Addiction Is a DiseaseAddiction (including alcoholism) is a primary, chronic
disease of brain reward, motivation, memory and
related circuitry. Dysfunction in these circuits leads
to characteristic biological, psychological, social and
spiritual manifestations. This is reflected in an individual
pathologically pursuing reward and/or relief by substance
use and other behaviors.
Addiction is characterized by inability to consistently
abstain, impairment in behavioral control, craving,
diminished recognition of significant problems with
one’s behaviors and interpersonal relationships, and a
dysfunctional emotional response. Like other chronic
diseases, addiction often involves cycles of relapse and
remission. Without treatment or engagement in recovery
activities, addiction is progressive and can result in
disability or premature death.
However, addiction is treatable.
Numerous studies document the high cost of not treating
addiction. The multiplier effect generally is a factor of
7 to 10 times – for each dollar spent on treatment, it
avoids spending between 7 and 10 dollars on health care
costs (hospitals, ER, ambulances, doctors) and assorted
costs to society in the form of law enforcement, courts,
jails and prisons. According to the U.S. Department of
Human Services, “Even beyond the enormous physical
and psychological costs, treatment can save money by
diminishing the huge financial consequences imposed on
employers and taxpayers.”
The High Cost of Not Treating Addiction
The Cost of Alcohol Use in MinnesotaThe Minnesota Department of Health states that the human
and economic cost associated with alcohol in 2007 (the
most recent year data is available) was an estimated $5
billion, or $975 per Minnesotan. It noted that $296 million
in tax revenues were collected from alcohol sales – making
the cost of alcohol use in the state 17 times greater than the
amount collected in alcohol taxes.

MARRCH’s 2014 Session Priorities1. Chemical Health Parity: Minnesota parity laws require insurance benefits for any group of
mental or chemical health diagnoses must be the same as insurance benefits for medical diagnoses. Many in the chemical health field believe that health plans are not providing coverage and will look to address this concern.
2. Expansion of the Good Samaritan law: MARRCH, along with a number of other stakeholders including physicians and public health advocates, supports passage of a law that provides legal immunity for those who seek help for someone who is suffering an overdose. Senator Chris Eaton has been championing efforts at the Capitol to pass language next year.
3. County detoxification efforts: Many counties across Minnesota have greatly reduced detox programs, primarily for financial reasons. MARRCH supports increased funding for detox. MARRCH also plans to educate legislators on the negative social and economic costs to the state when detox programs are not adequately funded.
4. Alcohol sales tax: An increase in sales tax on alcohol came very close to passing in the 2013 session. Although 2014 is an election year for House members and a tax increase on alcohol will be difficult to pass, MARRCH continues to feel that this is an important provision that the state must take action on.
