SESSION SUMMARIES

Behavior Modification...The Science Behind Motivation...Discover how to Dream, Believe and Achieve! – Joel Weintraub Everyone knows it is important to exercise, eat nutritiously and have regular sleep habits. The problem is that such simple goals seem to elude many of us. This program will not just motivate you to change. Motivation may light a fire under you and give you the enthusiasm to change but once the fire burns out you are exactly where you started. Behavior modification techniques consist of simple and painless steps that will surprisingly lead to success. Within one hour you will be given the tools necessary to improve your exercise, sleep and eating habits...but that is not all. You will also learn how to think creatively. You will finally know the secrets to "thinking out of the box".

Risk Management – Avoiding legal pitfalls in Credentialing – Sally Pelletier, CPMSM, CPSC This session will highlight landmark cases establishing legal precedent that have had an impact on how we credential today. Effective risk management strategies for the initial appointment and reappointment processes will be reviewed. Participants will be able to identify red flags, explain the steps to take at reappointment to avoid negligent credentialing and define how credentialing audits play an important role in maintaining quality practitioners.

The Joint Commission – Welcome to the Medical Staff – Credentialing 101– Stuart B. Shikora, MD This session will cover the basics of Medical Staff Credentialing, emphasizing the initial application and appointment process. Many questions will be addresses, such as, who can receive and submit an application? What must it contain and how is it handled? What is a “clean application” and why does it matter? Who needs a DEA certificate and what other documents must be submitted? What happens if a member of the medical staff needs a new partner to cover the practice right away? The discussion will touch on criminal background checks, photos, orientation to the organization, letters of reference, documentation of CME and demonstration of experience. Telemedicine will be introduced. This will lead to session two, covering details of continuous monitoring and reappointment.

National Committee for Quality Assurance – Advanced – Frank Stelling, MEd, MPH Mr. Stelling will discuss major issues involving the NCQA Credentialing Standards and how they need to be handled to meet the requirements. These issues were brought to our attention through customer questions and surveys.

The Joint Commission – Continuing on the Medical Staff – Credentialing 411 – Stuart B. Shikora, MD Who gets to stay on the medical staff and how to decide? This session covers issues of recredentialing, reappointment and problems that can arise. It will cover OPPE, FPPE, core vs. delineated privileges, assessment of health, limitations on DEA certificates and state licenses, and the reappointment of low volume practitioners. There will be time for discussion of problematic standards, including the latest updates from the CAMH for 2012. Finally, there will be time for questions and suggestions for where to go if you need help.

National Committee for Quality Assurance – Beginners – Frank Stelling, MEd, MPH Mr. Stelling will provide a review of NCQA Credentialing Standards and include a discussion of the survey process.

Positive Thoughts Lead to Positive Results - How to Tune up your Attitude and Prevent your Engine from Burning Out – Joel Weintraub We create our own reality. Mystic Trivia…A Test of Regulatory and Accreditation Knowledge - Sally Pelletier, CPMSM, CPSC This fun and interactive session will pair off competitive teams in order to test their understanding of the Center for Medicare Medical Services (CMS), The Joint Commission (TJC), and National Committee for Quality Assurance (NCQA) requirements.

Networking – Questions and Answer Panel This session will provide an opportunity for many questions to be answered relative to credentialing and provider enrollment. The participants will have the opportunity to learn from representatives from hospitals, health plans, and other organizational representatives with a vast knowledge of credentialing and provider enrollment to answer any questions presented in this session.

Update of Provider Enrollment Initiatives – Center for Medicare & Medicaid Services – Gregg McAllister A brief presentation followed by a question and answer period on two major Medicare Provider Enrollment initiatives currently underway, Revalidation and enhanced use of the PECOS system. CMS recently began a project to revalidate the enrollment of approximately 1.5M providers over the next three years. CMS is working to enhance the on-line enrollment process to make it faster and more user-friendly. A representative from Wisconsin Physicians Service will be on-hand to answer your questions.

NAMSS Certification – Why should you certify? – Kathy Metry, CPMSM, CPCS This session will address questions on certification including: why become certified, where to begin, resources & requirements, what certification suits my position, study materials, how to know when you're ready and testing.

Lean Six Sigma tool and methods – What you need to know – Brianne Corfman Lean and Six Sigma methodologies are rooted in manufacturing, yet service industries — including healthcare — find value in the tools’ capability for reducing waste and defects. This presentation will use a healthcare case study to provide an overview of Lean Six Sigma tools and methods. Content will include Lean fundamentals such as DMAIC, the eight types of waste, Kaizen events; as well as introduce the concepts of visual cues, error proofing, and 6S.

The Art of Minute Taking – Trudi N. Trysla, JD Do you take minutes for Credentials Meetings or any type of meeting? Minute taking is an art, not a science, and minute takers should consider certain general principles, regardless of the specific format used by their organizations. In this session you will learn five principles of minute taking, including the legal implications of minute taking.

SPEAKER BIO’S

Joel Weintraub is a “humorous educator” who has managed to merge the formerly disparate worlds of comedy and medical education. By combining his professional comedy experience with his masters degree in Exercise Physiology and his bachelors in Health Education from Temple University, Joel has entertained and educated audiences as diverse as physicians, nurses, health care office managers, Association for Health Care Quality, teachers, superintendents, dietitians, the PTA and even burglar alarm installers. From the “World Bank” to Dangerfield’s Comedy Club to major radio stations, the local news and the Food Channel…they have all laughed and learned with “Humor for the Health of it”.

Sally Pelletier, CPMSM, CPCS is Director, Credentialing Services, with The Greeley Company, a division of HCPro, Inc., in Danvers, MA. She brings more than 19 years of credentialing and privileging experience to her work with medical staff leaders and medical services professionals across the nation advising clients in the areas of accreditation, regulatory compliance, credentialing and privileging assessment and redesign, medical staff services department assessments, and leadership and development training for medical services professionals. Pelletier began her career in 1992 as the Medical Staff Coordinator at The Memorial Hospital in North Conway, NH. She has served as Secretary and as the Northeast region representative on the Board of Directors for the National Association Medical Staff Services (NAMSS). Her other leadership roles for NAMSS included chair of the Governance, Management, and Manpower Committee; Chair of the Bylaws Committee; and Chair of the Credentialing Elements Task Force, as well as serving as a member of the Conference Committee and the Credentialing Consensus Alliance. In addition, she served as president of the New Hampshire Association Medical Staff Services, from which she received the 2008 Excellence in Medical Staff Services Award. Sally presents at state and national seminars on a variety of credentialing related topics and has coauthored several HCPro/Greeley books, including:

Frank H. Stelling, MEd, MPH Assistant Director, Policy Accreditation, NCQA directs the annual publication of all accreditation and certification products published by NCQA. He serves as product champion for all new products being produced by the Policy Unit. He is also the lead on all federal and state deeming activities, including the Medicare Deeming program. He is a member of the Policy Development Group; an interdepartmental work group charged with resolving policy issues. Mr. Stelling has over 40 years experience in healthcare with focus on preventive services, disease management and quality improvement. Before joining NCQA in 2001, he held management positions with state and county health departments, hospitals, voluntary health organizations and a managed care organization. He holds a Masters of Education from the University of South Carolina and a Masters of Public Health from the University of California, Berkeley.

Dr. Stuart B. Shikora is a surveyor for The Joint Commission and Joint Commission International. He joined The Joint Commission in 1988 and Joint Commission International in 2005. He surveys the hospital program at academic centers and community hospitals throughout the Unites States. He serves as both a physician surveyor and an administrative surveyor internationally. In recent years, he has surveyed in Italy, the United Arab Emirates, Turkey, Denmark and Israel.

Dr. Shikora resides near San Francisco, California. He practices Emergency Medicine at John Muir Medical Center in Concord, California, where he also serves on the Board of Directors. He has been Chief of Staff, Chairman of the Department of Emergency Medicine, and President of the Alameda-Contra Costa Medical Association. He continues to survey hospitals throughout California with the Institute for Medical Quality, in partnership with The Joint Commission and the California Department of Public Health.

Dr. Shikora is a Fellow of the American College of Emergency Physicians and the American Academy of Emergency Medicine. Dr. Shikora is also a member of the California Medical Association and the Alameda-Contra Costa Medical Association.

Dr. Shikora received a degree in Metallurgical Engineering from Lehigh University as well as a medical degree from Hahnemann University in Philadelphia, Pennsylvania. He completed his internship and residency in Internal Medicine at Abington Memorial Hospital in Abington, Pennsylvania.

Networking Question and Answer Panel Adi McCarthy, CPCS, CPMSM It all started as a little girl wanting to grow up to be a doctor. But, when thrown into multi-variable calculus, realization hit and Adi jumped off that boat. Instead, Adi received a bachelor’s degree from the University of Minnesota in Anthropology. Once again, paths changed and Adi left the world of digging up dead bodies for the glamorous world of credentialing. Mainly, because she realized that archaeology did not lend itself to wearing pretty shoes. Adi started in 1999 at Medical Credentialing Service of Minnesota, the CVO for the state. A true testament of being able to work your way up through the ranks, Adi started at MCSM as the copy girl and eventually worked her way up to answering the phones and sorting the mail before she was promoted to Credentialing Specialist. When MCSM closed its doors, Adi moved to United Hospital and has been there ever since. Adi’s area of expertise ranges from initial to reappointment to just about anything that could happen in a medical staff office. Adi received her CPCS certification in 2005 and her CPMSM in 2008. Again, Adi has decided to venture into the world of higher education and will soon be graduating with a Masters degree in Public and Nonprofit Administration.

Jill Winter, CPCS has worked for HealthPartners for 24 years. She began her career at the former Group Health as a chart runner, and has held several positions in the company since that illustrious beginning. She has been in the Credentialing Services Bureau for the past 7 years, initially as a credentialing tech, and then as a quality assurance coordinator and trainer. She is currently the credentialing supervisor, overseeing credentialing for HealthPartners Health Plan, Regions Hospital and Westfields Hospital, which includes a network of over 30,000 practitioners for the health plan, and more than 1,400 practitioners for the hospitals. Additionally, she develops implements and maintains internal policies and procedures, facilitates credentials committee meetings, and manages a staff of 14 union-represented employees. Jill holds a BA in Organizational Management & Communications and is an active member of both MAMSS and NAMSS.

Dolly Schmidt is the Executive Director of the Minnesota Credentialing Collaborative, a collaborative approach between the MMA, the MHA and the MCHP centered on simplifying the credentialing process. Dolly has more than 20 years of experience in health care administration including extensive experience with physician groups. Prior to her role at the MCC, Schmidt served as the Admin Director for the Surgical Groups at the University, managing $120 M clinical and academic budget and the practices for120 physicians. Prior to working at the University, she was a VP at HealthOne (currently Allina) with responsibilities for Oncology and Strategic Planning/Marketing. She holds a Masters degree in Business Administration. While relatively new to credentialing, Dolly is adept at facilitating collaboration between individuals and organization to create and achieve common goals.

Deb Luck, CPCS has over 20 years of experience working in the healthcare industry as a healthcare professional. She has worked in different operational positions for several Minnesota Health Plans. Presently, Deb is the Supervisor of Credentialing for BlueCross BlueShield of Minnesota, a NCQA accredited organization holding excellent accreditation status. In her current position she is responsible for the management processes, personnel development and establishment of procedures for the complete credentialing of a network of 25,000 practitioners and 1,200 facilities. She has implemented and worked on several process improvement initiatives including:

Deb is a member of the Minnesota Association of Medical Staff Services and the National Association of Medical Staff Services. She was recently elected to the MAMSS Board of Directors, Regional Representative Position.

Stefanie Frank, CPCS is currently the Medical Staff and Accreditation Specialist for Hutchinson Area Health Care (HAHC), a 66-bed Joint Commission accredited hospital in Hutchinson, MN. She leads a one-man Medical Staff Office and is responsible for all aspects of credentialing (including Initial Appointment, Reappointment, Allied Health credentialing, third party payer insurance credentialing, Joint Commission Medical Staff chapter compliance, FPPE and OPPE). She assists with other various duties within the Quality & Safety service area such as Regulatory readiness for the hospital, the Customer Grievance process and other projects within the Quality department. Stef has been responsible for the credentialing at HAHC since 2002. Before coming to HAHC, she performed the credentialing duties for another local hospital for a short time. She graduated with her Bachelor of Arts degree in Business Management from Gustavus Adolphus College in June 2002 and became certified as a Certified Provider Credentialing Specialist in June 2006. In January 2011, she was elected the Southern Region Representative for the Minnesota Association of Medical Staff Services (MAMSS).

Shelly Berg is the Credentialing Coordinator for Affiliated Community Medical Centers (ACMC), in Willmar, MN. ACMC is a multi-specialty healthcare network with affiliate locations in Benson, Granite Falls, Hancock, Litchfield, Marshall, New London, Redwood Falls, and Willmar. Shelly has been in the healthcare field for over 13 years. In this position, Shelly is in charge of credentialing 109 physicians and 52 allied health providers, and works with multiple hospitals and health plans. Along with credentialing, Shelly is also the Administrative Secretary to the CEO, Medical Director and Administrator of ACMC. Her position also includes helping to plan and implement annual educational symposiums which reach multiple clinic and hospital physicians. Shelly has been attending the MAMSS conferences since 1999. She was the Southern Regional Representative from January 2007 – January 2011 and is currently the MAMSS Vice President

Cynthia Newman has been the manager of the Provider Enrollment for the last 5 years. Previous to working in enrollment, she worked in healthcare billing 20+ years focusing on Work Comp and Motor Vehicle billing. Cindy is responsible for both facility enrollment and the 3rd party payer enrollment for 2000+ practitioners. In her spare time, she enjoys gardening, traveling and spending time with her family.

James Guenther, RN is a Registered Nurse currently working as a Business Analyst in Enterprise Reporting and Extracts for Allina Health. He is responsible for the Epic configuration and reporting of the Meaningful Use measures at Allina. Previous to working at Allina, James held various reporting, process improvement, and quality positions in the healthcare and biomedical services industry.

Gregg McAllister is a Health Insurance Specialist with the Centers for Medicare & Medicaid Service and works in the Chicago Regional Office. Gregg has been with CMS since 1998 and has specialized in Medicare Provider Enrollment since 2000.

Kathy Metry, CPMSM, CPCS is former Director of Medical Staff Services at Lakeview Hospital in Stillwater, a suburb of St. Paul, MN from 1992 to 2011. She joined NAMSS and her state organization in 1993 and has attended every NAMSS conference since that time. She served on the Minnesota Assn. of Medical Staff Services board from 1997-2003, including three years as MAMSS President.

Kathy has been involved with CCN activities since the first CCN Job Task Analysis workshop in 2003 and has worked on all aspects of Test Development since that time. She was elected to CCN in 2005 and served as Chair of Test Development for two years followed by Chair Elect and Chair of the Certification Commission of NAMSS.

Brianne Corfman received her Masters of Health Administration (M.H.A.) from the University of Iowa and her B.A. from Luther College in Chemistry and Political Science. She completed an Administrative Fellowship at Providence Alaska Medical Center in Anchorage, AK managing the training needs for the Alaska region’s Epic implementation. Brie is an ASQ-certified Six Sigma Black Belt (CSSBB) and currently leads and coaches quality improvement projects and conducts Lean Six Sigma training at Essentia Health, Fargo.

Brie has experience on a variety of projects including decreasing charge lag for professional charges, improving call center, decreasing inpatient discharge cycle time, and reducing 30-day readmissions for congestive heart failure (CHF) patients.

Trudi Noel Trysla, JD is Associate General Counsel for Fairview Health Services. Prior to joining Fairview in 2008, Trudi was Senior Legal Counsel at Medtronic Inc, Mayo Foundation and an Associate Attorney at Meagher & Geer, P.L.L.P. Trudi acts as a Legal Advisor for Fairview Health Services, its hospitals and providers on all aspects of healthcare law. Substantive responsibilities include stark and antikickback, nonprofit governance, clinical research and graduate medical education, HIPAA and medical records/confidentiality, EMTALA, credentialing and privileging, reimbursement/False Claims Act, antitrust and compliance/risk reduction strategies. She provides legal advice to Fairview’s senior care services division, home care and hospice on business, governance and general legal issues. She advises on public policy issues affecting Fairview and its providers as well as on corporate policy and bylaw development, governance and board actions. She conducts and oversees licensure proceedings and state and federal regulatory investigations.

Trudi is a peer recognized healthcare expert with over nineteen years experience providing legal counsel to hospitals, physicians, board committees and business units. Areas of particular emphasis include corporate governance, public policy, innovative healthcare delivery models and regulatory compliance and enforcement. Trudi received her Juris Doctorate Degree at the University of Minnesota and received her Bachelor’s degree in Political Science at the University of Nebraska. She is licensed to practice in Minnesota and the Eighth Circuit. She is a member of American Health Lawyers Association and the American Bar Association. She was named “Super Lawyer” from 2002-2008 by the Minnesota Law and Politics, Twin Cities Monthly and Mpls St. Paul Magazine, as well as was named one of the “Top 40 Health Care Lawyer” in 2003.
