This 2015 American Road & Transportation Builders Association (ARTBA)
“Leadership Directory & Buyers’ Guide” is all about connections and information.
In the pages of this annual publication, we’re connecting you with a “who’s
who” of the top executives and companies in the transportation infrastructure
business. We’re also connecting you with companies that have products and
services aimed at helping improve your business operations.
The directory—the most widely utilized association resource throughout
the year—provides contact data for ARTBA volunteer leaders, including the
members of the Executive Committee, Board of Directors, the Council of State
Executives, Past Chairman’s Council, and life members. New for this year, we

The directory also lists more than 550 “graduates” of the ARTBA Foundation’s

Nick Ivanoff, president & chief executive officer | Ammann & Whitney
Ivanoff joined New York-based design and construction firm Ammann & Whitney in 1995. He has technical, marketing, administrative and financial
responsibility for company operations worldwide. Nick graduated from Brooklyn Polytechnic Institute with a B.S. in civil engineering and an M.S. in
traffic engineering and transportation engineering. He is a registered professional engineer and professional planner with over 35 years of
experience. He serves as principal-in-charge or management/technical adviser for some of the firm’s larger, more complex projects, including the
Central Artery in Boston and work at Dulles International Airport.
Senior Vice Chairman
David Zachry, president & chief executive officer | Zachry Construction Corporation
Zachry has worked for his family-owned business since 1986, and is the third-generation Zachry in the company, which was founded by his
grandfather in 1924. His experience at the firm has been a progression of assignments in the highway, petrochemical, power, and pipeline
industries. In 1996, he was named president of the Civil Group. In 2004, he assumed the responsibilities of president and chief operating officer,
and in 2011 he was named chief executive officer. David has a M.B.A. from the University of Texas at Austin and a B.S. in civil engineering from Texas
A&M University. He also served three years active duty in the U.S. Army, including domestic and international assignments and Airborne School.
Firce Vice ChairmanBob Alger, president & chief executive officer | The Lane Construction Corporation
Alger joined heavy civil construction company Lane Construction Corporation in 1979 and began his career as job engineer on the Lakeview Dam
project, south of Dallas, Texas. After its completion, he was promoted to project manager, supervising a 26-mile stretch of Route 80. In 1993, he
went to Harrisburg, Pa., where he managed a 13-mile section of I-81 and was named district manager of Lane’s work in the state. In 1996, he
returned to the main office in Meriden, Conn., and was promoted to vice president. In 2001, Bob was named Lane president & CEO. He attended the
State University of New York (SUNY) College of Technology for two years where he earned a degree in engineering science. He went on to receive a
civil engineering degree from Pennsylvania State University.
Northeast Region Vice ChairDavid Gehr, senior vice president | Parsons Brinckerhoff
Gehr joined global engineering and consulting firm Parsons Brinckerhoff in 1999 and has been an integral part of major highway projects across
the country. Before joining the company, Dave spent nearly 30 years with the Virginia Department of Transportation (VDOT) where he served in
a variety of technical and managerial roles, including six years as the gubernatorial-appointed commissioner. David was responsible for overall
management of the department and for all functions related to the planning, engineering, construction, operations and maintenance of Virginia’s
55,000 mile state highway system with a budget of $2.7 billion per year. He graduated from the Virginia Military Institute with a degree in civil
engineering.

Central Region Vice Chair
Kathi M. Holst, president | Roadway Construction & Maintenance Services
Holst is president and founder of Roadway Construction & Maintenance Services, LLC, a firm specializing in providing heavy highway construction
services in the public sector. Previously, she was senior vice president for business development and strategic initiatives for RoadSafe Traffic Services,
Inc., a nationwide provider of traffic control and pavement marking services. Kathi first entered the roadway safety business in 1984 when she left
an accounting firm to become vice president of finance for a company that provided safety services in the Chicagoland area. She is a graduate of
Bradley University where she received a B.A. in accounting, and is also a certified public accountant.

John R. Kulka, consultant | HRI, Inc.
Kulka currently serves as a consultant for HRI, Inc., which started in 1947 as a small, family-owned paving company in State College, Pa. It has now
grown to become a major contractor working throughout the Eastern U.S. as part of the multi-national corporation Colas SA, which provides asphalt
paving, heavy and highway construction, structures, utilities and treatment plants, and site work. Kulka spent 43 years with the company, rising to
the rank of president and CEO—a position which he held from 1993 to 2013. John graduated Pennsylvania State University in 1969 with a B.S. in
civil engineering, and in 1972 earned an M.E. in construction management from the school.
Southern Region Vice Chair
Tom Elmore, president | Eutaw Construction Company
Elmore is president of Eutaw Construction Company, a company he founded in 1980. Previously, Tom spent 14 years at Granite Construction
Company, serving as project manager on the Aberdeen Lock and Dam, a U.S. Army Corps of Engineers project along the Tennessee-Tombigbee
Waterway. Upon its completion, Tom left Granite to form Eutaw Construction, which he named after the soil formation on which the Aberdeen
Lock and Dam sits. Today, the company provides municipalities, state and federal agencies, and the private sector with reliable, professional heavy
construction services.
Western Region Vice ChairSteve McGough, chief operating officer | HCSS
McGough is chief operating officer of Sugar Land, Texas-based HCSS, which provides innovative software solutions for the heavy civil construction
industry. He and his team have been responsible for developing seven software packages that integrate and automate the operations side of the
construction industry. Steve has a degree in engineering from Texas A&M University and an M.B.A. from Tulane University. His career spans over 25
years in software, heavy highway, and the heavy equipment industry. Before joining HCSS, Steve spent 15 years as a senior executive in the heavy
equipment industry.
Vice Chairman At-LargeScott Cassels, president, Kiewit Infrastructure Group, Inc. | executive vice president, Kiewit Corp.
Cassels has more than 30 years of construction experience at Kiewit, one of the largest construction, mining and engineering organizations in North
America. Scott has executive leadership responsibility for Kiewit’s Infrastructure Group, the company’s largest business unit, which includes billion
dollar projects across the U.S. and Canada, including the Dallas/Fort Worth (DFW) Connector project in Texas, and the Port Mann/Gateway project
in Vancouver, British Columbia. Since joining Kiewit in 1976 as an intern, Scott has held many leadership roles of increasing responsibility, including
foreman, engineer, project manager, and area manager on the West Coast. Scott has bachelor’s degrees in construction management and business
from Washington State University and attended Northwestern University’s Kellogg School of Management Executive Development Program.

Acito began his career with 3M—a premier global innovation company—in 1983 and was tapped to lead the firm’s Traffic Safety & Security
Division in May 2014. His previous positions with 3M include director of the Optical Systems Division in Asia from 2009 to 2010, and managing
director of 3M in Thailand from 2005 to 2009. He is a graduate of the Rochester Institute of Technology where he earned his bachelor’s degree, and
Indiana University Bloomington where he earned an M.B.A. in marketing and international business from the Kelly School of Business.

Mike Donnino, senior vice president & group manager | Granite Construction Inc.
Donnino has been senior vice president and group manager of Granite—one of the nation’s largest heavy civil contractors and construction
materials producers—since 2005. He provides oversight and management of its four large projects operating regions as well as the Federal
Division. During his 39 years in construction, he has overseen numerous heavy civil projects throughout the nation. Mike began his career at Granite
as a field engineer in 1977, and held a series of positions, including structures and project engineer, project manager, area manager, and vice
president and assistant division manager of Granite’s Heavy Construction Division. Mike has a bachelor’s in Structural, Water and Soils engineering
from the University of Minnesota.

Nye joined the chemical, composite material and aggregate company Martin Marietta Materials in 2006. Previously, he spent nearly 13 years with
Hanson Aggregates North America. He received a bachelor’s degree from Duke University and a law degree from Wake Forest. In addition to his
professional roles, Ward has been a gubernatorial appointee to the North Carolina Mining Commission and has served on numerous state
organizations, including the Greater Raleigh Chamber of Commerce Board of Directors, the Duke University Alumni Association Board of Directors,
and Wells Fargo/Wachovia’s Central Regional Advisory Board.

Transportation Institute
Dr. Tooley has been with the Texas A&M Transportation Institute (TTI), the largest university-affiliated transportation research agency in the U.S.,
since 2006. Before joining TTI, she was the director of the Mack-Blackwell National Rural Transportation Center (MBTC) at the University of Arkansas
and served as an assistant professor of civil engineering at the University of Arkansas and the University of Florida. In addition to being the
inaugural chair of the ARTBA Women Leaders Council. Melissa is also a past president of the Council of University Transportation Centers (CUTC) and
serves on the Transportation Research Board’s Committee for Education and Training.
TreasurerTom Hill, chief executive officer | Summit Materials, LLC
Hill is the founder of construction services company Summit Materials. From 2006 to 2008, he was the chief executive officer of Oldcastle Inc., one
of the world’s leading building materials companies. From 1992 to 2006, he ran the Materials Division of Oldcastle. Tom has been treasurer of both
the National Asphalt Pavement Association and the National Stone, Sand & Gravel Association. He served as ARTBA chairman from 2002-2004. Tom
received a B.A. in economics and history from Duke University in 1978, and M.B.A. from Trinity College in Dublin in 1980.
SecretaryPete Ruane, president & chief executive officer | ARTBA
Ruane has over 40 years of diversified experience in the economic development, transportation, construction and national defense fields. Prior to
joining ARTBA in October 1988, he spent nine years as president and CEO of the National Moving and Storage Association (NMSA). He served as the
deputy director of the Office of Economic Adjustment (OEA), Office of the Secretary of Defense and the President’s Economic Adjustment Committee,
where he worked on complex economic development projects stemming from military base closures or growth impacts in more than 30 states from
1970 to 1980. He is a decorated Vietnam veteran, having served as an officer with the U.S. Marine Corps. He is a graduate of Loyola University of
Baltimore, Md., has a master’s degree from the Pennsylvania State University and a doctorate from the George Washington University in
Washington, D.C.

More than 3 million miles of roads and over 300,000 bridges in the United States are owned and maintained by local governments.
In 1982 the Federal Highway Administration established the Local Technical Assistance Program (LTAP). In 1991 the Tribal Technical Assistance Program (TTAP) was also formed. LTAP and TTAP help local governments improve management of their transportation networks.
There are 58 LTAP/TTAP Centers: one in each state, one in Puerto Rico, and seven regional Centers that serve tribal governments. Most Centers are housed at colleges, universities and state departments of transportation.

long-term service to the association. The following are guidelines for nominating an individual for ARTBA Life Membership:
1. Has the individual held ARTBA membership for at least 15 years?
2. Has the individual served at least five years in ARTBA leadership positions? This would include service as an: ARTBA
Officer, Division Officer, Member of the ARTBA Board of Directors, Advisory Council Chairman or ARTBA Committee
Chairman.
3. Has the individual provided—or helped generate—substantial, extraordinary financial support to the
association through individual contributions, fundraising, or membership development?

In 1960, the American Road & Transportation Builders Association established the “ARTBA Award” to recognize
individuals for outstanding contributions that have advanced the broad goals of the association. It is the highest honor
the association bestows. Many distinguished members of the transportation construction industry have received the
