Dr. Subhiksu finished his marketing degree in the year 2000 and became the secretarial superintendent of the Government Cooperation Department. PREFACEIn prevailing circumstances, the business environment surrounding the avia-tion and airport industries is changing rapidly. In view of the increased global competition between airports, Angkasa Pura Airports must strengthen and fortify its functions to establish its position as a key domestic and international hub. We are currently managing 13 airports throughout central and eastern Indonesia, one of the main airports is Ngurah Rai Bali International Airport. In aggregate, our total number of customers for 2012 reached 65.5 million passengers, an increase of 13.8% compared to the previous year.

With a view of competing with other major airports in Asia to attract services and recognizing the fact that the passengers favorite airports are ultimately the airlines choice. Angkasa Pura Airports will aim to meet the distinctively polarized and diverse needs of the aviation market.

Terminal building capacity at Ngurah Rai Bali International Airport is undergoing expansion now and we will seek to give a fresh new look to our commercial facilities by attracting new tenants and improving the environment. This will be done by taking into account the characteristics and shop composition of our existing commercial facilities.

The construction of the new Ngurah Rai Bali International terminal building will increase the airports capacity by up to 25 million passengers a year. This Ngurah Rai project is targeted to be operational by October 2013, by expanding its capac-ity from 80.000m2 to 190.000m2. As this airport facilitaties the cross-border flow of goods and people, we will strive to stay abreast with the growth in aviation demand and to provide high standards of safety and service. We also pursue new business opportunities on the core of our existing business to achieve corporate growth.

Lieutenant Colonel I Gusti Ngurah Rai, is an Indonesian National Hero who commanded military forces in Bali against the Dutch during the Indonesian War of Independence.

Ngurah Rai was born in Desa Carangsari, Kabupaten Badung, Bali on the 30th January 1917. He studied at a Dutch Marga elementary school and then went to high school in Malang, East Java. Later, he received Dutch military training at the Military Cadet School in Gianyar, Bali and Magelang, Central Java. The National Hero graduated from military training and joined the Dutch-sponsored mili-tary as a second lieutenant in Bali.

After the Indonesian declaration of independence, the Colonel established the People’s Security Army, the fore-runner of the Military of Indonesia for the Lesser Sunda Islands. He then left for the republican capital, Yogyakarta, to receive orders before returning to Bali to oppose the approximately 2,000 Dutch troops that had landed in March, 1946. Ngurah Rai thought, that the republican forces were divided thus he worked hard to reunite them before organizing the first attack against the Dutch forces headquarters at Tabanan.

The Dutch located Ngurah Rai’s base and offered nego-tiations, but the Colonel refused. On the 20th November 1946, the Dutch launched a large scale attack on Marga with the assistance of troops and aircraft forces from Lom-bok.

Lieutenant Colonel Ngurah Rai ordered a puputan or fight to the death. He died along with all of his troops in the fight, now known as “The Battle of Margarana”. Ngurah Rai was burried in Marga.

On the 9th August 1975, by a Presidential Decision, I Gusti Ngurah Rai was declared as a national hero.

Bali’s Ngurah Rai’s Airport is named after him and his image is on the 50,000 rupiah note.

Galungan DayThis important Hindu ceremony is celebrated every 210 days according to the Pawukon Calendar. Galungan lasts for ten days. During this period, the Balinese Gods visit the island. Before this big holiday, the island becomes very busy. The women create beautiful woven ‘banten’ which are offerings made from young coconuts. The men decorate bamboo poles, known as penjors, which adorn the streets of every Balinese village.

Sometimes, the local people cook a whole pig and give it to families. In every village, the men cook lawar, a delicious food made from vegetables, spices, and pork. The day after Galungan, called Manis Galungan, is considered as quality time for family gatherings. Many Balinese people take this day off in order to visit their extended family. The ten days of Galungan celebrations give visitors an authentic idea of what religion means to Balinese people. It is a great time to visit Bali.

Kuningan DayBalinese Hindus believe that ten days after Galungan Day their ancestors return to paradise after dwelling on earth for ten days. The Balinese thank the gods for their mercy and often celebrate this holiday by visiting each other and having fun. The most elab-orate Kuningan ceremonies are at Sakenan Temple on Seragan Island, also known as Turtle Island.

Nearly all festivals in Bali are related to the Balinese Pawukon-Calender which is different to other calendars by containing only 210 days. Most of the Balinese Festivals and Holidays depending on the Pawukon-Calender and moon phases are published by the Bali Government Tourism Office with the friendly advice of

If you are here on Nyepi, please try to follow the Balinese cus-tom of keeping silent. If you are in a hotel and you can’t live

without electricity, close the curtain and don’t show any signs of light. If you do not wish to fast, please shop the day prior to Nyepi for food and other necessities.

To celebrate Balinese New Year, known as Nyepi, the local people stay silent, fast and meditate. They do not use electricity, drive cars or bikes and are not allowed to walk on the roads. Even the airport is closed. For tourists, Nyepi can be a peaceful time to mediate and rest your busy mind for twenty four hours. The Day of Silence is important and unique to the Balinese culture.

an important part of the cultureBalinese DanceThe following brief explanation of three main Balinese Dances should help to understand the mean-ing of Legong, Barong, and Kecak Dances.

Legong DanceThe Legong Dance can be taught as early as four years old while the body is still very flexible. For some special temple ceremonies that occur only every thirty to fifty years, only young girls or boys that have not yet reached puberty can perform a special dance for the Gods. The Balinese believe that before puberty, it is easier for these young boys and girls to enter a trance.

Performances in restaurants are for entertainment only and can be performed by dancers of all ages.

The Legong Dance is the most feminine dance on Bali and can contain different stories. Eighteen different kinds of Legong Dances have developed and depending on the story the dancers tell, 2-5 girls may perform at the same time.

In the most popular form of Legong, known as Legong Kra-ton, three female dancers perform together. Every dance has several things in common: the decorated costumes, the headdress with frangipani flowers and the dancers who wear beautiful elaborate make up. Dancers are accompa-nied by a gamelan orchestra.

Many young girls want to become popular Legong Dancers, however only the most talented girls are allowed to perform on stage.

powers proved to be stronger, thus Rangda ran away. A participant can die or get seriously injured in a Barong dance. It is said that if Rangda’s spell is too strong, a weak soldier may not be able to resist it. Even with the help of Barong, he may end up hurting himself with his own keris.

The masks of Barong and Rangda are considered sacred items, and before they are brought out, a priest must of-fer blessings by sprinkling them with holy water taken from Mount Agung. As well as the priests blessings, offerings must be presented. Balinese Dances are impressive and were originally not performed to entertain tourists. The meaning is based on beliefs in the Bali Hindu Religion. In these dances you will still find much of the Balinese tra-ditions. Even though the performances have changed to entertain tourists, they still keep the original basic meanings.

Barong is probably the most well known Balinese dance. This dance tells the story of the fight between good and evil. The Barong Dance is a good example of the Balinese way of acting out the relationship between mythology and history being blended into one reality. Rangda, the mother of Erlangga, the King of Bali in the tenth century, was con-demned by Erlangga’s father because she practiced black magic. After she became a widow, she summoned all the evil spirits in the jungle to punish Erlangga. A fight occurred, but she and her black magic troops were so strong that Erlangga had to ask for the help of Barong. Barong came to help Erlangga’s soldiers. They began to fight. Rangda cast a spell that made Erlangga’s soldiers all want to kill themselves. The soliders then pointed their poisoned keris, a sharpened sword like knife, into their own stomachs and chests. Barong then cast a stronger spell that helped the soldiers’ bodies resist the sharp keris. In the end, Barong’s

As the performers chant, dancers stage a battle in which the monkey king, Sugriwa and his army of monkeys help Prince Rama fight the evil King Rahwana. Kecak has its origins in sanghyang, an exorcism dance in which some dancers go into a trance. The Kecak is so popular among tourists that you can find performances almost anywhere on Bali.

One of the best places is at the cliff-top temple of Ulu Watu. However, Kecak can be seen in Ubud, Batubulan, and all over the island. Any place you choose, you are sure to enjoy the drama.

The Kecak Dance, also known as the Ramayana Monkey Chant, is an absolute must see for visitors to Bali. This unique dance is performed by a hundred or more men us-ing their voices as percussive musical instruments. The men sit in a circle just in front of the audience. They sway, stand up, or lie prone as the story develops. The chanting men wear checked cloth around their waists, leave their chests bare, and throw their arms upwards with their fingers outstretched to the sky. This gesture drives out evil. Some of the men become actors in the drama being unfolded by the dancers who enter the stage and shows a battle from the Ramayana.

Statues of Gods or more playful images of big eyed frogs highly filigree carved doors or just simple window frames are all lined up for the visitors to see. For the master wood-carvers in Mas, nothing seems impossible to carve. The villages of Pengosekan and Peliatan are both interesting places to see Balinese paintings. In Pengosekan, the Com-munity of Young Artists, a group founded in 1969 helps poor families to give their children a good art education. When they become artists, they make money to help their families.

Every kind of art and craft can be found in Ubud at the tra-ditional markets and in shops on the Monkey Forest Road. If you wish to create your own silver pendant or ring, there are shops with experts that will teach you how to create your unique piece of jewelry.

During your trip, a must see is Bali’s famous Barong Dance in Batubulan. If you wish to get back to nature, a stop at the Bali Bird Park in Singapadu is a beautiful attraction; it is especially nice for children.

Enjoy an adventurous trip on “THE ROAD OF ART”

Batubulan, the village of stonemasons, provides an inter-esting first stop on your trip. Figures carved from stone can reflect images of demons or Gods and can be seen everywhere on the road. The stone carvings, all of the high-est quality, require a strong hand to carve images out of a block of stone.

In Celuk, the work of the goldsmiths and silversmiths is outstanding. In some shops, you can watch the designers working on their artistic creations. Many of their ancestors were once commissioned to work for Balinese Royalty.

A stop in the art market in Sukawati is a must. Among many other fine arts and crafts, this art market features a selection of traditional Balinese temple umbrellas known as “Payung”. The market also has fine hand carved shadow puppets, known as a “Wayang”. The carefully carved de-tailed puppets are made from buffalo leather. Some of the more exclusive puppets are usually owned by the local dalang dalang, or puppet master. Sukawati offers a vari-ety of souvenirs that make perfect gifts to take home to a friend or for yourself. Next on the road is Mas, the village of woodcarvers.

On the trip from Denpasar to Ubud, about 26 kilometers, you will see a big selection of traditional arts and crafts. Many of the crafts people work outside and invite visitors to watch their skillful hands as they carefully make beautiful creations. Located at Bratan Lake, the area around this temple is a good place to relax or participate in a variety of water sports available. This temple dates back to the 17th century and is dedicated to the goddess of the lake, Dewi Danu. Farmers come to Pura Ulun Danu to pray for rain for their crops. (Bali Map)

Uluwatu is one of Bali’s most sacred places of worship. This temple is a classic example of traditional Balinese architecture. You can feed the the monkeys, but watch out they can be greedy. Enjoy the inspiring view of the cliffs and if you are lucky, you may spot some dolphins or turtles in the sea below. Sunset is definitely the time to visit Uluwatu, a place that is also known for its Kecak Dancers. (Bali Map)

Besakih, known as the Mother Temple is important to all In-donesian Hindus. The temple was founded in the late eighth century. Since that time, it has undergone several major renova-tions. Balinese Hindus believe that the spirits of their ancestors live there. Tanah Lot, located 20 kilometers away from Denpasar is one of Bali’s most popular temples. It is also famous for its breath taking sunset views. This park covers 77,000 hectares or 190,000 acres of land. The park is a preserve that aims to protect threatened species and to safeguard Bali’s remaining wilderness. West Bali National Park

These carefully manicured gardens contain over 320 species of orchids, a fern garden and a herbarium. There is also a col-lection of plants used for making jamu, a traditional medicine. From the gardens, the visitor can see the beautiful Lake Buyan. Eka Karya Botanical Gardens are so well kept that this unusual location received an award from the Culture and Tourism Min-istry. The Ujung Water Palace, originally built in 1921 was almost completely destroyed by an earthquake in 1974. Renovations in 2004 restored the palace to its original glory. Jatiluwih

The beautiful terraced rice fields at Jatiluwih are a good example of Balinese ingenuity. Karangasem Regency became the spot for the biggest Temple in Bali, Besakih Temple. The temple is visited by local residents as well as tourists. There is also a water park, Tirta Gangga Water palace, rice fields, rolling hills and crystal clear water. Taman Ujung Karangasem is one of the main attractions in 10 Hectares of Karangasem made by three architects from Bali, the Netherlands and China. (Bali Map)

Bangli Regency attractions can be found at Bukit Jati, which is an ideal place for Hiking and Trekking, visiting Historic Villages and the Penglipuran Temple. In the mountainous areas around Kintamani, there are Mount Batur and Lake Batur which is the largest lake in Bali. It has natural hot springs in Toyabungkah. One-third of Klungkung Regency (112,16km²) is lo-cated between the Island of Bali. The other two thirds (202,84km²) is in the islands of Nusa Penida, Nusa Lem-bongan and Nusa Ceningan. These three islands are suit-able for water activities. Kerthagosa, is an ancient building complex erected during the reign of the first King of Klung-kung. Jembrana Regency is located in the West and has numer-ous tourist areas, Medewi Beach which is suitable for surf-ing, candikusuma beach, Rening Baluk and Pengeragoan a museum of early humans. A ferry and shipping port that connects the islands of Java and Bali, can take you to the West Bali National Park a sanctuary for Starlings (Bali birds - Leucopsar rothschildi) which is protected by the Govern-ment. Gianyar Regency includes, Siyut, Suba, and many more beautiful beaches.There are lots of beautiful temples to visit like Goa Gajah Temple, Yeh Pulu temple, Penataran sasih temple, Kebo Edan temple, Pusering Jagat temple, Gunung Kawi Temple and Tirta Empul temple. In the centre of the regency is Ubud with lush green areas and the rice fields of Tegalalang. Puri Agung Ubud is located in the heart of Ubud. Many Shopping Malls in Bali offer a wide range of products. Shoes, clothes, jewelry, souvenirs or delicious food. The prices are fixed but some shops offer discount vouchers for your next purchase. If the customer spends a large amount,

there is a little room for some negotiation.

All products in Bali’s Shopping Malls have western standards. Friendly service, smiling and helpful people making shopping in Bali a good experience.

Negotiating is a normal practice in local markets, with street sellers and in smaller independent shops. The selection of products is plentiful. Of course, no guarantee

is offered but bargaining and street shopping can be fun too.

The Wise King’s decree was still upheld throughout Spain as bottle shops and

pubs opened throughout the country. For that reason the glasses of wine were

covered by a slice of ham, cheese or cured meat. This had a dual function: on one

hand, it stopped impurities or insects falling into the wine and on the other hand,

it facilated the client to soak up the wine with something of substance, as the King

had advised. This is where the origin of the name came from an intrinsical tradition,

“La Tapa”, the food that covered (tapas to cover) the glass of wine. The drinks that

traditionally accompany the tapa are wine and beer. Usually draught is popularly

known as “Caña” (cane) maybe due to the glass being shaped like that of a piece

of sugar cane. Now here is the best part, enjoy our “Tapas” in good company and

Coral reef farming is the practice of extracting segments or larva from live corals on the reef in order to replant them in a nursery, where they can be protected until they grow to adulthood. Once the corals have grown they are transplanted back into the reef. This technique has been used successfully to heal damaged areas and to improve the recovery of coral reefs damaged by pollution and the many that are suffering from degradation.

The method is commonly referred to as the “gardening meth-od” as it is analogous to horticulture and has been compared to silviculture as a management practice that mimics natural ecosystems. The technique involves treating coral as if it were a plant.

Coral seeds are grown in nurseries, then replanted into their natural habitat – in this case, the sea. Coral reef farming is predominantly practiced for three reasons, either for conser-vation, to supply aquariums and zoos for public exhibits or to supply the home aquarium hobby industry.

Everybody learned in school that raising bond prices and raising stock markets can never go hand in hand. Has this law changed or is there one or more unsolved key factors in the market which are not fitting at all anymore? In case there are, can they be fixed or is it already too late? If we think that the American Subprime crises and the following collapse of the housing market are the only things which are responsible for all the confusion we have now in the financial markets, we are on the wrong track.Please excuse my opinion in advance but every bigger econ-omy has made mistakes in the past; especially Europe by launching a common currency. You disagree? Ok, give me the chance to prove it!Let me start like this; Try to see markets as different people with different needs. You came to Bali to meet in Nusa Dua, to hopefully have successful meetings (We keep our fingers crossed here, Good Luck APEC from Travelling Bali). Would you be happy if you had to stay in a hotel, in the North of Bali, 4 hours from Nusa Dua by car? Surely not! You would prefer to stay at least around the meeting area as it makes your life easier by far! Although others love to stay in the North Western National Park as it guarantees them togetherness and also they can stay away from the hustle and bustle areas. If you force

somebody who is looking for a quite place, to stay in a Party Hotel in Kuta, then he would cut his holiday short. This final rule also counts when looking at economic areas.Furthermore economies have, as do vacationers, different needs as they run on different levels. Just see the economy as the Bali visitor and the currency as the hotel and everything suddenly becomes very obvious.You can’t have one currency for different economies.Some countries have a big Trade Deficit and a massively ris-ing debt which makes inflation necessary to relieve it. Other economies are going quite well, Germany is a pretty good ex-ample. However does a weak Euro really help Germany? For sure you will say yes as it helps to increase the export and on a short term basis you are completely right! Nevertheless if we see that a booming economy is not able to raise interest rates in time, because this would simply increase the interest payment of countries with enormous debt too much, we know exactly where it ends; sooner or later in a bubble. A weak Euro for Ger-many means the same thing as a Euro which is by far too strong for Portugal, Greece, Spain or all the others whose economies are suffering. Finally this means that there is no chance to export as their products are too expensive. For those countries it is not possible to depreciate their currency at all. If we now use our brain to think about what this means on a long term basis, we clearly come to the result that the extremely positive trade balance from Germany will simply punish the trade balance of other countries. If we research history, we can easily find out

that this was already a reason for war in the early 20th century, a really bad one.

Let us have a closer look at Germany and Greece to explain again the situation on one easy to understand sample.

Germany’s GDP is growing, the housing prices are going up, the balance sheet shows a trade surplus, the jobless rate is in line and the population belongs to the Top Ten of the happiest people in the world. Greece’s economy is suffering, housing prices have collapsed, the country has a huge trade deficit, the jobless rate has reached a target which is unsustainable and people are unhappy and demonstrate every single day. Now here comes the master question for you. “Do you really think these economies can have the same interest rates and the same currency?”The ECB has just promised to keep the rates low for a longer period of time! Good Luck Mr. Draghi! We are aware of the fact you used to work for Goldman Sachs before and we know

from which direction the wind blows. Low interest rates and an expansive monetary policy can never go hand in hand. There is a good case to believe that the Chairmen of our two main National Banks should stand for the best bankers in the world. So everybody should ask themselves, how such experienced

bankers can flood the markets with money and keep interest rates that low, which therefore causes more and more problems in the long run. The money will go directly into the housing markets, stock markets and/or com-

modities. How would you personally invest? Are you accepting that the inflation eats up all your interest, or even worse, your capital as well? Or do you prefer to put your money into com-modities, stocks or properties? I personally think your answer is clear.Oh, I nearly forgot something. Flooding markets with money means inflation and directly brings us to the next master ques-tion! Why is the inflation that low even if so much money came into the market. There are plenty of reasons; for example that

the money does not go into the economy as it is parked in stocks and commodities. Then again these exact investments cause inflation and even if you think that the published inflation is in line, you should analyze the inflation basket first. Is the announced inflation in line with the inflation you feel? Make up

your own mind! The housing market in the US is recovering with the help of the FED, which is one of the rare positive effects of the expansive monetary policy, as money is looking for investment opportuni-ties to escape the negative real interest. Hang on what about the other countries? Asia’s economy is additionally driven by the property market and we can already see signs of a bubble. I personally can’t agree that the growth is organic, but an organic growth is necessary to keep economies going in a long term view. Can you probably agree? The scary thing is, that bubbles on one continent are getting bigger while other continents still show structural problems. It is even worse if we see both problems on one continent the same time. At the moment we are building up a highly explosive mix which has the potential to outshine everything that we have seen so far. Instead of accepting that money in general has only the chance to work if it is covered with a sustainable economic growth, we started to flood the markets with cheap money which is the final cry for help. Printing money without an equally growing GDP… We all know where it will end sooner or later! Money is just a promise, with no more value than that of the paper it is printed on, in case the trust is gone. We need to try to keep the trust in this promise.Additionally the trust in money is gone already! Just check out

the gold price. The price of gold is an indicator for the trust in printed money. For sure you think what I am telling is not true as the gold price has suffered over the last couple of months, but continue reading and everything becomes clearer!The gold price has been suffering for months, but is this a real

investors’ opinion? Or does somebody probably have a huge interest in a very low gold price? It is possible to influence the money market interest rates! Why not the gold price? Then these questions already explain who has an interest in a low gold price and the trust in money. Losing the trust in printed money would finally mean the end of private banks. A Gold Dollar (Dol-lar covered by effective gold) would cut all opportunities to print endless money and the banks business would massively suffer. Finally those, who make money out of print-ing money, could close their doors. It would not be possible to create money by simple accounting records anymore. Many stories about the death of J.F.K. have been told and one of those is connected to a Gold Dollar. I don’t want to write more about this, apart from giving you the idea to research a little on your own about Executive Order 11110! If we research history, we can easily find out

that monetary systems collapse regularly, some within a decade but the average dwelling time of a currency is about 100 years. Ok, I have to agree on your argument that the dollar has already existed for longer by far. However didn’t we have a time when the dollar was founded by great conditions in America; Free land with lots of opportunities and a GDP by far higher than the infla-tion! We can’t count this time as it was an exceptional situation. The Euro has just a decade on the market and many experts are already talking about splitting it into a North Euro and South Euro with different values. Finally we need to say that currencies last for about 100 years in a fully developed economy.The more we don’t follow economical rules, the bigger the final bang will be. By flooding the market with liquidity and keeping the interest rates low and accepting that bubbles are building up, by manipulating prices and subsidizing bankrupt governments we can only play on borrowed time. We will not avoid what is eventually inevitable, the collapse of the monetary system. The question is not if it will happen but rather, when it will happen and how disastrous will the bang be. The more we trade against economical rules the longer it takes, but when it happens, we won’t be able to talk about a soft landing anymore.

History of Ngurah Rai cannot be separated from the de-velopment of the village of Tuban, a small village located in Southern Bali. The village is located about 12 km to the south of Denpasar, precisely in the isthmus between Kuta Beach and the Peninsula Benoa, Badung regency.

In 1930 in the village of Tuban, an emergency aeodrome was built for the Dutch speaking government for military purposes and the mobility of its troops mainly from Java, especially Surabaya. Bali is considered as a strategic area because it is located in the middle and is a crossroads between Western Indonesia and eastern Indonesia.

Initially, the airport is an airstrip along 700 meters which was built by Verkeer en Waterstaat Department (Public Works Department). This airstrip construction was performed by forced labor involving hundreds of workers from Bali. The work was completed within a period of one year and was successfully landed on by “dragonfly plane” Dutch military. At that time the airport was known as South Bali Airport.

During its development, the airport was not only used for military purposes, but also for commercial purposes. In May 1935, the Dutch airline Koninklijke Nederlands - Indische Luchtvaart Maatschappij (KNILM) or Royal Netherland In-dies Airways landed regularly in South Bali’s airport when it was equipped with telegraph equipment. Other airlines that use this South Bali Airport was Quantas Empire Airways.

Dutch East Indies government realized that the location of South Bali’s airport was very strategic. At that time, the movement of goods and services from Europe to Australia had rapidly soared. Therefore the Department Verkeer en

Waterstaat then did some improvements and added ad-ditional facilities at this airport. One was the construction of radio facilities. Communications at the time still using Morse code transceiver.

During the Japanese occupation, the role of South Bali’s airport had increased. At that time, the airport was better known as Tuban Airports. Japanese occupation authorities realized that the position of Bali Island was very strategic, primarily to distribute forces to the western region and east-ern Indonesia. At that time occupied the island of Bali and Tuban Airports was not completely destroyed. Tuban Air-ports improved and extended so that the foundation could be landed on by military planes. Foundations in the form of grass and rock fragments amplified with the installation of steel plates or steel plate pears. The original runway was extended from 700 meters to 1200 meters so that it could accommodate the type of aircraft Convair 240.

After Indonesia’s independence, President Sukarno made Tuban Airport developments a priority. In 1959, it began serving a flight of international routes from various coun-tries. At the time of immigration, customs was not in Tuban Airports so any airlines that wanted to land must obtain permission from the central government.

In 1963 the Tuban Airport Project began, which aimed to prepare Tuban Airport as an international airport. Then the international terminal was built and extended the runway to the west of the original 1,200 meters to 1,200 mx 45 m, and 2 x 100 m overrun. This project was a big project, because to extend the runway to the west had to be done by reclaiming beaches along the 1,500 meters.

Since 1963, Tuban Airport has played a port serving flights internationally. When Mount Agung erupted on February 18 1963, all aids from the international community was entered through this airport directly. In 1966, the government of-ficially opened the international air services at Airports Tuban.

The change of government from President Sukarno to Soeharto led Tuban Airport Project take unable to run as planned. Another thing that caused developmental delays to Airports Tuban was the limited equipment and technol-ogy. Physical progress reports showed that when the Tuban airport project had reached 84.9 percent, and the govern-ment is short of funds amounting to Rp 117.8 million due to increases in material prices. This project needed a whole fund of Rp 35 billion.

Tuban Airport Development Project was eventually resolved within a period of six years. On August 1st, 1969 President Soeharto inaugurated the operation of Tuban Airports. The inauguration once again changed the name to become Ngurah Rai International Airport, Bali. The government was also providing immigration services, customs and excise at

Ngurah Rai. Since then many heads of state and heads of government as an official state immediately visited and land-ed on the island of Bali. Including the Royal Dutch Queen Juliana Louise Marie Wilhelmina van Oranje-Nassau on 1-4 September 1971 and the state visit of U.S. President Ronald Reagan in February 1986.

To anticipate the surge of passengers, aircraft movements and cargo at Ngurah Rai International Airport, since 1975 till 1978 airport development projects have been done by building on aviation support facilities, such as building a new international terminal. The old terminal building was con-verted into a domestic terminal, while the domestic terminal building was used as a cargo building, catering business, and a multi-purpose building.

In 1990, the Project Development of Ngurah Rai Interna-tional Airport was re-done along with the increasing growth of the planes that used it. The developments of these fa-cilities were divided into three stages and were called the Project Facility Airport and Aviation Safety (FBUKP).

FBUKP Project Phase I (1990-1992) includes an extension that comes with the aviobridge terminal, runway extension, relocation of taxiway, apron expansion, renovation and ex-pansion of the terminal building, expansion of the parking lot, cargo building development, building operations, the development of air navigation facilities and supply of aircraft fuel.

FBUKP Project Phase II (1998-2000) included airport de-velopment undertaken by the Directorate General of Civil Aviation, among others, by utilizing an area of 12 hectares of mangroves for use as aviation safety facilities.

While FBUKP Project Phase III (2011-2013) included the development of the terminal building, parking deck, and apron. The current domestic terminal area will be expanded to reach a total of 12,000 meters in width that will then be used as the international terminal. The existing international terminal will be converted into the domestic terminal. Under these conditions, Ngurah Rai Airport will be able to accom-modate up to 25 million passengers.

Ngurah Rai International Airport is not just a transport node or one of the economic driving forces alone, beyond busi-ness, this airport will become a new landmark for the Island.

In the context of sociology, airport infrastructure is believed to have a broader meaning, which became part of the culture and customs of Bali. Once off the plane, the pas-sengers will be able to instantly enjoy and explore some of the cultural richness of Bali at the airport. So that the aspects of the culture, customs and religion don’t become one-dimensional they have all been highly considered in the planning of the development of this airport.

Together with the local government and related agencies, Angkasa Pura Airports formed a design committee before starting the construction of the airport. The committee was also strengthened by academicians from the University of Udayana, the practitioners element of Architectural Asso-ciation Region Bali, team builder and traditional Balinese buildings, as well as traditional leaders in the villages around the Ngurah Rai International Airport. With the committee, lo-cal wisdom could be accommodated and enrich the airport development plan. The Architecture of the airports and sup-porting facilities not only parallel with the existing dynamics

of technological progress, but also to promote the artistic and aesthetic nuance charged customs and culture of Bali. The exterior and interior of the airport buildings are thick with the feel of Bali, which combined with the dimensions of a cosmopolitan modernity and futuristic style. In fact, many traditional rituals accompanied and participated in this project. The main building, which is a new passen-ger terminal, has a roof like an ocean wave. The Multilevel parking structure is pyramid-shaped, resembling a tiered rice field. on the interior side, very strong Balinese orna-ments color this magnificent building.

While the dimensions of modernity and technological pro-gress, will look at the major equipment and the comple-mentary airport. For example, gate handling system, which uses HBS (Hold Baggage Screening) worth Rp 150 billion. Passenger baggage will be moved electronically and me-chanically from day check-in to the aircraft approaching. This technology creates minimal physical contact by the officers, but much more accurate, fast, effective, and ef-ficient. Also equipped wich x-ray sensored layers and it will be the first time this equipment has been applied to an Indonesian airport.
