MDX SR 836 Operational and Capacity ImprovementsMiami-Dade Expressway Authority, FloridaAs General Engineering Consultant to MDX, EAC provides project management and planning services to improve safety and capacity for the SR 836 corridor. SR 836 is the busiest east-west corridor in Miami; the appropriate NEPA or State Environmental Impact Reports were prepared for the following projects:•SR 836 Eastbound Auxiliary Lane between NW 57th Avenue and NW 42nd Avenue.•SR 836 from NW 57th Avenue to NW 27th Avenue: State Environmental Impact Report and Interchange Modification Report for planned operational and capacity improvements. •SR 836 from the NW 17th Avenue interchange to the Midtown Interchange that includes SR 836, I-95 and I-395: Project Development and Environment Study with an Environmental Assessment class of action and a System Interchange Modification Report.

Tamiami Canal Historic Swing Bridge PD&EFlorida Department of TransportationImprovements to the historic swing bridge, which was structurally deficient and functionally obsolete, required extensive coordination with the State Historic Preservation Office (SHPO), the United States Coast Guard and the FHWA. EAC’s Project Development and Environment Study considered numerous alternatives with a focus on preserving the bridge’s historic significance and designation while also providing an improved transportation facility. EAC’s robust public involvement program facilitated a well-received Locally Preferred Alternative, a new single-leaf bascule bridge with a four-lane, undivided roadway alignment that satisfied the needs of the project. The existing bridge was relocated to a tributary of the Miami River where it will connect two parks on either side of the river. The relocation was done in a manner that allowed the bridge to retain its historic designation.

NW 12th Avenue Bascule Bridge PD&EFlorida Department of TransportationThe Project Development and Environment Study for the replacement of the functionally deficient NW 12th Avenue Bridge determined the bridge and some surrounding facilities were eligible for the National Register of Historic Places. In accordance with NEPA and FHWA, EAC coordinated and prepared the Section 4(f) documentation to allow for the replacement of the existing bridge with appropriate measures to minimize harm to the affected historic resources.

NW 5th Street Bridge Replacement over the Miami River Florida Department of TransportationEAC led the roadway design services for this five-lane, double-leaf bascule bridge project. The urban environment required an innovative geometric design to accommodate an increased vertical clearance for this bridge over the Miami River. At the same time, we minimized impacts to the approach roadway, intersections on either side of the bridge and adjacent properties. EAC also upgraded the corridor to comply with current ADA requirements.

SR 90/US 41 Tamiami Trail Modified Water DeliveriesU.S. Army Corps of Engineers/Florida Department of Transportation, Florida Everglades National ParkEAC designed this project to restore water flow to Florida’s Everglades. Our team of structural engineers developed plans for the construction of a one-mile bridge to improve water flow into the park. We designed and prepared highway plans to raise, by over-building or reconstructing, an 11-mile section of Tamiami Trail (including the aforementioned one-mile bridge). This $85+ million project also included safety, drainage and other improvements.

Overtown NW 3rd Avenue from NW 8th Street to NW 14th StreetCity of Miami, FloridaEAC’s engineering services for the streetscape improvements featured drainage, piping upgrades, utility coordination, permitting and maintenance of traffic services for this critical urban corridor.

I-95/Spanish River Boulevard Interchange Florida Department of Transportation EAC will design a new interchange at Spanish River Boulevard in Boca Raton. The ultimate configuration, a full three-level interchange, will improve safety and capacity in the area.

Florida Keys SR 5/Overseas Highway Resurfacing, Restoration and Rehabilitation Design (3R), Grassy KeyFlorida Department of TransportationEAC coordinated with FDEP, SFWMD and other permitting agencies to quickly finalize construction plans for this environmentally sensitive Florida Keys project. We improved safety and accommodated a center two-way turn lane while achieving proper drainage and satisfying the environmental permitting requirements. The design included an extension of a pedestrian/bicycle path as part of the Florida Keys Overseas Heritage Trail.

Fort Lauderdale-Hollywood International Airport Terminal Access RoadwaysBroward County Aviation Department, FloridaFor this $70+ million project, EAC worked as part of a Design-Build team to design phased maintenance of traffic construction plans, design several bridges within the airport and perform drainage master planning and permitting services. Coordination was key since roadway upgrades were performed in conjunction with terminal, landside and airside facilities improvements to accommodate the project’s expedited schedule.

Meridian Avenue ImprovementsFlorida Department of TransportationFTBA Best in ConstructionFICE Engineering Excellence AwardThis bridge replacement project received an FTBA Best in Construction Award and a FICE Engineering Excellence Award. The project required coordination with the adjacent Holocaust Memorial to incorporate aesthetic treatments. The bridge design integrated a drilled-shaft substructure with a cast-in-place superstructure and utilized 3-D finite element analysis to develop the loading and design for this curved structure.

NW 97th Avenue Bridge over SR 836 Miami-Dade County Public Works, FloridaEAC provided design services for this 1100-foot, AASHTO Type VI beam bridge over SR 836. The project also included roadway plans, retaining walls, signalization and lighting. The bridge’s prominence required the implementation of aesthetic treatments and a color palette for the concrete surfaces.

EAC engineers provide their expertise in structural engineering to derive the most innovative and cost-effective designs. They also consider geometrics, aesthetics, community, environment and any appropriate historic preservation requirements, to implement projects that satisfy the needs of our clients.

Port of Miami Tunnel Peer ReviewFlorida Department of TransportationThe Port of Miami Tunnel project, part of a $1 billion Public-Private Partnership, will connect SR A1A/MacArthur Causeway to Dodge Island via a subaqueous tunnel. Direct access between the seaport and highways I-395 and I-95 will create another entry to the Port of Miami, improve downtown traffic flow and function as an integral component of a larger program incorporating operational improvements to SR 836, the I-95 interchange and I-395. EAC provides peer reviews for constructing the Port’s new Control Building, replacing the bridge to Dodge Island and widening the MacArthur Causeway Bridge as required for the project.

SR 836 Toll Plaza Improvements Bridges & Retaining Walls Miami-Dade Expressway Authority, FloridaEAC performed bridge design for the SR 836 exit-ramp bridges over Lawrence Canal, NW 22nd Avenue and NW 17th Avenue. Miscellaneous design services included MSE walls and cast-in-place retaining walls.

Fort Lauderdale-Hollywood International Airport Rental Car FacilityBroward County Aviation Department, FloridaEAC designed a system of seven bridges to serve the new Consolidated Rental Car facility. Structure types included AASHTO beam bridges, as well as bridges comprised of precast floor beams that frame into upturned edge beams. The substructure of the busway bridges was designed to support a future automated people mover system.

Moss Park Bridge WideningOrlando-Orange County Expressway Authority, FloridaEAC provided bridge and miscellaneous structures design services for widening the existing SR 417 bridges over Moss Park Road. This expansion project will accommodate future traffic demands caused by the construction of the proposed interchange at Moss Park Road.

Miami International Airport North Terminal Sky TrainMiami-Dade Aviation Department, FloridaFor the North Terminal Development Program, EAC provided analysis and design of the structural system for a high-level, rooftop people-mover system above the mile-long concourse. Because of the precision required, close coordination with the APM electrical systems and vehicle manufacturers was critical during design and construction of this facility. EAC also performed construction oversight services for the guideway.

Metrorail AirportLinkMiami-Dade Transit, FloridaThis elevated Metrorail extension features a multilevel Miami International Airport Station that provides passengers with a central transfer point to different modes of transportation. During the design phase, EAC provided project management and systems engineering services for this $526 million, 2.4-mile heavy rail extension of the People’s Transportation Plan, which will improve regional transit connectivity.

SFRTA General Engineering ConsultantSouth Florida Regional Transportation Authority (SFRTA)As General Engineering Consultant to SFRTA, EAC provides on-call professional services that run the full spectrum of engineering disciplines and delivery methods.

Orange Line Phase 3 East-West Corridor Miami-Dade Transit, FloridaAs part of a Program Management Contract with Miami-Dade Transit, EAC has provided project management and technical support staff for corridor planning and preliminary engineering, as well as the development of environmental documents. The project consists of over 10 miles of fixed guideway extension of the existing Metrorail System and includes the AirportLink project.

TRANSITA well designed and implemented transit system reduces gasoline consumption, eases traffic congestion, offers increased mobility options and improves air quality. EAC provides civil engineering, structural engineering and systems engineering services associated with the planning, design, management and implementation of transit systems. EAC also provides program management and program management oversight services for these facilities.

Open Road Tolling (ORT) Conversion Miami-Dade Expressway Authority, FloridaAs General Engineering Consultant to MDX, EAC provided Construction Management oversight on the Design-Build of MDX’s first conversion from traditional toll plazas to full open road tolling. Florida’s first fully operational system of cashless tolled roads continues to have on-time openings thanks to EAC’s significant coordination with ITS engineers and vendors, aggressive contractor schedule, frequent plans reviews with engineers and high level of Quality Control.

Dynamic Message Sign ReplacementFlorida Department of TransportationThis Design-Build effort replaced 13 Dynamic Message Signs and associated equipment. As the lead design firm, EAC provided structural and roadway engineering services for the new structural support infrastructure and maintenance of traffic.

MDX ITS Services Miami-Dade Expressway Authority, FloridaAs part of the General Engineering Consultant to MDX, EAC provides Intelligent Transportation Systems (ITS) Oversight and Contract Administration Services for all of the ITS-related installation projects.

SR 836 Extension ORT Improvements and Bi-Directional Toll PlazaMiami-Dade Expressway Authority, FloridaEAC provided Construction Management services on this major Design-Build highway project, the first Open Road Tolling expressway in Miami-Dade County. The extension project included ITS services, conventional bridges, steel bridges, tolling gantry structures and noise walls.

TOLLING/ITSTolling and ITS offer convenience and customer service on tollways and expressways. EAC plans, designs and implements solutions that allow agencies to communicate with road users through ITS and deliver conveniences such as Open Road Tolling.

District Six Miscellaneous CEIFlorida Department of TransportationEAC provided construction management personnel for miscellaneous construction engineering and inspection (CEI) projects undertaken by the Florida Department of Transportation. On an as-needed basis, EAC supplied field personnel who worked under the supervision of FDOT personnel to supervise construction activities by the Department’s contractors. EAC staff also reviewed plans to verify constructability.

Pine Island Road from Oakland Park Boulevard to NW 57th StreetBroward County Public Works Department, FloridaEAC provided roadway design and construction management services for the construction of a new six-lane roadway. The project also included the replacement of a large, deteriorating, spiral-welded steel water main. This Joint Project Agreement between the City of Sunrise and Broward County required extensive coordination.

Sunrise Boulevard from Hiatus Road to Pine Island RoadBroward County Public Works Department, FloridaConstruction management services for this 1.5-mile segment featured widening and resurfacing, drainage and permitting. EAC engineers worked with the contractor to keep ahead of the target date by three months and deliver below the original bid price.

CONSTRUCTION ENGINEERING &INSPECTION EAC understands the importance of constructing projects according to contract documents and delivering them on time, under budget and in a quality manner. This understanding is at the center of our approach to construction management and construction engineering and inspection (CEI) services.

Tamiami Trail Culverts ReconstructionSouth Florida Water Management District/Florida Department of TransportationEAC provided construction engineering and inspection services to SFWMD and FDOT on this 16-mile project, which extends from the intersection of US 41 and CR 92 eastward to the intersection of US 41 and SR 29. The project included the construction of 17 new culverts under the Tamiami Trail and milling and resurfacing of approximately eight miles of roadway.

MDX General Engineering Consultant Miami-Dade Expressway Authority (MDX), FloridaAs General Engineering Consultant (GEC) to one of the nation’s leading toll agencies, EAC oversees MDX’s multimillion-dollar, five-year work program. The MDX system features 33.6 miles of expressways, for which we provide construction management services, project development and program controls in accordance with the Authority’s trust indenture. The work program includes implementation of cashless open road tolls, expansion of the MDX system and mobility improvements for the traveling public.

Program Management Consultant Fort Lauderdale-Hollywood International Airport and North Perry AirportBroward County Aviation Department, FloridaThis airport expansion program included new construction and rehabilitation to airside and landside facilities. As part of the program management team for the airport’s expansion program, EAC delivered a wide range of design, master planning, construction management and program controls services.

Program Management Consultant for the People’s Transportation Plan Miami-Dade Transit, FloridaEAC joined the team of consultants to provide program management and engineering services for this $7.5 billion program. We performed project management, systems engineering, civil/structural engineering, technical support and program controls.
