Federal Acqusition Certifi cationIn April, 2007, the Offi ce of Federal Procurement Policy established a formal certifi ation/training pro-gram for Program and Project Managers, recognizing that the working relationship sbetween program and project management and contract management professionals are critical to achieving mission suc-cess. In November, OFPP established a similar program for Contracting Offi cer’s Technical Represen-tatives that “standardizes competencies and training across civilian agencies and improves our collec-tive stewardship of taxpayer dollars.” The Federal Acquisiton Institute’s working group developed the competency recommendations that are the foundation of these certifi cation programs, and continues to assist in providing oversight for these programs.

Master’s Certifi cate in Performance-Based AcquisitionProgram Description

The Performance-Based Acquisition Master’s Certifi cate is a one-of-a-kind program that establishes you as a leader with an “expert capability” in executing performance-based contracts, both pre- and post-contract award. You’ll stand out as part of the solution, either from the government or industry, in delivering what is needed, when it’s needed, to achieve program and mission results.

The Master’s Certifi cate Program is designed to facilitate the knowledge, tools, and processes needed to plan, negotiate, and manage performance-based contracts through application of successful project management, contracting and strategic management techniques.

Learning Outcome

Upon successful completion of this course, students will be able to develop and apply performance-based competencies to federal buying or selling challenges; create a plan for quality assurance from the buyers’ and sellers’ perspectives; assess and respond to risk; develop a plan to transform from moni-toring for compliance to managing for results; perform in the capacity of a strategic business advisor and to leverage the contracting process to reduce lead time, improve the quality of services and reduce expenses. Course Requirements

Students in this program will complete two foundation courses (PBA 500, PBM 500), a minimum of two elective courses (taken from: STR 500, WCC500, MKT 500, BVS 500, NEG 500, IPP 500 and EVM 500) and a capstone course (SBA 500) including an extended learning project.

We accept checks, credit cards, purchase orders, and government training forms (SF182). Accepted credit cards include: Visa, MasterCard, and American Express. We also accept personal checks or credit card payments from students wishing to pay their own tuition.

Early Registration You may register for a course at any time; however, Acquisition Solutions must have full payment one month prior to your course start date in order to guarantee your seat.

Registration Within One Month of Course Start Any student registration received within one month prior to the course start date will not be processed until Acquisition Solutions receives one of the fol-lowing:

Course Description

This two-day course focuses on the need to and the “how to” transition contracting profes sionals from a transaction-based, compliance-oriented role to a highly valued strategic asset for the organizations they serve.

Mission Centric COTR/COR Basics

Course Description

The objective of this 5-day course is to provide the basic skills and competencies required by the Federal Acquisition Certifi cation for Contracting Offi cer Technical Representatives (FAC-COTR) which are necessary to undertake the responsibility of being the Government’s technical representative on a project. Individuals must understand the requirements for demonstrating sound business judgment, integrity, quality, timeliness and cost control.

Upon successful completion of this course, Federal employees will possess the basic skill set and competencies set forth in the Federal Acquisition Institute (FAI’s) Blueprint for COTR Training and the U.S. Merit Systems Protection Board published report in 2005 entitled “Contracting Offi cer Representatives: Managing the Government’s Technical Experts to Achieve Positive Contract Outcomes”.

The course includes a combination of lecture, case studies, and class exercises.

Faculty Biographies

Tony L. Dedmond – Instructor

Tony L. Dedmond trains personnel to optimize their potential and helping organizations excel in meeting their missions, visions, goals, and objectives through the use of earned value management (EVM). Students benefi t from Tony’s 23 years of military service and his 12 years with federal/Defense contractors. Tony is an exceptionally effective instructor who can use his extensive training, in-depth education, and hands-on, multi-level practical experience in acquisition, business development, program management, and solving tough problems, to the student’s advantage.

For Acquisition Solutions, Tony’s primary role is in the Department of Homeland Security sector serv-ing consulting clients at the Federal Emergency Management Agency (FEMA). Tony helped modify the generic Essential Elements of Earned Value Management Course for the FEMA Map Modernization organization into a 4-hour executive course and a 2-day user’s course.

Prior to joining Acquisition Solutions, Tony was the Program Manager of a vehicle-mounted intelli-gence system, for a division of Titan/L-3 Communications, where he also served as Director of Army Business Development. Previously, Tony was the Director of North American Army Programs for Ra-cal Communications/Thales, a major international defense contractor based in Alexandria, Virginia, and he also spent three years as a Marketing Manager and Director of Marketing for Tracor/BAE, an Austin, Texas-based Defense contractor.

Tony began his career as an Armor Offi cer in the U.S. Army, and subsequently became a pilot, where he fl ew helicopters and commanded aviation units in Fort Lewis, Washington; the Republic of South Korea; and Schofi eld Barracks, Hawaii. In 1985, Tony moved to acquisition, and was assigned as the Project Director for the $1.8 Billion Army Laser Eye Protection Program. Tony became the Chairman of a Directed Energy Warfare Working Group of Experts for NATO in Brussels, Belgium, and Director of the Joint Technical Coordinating Group on Aircraft Survivability in Naval Air Systems Command.

Tony’s military experience included working in the Pentagon for the Assistant Secretary of the Army for Acquisition, Logistics and Technology as the Executive Assistant to the Deputy for Systems Man-
