DEPARTMENT OF SAFETY AND SECURITY Travel Advisory on Field Security Status and Security- Related Travel Restrictions 11 March 2005 Travellers to countries/duty stations where any SECURITY PHASE has been declared must obtain SECURITY CLEARANCE from the DESIGNATED OFFICIAL in the country concerned prior to travel. Travel Advisory on Field Security Status and Security-Related Travel Restrictions11 March 2005

Travellers to countries/duty stations where any SECURITY PHASE has been declared must obtain SECURITY CLEARANCE from the DESIGNATED OFFICIAL in the country concerned prior to travel. The request for security clearance should include the staff member’s complete NAME, TITLE and AGENCY, the estimated time of arrival (ETA) and estimated time of departure (ETD), as well as an itinerary, and the PURPOSE of the mission.

Security PHASES are as follows: PHASE I : Precautionary PHASE II : Restricted Movement PHASE III : Relocation PHASE IV : Emergency Operations PHASE V : Evacuation

Travellers to countries/duty stations where NO Security Phase is in effect must inform the Designated Official in the country concerned of their travel dates and contact details.

Upon arrival in any country, even if it is not in a Phase, contact must be made with the Designated Official and/or FSCO advising of the traveler’s ETA, ETD, itinerary and confirming contact details.

Security clearances are not issued for dependants of UN staff members, however when recognized dependants travel to countries that are not in a security phase, or are in Security Phase I or II, Designated Officials and FSCOs should be advised of itineraries and contact details.

NB: All areas in PHASE 3 or above are NON-FAMILY duty stations.

Restriction on missions to Afghanistan has been lifted since January 2005. Missions to all areas in Afghanistan should be Afghanistan MOSS compliant. Missions to the Southern, South Eastern and Eastern Regions have to be Afghanistan Enhanced MOSS (EMOSS) compliant. The FSCO Office will provide authorisation and guidance to enter all areas. The Ministry of Foreign Affairs of the Transitional Islamic State of Afghanistan, has advised that they will not be issuing visas at the Kabul airport. Visas must be obtained from the Afghanistan Embassy in the staff members’ respective countries. A security briefing is mandatory on arrival; briefings are given on Sundays, Tuesdays and Thursdays at 1600 hrs at the UN Security Office in the UNDP Compound, and at the UN Afghanistan Security Coordination Centre in the UNOCA Compound.
