The excavation, conducted within East Street Area I - South, involved the replacement of a section of the 2-inch diameter pipeline associated with the Southside Groundwater Recovery System caisson located within GE- owned Parcels JI0-6-19 and JI0-6-20. This work was conducted in accordance with GE's Protocols for the Management of Excavation Activities (November 1996) and the plan provided in GE 's July 17, 2014 letter. The work was initiated on August 5, 2014 and conducted in the manner as described in GE 's July 17, 2014 letter. The uppem1ost one foot of soil was excavated, stockpiled separate from the deeper soil excavations, and characterized for off-site disposal. The approximate location of the completed excavation is shown on Figure I. Final dimensions for the excavation were approximately 20 feet long, 5 feet wide, and 6 feet deep, equating to approximately 23 cubic yards of excavated material. This work was also performed in conjunction with a separate notification provided to USEPA and DEP on August 18, 2014 related to an excavation within East Street Area !-North (GECD130). Together, both excavations were required to replace an approximately one- hundred sixty ( 160) foot section of 2-inch diameter groundwater recovery pipeline. The pipeline section was replaced with new 2-inch diameter High Density Polyethylene (HDPE). Following the installation of the new ptpmg on the south side of East Street, the excavation was backfilled, beginning with soil that was excavated from below the one- foot depth.     No soil that was excavated below one foot was used as backfill within the top foot. Asphalt/concrete was then installed to meet surrounding ground surface elevations as needed . The site work was completed on September 11 , 2014.

    Waste materials generated during the work included approximately 3.7 cubic yards of soil and asphalt/concrete and the removed segment of the existing 2-inch diameter steel pipeline. Prior to disposal, the waste materials were sampled and analyzed for total PCBs as well as Toxicity Characteristic Leaching Procedure Volatile Organic Compounds, Semi-Volatile Organic Compounds and inorganics. Based on the review of the analytical data, the waste materials were transported to the Greentree Landfill (Advanced Disposal) located in Kersey, PA for disposal (disposal confirmation was provided by the Greentree Landfill on December 9, 2014). The waste material sampling data and disposal documents are provided in Attachment A.

    Overall, the activities described above were performed in a manner consistent with the conditions and requirements described in GE's July 17, 2014 letter to USEPA and DEP providing notification of an upcoming planned excavation.
