IntroductionMANDATORY! The following information pertainsto wheelchairs equipped with a factory installedPride Transit Securement Package. Read thisinformation in its entirety before use in a motorvehicle. If you have any questions about thisinformation or about using your wheelchair as aseat in a motor vehicle, contact you authorizedPride/Quantum Rehab Provider.

The Pride Transit Securement Package conforms with the standard ofANSI/RESNA WC/Vol. 4, Section 19/ISO 7176-19 for the purpose ofenabling wheelchairs to be secured in certain types of motor vehicles. TheTransit Securement Package, including manufacturer-installed front andrear securement brackets and surrogate belt, has been crash tested in accor-dance with ANSI/RESNA WC/Vol. 4, Section 19, Frontal Impact Test, witha 130-lbs. (58.97 kg) surrogate occupant corresponding to a user weightrange of 125-165 lbs. (56.7-74.84 kg).

Notwithstanding this standard and testing conformance, many governmenttransportation agencies, at the time of publication, have not approved anysecurement system of an occupied wheelchair in a motor vehicle. Therefore,it is the position of Pride Mobility Products that the Transit SecurementPackage should only be utilized to secure an occupied wheelchair beingtransported in a motor vehicle at the user’s discretion and in accordancewith ANSI/RESNA WC/Vol. 4, Section 19/ISO 7176-19 standards, whichare intended to increase safety, but do not suggest that compliance with thestandards will necessarily prevent serious injury or death of a securedwheelchair occupant during motor vehicle transport.

In accordance with the ANSI/RESNA WC/Vol. 4, Section 19/ISO 7176-19standard, the wheelchair user should transfer into the vehicle seat and use thevehicle-installed belt restraint system if and whenever feasible. The TransitSecurement Package is only available when factory-installed on new wheel-chairs, and cannot be retrofitted on existing wheelchairs or serviced in the field.

PROHIBITED! Do not modify your wheelchair in anyway not authorized by Pride. Do not make alterationsor substitutions to wheelchair structural parts orframe components without consulting Pride.

Labeling

Read and follow the information in the owner’smanual and all supplemental information providedwith the wheelchair before initial operation.

Indicates that tested and approved wheelchairconforms to ANSI/RESNA WC/Vol. 4, Section 19/ISO 7176-19 for transport of an occupiedwheelchair in a motor vehicle. Must beaccompanied by a similarly labeled, tested andapproved WC-20 compliant seating system.

Indicates wheelchair securement points.

WARNING! Indicates a potentially hazardouscondition/situation. Failure to follow designatedprocedures can cause either personal injury,component damage, or malfunction. On theproduct, this icon is represented as a black symbolon a yellow triangle with a black border.

MANDATORY! These actions should be performedas specified. Failure to perform mandatory actionscan cause personal injury and/or equipmentdamage. On the product, this icon is representedas a white symbol on a blue dot with a white border.

DefinitionsANSI/RESNA: American National Standards Institute/RehabilitationEngineering and Assistive Technology Society of North AmericaISO: International Standards OrganizationTransit Securement Package: Equipment installed on the wheelchairwhich allows the wheelchair to be anchored in a motor vehicle. Theequipment consists of tie-down anchor points and may include a pelvicbelt.Wheelchair Tie-down and Occupant Restraint System (WTORS):Equipment installed in a motor vehicle which allows a wheelchair and/or a wheelchair-seated occupant to be anchored in the motor vehicle forlimiting occupant movement in a motor vehicle crash. The equipmentconsists of a system or device for securing the wheelchair and a belt-type restraint system.Securement Points: Specific structural points on the wheelchair base orseat frame that are designed for attachment of a WTORS. Thesesecurement points are indicated by anchor symbols.

User Safety Information

MANDATORY! Always secure the wheelchair andoccupant in a forward-facing position in thevehicle.

MANDATORY! The wheelchair should be used asindicated in the manufacturer’s instructions. If youhave any questions about the proper use of yourwheelchair, contact your authorized Pride/Quantum Rehab Provider.

MANDATORY! Only belt restraints that comply withthe provisions of ANSI/RESNA WC/Vol. 4, Section19/ISO 7176-19 and that have been dynamicallytested in accordance with this standard should beinstalled on the wheelchair for use as a restraint ina motor vehicle.

Protocols and ProceduresThe wheelchair user should transfer into the vehicle seat and use the vehi-cle-installed restraint system if and whenever feasible. The wheelchairshould then be stored and secured in the vehicle.

If it is found necessary at the user’s discretion to secure a wheelchair to avehicle, the vehicle must be equipped with a Wheelchair Tie-down andOccupant Restraint System (WTORS) that has been installed in accordancewith the tie-down manufacturer’s instructions, and is compliant with ANSI/RESNA WC/Vol. 4, Section 19/ISO 7176-19 standards, and the wheelchairmust have a transit securement package conforming to the ANSI/RESNAWC/Vol. 4, Section 19/ISO 7176-19 standards. It is essential to use a com-plete WTORS to secure the wheelchair to the vehicle and to provide thewheelchair occupant with a properly designed and tested safety restraintsystem. A restraint system with both pelvic and upper torso belts must beused to protect the wheelchair occupant and minimize the likelihood ofinjury caused by contact with the vehicle during a crash or sudden braking.

Securing the Wheelchair

NOTE: In addition to following the gen-eral guidelines below, be sure to followall recommendations and instructionsprovided by the WTORS manufacturer.

Always secure the wheelchair in aforward-facing position in thevehicle.Attach the four tie-down straps onlyto designated, labeled transitsecurement points indicated byanchor symbols on the wheelchair.See figure 4. Tighten the straps tosufficiently remove all slack.Never attach tie-downs to adjustable,moving, or removable parts of thewheelchair such as armrests, frontriggings, and wheels.Position the anchor points for the reartie-down straps directly behind therear securement points on thewheelchair. The front tie-down strapsshould anchor to floor points that arespaced wider than the wheelchair toprovide increased lateral stability.See figure 1.

WARNING! Ensure wheelchairs equipped with atransit securement system are properly secured tothe motor vehicle during transport. Wheelchairsthat are not properly secured can become a hazardto the user and to other vehicle passengers in theevent of a crash, sudden stopping, or swerving, asthe power chair could tip or slide out of place.

Securing the Wheelchair Occupant (Applies to TransitSystems Rated for Occupied Use Only)Once the wheelchair has been properly secured, it is essential that the wheel-chair occupant be protected for transport.

WARNING! The wheelchair occupant must besecured with dynamically crash-tested andapproved pelvic and upper-torso belts or with a five-point child restraint harness as part of WTORS.

Always secure the wheelchair occupant in a forward-facing position inthe vehicle.Place the pelvic belt across the front of the pelvis near the upper thighs,not high over the abdomen.

WARNING! The pelvic belt should be angledbetween 45 and 75 degrees to the horizontal whenviewed from the side. However, if the user cannotachieve this standard, an optional zone of 30 to 45degrees can be utilized safely.

The frontal clear zone (FCZ) is measured from the forwardmost point onthe occupant’s head and should measure at least 26 in. (66 cm) if both apelvic and upper-torso belt are used. See figure 5.

NOTE: The recommended frontal clear zone may not be achievable forwheelchair-seated vehicle operators.

The rear clear zone (RCZ) is measured from the rearmost point on theoccupant’s head and should measure at least 16 in. (40.64 cm). Seefigure 5.The seated head height (HHT) ranges from about 47 in. (120 cm) for asmall adult female to about 61 in. (155 cm) for a tall adult male. Seefigure 5.

WARNING! Always allow for proper clear zones whensecuring an occupied wheelchair in a motor vehicle.

WARNING! Allow as much clearance as possiblearound the wheelchair occupant to reduce thepossibility of contact with vehicle components andother passengers in the event of a crash.

WARNING! Ensure all vehicle components that arein close proximity to the wheelchair occupant areremoved or covered with dense padding.

Some wheelchair components, like armrests and wheels, can interfere withproper belt fit. It may be necessary to insert the belt between the armrestand the seatback or through openings between the backrest and seat inorder to avoid placing the pelvic belt over the armrest. See figure 6.

The upper-torso belt anchor point should be anchored above and behindthe top of the wheelchair occupant’s shoulder to ensure that the occupantis properly restrained during transport. Both the pelvic and upper-torsobelt restraints should be adjusted as snugly as possible consistent withuser comfort.

WARNING! The buckle of belt restraint systemsshould not be located near wheelchair componentsthat may come in contact with the buckle releasebutton in the event of a vehicle accident or collision.

If your wheelchair is equipped with a crash-tested pelvic belt that isanchored to the wheelchair frame, complete the restraint system byattaching the lower end of the WTORS upper-torso belt to the pelvic beltby referring to the WTORS manufacturer’s instruction. Crash-testedwheelchair-anchored pelvic belts will be labeled to indicate complianceto the ANSI/RESNA WC/Vol 4, Section 19/ISO 7176-19 standards.

MANDATORY! A vehicle-anchored belt restraintsystem conforming to ANSI/RESNA WC/Vol 4,Section 19/ISO 7176-19 must be used if thewheelchair occupant chooses not to utilize amanufacturer-installed wheelchair-anchored beltrestraint system or if one is not available from themanufacturer.

WARNING! Although postural supports and beltsmay be used in a moving vehicle in addition to theoccupant belt restraint system, they should not berelied upon to replace occupant restraints thathave been designed and tested for this purposeand should not interfere with proper belt restraintplacement.

Transit Securement Package The following components of the transit securement package must be com-pliant to ANSI/RESNA WC/Vol. 1, Section 18 (formerly SAE J2249) andmust be installed according to the manufacturer’s instructions.

Important Points to Remember

MANDATORY! Read and follow all manufacturer’sinstructions, including the product owner’smanual.

MANDATORY! Any WTORS or wheelchair involvedin a vehicle crash should be replaced.

WARNING! The wheelchair seatback should bepositioned at an angle of no more than 30 degreesto the vertical. If a greater recline angle is required,the upper-torso belt anchor point should be movedrearward along the vehicle’s sidewall to ensurethat the belt maintains contact with the wheelchairoccupant’s shoulder and chest.

WARNING! Visually inspect all WTORS equipmentaccording to WTORS manufacturer’s instructionson a regular basis, and have worn or brokencomponents replaced immediately. Ensureanchorage track is free of dirt and debris.

WARNING! Remove hard trays and stow or securethem elsewhere in the vehicle to reduce the chanceof wheelchair occupant injury from contact withthe tray.

WARNING! Consider using foam trays in place ofrigid trays during vehicle transport. If that is notpossible, place dense foam padding between thewheelchair occupant and the tray, and make surethat the tray is securely attached to the wheelchairso that it will not break loose and cause injury toother occupants in a crash.

WARNING! Ensure the wheelchair occupant isproperly positioned to protect the neck during rearimpact.

WARNING! Secure all removable accessories,including clothing guards, medical, and otherequipment to the wheelchair or vehicle to preventinjury during a crash.

WARNING! If head and neck support is requiredduring travel, use a soft, light neck collar as theyare less likely to cause neck injury in a crash. Donot attach the soft collar to the wheelchair orseating system.

APPENDIX: DECLARATIONS

Pride Transit Securement Package Declarations

MANDATORY! A belt restraint system with bothpelvic and upper-torso belts must be used toprotect the wheelchair occupant and minimize thelikelihood of injury caused by contact with thevehicle during a crash or sudden braking.

The Litestream Junior was dynamically tested in aforward-facing position with the surrogateoccupant restrained by both pelvic and upper-torso belts and conforms with ANSI/RESNA WC/Vol. 4, Section 19/ISO 7176-19.

The seating system used in testing was a surrogate(generic) WC-20 rated system.

The mass of the wheelchair tested was 58 lbs. (26.4 kg) includingseating system.The turning radius of the wheelchair tested was 22.75 in. (57.78 cm).The size of the surrogate seat tested was 14 in. x 17 in.The overall rating of the wheelchair accommodating fit and use of avehicle-anchored belt restraint is “A.” This rating is ranked as follows:

However, the performance of thatseating system is unknown to Pride. Therefore,Pride makes no warranty or claim as to seatingsystem performance in the event of a motor vehicleaccident. The medical equipment providerresponsible for providing the seating systemassumes responsibility for the performance of theseat in the event of an accident.
