he had been looking around last night at the hospitality room and saw so many faces that he didn’t know and he said that is the best thing that could happen to this organization as the young people are the backbone of the organization.Frankie Allen and wife Sue served from 1998-1999. Sue was in Arizona soaking up the sun so she didn’t get to enjoy the rain. Frankie said the big thing when he was President was getting everyone a computer, and getting the communication going among the board members. We had the Jeep Raffl e and things of that nature. Frankie said it was a privilege to have been the President of the PNW at that time.Jim Putman and wife Tina served 2003-2004. Jim said he has been in the PNW 30 years. He joined the Good Bad and Ugly right out of high school. He said he learned that 4-wheeling wasn’t just about going out and bashing there was a lot of work involved in the sport. Jim said he has been in three clubs since he joined the PNW; Good Bad and Ugly, White Knuckles and now The Hombres. He has served as delegate and has been politically involved from the time he joined the PNW. His fi rst real job was being the Evans Creek Chairman, then Land Matters Chairman for Region 2. He was then elected WA State Director for four years. Jim said he enjoyed being President but it was a tenuous time in the association as we had a board of directors that was like Democrats and Republicans, a totally divided room. Jim said his goal as President was to bring the group back together and he felt he had done that and handed Luke May a very cohesive unit that was beginning to work well with each other. Jim said he has served with most of the people

who are on this board now and it was an honor to be associated with them. Jim said it is good to see so many new faces at convention and that is very encouraging. He looks forward to serving with the newly elected members on the board.

STATE CAUCUS (COMBINED)

Idaho- most of you are aware we have no Idaho Director at this time. Beth Ayer Or. Exe. and Arlene Brooks WA Exe. have been trying to handle the land matters for Idaho and have tried to get on the mailing list for the BLM and Forest Service – so far they have received nothing from them. Beth said she checks the Idaho 4X4 Association web site from time to time. They have nothing current posted that they are working on. Beth said the following was a list of the Idaho directors starting with 1977 Mark Johnson (Idaho State VP Director; 1978-80 Larry Smith; 1981 Dave Graham; 1982 Gayle Rossebo; 1983 Albert Dent; 1984 Betty McArthur; 1985-90 Dave Rossebo; 1991-98 none; 1999-01 Mark Tihonovich; 2002-03 Jason Donart; 2004-05 Clay Cissell; 2006-08 none; and 2009 Mark Young who served about 6 months before resigning.

Oregon Director’s Report – Director Beth Ayer (Wolf Pack 4X4) asked for approval of the Oregon State minutes from January 23, 2010. Art Waugh (Wolf Pack 4X4) made a motion seconded by Louise Waugh (Wolf Pack 4X4) to accept the state minutes as printed, motion passed. Beth had an addition to her minutes, she has been in contact with Blue Ribbon over the Sleds Springs area and they are going ahead with fi ling a court action and need money to open the lawsuit. Beth said she knew that one of the clubs in that area has made a $5000 donation. The park at Sleds Springs was supposed to be developed; it has been on the board since 2000 and was to be fi nished in 2005. It keeps being held up by anti-access groups. Letters of support have been written to the forest manager requesting action be taken. Once again Government speed.OREGON HISTORY - Directors were known as Vice Presidents

and they were as follows: 1977 Max Brisbane; 1978-79 Cliff Bales; 1980-81 D’Arcy Harding; 1982-1983 Mary Zentner and the title changed to Oregon Executive Director in 1983; 1984-85 Merrill Willard; 1987-2000 Pat Harris; 2001-

2002 Tom Harris; 2003-2005 Art Waugh (Karen Fisher appointed after Art resigned in 2005); 2006 Karen Fisher; 2007 to present Beth Ayer. Beth asked any of the directors present to stand and be recognized. Beth said she had heard stories about each and every director before her and can only conclude that we have been an eclectic bunch who have all had different styles of leadership, but did their best to fulfi ll the guidelines as set forth in the By-Laws.

Beth then opened nominations again for Oregon Director; so far the nominees are Beth Ayer (Wolf Pack 4X4) and Randy Drake (Deschutes County 4-Wheelers & Harney County High Desert Wheelers). Nominations closed and Randy Drake and Beth Ayer addressed the delegation with their hopes and ideas for 2010. Following their speeches, Oregon delegates voted. Hearing no more business for Oregon, Beth closed the meeting.

Washington Director’s Report – Director Arlene Brooks (Green River Valley Jeepers) called the Washington Caucus to order. Arlene had copies of the minutes from both her state meetings on the back table. This was the fi rst time Arlene had two meetings, one on the East side of the mountains and one on the west side. She also stated that the minutes had been sent to all clubs who had attended the meetings. Arlene asked for approval of the west side minutes – Ken Johnson (Bull Shifters) made a motion seconded by Jim Putman (The Hombres) to approve the minutes, motion passed. Arlene then asked for approval of the east side minutes Dale Neuman (High Country Cruisers) made a motion seconded by Merrick Graves (Wandering Willys’ & High Country Cruisers) to approve the east side minutes,

motion passed. Nominations were opened again for 2010 Washington State Director; Arlene had been nominated at the Fall Delegates meeting. After asking 3 times for any more nominations, nominations closed. Merrick

Graves made a motion seconded by Megan Cieplik (Spanaway Moonshiners) that we cast a unanimous ballot for Arlene Brooks as Washington State Director for 2010, motion passed. Arlene thanked all her land people who worked very hard this past year getting information to the membership. She said she had some gifts for them and would see that they received them.Now a little history: The following were directors 1977-78 Dennis Geary; 1979 Jack Harrington; 1980-81 Stan Humann; 1982-84 Jim Carter; 1985-86 Carol Jensen; 1987 Ray Early; l988-89 Georgia Fleury; 1990-1993 Arlene Brooks; 1994-95 Patty McClure; 1996 Bill Lucke;1997-2000 Jim Putman; and from 2001 to the present Arlene Brooks. On August 9, 1959 members from fi ve clubs met to discuss the possibility of forming an association of Jeep clubs. Within in the fi rst year the charter clubs were recognized and the fi rst nominations and election of offi cers took place for President, Vice President, and Secretary/Treasurer. The single elected position remained the same until 1972 when the Vice President position was renamed - Executive Vice President. During this time committees were formed and specifi c land reports were submitted to the Executive Vice President to be disbursed to the member clubs. By 1977 three Executive Vice President State Director positions were established – one for each of the states representing the Pacifi c Northwest Four Wheel Drive Association. In 1982 the name for State Directors changed again to be less cumbersome they would now be addressed as – Idaho State Executive Director, Oregon State Executive Director and Washington

State Executive Director; this name change has remained to this day. Hearing no more business for Washington, Arlene closed the meeting.

Parliamentarian Tom Fisher (Sand Fleas & Mud-A-Rama) announced that Randy Drake (Deschutes County 4-Wheelers and Harney County High Desert Wheelers) had been elected the new Oregon State Executive Director for 2010. A motion was made by Art Waugh (Wolf Pack 4X4) seconded by Louise Waugh (Wolf Pack 4X4) to destroy the ballots, motion passed.

Nominations were opened again for the 2010 PNW4WDA offi cers. President – Megan Cieplik (Spanaway Moonshiners) nominated Angie Marek (Spanaway Moonshiners). Kyle Wiebold (Overbored Racing & Our Gang off Road) nominated Rick Smith (Hubs in 4-Wheeling, Sand Fleas, Mud-A-Rama and Flat Broke & 4-Wheeling). Nominations closed for President. Nominations were opened again for Secretary. Previously nominated – Sande Nettnin (Desert Rats) nominations closed for Secretary. Nominations were opened again for Inter Association Directors (IAC #1 & #2). Previously nominated – Don Jensen (PNW Individual Members Club & Sand Fleas) nominations closed for IAD #1. Nominations were opened again for IAD #2. Previously nominated – Carol Jensen (PNW Individual Members Club & Sand Fleas) nominations closed for IAD #2. Dave McMains (Hurtin’ Units and Sand Commandos) had submitted his application & resume for the position of Treasurer at the December Board meeting. No other applications for Treasurer were submitted per the By-Laws so Dave is the only one running for Treasurer. Frank Cieplik (Spanaway Moonshiners and Roamin’ Chariots) made a motion that a unanimous ballot be cast for Sande, Don, Carol and Dave seconded by Art Waugh (Wolf Pack 4X4), motion passed. Angie Marek and Rick Smith than addressed the delegation before the delegates voted for PNW4WDA President.

REGION REPORTS:Region 1 – Director Angela Holm (Happy Campers 4X4) had a written report. History - Angie said the PNW started in 1960, but Region 1 wasn’t offi cially formed until around 1974. There have been 18 Region Directors. The following clubs have been around since the region was formed: Dirty 13, Goodtime Four Wheelers

(moved to Region 2 now), Green River Valley Jeepers, Outdoor 4X4’s of Tacoma, Rainier Ridge Rams, Seattle Jeep Club, Wandering Willys’, and the Washington Bobtails. Currently there are 10 active clubs. They have participated in Operation Shore Patrol since 1972. They have worked with Seafair providing clean-up after the event. They received an appreciation plaque from Thurston County Parks and Recreation department for leadership and volunteer support for the ORV Sports Park (a/k/a Straddleline). They have been involved in many volunteer projects throughout the years.

Region 2 – Director Edward Campbell (Dog Pound off Road) had a written report. History – Back in 1959 when the organization was in the talking stage, Norris Nelson (Tacoma Webfooters) was one of the charter members of the association. The Skookumchuck Mud Daubers was the fi rst club to be voted into the PNW Jeep Association on February 9, 1964.The fi rst Region 2 Director was Smoky Hamilton.Areas of interest are Elbe Hills ORV Park by DNR; Evans Creek Trail system by USFS; Tahuya State Forest by DNR; and Part of the Naches Trail.

Region 3 – Director Rick Smith (Hubs in 4-Wheelers, Mud-a-Rama, Sand Fleas and Flat Broke & 4-Wheeling) had a written report. Rick said we were all saddened by the untimely death of our dear friend Karen Fisher who passed away on August 7, 2009. She was very active in the region as well as on the PNW4WDA Board of Directors. Rick introduced Kyle Wiebold, the new Region 3 Director for 2010. Rick said that sometime in February a public meeting concerning the Yacolt Burn Project would be announced. This will be a very important meeting – plan to attend and make your comments heard.History - Region 3 has had 15 Region Directors, three of them went on to become PNW4WDA Presidents; Don Jensen, Jean Whitman and Spike Kalleck. Three have passed away; John Coleman, Jean Whitman and Karen Fisher. Karen Fisher was Oregon Executive Director in 2006. Ruby Snyder was the association secretary from 1991 – 2000.

Region 4 – Director Earl Nettnin (Desert Rats) had a written report. Earl said Forest Revision Plans are still in progress. Watch for the comment periods and be sure to make comments; letters are important and they count especially the hand written ones.Earl said everyone wants to know about the Little Rattlesnake Trail; basically the trail is fi nished but still closed. A grand opening will be held

sometime in the spring when the snow leaves.History – Region 4 has had 16 Region Directors. They have hosted several Winter Conventions, participated with Region 1 in the fi rst Pick up a Mountain in the CleElum area in 1975 and have brought it back in September 2008 in the Naches area. From the beginning we have realized the importance of working with and establishing relationships with the DNR, BLM and Forest Service and we feel we have a good working relationship with them today.

Region 6 – Director Alan Paulson (Umpqua Valley Timber Cruisers) had a written report. Alan said clubs have really stepped up and become more organized as far as land issues are concerned. There was discussion of a boundary re-alignment between Region 5 & 6 to better serve the members in North Eastern Oregon. Region 6 supports the idea and a by-law proposal to change it will be on the agenda for the September 11, 2010 Fall Delegates meeting.History – many hours were spent reading and looking at old photos and reminiscing about the past. One of the big things back then was there were no open beaches. Creek-N-Trail was started in 1972. Region 6 has had 14 Region Directors.

Region 7 – Director Jeff Williams (Spokane 4-Wheelers) had a written report. Jeff said that Kootenai County is planning to build a new ORV Park, and it will be a nice addition for all off-road activities. The Colville National Forest is in a holding pattern, the environmentalists want to turn about 25% of the CNF into wilderness, targeting the only area we have any approved Jeep trails in. The CNF has indicated they would only close the area if they have to so we are making sure that we are heard at all meetings with plenty of opposition. Region 7 clubs are working with DNR, Colville National Forest, BLM, Washington State Parks and other land agencies to maintain areas where we can play and relax.History – Region 7 has had 15 Region Directors. The region has hosted Winter Convention and several board meetings over the years. The Spokane 4-Wheelers have been a part of the PNW4WDA since 1975. They have participated in the March of Dimes Off Road Rally; Toys for Tots; Easter Seals and gathering food for the food bank; staging and operating several parades in conjunction with the Spokane Lilac Festival. Over the years racing has played a big part in many members interests. At one time Spokane had one of the nicest ORV race parks; several national records were set on the Sand Drag strip.

Competition Report: Competition Chairman Rob Stafford (Overbored Racing & Cascade 4X4’s) had a written report complete with racing schedule for 2010. Rob said they have T-Shirts and window decals available; t-shirts are $15.00 and decals are $10.00 for small and $15.00 for large. He said he is still working on forming a committee to review the competition rulebook; the last printing was in 2006. Rob reported that the Barrel Racing at the Monster Jam in the Tacoma Dome this year was a huge success, thanks to all who participated. Rob said they were able to donate proceeds of $2500 to the Lakewood Police Offi cer’s Guild, and $1000 to the PNW4WDA Scholarship fund.Rob thanked his wife Diana for all her help putting the display together for Winter Convention. The PNW4WDA has purchased 12 radios that are available to rent for $150 for any PNW4WDA event, contact Rob for information. Don Williams (Go 4-All’s) presented a plaque on behalf of Region 2 to Praveti Brothers for donating the use of a Road Grader for track maintenance at last year’s Summer Convention. Jammer Trummert (Spanaway Moonshiners) accepted the plaque for his boss.History - Rob said there had been 18 Competition Chairmen over the years. Rob said the competition people have been involved in several kinds of races; everything from dirt, sand, drag races, barrel races and exhibition shows like participating in the Monster Jam Race in the Tacoma Dome. Because of their popularity they were invited to be part of the Monster Jam shows in Portland and Spokane. Rob feels this is a great family activity.

Rob introduced Gary Demoss (Individual Member) who said he is looking at purchasing some land in Eastern Washington in the Lind area up close to Ritzville to develop an ORV park. Gary asked that the delegation take back to their clubs and see if there was interest in coming over to this side of the mountains for a racing event. He said he would like to hold at least two races a year and have at least 72 – 75 racers so he could make the payment on the land. The land needs to be developed and would take some work, but this group of people would most likely be able to accomplish this. Gary said when the land is paid for he would donate it to the PNW4WDA. IAD #1 & IAD #2 - Don & Carol Jensen (Individual Members Club & Sand Fleas) had a written report on the back table listing current issues and

proposed bills.History - In 1976, four wheel drive associations across the United States met in Toledo, Ohio to discuss forming a national organization to represent four wheel drive recreation interests. The associations present at that meeting were British Columbia Four Wheel Drive Association, California Association of 4-Wheel Drive Clubs, Great Lakes Four Wheel Drive Association, East Coast 4-Wheel Drive Association, Midwest Four Wheel Drive Association, Montana Four Wheel Drive Association and Pacifi c Northwest 4-Wheel Drive Association. This new organization would be known as United Four Wheel Drive Associations. There had been a National Four Wheel Drive Association but most of the associations had little contact with the group. United Four Wheel Drive Associations had lots of support from the regional associations and the future looked promising. The fi rst United Delegates from the PNW4WDA were Kirk and Mary Kirkpatrick. Then in 1981 Bill and Valerie Frazier were the delegates; Stan and Kay Humann were elected in 1982-1983; and Don and Carol Jensen were elected in 1984. Because of some problems in United the PNW4WDA delegates voted to drop their membership in the early 90’s. A group of other associations who had dropped their membership in United got together in Las Vegas and formed a coalition to represent all motorized recreation groups. From that meeting, the North American Motorized Recreation Council (NAMRC) was born. In 1996, our by-laws were changed to drop the offi ces of United Delegate and create the offi ces of Inter Association Directors (IAD). The IAD’s represent the PNW4WDA on a national level. The IAD’s represent the PNW4WDA in the following organizations: The North American Motorized Recreation Council (NAMRC), Blue Ribbon Coalition (BRC), Tread Lightly and Specialty Equipment Market Association (SEMA). Secretary’s Report: Secretary Sande Nettnin (Desert Rats) had a written report. Sande said she had received 12 Scholarship Applications before the meeting today. She wanted to remind everyone that if you want to submit a Constitution, By-law or money matter you must send the original signed copy to her by snail mail 90 days before Fall Delegates so the Parliamentarian can make sure everything is in order and it can be printed in Tri-Power for two months before the delegates meeting. NO E-MAIL WILL BE ACCEPTED. IT MUST BE POSTMARKED ON OR BEFORE JUNE 14, 2010. Sande also asked the Region Directors to please get the names of your committee chairmen and offi cers to her

by the end of February so they can be updated in your SOP book. Sande reminded everyone that Luke had asked everyone to submit a history of their offi ce and the history’s are available, if you would like to have one please send your e-mail address to [email protected] and Sande will e-mail you the reports and you can download and print your own copy. History - There have been 19 secretaries including an assistant secretary for the years 1977-1978. The fi rst minutes were taken by volunteer Mary Armstrong in 1959 when the group started talking about forming an Association. In 1976 the fi rst woman was elected Secretary, and from then on it has been fi lled by women. Prior to this time women were not allowed in the meetings. I was able to read all the minutes from the beginning and put together a 5 page report listing something I thought was interesting for each year. It was amazing to me to read that quite a few of the concerns facing the association in the early years has not changed all that much. We are still fi ghting for our trails, and against forming more wildernesses.Club Power/We Did It – no report.PR/Safety Education – Linda Jessen (Trailbreakers Inc.) had a written report. Linda said we needed to remember that UR-PR (You are public relations!) As always if you need Tri-Folds or Who and What We Are please give her a call and don’t wait until the day before you need them. History – In the minutes of the February 10th 1962 meeting, Don Hamilton suggested “that each club do its best to keep the public aware of their existence, by participating in community projects, aiding in rescue work and anything to show civic mindedness.” We’ve had seven (7) PR Chairmen and fi ve (5) Safety Education Chairmen.

Trail Jamboree – Co-Chairmen Sid & Kelda Hagemeier (Shindig Wheelers) had a written report. Since Sid and Kelda were appointed in September 2009, Merrick Graves (High Country Cruisers & Wandering Willys’) former Co-Chairman of the Jamboree introduced Stan Humann (Wandering Willys’) a former Trail Jamboree Co-Chairman. Stan gave a brief history on things leading up to the starting of Jeep Jamboree. When we decided that we could handle putting it on without the help of Mark Smith, we changed the name to Trail Jamboree. Stan thanked Merrick Graves for all the years he put in as Trail Jamboree Chairman. Merrick thanked everyone who had

helped with Jamboree in the early years. In 2004 we were able to have registration on line and it’s been that way ever since. We have had some glitches but for the most part it has been successful. A work party is held at Jim Sprick Park (where the Trail Jamboree headquarters out of) in April the fi rst weekend after Tax day. We clean-up the park as part of the cost of using the park. One of the Wandering Willys’ members (Al Hamilton) wanted to have a Hobo Stew served at noon on Saturday of the clean-up. Al’s brother, Bob, had a 36 gallon cast iron stew pot that he let us use and everyone was asked to bring something to add to the stew. Region 4 provided the meat, rolls & butter, bowls and spoons. This has become a regular part of the clean-up. Merrick then introduced Sid and Kelda who have taken over as Trail Jamboree Co-Chairmen. Sid thanked everyone who had helped in the past. He said they have applied for the 5-year travel plan and permit from the Forest Service, and they have added the Little Rattlesnake trail as one of the trails. They are still waiting for the okay. There will be a Trail Host meeting April 17th at 9 AM at Jim Sprick Park. See the website for details. Registration opens February 15th at 12:01 AM.

Tri-Power – Editor Ron McDonald and wife Diana (Clark County 4-Wheelers) had a written report. Ron thanked Arlene Brooks for all her hard work getting the displays organized and looking up history for everyone who needed help with that. Ron also thanked the Moonshiners for hosting the 50th Anniversary, doing what he called a Cadillac job - fi rst class all the way.History - Ron said be sure and look at the fi rst issue of Tri-Power September 1974 it was on display. Patti Carter was the fi rst editor of the paper from 1974-1975; 1977 Dawn Mehr; l978 Julie McDonald; 1979-1980 Terri Bacon; 1981-1986 Lyle and Arlene Gowing; 1987-1990 Doug and Maurine Van Dyke; 1991-2001 Ron and Diana McDonald; 2002-2004 Clay Cissell and 2005-2009 Ron and Diana McDonald. The Tri-Power Editor shall be appointed by the President and ratifi ed by the Board of Directors.

Video Library – Chairman Don Jensen (IAD #1, Individual Members Club & Sand Fleas) said please use it, we have lots of videos available and the titles are printed in Tri-Power. If you have any videos you would like to share, and they are on VHS, Don can copy them from VHS to DVD and send your original back. If you have any 4-wheeling how to or whatever and you want to share them, get them to Don.

Ways and Means – Chairman Kathy (Frogg) McMains (Hurtin’ Units & Sand Commandos) said she didn’t have a lot to say. Please come to the back of the room and take a look at what she has. Last year she tried to order some bags that

were supposed to be large ones only they sent small ones instead that were about 8-l/2 X 11. These have proved to be a great PR item. Frogg said she is open to ideas on what to order, so please talk with her.

Web Master – Edward Campbell (Region 2 Director, Dog Pound off Road) did not have a written report. He said we have a web site and we need to participate on it. He said he had not had a lot of complaints so he felt he must be doing something right. Edward asked for a show of hands as to how many people used the forum on the web site. Several hands went up, but more people need to participate in the discussions found there. Someone had hacked into our site and had sent bogus emails to several board members telling them they had a virus coming from their computer. Edward is still trying to fi nd out how they were able to do that, but he feels he and his team has taken care of it.

President awards were handed out by Luke and his assistant Grace. NEW BUSINESS:Election results:Parliamentarian Tom Fisher (Sand Fleas & Mud-A-Rama) said we had 108 voting delegates and Angie Marek (Spanaway Moonshiners) had been elected President of the PNW4WDA for 2010. Art Waugh (Wolf Pack 4X4) made a motion seconded by Ken Johnson (Bull Shifters) to destroy the ballots, motion passed. Summer Convention information:Summer Convention will be held August 13-15, 2010 at Ethel and hosted by the Competition Committee. Winter Convention: Region 1 would like to host the 2011 convention, and have submitted a bid. Having no other bids, Region 1 will be the host for Winter Convention 2011, it will be held at the Holiday Inn (Old Howard Johnson) in Everett, WA right off I-5. The Board will decide at the March Board Meeting the date and place for the June meeting. Information on the Fall Delegates meeting was handed out. It will be held Saturday, September 11, 2010 hosted by Region 3. Information will be coming when they have found an affordable meeting facility.Auction was held for the head table for dinner. Proceeds from this will go to the Mary Bridge Children’s Hospital. The winner was Jim Rotter. A second table was also up for bid and it went to Dennis Martin. A donation of $1300 will be given to Mary Bridge Children’s Hospital.The women of The Hombres

Secretary NoteI thought it would be nice to mention that some special things were given to the Past Presidents who attended the 50th Anniversary Convention. They each received a 50th Anniversary pin, a special bag with the logo of the convention on them, a special name tag letting everyone know they were Past Presidents, an agenda, a copy of our Who and What We Are and the Tri-Fold, and a copy of information gathered on the history of our fi rst 50 years.

Thank you to the Moonshiners for designing and making the special banners that were presented during the evening festivities to each Past President. The banners were black with a gold braid around the edge and had the 50th Anniversary Logo on them and the Past President’s name and year/years of service. These are a beautiful keepsake and something that will be a treasure for many years. SN

PNW4WDA President Angie Marek (Spanaway Moonshiners) called the Emergency Board meeting to order at 3:50 PM.

APPOINTED POSITIONS: Angie appointed Ron & Diana McDonald as Tri-Power Editors. A motion was made by Arlene Brooks (Green River Valley Jeepers) seconded by Randy Drake (Deschutes County 4-Wheelers & Harney County High Desert Wheelers) that we ratify Ron & Diana as Tri-Power Editors for 2010. Motion passed.

Angie thanked those who had held appointed positions this past year. Angie said she was appointing Luke May as her Parliamentarian. She said she would be making her other appointed positions in the next couple of weeks. These will be ratifi ed at the March Board Meeting.

There were no We Did It projects that needed to be

approved before the March Board meeting.

Ron McDonald (Tri-Power Editor) took pictures of the offi cers he didn’t have in his fi le, so he would have them to go with articles from them that would appear in Tri-Power.

Carol Jensen (IAD #2, Individual Members Club & Sand Fleas) asked about ordering names for the offi cers’ red jackets. She will be ordering the name, position and year patches after everyone has been ratifi ed at the March Board Meeting. If she orders them all at the same time; she gets a better price.

Information on the September Fall Delegates Meeting was passed out to the Board Members; they are to see that the information gets out to the members of the Association in a timely fashion.

This was a very short meeting as we were asked to vacate the building by 4 PM so the hotel could get things set up for the evenings festivities.

Teddy Bears for Children By Angela Holm, Region 1 Director

1988 or 1989, Region 1 started collecting and donating teddy bears. The first donation was to the Maple Valley Fire Department. After that the donations were given to the Washington State Patrol.

As the years passed, the donations dwindled.

In 2008, we started collecting teddy bears and found American Medical Response (AMR), an ambulance company, looking for these bears for the injured children they treat. These bears, though small, bring a small amount of comfort to an injured child.

We have made several donations to AMR over the past year. They have a monthly newsletter called The Parascope and in December 2008 with a picture of myself with all the donations I had brought in.

Recently, my region has donated 2 more large garbage bags of teddy bears/stuffed animals, 8” or less in size, which will be featured again in AMR’s newsletter.

Region 1 continues to collect teddy bears/small stuffed animals and donate to AMR.

Region Director, Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. We had some new faces present so Earl had everyone introduce themselves stating which club they were members of.

Minutes: A motion was made by Rick White (Windy City Wheelers) seconded by Kim Mittlieder (Shindig Wheelers) that we accept the January minutes as printed. Motion passed.

Treasurer’s Report was given by Sande Nettnin Secretary/Treasurer, (Desert Rats). No outstanding bills.

Comp report: The competition people were invited to participate in the Monster Jam shows in Tacoma, Portland and Spokane. No competition events in Eastern Washington, all are on the West side.

Membership: We still have a packet out.

Club Power/We Did It: Please get your paper work turned in to Gary Harding (Desert Rats) Club Power/We Did It for Region 4.

Future 4-Wheelers: We now have a person interested in taking this on and will be meeting with our Region Director sometime after Winter Convention. Hopefully we’ll get this up and running soon.

Web Site: Nothing new to report on Region 4. A comment was made that on the PNW4WDA’s site things should be current. Ones with concerns were asked to contact the Web master and express their concerns, so he can make the changes.

PR: Kelda Hagemeier (Shindig Wheelers) said that she will be at Winter

Convention with PR things and also at the Moonshiners Swap meet in Puyallup on March 7th so if you have any information on events you would like her to hand out please get it to her soon.

LAND MATTERS

Juniper Dunes: Doug Conner (Roamin’ Chariots) reported he had a meeting on February 3rd with Brad Peck (one of the Franklin County Commissioners) regarding Juniper Dunes and public access. He told Doug he would be meeting with Congressman Doc Hastings in Washington D.C. later this month to discuss access to Juniper Dunes and Peterson Road.

Ahtanum: Ron Rutherford (Jeepin’ Nomads) said he had nothing new to report at this time. Ron said that the Ahtanum Forest Watch group will have a meeting February 17th to report on how things are going. Wenas: Nothing new from the December meeting; discussion on some damage that had been done. Ken McNamee (DNR) is in favor of the Ridge Trail being green doted all the way to the 1701. They are working with a land owner who has part of a section to go through. DNR wants to install a cattle guard instead of a gate. Ron volunteered “us” to help because he has done a few of them. The next Wenas meeting will be sometime in May.

Earl gave a legislative update on HB 2480 and SB 6237. These bills are based on the recommendations from the Sustainable Recreation Work Group. You can track them on the Legislature websitewww.dnr.wa.gov/RecreationEducation/News. As more news becomes available our PR person (Kelda Hagemeier) will send information out regarding letter writing etc. HB 2617 was also discussed at the State meeting and this bill wants to do away with certain boards and commissions including the NOVA committee; we are not in favor of this as the NOVA committee helps decide how money gets spent (when we have it) for projects.

Earl reported he had not received an update on the Rock Crawl. Government speed as usual.Mikki Douglass (CleElum Ranger District) announced she will have a Volunteer Appreciation Day for all the V-Team volunteers sometime in April. She will post the date on http://www.cleelumtrails.com.

Nothing new to report on the lawsuit to get the NOVA money back, it’s working its way through court.

Forest Plan Revisions and Travel Management Revisions are on going and as public hearings are held we need

to make sure we write letters and make our opinions known. Kelda will send alerts to let us know when letters are needed. The Bush and Clinton plans have been thrown out so we are back to the way it was in 1970. TIMELINE: scoping begins; proposed action released, public meetings held and comments accepted in early 2010. Revision team considers scoping comments and identifi es issues summer 2010; alternatives developed from identifi ed issues summer/fall 2010; effects to social, economic, and natural resources are analyzed fall 2010; draft EIS released for public comment; public meetings held and comments accepted early 2011; comments analyzed and responses and fi nal EIS released fall 2011; objection period begins fall 2011; fi nal decision signed early 2012 and implementation begins.

WASHINGTON STATE MEETING: Arlene Brooks, WA Executive Director (Green River Valley Jeepers) has sent out copies of the minutes to those that were in attendance and she will also have copies at Winter Convention available for everyone. Arlene received a letter of apology from Irene Davidson (Naches Ranger District) who didn’t attend the meeting. Irene is the new ranger in the district and we were looking forward to meeting her and hearing her thoughts on 4-wheeling etc. She said she would appreciate the chance to attend one of our next meetings. Ken McNamee and Mark Mauren (DNR) talked about budget cuts and how they were planning to rely on the volunteers.

OLD BUSINESS:Winter Convention: displays can be put up starting at 10 AM on Friday and taken down Sunday. The Moonshiners staff will have special ID apparel so you will know who they are if you have questions. You will need to provide your own display accessories i.e. power cords, DVD players etc. Bring your region banners to display in the Event Center. The Moonshiners are working on a place to display club banners so bring them too. Come and plan to have a great time.

Grant Workshops: The 2010 workshops for recreation, wildlife and habitat conservation, and farmland protection are set for February. The fi rst one will be February 23 at Big Bend Community College in Moses Lake and on February 26 at La Quinta Inn in Tacoma. All meetings begin at 9 AM and end around 3:30. Trail Jamboree: Sid & Kelda Hagemeier Co-Chairmen (Shindig Wheelers) said things are coming together.

Trail Jamboree is July 7th-11th. They still need another host club. This group needs 5 trail hosts, if your club is interested contact Sid right away. The Trail Jamboree clean-up will be held at Jim Sprick Park April 17-18. Hobo Stew will also be served at noon and a potluck in the evening on the 17th. Please bring something to add to the stew. The fi rst trail host meeting will also be held on April 17th at approximately 3 PM. Sid is going to start calling clubs this week to see if your club is interested in helping.Registration begins on line at 12:01 AM February 15, the day after Winter Convention. If you are planning on going as a participant, be aware that it fi lls up quite quickly.

NEW BUSINESS:If you are planning to use the PNW’s insurance for an activity please have your paperwork fi lled out and turned in to Carol Jensen ASAP. The latest date she will accept them is at Winter Convention.

CLUB REPORTS:Desert Rats: some attended the state meeting; had a run to Hover Park; had our after holidays party with White Elephant gift exchange and had so many attend they had to set up more tables at Applebee’s; redid our club picture that will be on display at Winter Convention; and we are working on a run exchange with a club from CA, they will come up here and we will go down there to run the Rubicon with them. Some will attend Winter Convention.Sand Commandos: working on rigs; most of their club will be at Winter Convention; they will host the Moses Lake Sand Dunes clean-up April 24th; working on their Haunted House; Randy Hayes is the President and Ed Massey is Vice-President.Roamin’ Chariots: nothing to report at this time.All Wheelers off Road Club: had a run January 9th with the Shindig Wheelers to Jump Off and Wade’s jeep blew up. They have a big project they have taken on with the Forest Service to restore the lookout at Jump Off on the Divide Ridge above Rimrock Lake. It’s in pretty bad shape, windows broken out and lots of graffi ti, it’s going to take a lot of work. Shindig Wheelers: some attended the state meeting; not sure where the March run will be; April 17-18clean-up at Jim Sprick Park; a trail run will be held on April 18th; looked at the display for Winter Convention; the club and Don and Kim Mittlieder are donating a set of front fl at fenders as a door prize at winter convention.Jeepin’ Nomads: attended the state meeting; two couples are going to Winter Convention; they have a spot reserved at the swap meet in Puyallup; laid out plans for camping and 4-wheeling this summer. They have added a

new run event for sometime in July – members will bring their daughter or daughter-in-law, and have them drive for the day; should be very interesting. Cascade Wind is donating part of a wind machine tower for a post and Bill Fridley donated some heavy angle iron for a new frame for the sign. They hope to place the sign next month after it is drier and they can get the equipment in. Ron Dunn Jr. (Windy City Wheelers) has donated space at the Puyallup 4X4 swap meet for ORV Trail Watch, stop by.Pam Remley (Shindig Wheelers) encouraged the group to invite the Boy Scouts, Girl Scouts, kids working on senior projects etc. to attend the Pick up a Mountain activities. This would be a good way for them to get credit and work on badges.

Region 6 Delegate Meeting was called to order at 9:35 a.m. at the Warn Plant in Milwaukie Oregon. Alan Paulson Region 6 Director led us in the Pledge of Allegiance and a moment

of silence for the sick and the departed. Randell Drake read the Pacifi c Northwest Four Wheel Drive Association Code of Ethics.

Alan thanked Warn Industries and Ken Scuito for hosting our meeting and for the continental breakfast they had supplied. Ken welcomed us and invited us to help ourselves. Ken provided a television and DVD player to accommodate the presentation DVD of the trail “Quack Attack” during our meeting.

Round table introductions included our guests: Ben Weller, Jeff Bowman, Josh Christian of Flat Broke and 4 Wheelin, Art and Louise Waugh, Beth Ayer from Wolfpack, Rick Smith Region 3 Director, Tom Fisher PNW Parliamentarian, Chrystal Crowder of Piston’s Wild, Carol and Don Jensen of PNW’s IAD positions, and Greg Peter’s of Salem Jeep Club. Several late comers including Walter and Linda Jessen of Region 3 (not signed in).

Acceptance of the November 2009 Delegates Meeting minutes as written and published in the Tri-Power motion was made and passed.

Larry East presented the treasure’s report from Region 6; motion was made to accept as written. Junction City Jeepers donation of $800.00 as they close their books is duly noted with regret as a once active club is disbanded.

The Oregon State Director’s Report from Beth Ayer was tabled until 11:30 am to accommodate the Oregon Delegate’s Meeting.

Committee Reports: Land Issues: Dan Haak OHV representative on the Steens Mountain Advisory Council presented a report on his Southeast area of Oregon. Oregon Natural Desert Association is actively

suppressing access to the Steens. Their efforts are to create more roadless areas and convert these into even more wilderness

designations. The Bureau of Land Management seems powerless to stop all efforts of the environmental anti access organization. To the point of fi nes being put on the agency and paid by us the taxpayers to the environment anti access group due to the BLM’s road crew accidental “crossing” onto “wilderness.”

Dan spoke of the Cold Springs Road on the west side of the Steens and its history of the Riddle Ranch and repairs the Harney County High Desert Wheelers will make on their cabins in the spring. The club has fi rst and last trail run on the road each year to clean up the trail and make sure all is prepared for the winter.

Radar Hill OHV area above Hines Oregon is adopted by HCHDW. The club has rerouted trails to bypass private lands. The club has initiated erosion control and continues to assist the agency in trash removal. The trash removal volunteer program has become a District Wide policy whereby the agency identifi es the area and the club removes the trash.

Dan answered our questions on the area and invited us all to run with them in the spring on the Cold Springs repair the cabin week-end.

Land Issues were rescheduled to Oregon State Meeting in the p.m.Land Issues: Randy Drake reported on current Central Oregon activity concerning trails. Randy’s DVD presentation included the rigs as they made their way down the new trail. The large boulders and scenic views that make up the area were apparent as the jeeps and Toyotas worked their way through the obstacles.

Randy explained the “Quack Attack Trail” is a technical trail. Experienced drivers will be able to manage without custom equipment. Novice

drivers will need spotters and modifi ed vehicles to avoid damaging the trail and their rigs.

Randy explained Deschutes County 4Wheelers’ plan of 21 actual class II trails from Edison combined with promised class II trails from Lava Rock, Meadow Lake Area, Schwartz Canyon and other areas of public lands creating true class II trails for 4X4 families to utilize. By input from class II users working with the agencies relentlessly seeking trails the dream is becoming reality. This process is being duplicated in the Willamette NF and other surrounding forests. Without our efforts trails will not be forthcoming. Active seeking is the only way we will keep or build trails.

Land Issues: Alan Paulson reported on Southwest Oregon’s plight with the agencies. Umpqua NF has still to produce its TMP. Their area’s Bureau of Land Management is still unchanged there are no new closures.

Riley Ranch Access Road has been appealed by anti access groups. Letters have been written in support of what the county had been trying to do. Creating access from the RV area to the dunes for all classes of vehicles was the intent.

Devil’s Staircase Wilderness Act! Alan as Region 6 Director has taken the stance as Region 6 has voted on No New Wilderness and is writing against this “bill.”

Congressman Peter DeFazio (D-OR) H.R. 2888On October 28, the House Natural Resources Committee marked-up and passed the Devil’s Staircase Wilderness Bill, The bill now goes to the

House fl oor where it will be voted on in 2010.Three new House co-sponsors have signed on in support of Devil’s Staircase Wilderness: Lloyd Doggett (D-TX), Jesse Jackson, Jr. (D-IL), and Mike Quigley (D-IL).

Rouge River-Siskiyou NF Final Environmental Impact Statement and Record of Decision is released. McGrew Trail is still on the map as of now.

Land Issues: Larry East reporting on the eastside of Oregon expounded on Fremont-Winema’s TMP. The forest was going to take all level 1 roads off the map. Through the grapevine and other resources Klamath Falls Four Runners are now “in the loop” as to input into preferred trails for the two forests. The fi nal decision is still forthcoming but most of the alternatives include trails suitable for class II. Their recreational offi cer after joining in a run as a passenger now better understands class II preferences. Larry reported that he understands better the signifi cance of keeping in touch with land managers i.e. the agencies. Land Issues: Steve Roach brought information from South-central Oregon. Steve and the Klamath Falls Four Runners have been very active in the Modoc NF. The forest is in Northern California but is close to their homes. The forest managers had accepted their GPS’s trails with a positive reaction, leaving them to believe the trails would be included in the TMP for the Modoc NF. The TMP was released and the trails were omitted. Steve and his associates threw together an appeal. The appeal was refused due to timeliness of comment periods. Proof of comments made by the Klamath Falls club could not be gathered. The Klamath Falls Committee quickly went to work and accomplished the task by joining forces with the Northern California clubs to resubmit the appeal. Meanwhile the representative from the Modoc NF has become open to the Klamath Falls club’s suggested trail additions. The club hopes for the best in this situation but refuse to be daunted by a bump in the road. The club is taking into consideration all they are learning from the Modoc NF process and hope to put it to good use on all up coming TMPs.

Membership Update: Alan Paulson has been approached by 4 clubs with requests for information and club packets.

Ways and Means Chair-Gaileen Paulson brought with her the t-shirts and other items. Region 6 is lucky to have Gaileen keep this little

Left over trailer: There is an $800.00 minimum bid requirement but Alan is considering painting part of the undercarriage to present a better product.

PNW 50th Anniversary Winter Convention: Deschutes County 4Wheelers and Umpqua Valley Timber Cruisers have submitted club pictures for the convention. The other clubs were encouraged to submit old pictures for use at the convention. Each club can also submit free standing tri-folds or other club paraphernalia for display. Region 6 must supply their own table cloths and Mona Drake offered to supply a reasonable facsimile.

New Business: Greg Peters from Region 3 Play/Fun Day: (Tabled until the p.m. meeting.) Discussion on bringing the two regions together as was in the “old days” was brought forward by Greg. The Fun Day aspect was well received. 2010 would be hard to fi t in as our calendars are all full but 2011 would be within our capabilities. Encouragement to participate in the PNW’s Summer Convention and other events to reconnect with the clubs and club members was offered. What is needed is a piece of land along the Interstate 5 corridor that is cheap to have the event.

Club Reports:Patti Pyland of the Deschutes County 4Wheelers gave their club report. There are approximately 20 family members. The medium age 30-35. The club has been very active in travel management plans within the forest service’s Region 6. The rendezvous this year will be Santiam Rendezvous. Everyone is welcome to come and see another new trail. Groundhog the Competition will be June 5th. The chairman of the event Dan Haak asked for assistance of other clubs and their members. Patti reported on a CB clinic being held the next day to assist all the members in need of repair on the same wave length. So far seven rigs had signed up. Runs are monthly and ad-hoc. Check their web page to come along.

The Four Runners of Klamath Falls was reported on by Steve Roach and Larry East. Their club is an older by age and around 20 members also. They too are busy with the travel management plan fi ascos. The Modoc being

the most recent they are using this experience to be better prepared for the Fremont-Winema TMP. Their runs are monthly also.

Paul Norman of Strawberry Hill reported on his club. There are 10-12 families. Their club participated in the December Christmas Parade in Corvallis. The Christmas Tree Run and Hang-Over Run were also well attended. The Bohemia and Noon Day Trail and Brown’s Camp have been their latest destinations. Paul submitted two Club Power applications for his membership.

Dan and Ann Haak reported on Harney County High Desert Wheelers current activities. There are about 12 family memberships. They participated in a Hobo Soup and calendar preparation meeting where they voted to volunteer to assist DC4W in Groundhog Competition. Their future runs Glass Butte in April (with DC4W), Memorial Day Region 6 Events at Christmas Valley Dunes, Black Rock Canyon in Nevada a possibility along with the Steens and other local destinations.

Umpqua Valley Timber Cruisers report by Alan and Gaileen Paulson. There are 14 families that make up their membership. Their Christmas Tree Run in December was at the Burnt Mt. area. Andrew’s new shot gun has taken its toll on the 4wheelin activities but he’s a great shot. Their club also is planning on attending Winter Convention. Alan invites us all to the March Region 6 Delegate Meeting at his house. The club is hosting and there will be activities as before: a.m. mud run meet at Abby’s at 8:00/Meeting around 2:00 p.m.ish., chili feed and pot luck following the meeting and perhaps a bon-fi re.

Addendum: Oregon State Delegate’s Meeting

Oregon State Meeting was held immediately following and in conjunction with Region 6 Delegate Meeting. Crystal Crowder of Piston’s Wild gave a report on their activities on the west side of the mountains. Being active in agencies and involved in joint volunteering events to public lands offi cials to assure access. Mt Hood involvement is a concern. Joint activities with other types of OHV’s are working for the association in Region 3. Crystal strongly advises reaching out to class I and class III and snowmobile users to join together to keep access.

Carol and Don Jensen reported on their IAD activities. Don and Carol encouraged being involved by volunteerism and knowing what is happening in each area’s forests. Coming

against the anti-access crowd is the only way to assure trails.Oregon State Parks and Recreation was present with knowledge of the new rules and regulations. Suggesting we access their web page for more information. The classes of OHV were discussed and class II better defi ned. The advisory committee for the state funding of ATV grants and their tasks was brought forward with questions on how the funds are distributed. http:/ /www.oregon.gov/OPRD/ATV/index.shtml

Volunteerism and actively participating in the process was the call from the agency to assure a future of OHV use.

Greg Peterson addressed the meeting with the Fun Day/Play Day concept for Oregon’s Clubs. Encouraging us to make plans for future get-togethers to keep in touch with each other and keep the PNW strong. Greg’s e-mail is: [email protected] to help him put together time, place and event.

Beth put forward the question: “What the next 50 years will bring to PNW4WDA.” Much discussion ensued. The theme of the day seemed; become active-involved not to be pacifi st about the issues but to be an activist. Crystal is seeing a more multi-motor sport association. Discussion from the fl oor on individual memberships and United 4Wheelers problems ensuing from individual memberships. Patti Pyland interjected the idea of not whining about the association and contributing constructive actions to make the PNW stronger. Discussion was each 4X4 user is also a horseman or quad user or motorcycle enthusiast that we all need to join in our efforts against anti-access. Alan Paulson added the diffi cult position of the Board of Directors disseminating information and gathering input of the members. General consensus was we all need to work harder as individuals to grow the association.

Winter convention changed my life!

When I describe my Dad to others, I usually say he was a “jeep freak “ but I mean that in a positive way. Most all my childhood memories are of Jeeps: Jeep club friends, jeep club trips, jeeps that my Mom had to drive while he was working on them and jeeps in our garage and yard in various stages of repair or modifi cation. When I decided to journey to Shelton to celebrate the 50th anniversary of PNW4WDA, I also had high hopes of fi nding someone who knew my Dad prior to his death in 1984 so I could beg and plead for pictures. My Mom said she had no pictures from those days in the 60’s and 70’s and I fi gured this was going to be my best chance of getting some pictures. I approached several people during the “meet and greet” Friday night and shared the story behind my request for pictures as well as show off my Suzuki 4x4 X90. My Spokane 4 Wheelers friend Gwen introduced me to Arlene Brooks and Arlene thought she remembered my Dad: paydirt! I told her that I wracked my brain for names from the past and all I could think of was “Stan and Laura”. She said that had to be Stan & Laura Mitchell and I had missed him by about 15 minutes but I would be able to fi nd them both at the convention. I shared my story with a few more people that evening and found it to be a great icebreaker. I seized the opportunity to talk at length

with Eric @ 4 Wheel Parts in my plans for a roof rack for my X90 then called it a night.Saturday morning came too quickly but I was eager to get to view the photo displays before the convention started. Within 10 minutes of looking at the fi rst row of photographs I actually found Stan Mitchell at the display for Seattle Jeep Club (originally known as Seattle Rump Bumpers). It was such an amazing mix of feelings; I was ecstatic, sad, and amazed all at the same time! He proudly pointed out his fi rst jeep in one of the displays and said my Dad had helped him build it. He talked too about his fi rst Toyota Landcruiser that my Dad helped him build. We talked about other “memorable” people in our world back then like Al Carrol, Les Hoptuit, and Dave Loydhammer…memories came fl ooding back and we both had tears in our eyes. I told him my fi rst accounting job was at Northwest Auto Wrecking with Lyle and Kenny and of course we talked about his cousin Don & Don’s fi rst wife Dorothy. He asked about my two brothers and I had to tell him about losing my sister in a drunken driving accident in 1995. With tears in our eyes again we talked about losing my Dad and his son in equally tragic yet different accidents. On a much more cheery note, we exchanged business cards and I will forward Stan’s business card to my brother

Chris in case he is interested in plumbing work for Stan’s construction company. When it came time for the Saturday night banquet I could hardly wait to fi nd Stan and his wife Laura for a group picture. I now have a picture of the three of us to share with my family that I will treasure forever. I can’t say enough good things about the organizers of the weekend celebration of PNW4WDA 50th anniversary: my heart is bursting at the seams even now as I head back to Spokane. Apparently the staff at the hotel overheard me telling my story in the elevator on Saturday and think it’s great that I have been reunited with some wonderful people who were part of my family history for decades. I will treasure the memories of this weekend for the rest of my life.

Park - Winter EIS Scoping Announced!

Dear Interested Snowmobilers, I am sure many of you have followed the twists and turns of Winter Use Planning processes for the last twelve plus years. There have been many. In addition, the continuing legal battles in the Washington D.C. and Wyoming courts have yet to come to a conclusion that both sides will accept.The good news is that the next Environmental Impact Statement (EIS) process started on January 29, 2010 and could provide for a much-needed reasonable, science-based long-range Winter Use Plan for Yellowstone National Park. The Winter Use plan for Grand Teton Park has been completed.The fi rst step in the new EIS process is scoping, which the Service defi nes as:“The procedure by which an agency identifi es important issues and determines the extent of analysis necessary for an informed decision on a proposed action. Scoping, an integral part of environmental analysis, includes early involvement of interested and affected public, as well as internal and external agency contacts. Although formal scoping occurs for a specifi c time period, we welcome your comments on projects while we are in the process of preparing plans.”It is important that snowmobilers comment during the scoping process. The process started with the Federal Register Notice on January 29, 2010. The Process will allow 60 days for comments from the public and will formally end on March 30, 2010.The Park service will be holding scoping meetings on Feb. 16th in Idaho Falls, Idaho at the Hilton Garden Inn, 700 Lindsay Blvd; Feb. 18th in Billings, Montana at the Hilton Garden Inn, 2465 Grand Road; Mar. 8th in Cheyenne,

Wyoming at Little America Inn and Resort, 200 West Lincoln Way and a fi nal meeting in Washington D.C. on Mar. 10 at the Old Post Offi ce 12th Street and Pennsylvania Ave. NW. All the meetings will be from 6:30 pm to 8:30 pm.BRC is developing important areas to comment on and will have that information available in the near future. MAY 22-23Howdy All, It is that time again to schedule a work party at the Ethel race track. May 22-23 is one date that may work. I know it is early in the season, but with 2 races scheduled for early June, we will need to step it up a bit. It is my understanding the mud bog group would also like to be a part of the work party so we can again work together this season. I am open to suggestions......Also, we are going to need to schedule a meeting of the Independent racing members to work on ideas for your June 5-6 race at the Ethel track. Again I need your suggestions to make this happen. A place and a date ?? I know that we are spread far and wide, so if we can agree on something that will work for most???? I will be at the Moonshiners swap meet this weekend if you want to track me down.It should be a great race season, with lots of fun events on the schedule.
