The current status of transport NAMAs

• A total of 43 transport NAMAs were identified (2013: 26). About 50%

of them were not officially shared through the transport NAMA

database.

• 16% of the NAMAs and NAMA feasibility studies recorded in the Ecofys

NAMA Database are in the transport sector (second to energy supply)

• Mostly feasibility studies and NAMA development, only 3 are at

implementation stage. Understanding of how to define different

development stages is fuzzy.

• There are benefits to learning lessons from experiences and

sharing good practices – the readiness to share experiences does

not reflect this adequately

Characteristics of transport NAMAs

• Increasing number of proposals for

bundles of projects and policy reforms

• They cover all:

• Modes

• Measures

• Approaches for emission reduction

• Freight and passenger transport

• Transport (like all) NAMAs continue to

be concentrated in Latin America.

Challenges affecting the development,

financing and MRV of transport NAMAs

• Data availability is the main challenge facing transport NAMA

development, financing and MRV

• Human capacity and financing are also frequently experienced

challenges to transport NAMA developing, financing and MRV

• The survey revealed a large variety of challenges perceived by

NAMA developers.

Managing challenges faced

• Comments about challenges reinforce the value of:

• Guidance, lesson learning and knowledge sharing

• More clarity from potential funders of NAMAs (e.g. regarding

finance available, eligibility criteria and appraisal procedures)

• The mobilisation of targeted domestic and international technical,

financial and capacity building support.

• Everyone is learning by doing

• Good practices will continue to emerge and evolve as experience

with transport NAMAs increases.

Ingredients for upscaling

Transport NAMA developers (government officials and consultants):

• Identify, incorporate and communicate sustainable development benefits

• Try to align and integrate all activities with the wider domestic framework.

Technical experts

• Develop approaches, knowledge products and capacity building initiatives

to contribute towards overcoming challenges identified.

• Increase understanding, and ability to apply, NAMA financing strategies

Ingredients for upscaling

NAMA funders:

• Increase clarity about available finance, eligibility and related processes

• Adopt appraisal processes that reflect short-term and direct as well as longer-

term and indirect impacts, including co-benefits

Developing country governments

• Create and enhance domestic enabling environment

• Promote the integration of transport and climate change policies by

routinely considering the potential of NAMAs to complement wider actions.

Conclusions and outlook

• Geographical distribution: LAC still leading, Asia catching up, Africa

clearly lacking behind.

• A Continued growth of the number of transport NAMAs. The number

of identified NAMAs has doubled in one year, however many of them

are not formally shared through the t-NAMA database.

• Learning from others: Huge demand vs. little sharing of information

=> how to deal with that?

• Categories used do describe the stage of development are

understood differently which distorts the results => more coherency

next year

• TRANSfer project offers to continue providing overviews and

analyses on T-NAMA trends but we depend on active contributions

International support needs to address

challenges

• Wide-ranging financial and technical assistance is required and

should be complemented by strategic top-down and bottom-up capacity

building

• Financial resources, human capacity, data availability and

technical design of NAMA concepts, MRV concepts, funding strategies

and financial structures are the main international support needs

• Resources need to be used intelligently (e.g. to leverage private

sector investment).

• The future of transport NAMAs depends on the provision of clear

and meaningful international support.

Navigating Transport NAMAs

• Developed over a period of several years in an iterative, participatory

process closely linked to activities of the GIZ TRANSfer Project,

• Review process with a large group of NAMA practitioners.

• Based on practical experience with transport NAMAs.

• The handbook is complementary to the UNFCCC NAMA Guidebook 2,

giving a focus on the transport sector.

• The focus of this handbook is on NAMA preparation. Some additional

information is given on the implementation of NAMAs.
