    TraillCollegeReview:Report

    Introduction:

    CatharineParrTraillCollegehasundergoneseveralmajorchangesinitshistory,froma

    womenscollegethroughtoitscurrentinstantiationasagraduatecollege.Overthecourseof

    eachtransitionithasremainedanintegralpartofthestoryofTrentUniversity. Today,some

    thinkthatTraillhaslostsomeofitstraditionalvibrancyanditshistoricalassociationwiththe

    Peterboroughcommunity.Coupledwiththebeliefthatthecollegehasbecomeafinancialdrain

    onanalreadychallengeduniversitybudget,areviewofTraillsoperations,potential,andfuture

    possibilitiesisinorder.Forthemostpart,thecurrentreviewhasbeenwelcomedasan

    opportunityfordifferentsegmentsofthecollege(andsomeoutsidethecollege)totelltheir

    storytothewidercommunity,whilereflectingonthethingstheydowellandhowthosethings

    maybeenhancedinthefuture.

    TraillisTrentsgraduatecollege.Itisalsothehomeoftheundergraduatedepartmentsof

    EnglishLiterature,CanadianStudiesandCulturalStudies.ThegraduateFrostCentrefor

    Canadian

    Studies

    and

    Indigenous

    Studies

    (MA

    &

    PhD),

    Theory,

    Culture

    and

    Politics

    (MA),PublicTexts(MA),CulturalStudies(PhD)andHistory(MA)programsalsocalltheCollege

    home.TrentsContinuingEducationPrograminPeterboroughisbasedatTraill,alongwiththe

    TrentCommunityResearchCentre.Intermsofenrolmentandbudget,Traillisthesmallestof

    Trentscolleges(withanannualbudgetof$170,000).Whiletheprogrammingandsupportfor

    studentstaffistherebylimited,themoniesavailableareexpendedtooptimumeffect.

    review

    over

    the

    early

    months

    of

    this

    year,

    I

    have

    benefitted

    from

    the

    considerableinputofstudents,staff,faculty,alumni,andmembersofthePeterborough

    community.Thetaskofconductingthereviewwouldnothavebeenpossibleoras

    pleasurablewithoutthesemanycontributionsbothinpersonandthroughwritten

    Giventherangeofresponsestotheinitialcallforinput,Ihavenotbeenabletoincludeor

    accommodatealloftheminthisreport.Iwouldstillemphasizethattheyplayedanimportant

    rolehelpingmearriveatabalancedappreciationoftheinterestinthecollegeandthe

    possibilitiespertainingtoitsfuture.IcanassureallthateverythingIheardandreadhasbeen

    carefullyconsidered.Torecognizethosewhoresponded,Ihaveincludedalistofgroupsand

    individualswhohaveplayedapartinthereviewinanAppendix.

    Iwouldliketosingleouttwogroupswhoseinsightswereofspecialvalue.Thefirstisthe

    graduatestudentswhocurrentlyholdTraillastheircollege.Afteraninitialsuspicionthey

    embracedthechancetoreflectseriouslyonsomeofthechallengesconfrontingthecollegeand

    offeredarangeofvaluablesuggestions.Mostimportantly,Iwouldalsoliketothankthestaffat

    Traill,whohavekeptthecollegerunningonadaytodaybasisinspiteofallthedifficultiesthat

    wemightexpecttobeassociatedwithfinancialchallenges.Ifnothingelse,Ihopethatthis

    reportwillleadtoanapproachtoTraillwhichwillalleviatesomeofthesechallenges.

    AfterthePresidentsannouncementofthereviewinmidJanuary,Imadethreetripsto

    Peterborough

    to

    consult

    with

    members

    of

    the

    college,

    the

    university,

    and

    the

    city,

    including

    the

    mayorandtheDBIA.Thesevisitsweresupplementedbyphoneconversationswithseveral

    peoplewhohadnotbeenabletomeetwithme,andafewmeetingsoutsideofPeterborough.

    WeextendedthedeadlineforsubmissionsfrominterestedpartiesfrommidJanuaryuntilthe

    endofApril,whichwejudgedtobeampletimeforgroupstodiscussthereviewanddevelop

    submissions,andforindividualstoofferthebenefitsoftheirreflections.Manywritten

    submissionswerefollowupstothediscussionsheldoncampus.

    Inallofthis,IwasassistedbyAshleyHorne,whowaspresentatallmeetingsthatinvolvedtwo

    ormorepeople,andwhooversawtheschedulesandcollectedsubmissions.Thereviewwould

    nothavebeencompletedasefficientlyandinastimelyafashionwithoutherassistance,for

    whichIamextremelygrateful.

    Inwhatfollows,Igiveasummaryofthemainrecommendationsflowingfromthereviewand

    thenprovideadetaileddiscussionandjustificationforeachofthem.Inthecourseofthese

    discussionsotherrelatedrecommendationswillbeforwarded.ThePresidentscallforthe

    reviewwasexpressedintermsoffourcentralquestions,andIhavestructuredthisreport

    aroundresponsestothosequestions.Itshouldberecognized,however,thattheanswersto

    somequestionspresupposewhatissaidinresponsetoothers(Inviewofthis,Iwould

    encourageinterestedreaderstoingestthetotalbeforeisolatinganyparticularcommentsor

    recommendations).

    Discussion:

    What

    sort

    of

    College

    should

    Traill

    be?

    R1:

    An

    Interdisciplinary

    college

    comprised

    of

    students

    (graduate

    and

    undergraduate)

    more

    matureintheirfocusandexpectations.

    Fromallthediscussionsheldandthematerialsandsubmissionsreceived,twoclear

    possibilitiesemergedforthefutureofthecollege.CollegesastheyhaveevolvedatTrentfocus

    onstudentexperience,whichisunderstoodinavarietyofways.Earliercollegesplayedakey

    roleinthebasicacademicexperienceofstudents.Whilethisisstillpresent,itisless

    pronounced.GiventhecurrentmakeupofTraill,thereisanopportunitytopromotethe

    academicvisionoftheearliermodelwithinthemorepracticalrealitiesofthecontemporary

    university.AsTraillhasdevelopedasagraduatecollege,theresulthasbeenintentionalor

    otherwiseanenvironmentthatcaterswelltothemorematurestudent.Thisisanaspectof

    Traillwhichisworthstrengtheninganddevelopinginacollegethatcouldhaveamore

    academicfocusthanhersistercolleges.

    Thisinvitestworelatedpossibilities.Thefirstis[R1]aninterdisciplinarycollegethat

    acknowledgesandpromotesthecurrentstrengthsinthehumanities,andthatbuildsonTraills

    coregraduatecohortbyaddingaselectedrangeofundergraduates[R1a].Specifically,these

    couldbeundergraduatesintheirthirdorfourthyearswhoareconnectedtothedepartments

    thathavemadetheirbaseatTraill(andtowhichothersmightbeadded),whofindmanyofthe

    academicseminarsinwhichtheyareinvolvedtakingplaceatTraill,andwhohavebeen

    preparedfor

    the

    more

    advanced

    student

    experience

    that

    astrong

    interdisciplinary

    college

    can

    offer.

    Afurthercohorttoaddtothismixwouldcomprise105sforwhomthestudent

    experienceofferedattheothercollegesisnotasattractive.Thesestudentshavealreadybeen

    introducedintopostsecondaryeducation,havemovedtoTrenttoenhancetheiracademic

    experienceandcredentials,andarelikelytobeolder.

    Tothese,Iwouldsuggesttheuniversityaddmatureandparttimestudentsintheirfirst

    yearof

    post

    secondary

    education

    (international

    students

    might

    be

    included

    in

    this

    category).

    Thislastpointisarecommendationthataroseindifferentwaysfrommymeetingswith

    undergraduatestudentsandwiththeheadsoftheothercolleges.Bothgroupsappreciatedthe

    needtoaddresstheneedsofstudentsforwhomthecurrentprogrammingofferedbythe

    collegeswasnotclearlyappropriateandwhowerethereforedifficulttoengage.Thesestudents

    wouldseemidealtoaddtothemixofamorematurecollege.Addingthisrangeof

    undergraduatestudentswouldbeasignificantsteptowardsaddressingthefinancialchallenges

    uniquetoTraill.1

    IfTrailladmittedthisrangeofstudents,itwouldbepossibletorevisittheprospectofit

    becomingaresidentialcollegeofsomedescription[R1b].Whiletherewouldbeinitialcosts

    associatedwiththis,itwouldbethebestwaytoreturnafullsenseofcollegelife,throughout

    theweekandonweekends.Withthisinmind,theresidentsofthefourteenapartmentsat

    Traillshouldbemembersofthecollegeandencouragedtoparticipateinthelifeofthecollege.

    OneambitiousfeatureofapotentialInterdisciplinaryCollegecouldbethedevelopment

    ofcollegespecificcoursesthatwouldbecomepartofastudentsdegree,possiblyinfirstyear

    beforetheyspecialized,butalsoasattractiveelectivesinlateryears.Thiscouldtaketheform

    ofcoursesthatintroducedstudentstoarangeofdisciplinesbyexploringparticularthemes.The

    ambitiouselementherewouldinvolvetheacquisitionofTraillteachingfaculty,reportingtothe

    Headofthecollege,whowoulddevelopanddeliverthesecourses.TrentatDurhamhasalready

    establishedtheprecedentofhavingfacultyspecifictothatcampusandIwouldencourageTraill

    toexploresomethingalongsimilarlines[R1c].

    Ishouldstresswhatwasmentionedinpassingabovethatthecoreoftheinterdisciplinary

    collegeisthegraduatestudentbody.Thiscoreshouldberetainedandevenreinforcedby

    movingtheGraduateStudiesofficeandDeantoTraill[R1d].WhenTraillwasmadeagraduate

    college,theDeanofGraduateStudiesassumedtheroleofcollegeheadbydefault.Thiswas

    successfulbutnotdeemedanecessaryfeatureofthecollege,andsubsequentheadshavenot

    beenGraduate

    Deans.

    impartial

    observer

    looking

    at

    the

    make

    up

    of

    Traill

    might

    find

    it

    strangethatitwouldbedesignatedasagraduatecollegebuthavetheofficeofGraduate

    StudieswithitsDeanlocatedelsewhere.

    LocatingtheofficeatTraillwouldservetounderlinetheimportanceofbothGraduate

    Studiesandthecollege.Itwouldhelptofosterconnectionsbetweenthetwocampusesas

    meetingsareshifted,requiringmoremembersoftheTrentcommunitytospendtimeatTraill.

    ItistruethatsomegraduatestudentsremainconnectedtotheSymonscampus(science

    studentstotheirlabs,forexample),andareabletoeasilyaccesstheofficeofGraduateStudies

    whennecessary.ButmostofthesestudentsliveinthePeterboroughcommunityandshould

    easilybeabletoaccesstheofficeatTraillatthebeginningortheendofthedayontheirwayto

    andfromtheSymonscampus.Thenewmandateenvisionedforthecollegewouldnotpermit

    therolesofcollegeheadandgraduateDeantobefulfilledbyonepersonasinthepast.But

    thesetwoadministrativeleaderscouldquicklyformamutuallysupportiverelationship.

    Afurtherfixtureofthegraduatecollegeisthestudentsaccesstoanduseofoffices

    there.Thishasbecomeapointofsomecontroversyduetoawidespreadperceptionthatthese

    officesareunderutilized.Thataside,theuniversityisobligatedtoprovidegraduatestudents

    withoffices.Ifthereisadesireonthepartoftheuniversityorthecollegetorevisitthis

    situation,thentheappropriatecourseisthroughfuturenegotiationsofthecollective

    agreement.

    But

    it

    is

    clear

    that

    these

    offices

    are

    an

    important

    component

    of

    the

    experience

    of

    manyofTrentsgraduatestudents.TheyattractsomestudentstoTrent,andtheyofferan

    importantspaceforquietstudythatissimplynotavailableinanycomparableformonthe

    Symonscampus.Whileadjustmentstothenumberofofficesmaybenecessarytoprovidefor

    otherkindsofspacethatcanbeusedtogeneraterevenuesforthecollege,Iwouldrecommend

    retainingasmanyofficesasneeded[R1e]becausetheirvaluetothecollegecommunity,

    presentandfuture,isoneofthoseintangiblesthatitisworthkeeping.Thataside,aregular

    audit

    of

    office

    use

    to

    determine

    how

    many

    are

    required

    is

    quite

    appropriate.

    Avariantontheinterdisciplinarycollegerecommendationfollowsfromarangeoffurther

    suggestions,anditisimportanttoincludeithere(Idonotbelievethetwopossibilitiesare

    incompatible).ThissecondpossibilityisthatTraillbecomeaprofessionalcollegethatmixes

    maturegraduate

    and

    undergraduate

    students

    with

    some

    of

    the

    (also

    mature)

    professional

    programs[R1f].ThesewouldbeprogramsthatdependlessonahomeontheSymonscampus

    andaremoreconnectedtothecommunity.ForvariousreasonsNursingwouldnotbepractical

    here.ButtheConsecutiveBachelorofEducationwouldbeagoodfitunderthismodel,as

    would,perhaps,theprograminSocialWork.

    Currently,B.Ed.studentsareaffiliatedwithdifferentundergraduatecolleges.Butthe

    scheduleofthesestudentsdoesnotneatlycoincidewiththatofundergraduates,creatinga

    situationin

    which

    college

    events

    are

    not

    always

    available

    to

    them

    (though

    students

    affiliated

    withOtonabeemayhaveaslightlybetterexperiencebecausetheSchoolofEducationislocated

    there).Further,theprogrammingoftheundergraduatecollegesnaturallyaddressestheneeds

    ofyoungerstudentsratherthantheneedsofpostgraduateB.Edstudents.Anaffiliationwith

    Traillwouldconnectthesestudentswithothergraduatestudentsinarichinterdisciplinary

    environment.

    SocialWorkisevolving.ButtherearestrongconnectionswithTrentinDurham,andif

    teachingspace

    could

    be

    provided

    with

    teleconferencing

    capabilities,

    then

    this

    would

    allow

    coursedeliverytobothcampusesfromonesite.Situatingtheprogramwithinthecommunity

    couldfacilitateclinicalplacements(therelocationofHospicePeterboroughtothebordersof

    thecollegesuggestsoneoftheopportunitiesthatcoulddevelopthere).

    IfTraillweretobeamoretraditionalcollegehowshoulditoperate?

    R2:Traill

    should

    have

    adifferent

    administrative

    structure

    from

    the

    other

    colleges,

    with

    an

    academicheadreportingtotheAcademicVicePresidentandProvost.

    Inconductingthisreview,Iassumedthattraditionalcollegereferredtothekindofcollege

    structurethatcharacterizedTrentthroughmostofitshistory(butwhichhasrecentlybeen

    abandoned).Giventhatthesewereresidentialcollegeswithanintegrationoffacultywork

    spacewithstudentresidencesandthefullinvolvementofthecollegecommunityinits

    activities,atraditionalmodelmightnotbefullyfeasibleimmediately.Toomanythingshave

    changed,bothinthephysicalplantandthestructureofinstitutionalsupport.Butitisstill

    possibletoprovidesomeresidentialexperiencesoastoenhancethelifeofthecollege,and

    this,inturn,couldbedevelopedinthefuture.

    InansweringthefirstquestionIhaveessentiallysaidthatTrentshouldbeatraditional

    college.Butthereremainstheissueofhowthecollegeshouldoperate,andthatisthefocusof

    myresponsetothecurrentquestion.

    GiventheenormouspotentialtodevelopsomethinguniqueandimaginativeatTraill,

    whateveremergeswillnotbeliketheothercolleges.Thisisnottosuggestthatitwillbebetter

    thantheothers;justdifferent.Thisdifferencejustifiesanumberofthings,includingaseparate

    administrativemodel.

    CurrentlyTraillsuffersfrombeingremovedfromthecentreofmanyservicesthatare

    locatedattheSymonscampus.Overtime,asituationhasevolvedthatseesanumberofoffices

    administeringspaceandprovidingservicesatTraillinawaythatislessthanefficient.These

    includeHousing,Housekeeping,theRegistrarsoffice,theDeansoffice,inadditiontoIT

    services,

    security

    and

    maintenance.

    This

    is

    far

    removed

    from

    the

    kind

    of

    efficient

    coordinated

    operationthatcharacterizedTraill(andtheothercolleges)inthepast.

    TobestachievethekindsofthingsIenvisionaspossibleforTraill,thecollegeshould

    aim,asmuchaspossible,tooperateseparatelyfromthecollegesontheSymonscampus,and

    fromtheoperationinOshawa.Thissuggestsadifferentadministrativestructureshouldbe

    consideredforthecollege,withanacademicheadreportingtotheAcademicVicePresident

    andProvost[R2].Thatindividualshouldbegivenamultiyearcontracttoallowtimeforthem

    to

    develop

    the

    ideas

    they

    bring

    to

    the

    job.

    This

    will

    be

    particularly

    important

    during

    the

    phase

    inwhichanyoftherecommendationsareimplemented.Withrespecttotheappointmentof

    theacademichead,itmightbeappropriate,asinthecaseofDeans,tohavetheVicePresident

    Academic(towhomtheHead/Principalreportsto)chairanadvisorycommitteewith

    representationfromTraillfellowsandstudentsandstaff.

    TheHead/Principalwouldberesponsibleformanagingtheoperationsandfinancesof

    Traill,andforensuringthatthecollegeoperatesinawaythatgarnersittheresourcesneeded

    tosupportandoverseetheaffairsofthecollege,includingbutnotlimitedtoanadministrative

    assistant.Thecollegeneedstoprovidesupportforacademicskillsandcounselling,and,ideally,

    itshouldhaveaporter/maintenancepersonwithaknowledgeoftherequirementsofthe

    collegebuildingstoprovidefulltimesupporttotheotherstaff[R2a].Graduateand

    undergraduatestudentswillrequireacouncil[R2b]tooverseetheiraffairsandassistinthe

    developmentofanappropriatepolicyonancillaryfees.

    Thequestionhasbeenraisedastowhethersuchadifferentmodelispossiblegiventhe

    universityscurrentstructures,and,importantly,itsresponsibilitiestotheOntariogovernment.

    Ithinkitis.Itistobenoted,forexample,thattheOntariogovernmentspolicyonancillaryfees

    (December,1994/2004)allowsadifferentprotocoldocument2forinstitutionswithamulti

    campusfacility.Specifically,thatdocumentnotes:Institutionswithamulticampusfacilitymay

    wishtohavemultipleprotocolsdocumentstoaddressthedifferentcompulsorynontuition

    relatedancillaryfeeconfigurationsattheirinstitution(Appendix5.2,PartA,section1).I

    interpretTrenttobesuchaninstitution,withcampusesatTraillandinOshawa.Thispolicy

    Iunderstandthethrustofthisquestiontoaddressthedisparityregardingstudentfeesreceived

    bycollegesontheSymonscampusandTraill.Asagraduatecollege,giventhelowerfees

    thatresource.Moregenerally,thequestionreflectsthegeneralperceptionthatTraillgenerates

    verylittleinthewayofrevenuesandthusneedstobesubsidizedeachyearfromothersources

    withintheuniversity.

    OnecommonbeliefisthatdeferredmaintenanceispartofthemainproblematTraill.While

    deferredmaintenanceissuesexist,astheydoformostbuildingsintheOntariosystem,they

    haveinfactbeenindirectlyaddressedbythesalesandupgradesthathaveoccurredoverthe

    lasteight

    years.

    As

    aresult,

    they

    do

    not

    stand

    out

    in

    comparison

    with

    Trents

    other

    colleges

    and

    buildings.

    Thelastbuildingaudit(2012)estimatedTrentsdeferredmaintenancedeficitataround

    55million,ofwhichTraillssharewas1.5million.Thebulkoftherepairsneededfallintothe

    necessarybutnotyetcriticalcategory.Under$27,000fallswithinthecurrentlycritical

    category,and$57,000withinthepotentiallycriticalcategory.Thiscomparesveryfavorably

    withtheothercolleges.ThissituationstemsinpartfromthesaleofBradburnHouseand

    LangtonHouse,

    both

    of

    which

    were

    in

    poor

    repair.

    In

    addition

    to

    this,

    the

    conversion

    of

    Traill

    to

    agraduatecollegesawthekitchenremovedfromScottHouseandthatbuildingupgraded.Kerr

    HousehasbenefittedfromCanadianStudiessupport,whichhasprovidedupgradeslikethe

    WilsonReadingRoom.BagnaniHall,ofcourse,isthecentrepieceofthecollegethankstothe

    supportoftheBagnaniTrust.

    EvenWallisHall,whileitremainsabuildinginneedofattention,hasseenupgradeslike

    thenewflooringasaresultoftheconversionofmuchresidencespacetostudentoffices.The

    PrincipalsLodge

    was

    well

    maintained

    over

    the

    years,

    and

    this

    has

    left

    it

    still

    in

    reasonable

    condition,althoughitdoeshave$4,500incriticalrepairspending.CrawfordHouserequires

    work,butthebulkofitisinthenotyetcriticalcategory.Thefinalbuildinginthecollegeis

    StewartHouse,whichhadbeentemporarilyshutduringtheperiodofthisreview.Itwould

    appeartobethebuildingmostinneedofattentionandsomedecisionwillneedtobemade

    (perhapsinrelationtothisreview)astowhetherthebuildingshouldbeupgraded,sold,or

    removedandthespaceusedforadditionalparking.

    TheupshotisthatdeferredmaintenanceisnotasseriousanissueatTraillasitisat

    someothercollegesandwouldnotseemtothreatenthecontinuationofthecollege,especially

    inviewoftheupgradesinplace.

    maintenancetherearecostsrelatedtoaccessibility.ScottHouseneedsintheregionof$25,000

    response

    to

    the

    review,

    many

    of

    whom

    indicatedadesiretocontributefinanciallytothecollegeiftherewasaviableplaninplace.

    Giventheexposurethisreviewhasreceivedamongthealumni,thismaybethetimeto

    constructaDevelopmentcampaignaimedatbuildingageneralendowmentforTraillwhich

    couldbeusedtosupportthemaintenanceoftheCollege,andforotheruses[R3a].American

    institutionshavedemonstratedwhatatremendouscontributionsuchendowmentscanmake

    tothelongtermviabilityofacollege.

    Ihave

    about

    alumni

    involvement

    below.

    Beforethisreview,itwasnotgenerallyknownthatgraduatestudentscontributelessbywayof

    acollegefeethanundergraduates($15,comparedtothe$241paidbyanundergraduate).Of

    course,thecurrentcohortofgraduatestudentsplayedinheritedthecurrentfeestructure.It

    seemstohavebeenshortsightedoftheuniversityandthosewhoestablishedthefeeinthe

    waytheydid(withnoadjustmentforinflationorcostoflivingincreases). Animpartialobserver

    mightthinkthat,inassigninggraduatestudentstoTraillCollege,theUniversityaddressedtwo

    problemsthatitwasunsurehowtoresolve(whattodowithTraill,andwhattodowith

    graduatestudents),andsimplyhopedthatafavorableoutcomewouldsomehowemerge.That

    aside,therealitythatexistsdoesneedtobeaddressed.

    Itistobenotedthatgraduatestudentsareawareoftheirsituationandwillingto

    contributemore.Whileseveralofthemhaveobservedthattheypayfarmoretotheuniversity

    thanundergraduatestudents,theyaregenerallyappreciativeofthehighercostsassociated

    withthelevelofeducationandtrainingthattheyreceive.Responsestothegraduatestudent

    surveyinrelationtothereviewshowedstrongsupport(63%)fordoublingthegraduatestudent

    ancillaryfeepaidtoTraill(to$30).Realistically,thiswillnotgofarinrelievingTraillsbudgetary

    pressures,butitwillhelp,andshouldbeadopted,withfurtherincreasesscheduledthrough

    negotiationwiththeGSA[R3b].

    ***

    ForTraill,aclearerroutetofinancialstabilityistheintroductionofundergraduatestudents

    alongthelinessuggestedabove.Itispossiblethatthenumberofundergraduatesaffiliatedwith

    Traillwillhaveincreasedbythetimethisreviewisdiscussed.Duringthereview,itwasclear

    thatthecollegewaswellusedbystudentswholiveinthevicinity,whoseekaquietplaceto

    study,andbythoseupperyearstudentswhohavefrequentseminarsatTraill.Manyofthese

    studentswere

    unaware

    that

    affiliation

    with

    Traill

    was

    an

    option.

    Initially,itappearsthatstudentswerenotabletochooseTraillastheircollegesince,

    beingidentifiedasagraduatecollege,itwasnotlistedinthedropdownmenu.Iunderstand

    thatthissituationhasnowbeenremedied,andthatsomestudentshave,asaresultofpublicity

    aroundthereview,chosentoaffiliatewiththecollege.Thoseaside,theadditionofgroupsof

    undergraduatestoTraillalongthelinesproposedabovewouldallowthecollegetoreceivea

    portionofancillaryfeesatthehigherlevelpaidbyundergraduates.Thiswillvastlyimproveits

    viabilityas

    acollege.

    Adding

    four

    hundred

    undergraduates,

    for

    example,

    would

    generate

    close

    to$100,000inadditionalcollegefees[R3c].

    TherearerelatedwaysinwhichtheTraillfinancialpicturecouldbeimproved,

    dependingonthetypeofcollegethatTraillbecomes.Ifitispossibletoreturnsomeresidence

    studentstothecollegeinordertoimprovecollegelife,thenthiswill,aftertheinitialcosts,

    becomeasourceofrevenues.

    OneinitiativeTraillcouldpursueforfinancialbenefitisareturntothekindofContinuing

    Educationprogramtheuniversityclosedin2008[R3d].Thisisagoodfitforthecollege,bothin

    viewoftheuniversitysdesireforcommunityconnectionsandthefactthatafledgling

    ContinuingEducationProgramsurvivesatTraillwithashoestringbudget.Thisbudgetshould

    beincreasedtoallowtheProgramtodevelop,ideallytoitsformerheights,andwiththe

    expectation(requirement)thatitachievearevenuelinewhichwillallowittobeself

    supporting,and

    subsequently

    generate

    revenue

    for

    the

    college.

    TheContinuingEducationProgramreceivedconsiderableinvestmentoversevenyears

    asitemergedfromthedissolutionofJulianBlackburnCollege.In2008,itachievedfinancial

    viabilityandheldthepromiseofbecomingaverysuccessfulrevenuesource.Iwasnotableto

    determinewhysuchastrongprogramwasclosedsuddenly,atatimewhenmanycommunity

    memberswereinthemiddleofacquiringcertificates,andatthecostofsomefrustrationinthe

    community.Atthetimeofthisdissolution,theprogramboastedaseriesofinterestand

    professionalcourses,

    some

    carefully

    tailored

    to

    the

    specifications

    of

    local

    businesses

    and

    organizations.Certificateswereofferedinareasasdiverseasworkplacecoaching,conflict

    resolution,andteachingEnglishasasecondlanguage(amongothers).Feesrangedfromover

    $1000toseveralhundred,dependingonthecostsinvolved.

    AfterTrentclosedthisContinuingEducationprogram,otherorganizationssteppedin.

    Soitwillnotbeeasytoreplicatetheearliersuccess.Butasitstandsnow,ContinuingEducation

    isrestrictedtoafewspecialinterestcourseswithquitesmallfees.Trentshouldgiveserious

    thoughtto

    the

    kinds

    of

    revenue

    streams

    that

    can

    be

    associated

    with

    astrong,

    diverse,

    and

    vibrantContinuingEducationProgram,alongwiththesignificantcommunitygoodwillthat

    couldflowfromthis.Traillisagoodlocationfromwhichtooffersuchaprogram.

    WhilemanyofthepeopleIspoketorecalledthestrongprogramthatexistedin2008,

    mosthavenoclearideaofwhyitwasdiscontinued.Apparently,itfellvictimtoaperiodofcuts

    andchangesinpriority.Unfortunately,thischangeinvolvedaretreatfromthecommunity

    thathashadsomerepercussionsforTrentslocalreputation.Inmydiscussionswithcommunity

    partners,somestillsawthewithdrawalofthesecertificateprogramsasasorepoint,asa

    negativereflectiononTrentsrelationshipwiththelargercommunity.Whileseriouseffortsto

    rebuildthisprogramwould(again)involveaninitialinvestment,itcouldprovidesome

    significantreturns,andthisisapossibilitythatshouldbeexplored.

    TheTrendisanotherpotentialsourceofrevenue.Currently,Traillreceivesnoreturnfromthe

    facilityand

    the

    university

    only

    receives

    asmall

    percentage

    from

    the

    cards

    that

    students

    use

    there.Noportionsoftheprofitsnoranyrentreturnstothecollege.Thisreflectshistorical

    difficultiesthataroseinattemptstofindandkeepacontractor.EarlierTrendoperatorsfailed

    toderivesufficientrevenuestosurvive.Thecurrentoperatorsderivemostoftheirprofitsfrom

    cateringtoeventsinthecollege,ratherthanthedaytodayoperationsofthecaf.Certainly

    theTrendisthesocialhubofthecollege.Itwasanimportantstepontheuniversityspartto

    allowTrailltoenterintoaseparateservicesagreementwiththecontractor.Inspiteofthe

    absenceof

    any

    serious

    returns

    to

    the

    college,

    there

    are

    reasons

    to

    encourage

    this

    situation

    to

    continueinonewayoranother.TheadministrationofTraillCollegeneedstochoosefuture

    operatorsoftheTrendandenterintocontractsthataremutuallyagreeabletobothparties

    [R3e].Itwouldbebesttoenterintocontractsthatprovidesomereturns,buttheprimary

    concernshouldbethecontinuedoperationoftheTrendinawaythatsupportsthelifeofthe

    college.Asthatlifedevelopsandexpands,andespeciallyiftheresidentialcomponentofTraill

    isabletoexpand,anexpansionoftheoperatinghoursmightallowforacontractwhichwould

    providesome

    revenue

    for

    the

    college.

    IsTraillasuccessfulTrentconnectiontodowntownPeterborough?

    questions

    complicate

    directresponsetoitandtherecommendationsthatfollow.

    First,whatdowemeanbydowntownPeterborough?Secondly,whatcountsasasuccessful

    TrentconnectionsuchthatTraillmaybesaidtoprovideit?

    Inthecourseofdoingthisreview,Ihadtheopportunitytomeetwithanumberof

    interestedpartiesfromthePeterboroughcommunity,bothindividuals,suchastheMayorand

    peoplewhoattendeventsatTraill,andgroupssuchastheDBIAandTrentdonorsfromthe

    community.Allhadimportantperspectivestoshareandcontributedtomythinkinginvaluable

    ways.Atthesametime,justabouteveryonehasadifferentideaofwheredowntown

    Peterboroughis,oratleastwhetherTraillcurrentlyfallswithinsuchaboundary.

    TheDBIAdesignatestheareaessentiallybetweenAylmerandthewater,andfrom

    MurrayinthenorthtosouthofDalhousie.Butitsasegmentedareathatexceedsthese

    boundariesinplaces,andfallswithintheminothers.Thelargestsuggestedarearunsfrom

    LandsdowneinthesouthtoParkhillinthenorth,andfromtheriverwesttoMonaghan.The

    meritsofthisboundary,beyonditsinclusionofTraill,isthatitisaprojectedone,anticipating

    thecoresgrowthovercomingdecades.ItseemslikelythatanyfuturedevelopmentofTraill

    wouldwantittoaccommodatesuchgrowth.

    GiventhedisputeoverwherethedowntowncoreliesandwhetherornotTrailliswithin

    itsboundaries,wemaybebetteroffthinkingofTraillintermsthatwereexpressedinoneof

    ourmeetings:askingnotwherethePeterboroughcoreliesbutwherewewouldfindthe

    Peterboroughcommunity.SinceTrentisauniversitylyinginthenorthernreachesofavibrant

    community,Traillrepresentsanextensionofthatuniversitythatalreadyhasimportant

    communityconnectionsandpossessesthepotentialtodomuchmoreinthatareawiththe

    rightencouragement.Severalcontributorsnotedthatitssignificanceliesinitscharacterasa

    towncollege(ratherthandowntown),withthekindsofcommunityconnectionsthatsucha

    titlemakespossible.

    Onceweacceptthatitisthecommunitythatmattersratherthandisputedphysical

    boundaries,wecanturnourattentiontothesecondquestionofwhatcountsassuccessful

    connections.Successinthisrespectmightbemeasuredintermsoftheintellectual

    contributionsTrent,throughTraill,makestothecommunitythathostsit.Oritmaybe

    measuredin

    terms

    of

    the

    economic

    value

    it

    contributes.

    Somewhere

    in

    between

    might

    lie

    the

    supportinexpertise,services,andenergythatarecontributedtoorganizationsandgroups

    withinthecommunity,andthereciprocalvaluetostudentsexperienceofworkingwithand

    learningfromthesegroups.Intruth,abalancedresponsetothislastquestionofthereview

    shouldaccommodateallofthese.

    Itisclearthatwithinthemeansavailabletoit,thecollegecommunityatTrailloffers

    muchtothelocalcommunity.WeseeexamplesofthisintheWritersReadingseriesandthe

    SymonsSeminar

    Series.

    The

    former

    is

    clearly

    the

    largest

    attraction

    to

    Peterborough

    citizens.

    Originally,theWritersReadingSerieswasdistributedamongthecolleges,withdifferentwriters

    readingatdifferentcollegesthroughouttheyear.Now,theeventstakeplacealmostentirelyat

    Traill(Inotedeightoccasionsinthefirsttermofthecurrentschoolyear),allowingtheseriesto

    evolveintooneofthemostsuccessfulseriesofitstypeinthecountry.Thisisaconsiderable

    contributionthatTraillmakestotheintellectuallifeoftheuniversitybut,asimportantly,it

    bringsmanypeopleinfromthecommunity.Thevalueoftheserieswasimpresseduponmein

    bothcommunity

    meetings

    and

    anumber

    of

    written

    submissions.

    TheSymonsSeriesislikewiseopentothecommunityandattractsawide(andslightly

    different)audience.Theseareonlytworecurringeventsofnote;thereareothers.Thetypeof

    collegethatTraillbecomesshouldfacilitateandpromoteeventsofthisnature[R4a].Ifthereis

    adrawback,itisonthepromotionside.MorecouldbedonetomakeTrailleventsmore

    promoteitselfanditsactivities.Aclearcommunicationstrategyshouldbeworkedoutbetween

    thefutureHeadsofTraillandtherelevantTrentoffice[R4b].

    ThereisastrongandactivesegmentofTraillwithconnectionstotheartisticcommunitywithin

    Peterborough.Thisisapparentintheattentiongiventocreativewriting(inacademicprograms,

    Writers

    Reading

    series,

    and

    Continuing

    Education

    program);

    in

    drama(throughtheeffortsofkeyfacultywithhighcommunityprofilesinthisarea);andin

    visualarts(throughavarietyofinitiatives).Thestrongdesireforrehearsalandgalleryspaceat

    thecollegedoesnotseemlikelytobemetinthenearfuture.Butthereareopportunitiesfor

    Trailltobeconnectedtootherspacesofthisnatureinthecity(likeArtspace).

    ThecitysMunicipalCulturalPlan(2012)callsfortherecognitionofthevaluethatpost

    secondaryinstitutionsbringtothetownandforcollaborationwiththemtoexplore

    opportunitiesfor

    program

    delivery

    in

    the

    downtown.

    Traill

    is

    well

    placed

    to

    respond

    to

    such

    an

    initiative.Inparticular,thecity,throughtheworkofthePublicArtAdvisoryCommittee(asub

    committeeoftheArts,CultureandHeritageAdvisoryCommittee)seesTraillasapotentialhub

    forthingslikearesidencyprogramandaproviderofspaceforartisticgroups.ThenextTraill

    administrationshouldpursuepossiblecollaborationswiththeACHAC[R4c].Therearea

    numberofotherpossibilitiesthatwouldallowTrenttobecomemoreinvolvedinthecultural

    lifeofthecommunitythroughcarefuluseofspaceatTraill,includingbecomingaregularvenue

    forthe

    film

    festival

    and

    aplace

    for

    Peterboroughs

    artists

    to

    exhibit

    their

    work

    [R4d].

    ManysubmissionstothereviewnotedcontributionsthatTraillmakestothecommunity

    thatareintangible,andthuswillneverappearonacostsandbenefitsledger.Butthereisa

    clearsenseofappreciationcomingfrommembersofthecommunityforTraillspresence,from

    citycouncilorsthroughtoformerstudentslivinginthecity.Suchgoodwillshouldfacilitateany

    Education).TheCentrecurrentlyoperatesoutofthePrincipalsLodgeatTraillandanumberof

    universitydepartmentsareinvolved,suchasERS,ID,Forensics,Geography,Sustainability

    Studies,History,CanadianStudies.ThisisatangibleconnectionbetweenTrentandthe

    Peterboroughcommunity,viaTraill.TheCentreworkswithanumberoforganizationsinthe

    community,suchastheYMCAandYouthEmergencyServices,anditsclearthatitisan

    importantresourcefornotforprofitgroups(whomaynothavethefundstoconducttheirown

    research),aswellasavaluablevehicleforundergraduatementoring.Therearecostsinvolved

    inmaintainingtheCentrewhichhavetoberesponsiblymanaged.Aslongasthiscanbedone,

    theCentreprovidesonewayforTraillandTrenttoengagethecommunity[R4e].

    wellbeingofthecommunity.WhetherTraillcanbeanactivepartnerinsuchendeavoursisless

    that

    double

    whatcanbeaccommodatedintheestablishedandnewresidencesonandneartheSymons

    campus,itseemsclearthatafargreaternumberofstudentsarelivinginthePeterborough

    communitythanatanyprevioustimeintheuniversityshistory.Ifthestudentsinresidenceon

    theSymonscampusareremovedfromactivitiesinthecity(anditsbynomeansclearthatthey

    are),thenthisotherlargecohortofstudentsisnot.Theypayrentandfrequenttherestaurants

    andbars(asdomanyoftheirparentsandfriendswhovisit).

    Amongsome,

    there

    is

    aperception

    that

    Trent

    has

    withdrawn

    from

    the

    city.

    Iam

    not

    certainthisistrue,butafurtherTrentpresencebeyondTraillmightbewarranted.AlthoughI

    thinkitfallsoutsideofthepurviewofthisreport,Iwouldnotethatthereareanumberof

    majorbuildingsorsitesinthedowntownareathatarevacantorsoontobe.IfTrentdesireda

    furtherpresencebeyondandinadditiontoTraill,thenthisisanavenuethatmightbeexplored

    whatisneededtostrengthenTraillitself.

    Traillshouldlooktoadvertiseitsactivitiesmorewidely,andshouldconsiderconnectingwith

    theDBIAinthisrespect[R4g].Itshouldalsolookatexpandingtheparkingfacilities3and/or

    workwiththecitytoprovideoccasionaltransitpassestoTraillevents[R4h].

    Recommendation7:Givealumnitheopportunitytobecomeactiveorassociatemembersof

    thecollege.TherearemanyinterestedmembersofTraillsalumnibodywhowouldwelcomea

    closerassociationofsomekind,andwouldliketobemoreinformedofthecollegesprograms

    andsuccesses.Membershipcouldextendfromsimplyaddingthemtothecolleges

    communicationsthroughtofullmembershipincollegecommittees.Thelatterwouldsupport

    theestablishmentofanendowmentfundtoaddressthecollegesneeds.Suchafundwould

    clearlybewelcomedbyanumberofalumnimembers.

    Recommendation8:Alongthelinesofthepreviousrecommendation:considerextending

    collegemembershiptothewiderPeterboroughcommunity.Thereisinterestherefroma

    numberofdifferentareas,wherepeoplealreadyhavesomeassociationwiththecollegeand

    wouldliketoseesomethingmoreformaldevelop.Acollege/communitycommitteecould

    overseeinitiativesthatlooktoenhanceTraillspresenceinthetown.

    ConcludingRemarks:

    Throughoutitsvariousiterations,Traillhasneverlostitscapacityforinnovativeprogramming.

    Itretains

    the

    potential

    to

    develop

    into

    something

    quite

    distinct

    among

    Ontarios

    post

    secondaryinstitutions,onparwiththeLiberalArtsCollegeatConcordiaorsomeofthe

    independentcollegesintheUniversityofTorontonetwork.Atthecoreofthecollegeisacohort

    ofhighlyeffectiveteachers,passionateaboutwhattheydoingandeagertodevelopthecollege

    iftheencouragementisgiven.

    Whateverthreadsofpotentialarechosenfordevelopment,therewillinevitablybethe

    needforaninvestmentoffinancesandenergy.TheTrentcommunitywillneedtobelievethat

    whatis

    to

    be

    produced

    will

    be

    worth

    this

    investment.

    And

    current

    and

    future

    administrations

    willneedtostaythecourseoverthelongterm.Traillcannotbetransformedovernight.Butifa

    multiyearplanisputintoplace,withaseriesofclearandachievableinterimgoalstomeasure

    success,thensomethinguniqueandexcitingcanemerge.
