What is a State Rep?
• The representative is appointed by TRB upon the recommendation of
the DOT Chief Executive Officer.
• The TRB State Rep is the vital link between TRB and that the state
transportation agency. The TRB State Rep keeps TRB informed of
challenges facing the State DOT and the State’s Research activities.
• TRB informs the State Rep about TRB activities and upcoming/ongoing
national research efforts.
What is my role as the State Rep?
• Assist in the identification of qualified people as possible TRB
committee and/or panel members
• Assist TRB Staff members is scheduling the TRB State Partnership
Visit with your agency
• Maintain awareness of TRB activities and programs
• Serve as the receiver and communicator of the TRB State Return on
Investment Report.

The partnership between TRB and the state transportation research
community has been in place since 1920, with states providing direct
financial support beginning in the 1940s. This TRB/state partnership
promotes the development and implementation of innovations that save
countless lives, improve mobility and access, and vastly increase the
cost-effectiveness of materials, designs, construction practices, and
operations.

Purpose of the TRB State Partnership Visit
• Maintain a national overview of highway research through a sponsor visit
and/or similar program to encourage a coordinated national
transportation emphasis. To the extent feasible, include key universities
and public and private researchers responsible for highway related
research……..
• A summary of the results of these visits will be printed annually in the
NAS published TRNews.

Why are State Visit Important?
• It is important for TRB to have direct contact with our sponsors and have
maintain a physical connection and presence with State DOTs.
• Establish and maintain good Relationships
• Review/discuss State DOT employee engagement in TRB programs
• Get an understanding of State DOT issues.
• Get exposure to innovative research projects and programs that have
been recently completed or on-going at the State DOT.
• Provide an overview of national research efforts in selected areas of
expertise
What happens with the information discussed
during the visit? TRB produces and annual TRNews series that summarizes the findings from the
TRB State Partnership Field Visits

Some information is relayed back to TRB Standing Committee for the
development of:
TRB Annual Meeting Sessions or workshops
Identification of Presenters for TRB conferences and Workshops

What happened to the 2020 State Visit?
This year (2020) the planning process for the TRB State Visits
was impacted by the COVID-19 pandemic and TRB decided
not to have any in person State Visits this year. TRB is
exploring the concept of a Virtual State Partnership Visit
and has asked a team of TRB staff and TRB State Reps to
provide input. TRB is also looking at the State Reps program
as part of this effort as well. The virtual concept may be one
of the options on the table that will supplement, not entirely
replace, the in person visits.

• The concept of a Virtual State Visit is being explored as
part of the overall review of the State Visit Partnership
Program.

Engagement – a virtual strategy is not just about talking to
the States but it is engaging the States in a conversation.
It is critically important that this is not just TRB talking to
the states.
