TRANSCOIN A NUTSHELL

The Creation of the New OrganizationIn 1998 Law (2) was passed by the Government of Abu-Dhabi concerning the regulation of thewater and electricity sector. On January 1st 1999, Abu-Dhabi Water and Electricity Authority(ADWEA) was set up as an entity wholly owned by the Government and responsible for makingsure that its group of companies were set up and running; prior to that the Water and ElectricityDepartment (WED) was the responsible body. ADWEA are responsible for being the focal pointbetween the Government and the group companies, with TRANSCO being the transmission &despatch arm of the sector and the distribution elements then being controlled by Abu DhabiDistribution Company (ADDC) and Al Ain Distribution Company (AADC).

What we doTRANSCO’s core business is the planning, construction, and operation of the water and electricity transmission & despatchnetwork within Abu Dhabi and where required, the UAE. In addition to meeting the current demand for water and electricitytransmission, TRANSCO must ensure the availability of appropriate infrastructure necessary to service future demand.

TRANSCO is responsible for reliably, securely and safely transmitting water and electricity from the water and electricityproducers (IWPPs) to the distribution networks operated by ADDC and AADC, as well as being involved in the planning and

development of an interlinked transmission grid with the other Gulf States and contributes to the running of the EmiratesNational Grid.

How we do itTo execute TRANSCO’s primary responsibility of servicing current demand, we maintain and operate a network oftransmission assets, including operation of a Load Despatch Centre.

TRANSCO is also servicing future demand by translating forecasts produced by ADWEC (a separate operating company

within the ADWEA group responsible for developing water and electricity demand forecasts), into network developmentplans and then manage the set of development projects required to meet the plan requirements.

TRANSCO has also expanded the scope of its business to include assisting in the planning, development and operation ofwater and electricity transmission assets in some of the northern Emirates.

Regulated activities

TRANSCO is responsible for transmitting power from generation plants through a complex network of interconnectedsubstations, cables and overhead lines. Drinking water is primarily produced through production plants that require thewater to be evacuated through an interconnected network of pipes and pumping stations to our customers.

TRANSCO is regulated in terms of transmission use, for system charge and network performance. The Regulation andSupervision Bureau (RSB) reviews the network and expenditure performances annually whilst the revenue is reviewed ona four yearly cycle.

Non-regulated activities

TRANSCO’s non-regulated activities are based on the core utility skills of our regulated business. Non-regulated activitiesinclude the provision of dedicated electricity and water transmission networks to Emirates located outside the Emirate ofAbu Dhabi. These services have experienced considerable growth as the support to neighbouring Emirates has increasedwhilst remaining focused on improving network performance and customer service.

The ever increasing demand for power & water means that TRANSCO needs to match thisgrowth, as well as be more organised and efficient in conducting its business. Keeping in mindthe vision and strategic objectives of the Abu Dhabi Executive Council, TRANSCO has revisedand refined its business plan to better facilitate business growth and development.

2011 PAS55  TRANSCO has been certified by the Institute of Asset Management (IAM), accredited

assessors, to be operating / practicing good Asset Management. We are the first utilitycompany in the Middle East to have achieved this recognition.

2010  GCC Interconnection Project  The GCC Interconnection project was established to provide power interconnection

between all GCC countries.

2009 ITOMSITOMS (International Transmission Operation and Maintenance Study) is a benchmarking exercise designed toidentify the best practices and best performers in the field of power transmission and to explore innovative andleading-edge practices from within and beyond the utility industry. TRANSCO received the results of thisbenchmarking study and were selected from 27 global transmission companies as “Best Practice Performers” insix of the 10 operations and maintenance benchmarking disciplines.

2008 Connecting FEWA to ENG.  ADWEA and FEWA (Federal Electricity and Water Authority) signed a master agreement for committed supplies

to Northern Emirates. As per the agreement, bulk power capacity up to 2,500MW will be made available to FEWA bythe year 2015. In order for this to happen, TRANSCO has facilitated the integration of the FEWA network and theENG (Emirates National Grid) Network.

2007 Completing the first part of 400KV backbone loop.  TRANSCO completed 400kV loop/ring to provide secure power supply to the Abu Dhabi Island. The Abu Dhabi

Island is fed by two (2) 400kV OHL circuits from Taweela and two (2) 400kV OHL circuits from Sas Al Nakheel.

and therefore focus on reducing our significant impacts on the environment. Some of the actions we take:
