The Fire Department hiring process is a four (4) step process. Applications are accepted at any time.

APPLICATION INFORMATION

Applicants who successfully complete Steps I, II and III of the hiring process will be placed on an eligibility list for a period not to exceed one (1) year. Once on the eligibility list, no further notification will be sent to an applicant unless they have been selected for continuation in the process. It is the applicant's responsibility to reapply after expiration if they choose.

EXPIRATION SCHEDULE

The following application expiration schedule is contingent upon the applicant’s successful completion of each steps of the hiring process.

Example: Applicants who successfully complete each step of the process on January 1st will be eligible for hire until January 1st of the following year.

IMPORTANT INFORMATION

Make sure that you complete all sections of the application completely, accurately and legibly. The application will be used as a part of the overall application process and should represent your best effort. You may be subject to disqualification for making any misstatements, omitting information, failing to complete tasks, not meeting appointments, or failing to follow procedures.

PRE-EMPLOYMENT TESTING PROCEDURE AND SCHEDULING

Once the application is received by Travis County Emergency Services District #1, the applicant is notified by phone or mail to schedule their pre-employment testing. Theapplicant must attend all pre-employment tests in the period of their application acceptance.

Pre-Employment testing begins at 08:30am on the scheduled date. Any adjustments to this schedule must be approved by Travis County Emergency Services District #1

Applicants should make plans to be at the testing location for up to eight (8) hours. Out of town applicants should make travel arrangements and overnight accommodations accordingly. If an applicant is unable to attend on their scheduled date/time they must call Travis County Emergency Services District #1 at least three (3) days in advance at (512)-267-3586 in order to be allowed to reschedule.

Any applicant that fails to show up for their scheduled pre-employment test will be disqualified from the application process and their application will automatically expire. Travis County Emergency Services District #1 test proctors shall have the authority to permit or deny the participation of any applicant that is late for any scheduled pre- employment test and the decision of the Travis County Emergency Services District #1 proctor is final.

PRE-EMPLOYMENT TESTS

The Written Exam will begin at 08:30am on the scheduled date. Only the applicants that successfully pass the written exam will be eligible to proceed to the Job Task Simulation Test (JTST) (If Applicable).

The Job Task Simulation Test (JTST) will consists of a series of task oriented events related to the fire service and medical service, and is designed to assess a candidate's ability to perform the tasks required of a firefighter/paramedic.

WRITTEN EXAM (IF APPLICABLE)

The written exam is administered by Travis County Emergency Services District #1 staff members or persons certified to administer the written exams. Applicants that successfully achieve a passing score of 70% will be eligible to participate in the Job Task Simulation Test (JTST).

EXAM MATERIAL

The written exam is comprised of sections that help assess the candidate’s ability to solve simple mathematics, reading comprehension and problem solving. There are also sections that test the candidate’s fire and medical knowledge.

EXAM DISQUALIFICATION

Applicants that do not achieve a passing score will not be eligible to move ahead to the Job Task Simulation Test (JTST). Travis County Emergency Services District #1 will notify those applicants not eligible for the Job Task Simulation Test (JTST) after the exam is graded and they will no longer be eligible to advance in the process.

THE JOB TASK SIMULATION TEST (JTST)

The Job Task Simulation Test (JTST) consists of a series of task oriented events related to the fire service, and is designed to assess a candidate's ability to perform the tasks required of a paramedic. The candidate will complete the course while wearing a bunker coat, helmet, gloves, and a weighted vest for the ground portion, and a helmet, gloves and a safety belt for the aerial portion. The candidate will have a time limit of Ten (10) minutes to complete the course.

Not Timed: The candidate will climb a 75 foot aerial ladder placed at a 70* angle while wearing a structural helmet and gloves. A safety belt will be worn with a safety rope. After the candidate climbs to the top, they must return to the ground and proceed to the timed starting area.

The candidate will be given no more than 2 (two) minutes to don a bunker coat and a weighted vest and move to the pre-designated starting area near the front of the fire apparatus. The time will start when the candidate moves from that area and proceeds to station 1.

Station 1: The candidate walks over and picks up the nozzle end of a charged 1 3/4" hose line and advancesthe hose 80 feet to a box marked on the ground and lays the nozzle in the box. The candidate may run whileadvancing the hose. The candidate shall then walk to station 2.

Station 2: The candidate picks up and carries a K-12 and chainsaw from a box marked on the ground andwalks 80 feet around a cone and back returning the tools to their starting position while maintaining controlthe whole time. The candidate shall then walk to station 3.

Station 3: The candidate picks up the provided sledgehammer and, using a swing that allows the head of thehammer to go above the candidates head, strikes the tire 20 times during 30 second time frame and returnsthe sledgehammer to its starting location. The candidate shall then walk to station 4.

Station 4: The candidate will pick up the end of a looped 50’ section of 1 ¾ hose attached to a tire and drag the tire 100 feet to a designated line. The candidate may run while dragging the tire. The candidate shall then walk to station 5.

Station 5: The candidate will pick up the first hose bundle and carry it to the second floor landing and lay thehose bundle at a designated point on the second floor landing, return to the first floor, pick up the secondhose bundle and carry it to the second floor landing and lay the hose bundle at a designated point on thesecond floor landing. The candidate then grabs the rope attached to the railing and hoist a 50’ section ofrolled 3” fire hose using a hand over hand method until the knot passes the railing then lowering the hoseroll back down using a hand over hand method. The candidate then pick back up a hose bundle and walks itback downstairs placing it back at its starting location, then return to the second floor landing and picks backup the second hose bundle and walks it back downstairs placing it back at its starting location. The candidatemay skip steps going up but must hit every step going down. The candidate shall then walk to station 6.

Station 6: The candidate must remove the weighted vest (with assistance) and pick up two medical bagsand carry them to the second floor, set them at the top of the stairs, and proceed to the designated area.Once there, the candidate must perform two (2) minutes of compressions on the CPR mannequin. Theproctor will call out benchmarks of 1 minute, 30 seconds, 10 seconds and stop. Once the two (2) minutetime had expired the candidate will be instructed carry the medical bag back to the ground floor, placingthem at the bottom on the stairs, and to walk to station 7.

Station 7: The candidate will then drag a 175 pound dummy 50 feet to a designated line. Time stops when

the dummy completely crosses the line.

Travis County Emergency Services District #1 Physical Ability Test

Waiver of Liability and Hold Harmless Agreement

I have had the opportunity to review the department's JTST description of events.

Prior to participating in this test, I will be given instructions for each of the events that make up the test. My participation in the JTST is voluntary with the knowledge of the risks and hazards involved and I voluntarily assume full responsibility for any and all risks of loss, personal injury, death, or property damage.

In consideration of being permitted to use equipment, facilities, and structures owned by Travis County ESD #1 for the purpose of participating in the JTST and receiving instruction by Travis County ESD #1, I agree that I and my heirs, distributes, guardians, legal representatives, and assigns will not make a claim against, sue, attach the property of, or prosecute Travis County ESD #1, its officers, employees, or agents for any loss, personal injury, death, or property damage occurring to me as a result of my participation in the JTST. In addition, I release and discharge the Travis County ESD #1, its officers, employees, or agents from all actions, claims, or demands that I and my heirs, distributes, guardians, legal representatives, or assigns now or in the future may have for any loss, personal injury, death, or property damage resulting from my participation in the Travis County ESD #1’s JTST.

I agree for myself and my heirs, distributes, guardians, legal representatives, and assigns that in the event that any claim for loss, personal injury, death, or property damage shall be prosecuted against the Travis County ESD #1, its officers, employees, or agents for actions taken as part of my participation in the JTST, I shall indemnify and hold harmless Travis County ESD #1, its officers, employees, or agents from any and all such claims or causes of action (including attorney's fees and costs) by whomever made and wherever presented.

In signing this release, I acknowledge that I have carefully read the above Waiver of Liability and Hold Harmless Agreement and fully understand its contents; I am aware that this is a release of liability and a contract between myself and Travis County ESD #1, and sign it voluntarily of my own free will; and I am at least eighteen (18) years of age and fully competent.

BACKGROUND INVESTIGATIONS

Applicants that successfully complete all pre-employment tests will be given an extensive background check based on the information given on their application. These may include, but are not limited to, phone calls or visits to relatives, friends, former and/or current employers, references, and social media networks.

PLOYGRAPH TESTING

The polygraph test is designed to check for deception. The applicant will be given a number of questions that will be answered while the applicant is administered the polygraph test. Failing the polygraph will result in automatic failure and the applicant will no longer be considered for employment.

Step III

APPLICANT INTERVIEWS

Applicants that successfully complete all pre-employment tests will be notified by phone or mail to schedule an appointment for an interview. Applicant interviews occur as needed. Any adjustments to this schedule must be approved by Travis CountyEmergency Services District #1 staff.

PSYCHOLOGICAL TESTING

The psychological test is designed to check for mental stability and compatibility. The applicant will be given a number of questions that will be answered while the applicant is administered the psychological test. Failing the psychological test will result in automatic failure and the applicant will no longer be considered for employment.

JTST DISQUALIFICATION

The candidate must successfully complete all stations, to proceed to the next portionof the process. The candidates application will expire if any of the following occursduring the Job Task Simulation Test (JTST):

Candidate is unable to complete the aerial climb or identify the proper tool Candidate drops the nozzle during Station 1 instead of laying it down in the box

Candidate drops the K-12 and/or chainsaw during Station 2

Candidate fails to maintain a grip on the sledgehammer and loses control of it

or does not meet the time limit during station 3

Candidate fails to drag the tire the full length during station 4 Candidate fails to use the hand over hand method to lower the hose roll back

down and lets the rope slide through the hands or skips steps whiledescending the stairs during station 5

Candidate fails to complete a full two (2) minutes of compressions during station 6 Candidate fails to complete all stations in their entirety

SELECTION PROCESS AND CONDITIONAL OFFER OF EMPLOYMENT

When a position becomes available, the Fire Chief or an appointed member of the department will notify each candidate, starting at the top of the eligibility list, by phone to extend a conditional offer of employment.

If an offer is extended, it will be contingent on three (3) conditions.

Successfully passing a drug test

Successfully passing a medical examination

Once an applicant completes all conditions, then a final job offer will be given to the candidate to become a member of Travis County Emergency Services District #1.

Steps I – IV may be subject to change without prior notice and may not apply to

all positions.

Step IV

Understanding and agreeing to refrain from using tobacco for the duration of employment

INTERVIEW BOARD

Applicants will be interviewed by members of the Travis County Emergency Services District #1 Interview Board. The Interview Board shall include, but not limited to, an Officer from each shift and a member from Human Resources. Applicants who successfully complete the interview process will be notified by phone or mail to schedule an appointment for the Chiefs interview.

CHIEFS INTERVIEW

Applicants will be interviewed by the Fire Chief. Applicants who successfully completethe Chiefs interview will be placed on the eligibility list to be pulled from when a positionbecomes available.

Certain offenses will prevent an individual from being employed with Travis County ESD 1. Any person

that has been convicted of, placed on deferred adjudication community supervision, or deferred

disposition for any of the criminal offences listed below are NOT qualified to obtain or maintain and EMS

certification and/or TCFP Fire Certification and is therefore disqualified from employment:
