Executive Summary Hong Kong faced significant challenges in the first nine months of 2019. From a macroeconomic point of view, our international trade was seriously affected by the prolonged U.S.-China trade dispute. From a social point of view, our economy was dampened by the continued social events since June 2019. The gross domestic product (GDP) growth rates of Hong Kong were 0.5% and -2.9% in 2019-Q2 and 2019-Q3, respectively. Technically speaking, Hong Kong has entered recession as GDP growth rates were negative quarter-on-quarter (QoQ) in the last two quarters. All industries were affected by the economic downturn, including the consumer lending industry. In 2019-Q3, outstanding balances of credit cards and mortgages were still growing. The year-on-year (YoY) growth rates of credit card and mortgage loan balances were 4.5% and 9.8%, respectively. The 19.1% YoY growth of loan on card (LoC) balances was driving the growth in credit card balances. Separating credit card balance growth by age groups provided more insights into the spending patterns of consumers. Millennials (1980–1994) were increasing their credit card balances by double digits in the past two years, and the growth rate for 2019-Q3 was 11.8%. Generation X (1965–1979) consumers grew their balances by 5.3% YoY. To the contrary, baby boomers (1946–1964) reduced their balances by -1.8% YoY in the same period, which continued the trend over the last two years. Different from credit cards, outstanding balances of unsecured personal and revolving loans were on a downward trend since 2018. Personal loan balances dropped by -1.6% YoY, whereas revolving loan balances declined by -6.5% in 2019-Q3. Banks and money lenders were competing heavily for outstanding balances of unsecured personal and revolving loan products. In the last two years, money lenders successfully acquired 28.3% and 18.1% of the personal and revolving loan balances. Money lenders on-boarded more near prime or below customers, but even more prime or above customers. This is evident from the data that money lenders grew the prime or above portfolio by 12% YoY and 7% YoY of the near prime or below portfolio. Mortgage loan balances reached a historical high of HKD 1,415 billion after growing for 9.8% YoY in 2019-Q3. This was a continuation of the upward trend in the last two years. New mortgage origination volumes grew 4.8% YoY in 2019-Q2 (the latest quarter for which data is available), which was an indication of growing demand for properties. One point to note is that the number of mortgage enquiry volumes in the current quarter also slightly increased by 1.8% YoY. The slowdown in enquiry volumes was in line with the adjustment of property prices last quarter, as evidenced by the Centa-City Leading Index (CCL). This will provide some foresights on the potential movement of the mortgage market. Overall, Hong Kong’s consumer lending market is still healthy. All measures of delinquency rates across products were still maintained at low levels from a global standard. However, lenders should not be complacent, as delinquency rates will deteriorate when the impacts of the economic downturn become more widespread. Lenders should focus on balancing returns and risks in acquiring new customers and monitor repayment of their clients more closely with performance alerts in place to trigger remedial actions if material events occurred.

Source: TransUnion Hong Kong Credit cards remain the growth engine of unsecured lending products. In 2019-Q3, outstanding balances of credit cards attained a high of HKD 138.9 billion after growing for 4.5% YoY. Origination volumes dropped -10.4% YoY in 2019-Q2 (the latest quarter for which data is available) following the decline in last quarter. Card issuers were decelerating their paces in acquiring new customers. Lower origination volumes and higher outstanding balances implied that consumers were increasing utilization of their existing credit cards to finance their spending in face of an economic downturn. Risk distribution of the origination volumes remained stable in 2019-Q3, with 93% from prime or above risk tiers. According to our previous research, a typical super prime customer has more than five credit cards. As card issuers were less aggressive in on-boarding new customers, they should focus on attracting existing customers to increase spending with their cards. Growth of outstanding balances by age groups exhibited similar trends as in the previous two years. Millennials (1980–1994) and Generation X (1965–1979) were still the driving forces of growth in credit card balances. Millennials increased their balances by 11.8% YoY in 2019-Q3, which was the ninth consecutive double-digit growth quarter since 2017-Q3. Generation X also grew their outstanding balances by 5.3% YoY the same period. Same as before, baby boomers (1946–1964) continued to cut their balances by -1.8% YoY in 2019-Q3. Credit card is a low-risk product, as over 90% of the customers belong to prime or above risk tiers. Although the account- and consumer-level 90 or more days past due (90+ DPD) delinquency rates remained unchanged, consumer-level 90+ DPD increased slightly in 2019-Q3. Given the deteriorating macroeconomic conditions, lenders should keep a close eye on delinquency rate movements in the next quarter.

Source: TransUnion Hong Kong LoC became an important source of balance growth for credit cards. LoC outstanding balances grew 19.2% YoY to HKD 36.1 billion in 2019-Q3. The growth in outstanding balances can be attributed to both new and existing customers. Number of consumers carrying a balance and average balance per consumer increased 3.3% and 15.4% YoY, respectively. Origination volumes increased 2.9% YoY in 2019-Q2 (the latest quarter for which data is available). The trends revealed that card issuers were actively promoting LoC to their customers, as an average credit card holder only used 12% of the total credit card limit. Same as credit cards, LoC has low credit risk given its customer profile. Account- and consumer-level 60 or more days past due (60+ DPD) delinquency rates remained flat in 2019-Q3. Nevertheless, lenders should still be aware of potential worsening of delinquency rates given the current macroeconomic environment.

Source: TransUnion Hong Kong Auto loans continued to shrink in size as fewer consumers financed the purchase of vehicles with borrowed funds. Outstanding balances of auto loans dropped by -2.5% in 2019-Q3. The number of accounts declined by -7.5% YoY to 53,200, and origination volumes dropped by -22.6% YoY in 2019-Q2 (the latest quarter for which data is available). Average balance per consumer increased 5.3%, revealing that some consumers slowed down to repay their loans. This was reflected in the increasing trend of the 60 days or more past due (60+ DPD) delinquency rates since last year. Lenders should pay more attention to the rising delinquency rates of auto loans, as the Hong Kong economy had already entered downturn in second half of 2019.

According to the monthly Residential Mortgage Survey of the Hong Kong Monetary Authority (HKMA), outstanding balances of residential mortgage loans increased 9.8% YoY to HKD 1,415 billion in 2019-Q3. Origination volumes were up 5.3% YoY in 2019-Q2 (the latest quarter for which data is available). The increase in mortgage balances and origination volumes were in line with the upward trend of property prices since 2019-Q2, as evidenced by Centa-City Leading Index (CCL). However, property prices started to adjust in 2019-Q3, and this was reflected in slower growth in mortgage enquiry volumes. The number of mortgage enquiries increased by 1.8% YoY in 2019-Q3. Out of the 104,000-plus enquires, 47% came from millennials and Gen Z customers. Lenders should be more cautious in assessing repayment abilities of the younger mortgagees given the uncertain economic conditions ahead. The trend of mortgage enquiries may provide foresight to prospect of the mortgage market in the next quarter. In terms of risks, the mortgage market remained at a low level. Account-level 60 days or more past due (60+ DPD) delinquency rate remained flat in the last two years. As 92% new mortgage loans were granted to customers from prime or above risk tiers, mortgage portfolios were able to withstand the negative impacts of economic downturn.

The number of accounts and outstanding balances of unsecured personal loans decreased by -2.1% and -1.7% YoY in 2019-Q3, respectively. In contrast, origination volumes went up by 4.1% YoY in 2019-Q2 (the latest quarter for which data is available). Given the economic downturn, consumers were seeking unsecured personal loans to fulfill liquidity needs. At the same time, average new account balances dropped by -3.2% YoY. In other words, more trades with smaller ticket size were opened in the current quarter. The phenomenon can be explained by increasing market share of money lenders as they specialize in lending to more risky customers. Money lenders compete directly with banks in the market of unsecured personal loans. Over the past two years, money lenders gained a significant market share. As of 2019-Q3, money lenders grew their portfolios by 7.8% YoY and acquired over 28% share of the personal loan outstanding balances. Money lenders were able to grow their market shares across all risk tiers. The growth in outstanding balances of prime and above customers even exceeded those of near prime and below customers. The former increased by 12% while the latter by 7% YoY, respectively. Money lenders will likely gain more market share of personal loans over time, as 80% of the new loans were granted to near prime and below customers. Even though unsecured personal loans were largely held by relatively high-risk customers, their overall risk level was still low. Account-, balance- and consumer-level 60 or more days past due (60+ DPD) delinquency rates all declined YoY in 2019-Q3. With the economic challenges ahead, banks and money lenders should have remedial actions in place to cater for significant deterioration in portfolio performances.

The origination volumes of unsecured tax loans increased over 300% YoY in 2019-Q2 (the latest quarter for which data is available) as the product had drastic seasonal fluctuations. With the sudden spike in origination volumes, outstanding balances went up by 21.4% YoY in 2019-Q3. However, in terms of portfolio size, unsecured tax loans were the smallest amongst all of the unsecured lending products, with only 33,700 accounts and HKD 4.8 billion outstanding balances. The low-risk nature of unsecured tax loans is due to the fact that banks provide tax loans to borrowers who are taxpayers with stable and predictable incomes. The account-, balance- and consumer-level 60 or more days past due (60+ DPD) delinquency rates declined YoY in 2019-Q3. This explains why the unsecured tax loan market is very competitive during tax seasons.

Source: TransUnion Hong Kong The market trends of unsecured revolving lines looked alike to unsecured personal loans. The number of accounts and outstanding balances declined by -5.5% and -6.7% YoY in 2019-Q3, respectively. Origination volumes rebounded by 6.9% YoY in 2019-Q2 (the latest quarter for which data is available). There was higher consumer demand for unsecured revolving lines as sources of short-term liquidity. Average credit line per new account declined by -0.4% YoY. A greater amount of new revolving lines with smaller credit limit indicated that lenders had extended credit to more risky consumers. Unsecured revolving lines were another product with keen competition between banks and money lenders. Since 2017-Q3, money lenders have successfully grasped greater share of the outstanding balances of unsecured revolving lines. As of 2019-Q3, money lenders captured an 18% share of the outstanding balances. Regarding risk distribution, 72% of new unsecured revolving lines were granted to near prime or below customers. Despite the more risky customer base, risk levels of unsecured revolving lines was still low. Account-, consumer- and balance-level 60 or more days past due (60+ DPD) delinquency rates slightly increased YoY in 2019-Q3. Banks and money lenders should be fully aware of potential increases in delinquency rates, as economic downturn may have greater impacts on near prime or below customers.

Report Overview and Definitions

The TransUnion Industry Insights Report is a quarterly overview summarizing data and trends and providing

insights on the Hong Kong consumer lending industry.

Data has been pulled from TransUnion’s consumer credit database, which profiles nearly every credit-active consumer in Hong Kong. The report analyzes all open accounts reported to TransUnion that have been verified in the past 10 years. All accounts not reported as closed with zero balance (as indicated with a closed date, an installment balance of zero, or a remark indicating a final status such as foreclosure or settlement) are included in the report’s metrics.

The report provides a full view of all data records (not a sample) over the nine most recent quarters.

Both account-level and consumer-level views of key metrics and trends are included in the report.

The report covers data and trends for the national population overall, as well as breakdowns within consumer credit-score risk tiers.

The report analyzes individual consumer loan product types—bankcard, private label, auto, mortgage, and consumer lending—while looking at aggregate views of all revolving and non-revolving loans as well.

Risk Tier Definitions

In this report we use the global standard risk tier terminology, based on ‘clean’ score breaks that align with the lettered riskgrades traditionally used in Hong Kong, as per the table below.

Report Timing

Each quarter’s data and calculations are generated from the data available on the last day of the quarter.

There is a time lag between the date when a new account is opened and when lenders report new accounts

to credit reporting companies. As a result of this time lag, a significant number of new accounts opened

during a quarter may not yet be reported as of the quarter end date. To enable more accurate and complete

reporting of new accounts, we measure all new account counts and balances in this report one quarter in

arrears. With this approach, the quarter prior to the current report date reflects the most recent data.

A Note About the Calculation of Total Utilization

To derive total utilization, we recommend the following formula:

Total Utilization = 1 - [Total Open-To-Buy

Total Credit Lines]

We recommend against calculating utilization as the ratio of total balance to total credit lines because the

total balance measure includes balances on closed accounts that have balances, while total credit lines are

zeroed out for closed accounts. Our reasoning is that credit lines should only be calculated where credit is

actually available—a closed account cannot be used for further purchases, and hence should have a credit

line of $0.
