World Water Forum

More than half of theworld population lives inthe basins of 276 trans-boundary rivers and lakesor nearly 300 aquifers.Cooperation among theriparian countries is be -coming imperative aspres sure is increasing

because of the global changes which areintensifying.The integrated approach to water resourcesmanagement appears as the basis forimproved management of transboundarybasins. The basins of rivers, lakes and aquifersare indeed the spaces where hydrologi-cal, social, economic and environmentalinterdependences better appear. The experience gained allows today sayingthat it is possible to organize effective mana -gement on the basin-scale of transboundary

rivers, lakes or aquifers, when there is a realwillingness of the stakeholders concerned.Nevertheless, significant progress remains tobe done everywhere in the world.

To support this process, the International Network of Basin Organizations (INBO), theGlobal Water Partnership (GWP), UNECE,UNESCO, the GEF, EVREN and the FrenchDeve lopment Agency drafted the "Handbookfor Integrated Water Resources Manage-ment in the Basins of TransboundaryRivers, Lakes and Aquifers," presented atthe World Water Forum in Marseilles.

This handbook aims to provide practicaladvice to improve transboundary basin man-agement, using more than 60 practicalexamples of actions already successfully ini-tiated in various basins.

Handbook presentation in Marseilles

The topic of basin management and trans-boundary cooperation has been widely dis-cussed during the recent World Water Forum inMarseilles.l UNESCO and the International Net-

work of Basin Organizations (INBO)jointly coordinated the nine official sessionsof Priority 1.5 "Contribute to cooperationand peace", mainly on the management ofthe basins of transboundary rivers, lakesand aquifers.

l INBO also coordinated "target" 3, Condi-tion for Success 1 "Good governance”related to the development and implemen-tation of national or transboundary BasinManagement Plans.

l The European Commission andUNECE also coordinated two sessions ofthe European process on the "Water Con-vention" (Helsinki 1992) and on theimplementation of the European WaterFramework Directive (WFD), in liaisonwith "Europe-INBO".

l INBO had the honour of being invited tobe a key note speaker at the ministerial

round table on transboundary basins,chaired by the United States of America,Tajikistan and Zimbabwe, on Tuesday 13March in the morning.

l INBO Member Organizations were alsoinvited to present their experiences and recommendations at an event dedicated tothe management of large transboundarybasins, organized at the "French Pavilion"by the International Office for Water,INBO Secretariat.

A large preparatory mobilization hastaken place for over a year and manycontributions were received on the "platform for solutions" website.

The sessions left wide room for lively and richdebates and discussions, and a large majo -rity of participants converged on theinterest of the basin approach, eithernational or transboundary, to address theglobal challenges of water resourcesmanagement.All the papers and photos of theseevents can be downloaded on the web-site:

Initiated by the InternationalNetwork of Basin Organizations(INBO), its Regional Networksin Africa, America, Asia,Europe and the Mediter-ranean, and 12 French metro-

politan and overseas Basin Committees,this "World Pact" was signed on Friday, 16 March 2012 in Marseilles by 69 orga -nizations from all continents, the basinsof which are concerning 33 countries.The signatories commit themselves to apply intheir respective basins the management princi-ples recognized as the most relevant and mosteffective using the field experience acquired bythe INBO Member Organizations for over 18 years.They affirm as a prerequisite that the basins ofrivers, lakes and aquifers, whether local,national or transboundary, are the suited areasin which organize the joint management ofwater resources, aquatic ecosystems and allwater-related activities in order to cope withthe global changes related to rapid world population growth, migration, increasingurbanization, climate change ....They encourage the riparian countries sharingbasins of transboundary rivers, lakes andaquifers to organize joint management, to signthe necessary cooperation agreements and toestablish the institutions needed for their appli-cation.They express their will to commit themselvesalongside their national governments andinternational institutions for: l improving water governance, facilitating

the creation of Basin Organizations wherethey do not exist yet, strengthening existingorganizations;

l organizing dialogue with the stakeholdersrecognized in their basins;

l based on prior assessment, facilitating theagreement of the various stakeholders on a"shared vision of the future of their basin”and developing, through dialogue andtransparency, Management Plans for set-ting out the goals to be achieved in themedium and long term;

l developing successive action and invest-ment plans that meet the economic, socialand environmental priorities of the basins;

l making better use of water and ensuringlow consumption of this scarce resource bybetter control of the demand, while encou -raging more efficient uses, and accordingto the case, the use of non-conventionalresources;

l better taking into account the significanceof ecosystems and of the services they provide in making decisions for the deve -lopment and management of river basins;

l mobilizing the financial resources neededfor carrying out governance reforms, ensu -ring a long-term good basin managementand implementing the action and invest-ment plans needed and ensuring their las -ting operation;

l organizing in each basin a harmonizeddata collection as part of Integrated Infor-mation Systems;

l supporting initiatives of Regional Coopera-tion Institutions for harmonizing policiesand legislation in the field of water and fordeveloping joint action plans at the basinlevel;

l strengthening institutional and technicalcooperation with counterpart Basin Orga -nizations in their region or other parts ofthe world;

l organizing better liaison with ResearchOrganizations to better focus their work onthe priority aspects of basin managementand rapidly disseminate their findings inthe field.

They also committed themselves to promotethe ”Pact” to other Basin Organizations thatwere not able to come to Marseilles for invi -ting them to join quickly and also becomingsignatories.

Among the 69 signatories, there were AfricanTransboundary Basin Organizations, and, forexample, the Basin Committees of Quebec andthe Brazilian Basin Committees represented bytheir national Associations, as well as the pilotBasin Organizations of Cambodia, Laos andVietnam in the Mekong River Basin, etc.The commitment also provides for the esta -blishment of a symbolic basin passport toreinforce the feeling of citizenship in their riverbasin.The French Basin Organizations committedthemselves to use the legal maximum allowed1% of their budget in their cooperation withleast developed countries and to double theirtwinning arrangements with basins abroad.Finally, the French Overseas DepartmentalWater Boards committed themselves to esta -blish a Network of Basin-Islands to inte-grate in the development concepts the insularand specific nature related to the smallness ofthe territory and the strong connectionbetween terrestrial waters and coastal waters,including coral lagoons.

Gathered in Marseilles on the occasion of the 6th World Water Forum on 16 March 2012, We, representatives of river, lake or aquifer basin organiza-tions, from different parts of the world, subscribe to the pre sent “WorldPact for better basin management” in view of the development of inte-grated and joint water resources management at national, regional andtransboun dary level to meet the challenges facing our planet.

Indeed, we must achieve the Millen nium Development Goals and ensure"green growth" and face the global changes associated with the rapid worldpopulation growth, migration, increasing urbanization, climate change, etc.

Our efforts should indeed allow fighting against natural disasters, reliablymeeting the drinking water needs of urban and rural populations to improvehygiene and health and prevent epidemics, securing food sufficiency,developing industry, energy production, waterways transport, tourism andrecreational activities, preventing and controlling pollution of all kinds topreserve aquatic ecosystems, support fish production and more generallypreserve the biodiversity of water-related environments.

All these stakes cannot be tackled on a sectoral or local basis, or sepa ratelyfrom each other. The search for solutions must instead involve all stake-holders in an integrated and joint approach, orga nized in cooperation withthe river basin units and for the sustainable use of water resources.

PART 1 :PRIOR DECLARATION

Through our commitment to this Pact, we recognize that:

� It is becoming imperative to introduce and/or permanently strengthennew forms of governance of water resources, such as those already recommended at Dublin (1991), Rio (1992), Paris (1998), The Hague(2000), Johannesburg (2002), Kyoto (2003), Mexico (2006) and Istanbul (2009) in particular;

� River, lake and aquifer basins are the relevant territory for the organiza-tion of joint management of water resources, aqua tic ecosystems, andall water-related activities;

� The different ecosystems found in river basins are very important bothfor biodiversity and environmental services, inclu ding for the regulationof the hydrological cycles and risk prevention, as well as for the treat-ment of pollution;

� The basins of transboundary rivers, lakes and aquifers are to be paidspecial attention and be jointly managed by the riparian Countries;

� The establishment and streng thening of basin organizations in bestsuited forms, especially international commissions, authorities or othertransboun dary basin organizations, facilitate dialogue, cooperation,information exchange and implementation of joint pro jects and actions,for sharing benefits, anticipating the future and preventing potentialconflicts between the stakeholders concerned;

� It is necessary to increase regional integration by harmonizing policiesand laws and by implementing the regional programmes of commoninterest needed to improve surface and groundwater resources mana -gement at basin level;

� It is necessary to create or strengthen the funding dedicated to themana gement of water resources and aquatic environments and gene -rally of the "great water cycle";

� It is useful to develop or strengthen federating frameworks for facilita -ting bilateral or multilateral initiatives in this strategic field of basinmanagement;

� The stakeholders of the civil society and the local authorities should bebetter associated and involved in the management of the basins wherethey live;

� It is necessary to increase cooperation among basin organizationsaround the world and in each region to facilitate the sharing of expe -rience and know-how on best practices in river basin management andtheir adaptation to different contexts.

PART 2 :COMMITMENTS OF BASIN ORGANIZATIONS

Recognizing the need of urgent actions, We, representatives of the organi-zations, signatories of the “World Pact for better basin management”,express our will, in what comes under our statutory powers and within thelimits of our own resources, to commit ourselves alongside our nationalgovern ments and international institutions for:

� acting to improve water governance, facilitating the creation of basinorganizations where they do not exist, strengthening existing organiza-tions, helping the concerned authorities develop useful reforms andpolicies for sustainable water management and the program mesneeded for their implementation in the field;

� supporting processes of sustainable, integrated, joint and participativemanagement of water resources and environments organized on theappropriate scale of local, national or transboundary basins accor dingto the case;

On proposal of the French partners, theInternational Forum Committee (IFC)entrusted the International Office forWater (IOWater) with the coordinationof the European Preparatory Process forthe 6th World Water Forum held in Marseilles - France from 12 to 17 March2012.

This Process involves the Pan-European regionas defined in the UN Commission for Europe,i.e. the European Union and candidate andassociated countries, the Balkans, EasternEurope, Caucasus and the Russian Federation.

The five Central Asian countries, members ofthe UNECE, also participated in the concernedtarget groups.

To facilitate the European Preparatory Process,IOWater established a "Steering Committee",in which the main European networks con-cerned were invited to participate and play avery active role.

12 Specific Priority Targets for the European Region:

During its first two meetings, held in Brusselson 21 December 2010 and in Paris on 18 January 2011, this Steering Committee ofthe European Process proposed to retain 12 Specific Priority Targets for the EuropeanRegion:

l Improve transboundary cooperation inEurope, particularly in the context of theUNECE Convention of 1992 called HelsinkiConvention;

l Achieve Good Ecological Status of Euro-pean Water Bodies in 2015, through theimplementation of the Water FrameworkDirective;

l Adapt to the long-term challenges of cli-mate change and prevent extreme pheno -mena;

l Developing a European water friendlyagriculture;

l Promote European inland waterways navigation respectful of the environment;

l Better coordinate European policies onwater and renewable energy;

l Improve access to drinking water supplyand sanitation services for the underprivi-leged European populations;

l Ensure sustainable financing of drinkingwater supply and sanitation services inEurope;

l Develop knowledge and know-how onriver hydromorphology, restoration andprotection of aquatic ecosystems;

l Promote technological innovation, the"Science - Policy Interface";

l Adapt water management to the specificfeatures of European Outermost Regions;

l Develop European cooperation with thirdcountries in the field of water.

It was also decided to add a "trialogue" entitled "European action for globalaccess to water and sanitation," gathe -ring Ministers, Parliamentarians and localelected representatives and the EuropeanCommissioner, Kristalina Géorgieva, incharge of international cooperation, humani-tarian aid and crisis response, to discuss aboutstrengthening solidarity mechanisms on aPan-European and global scale.

A coordinating body was designated for eachof these European priority targets.

The last meeting of all the Members of the"Steering Committee of the European Process"was organized by IOWater on 12 and 13 January 2012 in Nice (France).

Each of the 12 European Priority Targets wasthe subject of a formal session during the World Water Forum between 12 and 15 March 2012 in Marseilles.

The European process was highly par ti cipative, and seven preparatorymee tings were organized in 2011:

l In Plovdiv (Bulgaria) from 20 to 23 March,

l Within the International Water Forum inIstanbul (Turkey) from 3 to 5 May,

l In Tashkent (Uzbekistan) from 10 to 12 May,

l In Oporto (Portugal) from 27 to 30 Sep-tember with EUROPE - INBO and MENBO,

l In Guadeloupe on 6 and 7 October,

l In Tbilisi (Georgia) on 14 and 15 Novem-ber,

l In Moscow (Russia) on 14 and 15 Decem-ber.

Papers on the "European Process" were alsopresented during: l The UNECE legal council on water, form

24 tot 25 February 2011 in Geneva; l The conference on "Futures of European

Waters" from 23 to 25 March 2011 inBudapest, Hungary,

l A meeting of the Council of Europe inStrasbourg, 10 June 2011;

l The Water Week in Stockholm, 21-27August 2011;

l The Seventh UNECE Ministerial Confe -rence on "Environment for Europe" inAstana, Kazakhstan, 21-23 September2011;

l The UN Water Conference – RIO + 20 inDushanbe – Tajikistan, on 19 and 20October.

Finally, a synthesis conference was held on 29 February 2012 at the European Parlia-ment in Brussels under the aegis of the"water inter-group" and the Presidency ofRichard Seeber. Strong involvement of European Commissioners and Ministers:

Four European Commissioners, ConnieHedegaard, Climate Action, AndrisPiebalgs, Development, Janez Potocnik,Environment, and Kristalina Géorgieva aswell as the Director General of the JointResearch Center, Dominique Ristori, travelled to Marseilles and actively partici-pated in the European sessions on their field.Several Ministers in charge of water in the 27 EU Member States and Candidate Coun-tries, in the Caucasus and the Russian Federa-tion have been active in the sessions of theEuropean Process, as well as European Parlia-mentarians and the President of the Economicand Social Committee.

The European opening event of the Forum:

On Monday 12 March, under the title "2012European Water Year", the Europeanprocess was opened by Jean Léonetti,French Minister for European Affairs, in thepresence of two European Commissioners,Connie Hedegaard and Andris Piebalgs,of Andrey Vasilyev, UNECE Executive Secre-tary, Laszlo Borbely, Romanian Minister forthe Environment, Semen Levi, RussianDeputy Minister for Natural Resources, SergeLepeltier, former Minister, French Ambassa-dor for Climate and Dominique Vlasto,Member of the European Parliament, DeputyMayor of Marseilles, in particular.

This event proceeded in two parts, onedevoted to "water management andadaptation to climate change in Eu -rope", in which Connie Hedegaard presenteda preview of the new "Climate adapt," platform, the other to "European coopera-tion with third countries in the watersector", in which Andris Piebalgs reported onthe outcomes of ten years of the "EuropeanWater Initiative" (EUWI) and announced themeasures planned for its continuation after2014.

The "Blueprint" to preserve the European water resources:

On Tuesday, 13 March, at the opening of thesession on the European Water FrameworkDirective (WFD), Commissioner JanezPotocnik said that despite the progressmade, there are still problems for both waterquality and quantity, that it is necessary toimprove water efficiency and meet the challenges of scarcity, drought, floods, climatechange, population growth and increasingdemand for food and energy. That, at thesame time, it is necessary to protect ecosys-tems and the services they provide againstpollution and physical transformations.

If we are to achieve "good status of waterbodies" in 2015, there are three things wemust do:

l First, improve the implementation of thecurrent Community legislation;

l Then, take greater account of water insectoral policies and in financing, relyingon better knowledge of the costs and

benefits of the economic activities andwater resources management;

l Finally, introduce new tools leading tobetter water efficiency.

The Commissioner went on to say that it isnecessary to finish the "blueprint" to pre-serve European water resources in November2012 and that he will launch the same weeka consultation on new policy options to giveeveryone the opportunity of a better under-standing of the process.

It is planned to launch "an innovative part-nership for water" in May 2012, .

Mr Potocnik concluded by saying that toachieve the 2015 target, a strong political willis needed as well as financial resources andthis despite the crisis and difficulties, becauseprotecting water is also providing the eco-nomic sectors the means to prosper.

Conclusions and proposals of the European region:

Work was concluded on Friday, 16 March, byfour round tables organized around thereports of the twelve European official sessions on:

l Management of European basins: toensure cooperation and peace, promoteeconomic development, prevent risks,achieve good status of Water Bodies andadapt to climate change;

l Multiple water uses: for economicdevelopment and health of Europeans -urban and rural water, agricultural water,industrial water, hydropower, inland navigation, fisheries and fish farming, domestic tourism ....;

l A new green and blue growth: to pro-tect and restore aquatic ecosystems anddevelop natural infrastructure;

l Strengthened European cooperationwith the neighboring pan-Europeancountries and with the entire world :for better water management.

It was reminded in particular that many Euro-pean countries have developed institutionaland financial tools and efficient techniques for water management, both at the level ofthe general hydrologic cycle and of commu-nity utilities or control of individual uses.

At the pan-European continental level, theUNECE Convention called Helsinki WaterConvention for transboundary water manage-ment has been applied since 1992.

In the European Union, many Directivesorganize water management, in particular theWater Framework Directive (WFD) andits "Daughter” Directives, have been setting ambitious goals, strict procedures anddeadlines for the Member States since 2000.

Municipal management of drinking watersupply and sanitation utilities relies, in variousforms in many European countries, on themunicipalities that have obtained positiveresults for guaranteeing the health andhygiene of their population, associating,whenever possible, specialized public or private companies.

Strong development and interactivity:

To support the entire European process and toopen it to the greatest number of participants,a dedicated website was created to dissemi-nate information and gather opinions andsuggestions from everyone:

This site has received over 304,000 visitorssince its opening in March 2011.

In 2011, 6,000 trainees benefited fromthe training provided by the FrenchNational Water Training Center (NWTC)managed by the International Office forWater.

Every year, the NWTC draws on its sites inLimoges and La Souterraine, the water pro-fessionals who want to improve their techni-cal and regulatory knowledge and skills.

Nearly 2,000 of these students are alsotrained directly on their workplaces.

From operators to department heads, all thestaffs of drinking water supply and sanitationutilities find at the NWTC all the useful trai -ning courses needed for good control andevolution of their work.

For the staffs of public and private operators,governmental services, Water Agencies,municipalities, industrial companies or ofconsul ting firms, the training offer is thought,orga nized and delivered so as to meet theneeds for ongoing reorganizations, regulatorychan ges, new activities and technical innova-tions.A specific catalogue is also addressing thepersonnel managing process water in theindustry.The NWTC’s professional trainers, supple-mented by the best experts as lecturers,design and develop training programs usinga concept of putting the students in realworking situation, unique in France andEurope.

Participants will thus benefit from their trai -ning which can be measured with our instru-ments for assessing the knowledgeacquired.The NWTC proposes training programs,some of them graduating. On morethan 15 training days, these programscorrespond to periods of professiona -lizationThe NWTC is certified ISO 9001, Version2000, and has got many quality labels. 4

The French National Water

Our 2012 training courses on ”water”

In 2012, the NWTC proposes 294 trai -ning programs divided into 439 trainingcourses and 7 large topics, in the waterfield:l Discovery of trades.l Management of water supply and

sanitation utilities, regulation, staffsafety.

l Water in the city: analysis and waterquality, sensors and flowmeters, drilling,pumping, drinking water production,process water, drinking water supply, com-munity sewerage, storm water, sewerage

networks including stormwater drainage,treatment of urban wastewater, treatmentof sludge and odor, self-monitoring andquality control, maintenance, energy, automation and remote management.

l Water for recreational activities.l Water in nature: regulations, ground-

water, rivers and surface waters, GIS andmapping.

l Water in agriculture: technical and regulatory management, design of pum -ping stations, operation and maintenanceof irrigation systems, effluent treatmentand reuse.

l Water in industry: initiation, regulation,analysis and control, process water, industrial wastewater treatment, detoxi -fication in surface treatment.

25 new training courses appeared in2012.

These training courses can be organized toproduce a customized training programas curriculum, which may correspond to periods of professionalization.Several training programs are gradua -ting: maintenance of backflow preventers,electrical welding of polyethylene tubes,handling of chlorine in bottles, intervention inconfined spaces, etc.The NWTC also proposes modules ofinteractive distance learning via theWeb: the economic approach of the Euro-pean Water Framework Directive, the watercycle, wastewater treatment by reed beds.Most of these training courses may beorga nized in English on request.4

Training Center

Process optimization, quality improvementand cost reduction are achieved throughtraining.It provides the knowledge needed for the successful operation of facilities. It allowsmaking the best technical and strategicchoices. In water treatment, training requestsare more numerous, more sophisticated andare constantly evolving.Good training is a source of money saving bycontributing to the optimization of the designand operation of pro cesses The NWTC has developed its training basedon these fin dings.Recognized technical experts The NWTC’s trainers come from the profes-sional world and their motivation and skillsare very high. Worldwide Capacity building for water and sanitationprofessionals On 15 March 2012, the International Officefor Water organized a Side Event: "Capacitybuilding for water and sanitation professionalsworldwide," at the French Pavilion during theWorld Water Forum, in Marseilles.

The effectiveness of the Water and SanitationServices requires permanent capacity building.

Vocational training is an essential tool toachieve this goal. The training requirementsfor all categories of employees are huge.

This side event allowed the presentation ofthe experiences of varied and complementaryorganizations: IOWater, French Ministry ofEconomy and Finance, Agro ParisTech,National Directorate for Water Supply andSanitation of Haiti, National Office for DrinkingWater Supply of Morocco, Suez Environmentand the International Committee of the RedCross.

These presentations helped provide answersto the following key points: how capacitybuilding participates in the effectiveness ofWater and Sanitation Services, what training,for what audience and with which trainingorganizations, how to implement the varioussolutions to organize sustainable develop-

ment of professional training, which synergiesshould exist between capacity building andHuman Resource Management for water andsanitation services, how sustainably financetraining activities …? 4

Under the French National WaterData Plan (order of 26 July 2010approved by the Ministers of theEnvironment, Local and Over-seas Authorities, Health, Agricul-

ture and Food), International Office forWater provides the Technical Secretariatof the National Data Reference Centerfor Water (SANDRE). "SANDRE" produces and disseminates refer-ence frames (specification documents anddata sets) free of use at: http://sandre.eaufrance.frThese reference frames allow data gatheringand exchange for knowledge of water andaquatic environments; they ensure thetechnical interoperability of informationsystems.Year 2011 was marked by:‰ The Atlas release. "Sandre" is improving

the performances and functionalities of theAtlas. Remember that it offers a new carto-graphic search engine for geographic datasets and associated metadata. This serviceappears in the "SANDRE" website.

‰ Obtaining the ISO 9001 certificationcovering the specification documents andspecifically the "SANDRE" data dictiona -ries - now fully modeled in UML. Thesewill evolve in 2012, the goal is to gra -dually cover all activities of the "SANDRE"Technical Secretariat.

‰ Publication of specification docu-ments on various topics such as barriersto flow, zoning or migratory fowls. Furthermore, "SANDRE" published anexchange scenario for enhancing the dataof the information system of the Hydro -meteorology and Support to Flood Fore-casting Center (SCHAPI).

Over 1,000 codes were created for allreference frames. The "SANDRE" is working to establish a newservice for the dissemination of data setsincluding history management. Making available data on climate change

”Explore2070” is a project of the FrenchMinistry of Ecology and Sustainable Deve -lopment which aims to pool data on varioustopics (biodiversity, groundwater, surfacewater, coasts and socioeconomic prospect)to plan for adaptation to climate and anthro-pogenic changes.IOWater is involved in the integrationmodel that provides access to results.

The website, being configured, will provideaccess to these data gathered according tofour key issues (water availability anddemand, biodiversity, coastal risks andextreme events) and different geographicalscales (national, river basin, shoreline, wetland, large city). On some aspects, the model will allow calcu-lating the risks and costs of climate changeand of the adaptation to deal with it. 4

From 21 to 23 September 2011, the 7th Minis -terial Conference on "Environment for Europe"gathered in Astana (Kazakhstan) delegationsof 53 countries from the whole Pan-Europeanregion.The Conference focused on the challenges ofthe protection of water and water ecosystemsand on the transition to a green economy. It was organized by the United Nations Eco-nomic Commission for Europe (UNECE) andthe Government of Kazakhstan.The main agreements obtained dealt with:l Improvement of environmental protection

and promotion of sustainable develop-ment in the UNECE region;

l Importance of the participation of the civil society, women and non governmen-tal organizations in decision making toimprove the environment;

l Cross-sectoral cooperation within dialo -gues at the national level;

l Additional financial resources needed toimprove the water sector;

l The ongoing environmental assessmentprocess and the Shared Environmental Information System (SEIS);

l Energy efficiency as one of the most effec-tive ways to address climate change andthe transition to a green economy;

l Contribution of Regional Centers for theEnvironment in promoting the greeneconomy and better environmentalgover nance.

Astana Water Action - AWAGovernments and other stakeholders areinvited to commit on a voluntary basis toimplement some specific actions, takinginto account the different situations incountries of the region and relying onanalyses provided by the UNECE on the ”Sustainable management of water andwater-related ecosystems”.The presented actions include measures for amore effective valuation and protection of water-related ecosystems; for addressing human health issues related to water qualityand quantity; for adapting water managementto extreme weather events and to climatechange; for improving transboundary watermanagement and for increasing water efficien-cy by different users. The Initiative encourages investments to reduce the impacts on water quantity and water quality, improve water and energy effi-ciency and to take account of the vulnerablepopulations.4

The Conference on "Towards the UNConference on Sustainable Develop-ment (Rio+20): Cooperation for Water"was held in Dushanbe (Tajikistan) on past 19 and 20 October, at the initiative of theGovernment of the Republic of Tajikistan andUN-Water.

Nearly 140 participants, water specialists andrepresentatives of governments and inter -national institutions took part in this confe -rence.

Work focused on three points:

l Strengthening cooperation and dia-logue to achieve the MillenniumDevelopment Goals;

l Presentation of best practices fromall over the world, in terms of coope -ration at local, national, regional andbasin levels, to improve access to safewater and sanitation, and effective use ofwater resources for development andenvironmental protection;

l Making recommendations on ap -proaches and mechanisms to be imple-mented for a joint use of water resourcesin the basins of transboundary rivers,aquifers and lakes.

The recommendations and guidance docu-ment adopted at the end of the Conferencewill be presented in the program of theRio+20 Conference to be held in Rio deJaneiro from 20 to 22 June 2012.Jean-François Donzier, General Manager ofIOWater, presented INBO Action Plan.2013 was declared "International Yearof Cooperation for Water" by the UnitedNations. 4

The WWF6 Regional Preparatory Meeting forCaucasus, organized by the Regional Envi-ronmental Center for Caucasus, was heldin Tbilisi (Georgia) on 14 and 15 November2011.Coordinator of the European Regional Processand General Manager of the InternationalOffice for Water, Mr. Jean-François Donzieraddressed the participants, reminding in hiswelcoming speech the importance of regionalcooperation for the success of transboundaryriver management.

Participants came from three Caucasiancountries - Armenia, Azerbaijan andGeorgia. The discussions led to the emer-gence and refinement of priority targets forthe Caucasus region in terms of water mana -gement.The participants thought the meeting veryproductive and very informative and agreedto advance regional cooperation and dia-logue, related to the consumption increaseand effects of climate change on the hydro-logical cycles, for facing future challenges. 4

Integrated Transboundary Water ResourcesManagement (IWRM), by appropriate gover-nance and investment planned in the basin, isthe key to sustainable use and conservationof natural resources.

With fair sharing of resources and benefits, ithelps prevent conflicts between uses and between riparian States.

Transboundary Basin Organizations arethe main framework for water resour -ces management beyond national borders.

Such organizations were created decades agoin the basins of the Senegal River (OMVS) orNiger (NBA) and more recently of the Mekong(MRC), Congo (CICOS) and Volta (VBA).

A Water Resources Coordination Center (WRCC), of which one of the tasks is to pro-mote basin’s water management, was crea -ted within the Economic Community of WestAfrican States (ECOWAS) in 2004.

French Cooperation supports these institu-tions through various projects, and by thepresence of technical assistants specialized inIWRM.Over the period 2011-2013, the French Development Agency has asked the Interna-tional Office for Water to drive a projectaiming to, through sharing of experience andcapacity building, improve the functioningand effectiveness of the activities of the bene-ficiary institutions (NBA, VBA, WRCC, CICOS,OMVS, MRC), in support of the technical assistance provided to them.The specific objectives are:u Capitalization of each relevant experience

and appropriation of best practices by theother institutions;

u Support to and coordination of the Frenchtechnical assistants working in the institu-tions;

u Improving the strategic vision of their activities by the beneficiary institutions;

u Organization of benchmarking, particular-ly on the following topics:l Governance;l Looking for autonomous and sustai -

Mr. Boueka Nabo, Minister for Water andForestry of Côte d'Ivoire, leading a large dele-gation from his ministry, visited the Interna-tional Office for Water, in Paris on 12 July2011.

The interviews of the Ivorian delegation withthe Office were an opportunity for the Ministerto underline the willingness of the govern-mental Authorities of his country to be part ofa partnership and of a powerful exchange network of international cooperation todevelop the organization and capacity forwater management and introduce measuresto protect this natural resource.He wished to promote a technical partnershipand mutual collaboration in order to fully useall available expertise.

The key points, leading to collaborations inwhich IOWater could provide support, werediscussed including: the preservation andintegrated management of water resources,development of water-saving uses, capabili-ties for operation and governance, profes-sional training, quality and quantity monito -ring of the resources that were once veryabundant in Côte d’Ivoire, but are currentlyexperiencing a severe decline due to changesin natural balance caused by deforestation,agricultural development and urbanizationresulting from rapid population growth.4

Adaptation to climate change impactson water is an emerging concern world-wide.In Africa, this issue is especially addressedthrough the Water, Climate and DevelopmentProgram (WACDEP) established in 2010 byGWP and AMCOW.To ensure that countries have the abilities tointegrate climate resilience and water securityin development planning, and develop the investment strategies needed, the partnersinitiated a project “Framework for wa-ter security and development of climateresilience”.Led by HR Wallingford, this project associatesthe International Office for Water in par-ticular in all aspects of adaptation in trans-boundary river basins.

The project results will form a set of bench-marks for developing countries to implementthe necessary adaptation plans, develop the"no regret" investments that are needed inAfrica, and to finance strategies for action.The WACDEP will provide:l A Technical Paper for drafting a policy

framework on the development of watersecurity and climate resilience;

l The strategic framework itself, which willspecify how to develop adaptation actions and make suitable policy deci-sions in African countries;

l Some brief notes for policy makers, parti -cularly on "no regrets" investment;

l A strategy for capacity building and animplementation plan.

Results are expected by spring 2012.

Water, Climate and Development Program (WACDEP)To develop water security and resilience to climate change

ECOWAS - WRCCSelection of priority projects of major hydraulic infrastructures

In West Africa, there is a needto deve lop large hydraulicinfrastructure pro jects thatenable the deve lopment of

irrigation and energy and theimprovement of the overall standard ofliving of the populations.Such projects often involve several countriesand contribute to regional integration if theyare carried out with dialogue through thetransboundary basin organizations, accordingto internationally recognized environmentaland social standards.The Water Resources Coordination Cen-ter (WRCC) of the Economic Communityof West African States (ECOWAS) has organized a dialogue on major infra-structure projects in the water sector.In this context, WRCC entrusted in 2009 theInternational Office for Water (IOWater)with the evaluation of the mechanisms imple-mented by the water resources managementbodies, with an analysis of three existingdams or under construction: Bui (Volta Basin),Manantali (Senegal) and Kandadji (Niger).

Meanwhile, a panel of experts pro-duced recommendations for bestpractices for the development ofsustainable hydraulic infrastruc-tures in West Africa.

On the request of WRCC, IOWaterestablished a list of large priorityhydraulic projects, having a signifi-cant impact on regional integra-tion, during a second phase com-pleted in 2011.

The selection was made using amulti-criteria analysis tool desi -gned by IOWater.

Five criteria related to transboundary projects,economic integration, food security, hydro -power production and environmental and so-cial impacts were used in the analysis.

Eight infrastructures were selected: Adjarala (Mono Basin), Bureya (Senegal), Digan (Gambia), Fomi (Niger), Kaleta (Kon -kouré) Noumbiel (Volta), Saltinho (Koliba-Corubal) and Sambangalou (Gambia).

The choice of priority infrastructures and theExpert Panel’s recommendations were valida -ted during a regional workshop in July 2011by the fifteen ECOWAS countries and the WestAfrican transboundary river basin organiza-tions.The workshop recommended the implementa-tion, for each of the selected infrastructures, ofspecific institutional and financial mechanismsfor sharing costs and benefits between thecountries concerned.

CongoUbangiSangha: ”CICOS”Hydrological monitoring and ”SDAGE” of the Congo Basin

The International Commission of the Congo-Ubangi-Sangha Basin (CICOS), the Interna-tional Office for Water (IOWater), thehydrological services of the four ”CICOS”Member States, the french Rhine-Maas WaterAgency and Solidarity Water Europe (SEE)have obtained funds from the Water Faci -lity of the European Union to allow capa -city building for hydrological monitoring andthe drafting of the Master Plan forWater Development and Management(SDAGE) of the Congo Basin.

IOWater will carry out training courses withthe Rhine-Maas Water Agency and SEE.

Hydrological monitoring activities will be carried out under the Congo-HYCOS project,in collaboration with the World Meteorologi-cal Organization, the Hydrological ResearchCenter in Cameroon, the Directorate ofNational Meteorology in Central Africa, theGroup for Research in Natural Sciences inCongo and the Waterways Authority in theDemocratic Republic of the Congo.

Regarding the ”SDAGE”, the French expe -rience will be based on that of the Rhine-Maas Basin and public participation will bedealt with by SEE and "Eau Vive". The projectis jointly financed by the French (FFEM) andGerman (GIZ) Cooperation Agencies.

At the end of 2011, the Volta Basin Authority,the International Office for Water and theInternational Network of Basin Organizationswill start a 3-year project with experts fromthe Seine-Normandy and Adour-GaronneFrench Water Agencies.This 40-month project is financed by theEuropean Water Facility, the Seine- Normandy Water Agency and the FrenchDevelopment Agency for a total budgetof € 518,000.Its objectives are to improve water gover-nance, regional management of water resources and sustainable development in theVolta River Basin.The activities will allow building the capaci-ties:l of the Stakeholders Forum for the

development of the basin, an advi -sory body of the Volta Basin Authority(VBA) made up of members representingdifferent categories of water users, thecivil society and decentralized local authorities as well as the National FocalPoints of the six Member States;

l of the Experts’ Committee, the VBAexecutive body consisting of representa-tives of the Member States of the VoltaAuthority,

l of the Executive Directorate, the firstexecutive body of VBA created in Septem-ber 2006.

These activities also falls within the specificframework for the process of developmentand approval of two key tools:l The Water Charter: it will be the politi-

cal and legal backbone of VBA for im-proved water governance;

l The Master Plan for Developmentand Sustainable Management ofWater Resources of the Volta Basin: atool for regional planning and definitionof actions.

The Niger Basin Information System is a bodyof the Executive Secretariat of the Niger BasinAuthority (NBA), established by the NBA insti-tutional reform of 2004.The Information System, reporting directly tothe Executive Secretary, has the essentialtasks of monitoring changes in the basin, asconcerns the hydrological, environmental andsocioeconomic aspects, of producing regularinformation on the development of the basinthrough the analysis of collected data and ofimplementing a system for disseminating theinformation.The project “Support to the development ofan Environmental Information System of theNiger River Basin” was financed by the FrenchFund for Global Environment (FFEM) for $1.2 million.This project started in late 2005 and ended inDecember 2010.

”FFEM” entrusted the InternationalOffice for Water with the final evaluation ofthe project.

In 2001 the first students of the ICRC’s Water-Habitat Department (WatHab) came to attendtraining courses of the French National WaterTraining Center (NWTC) in Limoges.

In 2002, collaboration was confirmed with atailor-made training course for analyzing thedrinking water supply infrastructures, whichrequired the intervention of 7 permanentIOWater trainers, each specialist in his field(drinking water, network, pumping, mainte-nance, electricity).In addition, technical audits and diagnosticswere carried out in Guinea, Congo Democra ticRepublic, Burundi and soon in Sudan. Always rooted in a logic of actions comple-mentary to the ICRC expertise, these interven-tions also allowed the IOWater trainers betterunderstanding the local context and specificconstraints encountered by the ICRC-WatHabdelegates.

Finally, targeted training courses were carriedout in several sub-Saharan African countries. In May 2011, the training course organizedand financed by ICRC was addressed to 18 technicians from the Water Company ofGuinea on the maintenance of pumping sta-tions.4

CongoStrengthening the training centers

As part of the reform ofthe water sector in theCongo Democratic Repu -blic, IOWater won a ten-der issued by the WorldBank concerning the defi-nition of the trai ning cen-ters units.

The project purpose is to propose the mostappropriate solutions to support the practicaltraining of the operating staffs. Putting the trainees in real situations is at thecore of the project, which includes an initialaudit of the existing installations and a sui -table design of units in collaboration with theTraining Directorate and the Executive Unit ofwater projects (CEP-O) of the ”REGIDESO”. The first step showed that the facilities of thetraining center in Kinshasa could be rehabi -litated but that others were to be acquired.In collaboration with local technical teamsand also with Congolese trainers, new unitsare being studied such as: an educational pilot unit for drinking water production, anetwork for training on the installation ofpipes, a welding workshop, a set of meters,etc.4

Since 2010, IOWater has been carrying out with its partnerSEURECA a major project of supportto MOWASCO, the Water and Sani-tation Company of MOMBASA,Kenya, financed by the FrenchDevelopment Agency. The 24-month technical assistanceassignment is based on six key topics:n establishment of a Geographic

Information System (GIS), n a large leak detection program, n creation of a new computer sys-

tem for subscriber and Customer Relation-ship Management (CRM),

n full audit of the functional organization ofthe Company so as to undertake anyrestructuring,

n strengthening the monitoring of the sup-plied water quality through the moder -nization of the analysis laboratory,

n an extensive training program designed tobuild the professional skills and abilities ofMOWASCO staff, including the handling ofnew technological resources (e.g. GIS andCRM).

In a first phase, IOWater carried out audits ofthe Company (418 people) and of its activitiesin order to highlight the difficulties and stakes.

A new organizational chart was proposed andapproved by the General Directorate, with aprecise definition for each of the departmentsof the company, of its functions, activities,organization, number of employees and qua -lifications needed and performance indicatorsto be followed.IOWater is committed to providing a newcustomer management software which will beoperational in 2012. The new software func-tionalities should allow MOWASCO movingtowards more automated and accurate mana -gement to the users’ satisfaction.Proposals were also made to reorganize thelaboratory for monitoring drinking water qua -lity and for defining a training plan. 4

IOWater had intervened in Haiti in late 2008to define the missions of a National Water andSanitation Information System. This task fo-cused strategically on the following functions:l Having only factual data coming from the

field;l Relying on a small number of performance

indicators;l Drafting procedures for the collection and

calculation of these indicators;l Developing a module for the calculation of

indicators.

It appeared that the pro gressmade in establishing this Information System sincethese proposals was to beanalyzed to facilitate plan-ning and decision- making inthe sanitation and drinkingwater supply sector in Haiti. The structuring of ”DINEPA”also affected the roles andresponsibilities entrusted tothe Information System.IOWater carried out in 2011an assessment of the Nation-al Drinking Water and Sanita-

tion Information System in Haiti to:l note evolutions;l analyze whether the various set objectives

had been achieved;l propose measures that may improve or

correct the management and operation ofthe system to achieve these goals.

Haiti Audit of the Haitian Water and Sanitation Information System

A technical reference frame on Water in Haiti to increase the capacity of the watersector and the life-span of infrastructures”DINEPA”, National Directorate for WaterSupply and Sanitation in Haiti, has entrustedIOWater with drafting National TechnicalDirectives and technical guidelines in thefield of Water Supply and Sanitation.Faced with the heterogeneity of the Haitianstakeholders involved in infrastructure projects, ”DINEPA” should achieve harmo-nization necessary for:l ensuring the quality of the projects and

improving water quality,l better controlling master plans and

financial aspects,l simplifying operation and maintenance.

Beyond these purely technical challenges,the development of this national referenceframe, which will be hosted on an Internetdocumentary portal, with associated trai -ning is also a strategic element of the capa -city building of the sector.Thus, this set of guidelines and directiveswill allow better action of the Haitian com-panies trained to these adapted and con-trolled techniques;This action is involved in the construction ofthe water sector and its development. 4

Towards a futurewater training center in Haiti

A Water and Sanitation Training Center(EMEA) will be established in Haiti.

In order to define the outlines, the Interna-tional Office for Water in partnership withthe French National School for Water and Environmental Engineering (ENGEES), carriedout the feasibility study.

This study was financed by the Funds for Stu -dies and Assistance to the Private Sector(FASEP) in connection with AgroParisTech,which realized in 2011 the emergency trainingof the Haitian water executives.

This study, carried out between April and September 2011, aimed to define the needsfor capacity building of the sector but also outlined the technical, governance and finan-cial aspects for the creation of such a center.

”EMEA” should cover a very important trainingfield: an academic level (first degree, masterdegree,…) for basic training, as well as atechnical level for continuing training, provi -ded in the form of short training courses.

At the end of this feasibility study, the sizing ofthe center and of its specific educational facili-ties was completed.

Possible financing mechanisms were also presented and discussed in order to make thestructure sustainable and autonomous in thelong term.

IOWater having been involved in Haiti forseveral years was able to integrate more easily these local particularities while applyingits professional training to the various waterskills.4

The development of sanitationis a major challenge in NewCaledonia.Noting that the current ap -proach to wastewater treat-ment does imperfectly meet

the challenge, the Gover nment has taken theinitiative to improve sanitation in towns andvillages to ensure true sustainable develop-ment in the Territory.The Government thus requested support fromIOWater, SOGREAH-ICEA and IDR for theanalysis of possible different institutional,legal, technical and financial scenarios.Following this study, the creation of aStakeholders’ Organization for Sanita-tion in New Caledonia (OPANC) gathe -ring all the local authorities and theState seems to be an appropriateresponse.

Keeping in line with the "sanitation" responsi-bilities of the municipalities, the Governmentis able to offer them, through the ”OPANC”, anew framework for a multi-year planning offuture sanitation facilities, which is made collegially and in partnership.In this context, the municipalities becomingmembers of ”OPANC” will make sharedefforts, reconciling the interests of local deve -lopment and respecting a common heritage.This membership will bring together all theinstitutional stakeholders around a commondestiny in sharing the implementation of thecountry’s public policy.

The study is based on these guidelines andimplements realistic proposals widely discussed during regular meetings with themanagement bodies. A study tour in France,organized by IOWater, has also stimulateddiscussion on the practices of continentalFrance.”OPANC” promotes a progressive integrationof sanitation into other public policies (plan-ning, public health and environment). For thispurpose, a long-term strategy has been pro-posed requiring realistic steps, well definedfrom a legal, financial and technical view-point.4

The legal and institutional framework of theLaw 9.433 of January 1997 on integrated water resources management in Brazil was inspired by the French Laws of 1964 and1992. Technical, academic and institutional exchanges between the two countries haveplayed an important role in its developmentand implementation.Brazil has 27 States, with a significant varietyof climatic, cultural, economic and social situations and each with considerable autono-my from a political and administrative view-point.The Brazilian institutional framework is com-parable in many ways to that of the EuropeanUnion.As part of the financing of decentralized coo peration, the French Loire-Brittany WaterAgency started a project alongside the PCJ -Piracicaba and Capivari Jundiai Consortiumand the International Office for Water toaddress, through training and exchange of ex-pertise, the three following priority topics:

Mekong River Commission - MRCStudy visit of the Mekong River Commission to France and Germany

As part of the cooperationagreement between theFrench Development Agencyand the Mekong River Com-mission (MRC), a study visit

was organized in late October in France andGermany, with support from the Interna-tional Office for Water.This visit, which took place as part of theInformation and Knowledge ManagementProgram in the field of Hydrology (IKMP-Hydrology), gathered representatives of theMRC and of each of its member countries(Cambodia-Laos-Thailand-Vietnam).The main topics were the acquisition, processing and use of hydro-meteorologicaldata and their use in the context of GoodBasin Governance and for better manage-ment of flood risk in particular.

To better meet these issues,exchanges with the followinginstitutions were organized:

l General Directorate for RiskPrevention and the Hydro -meteorology and Support toFlood Forecasting Center(SCHAPI) and the FrenchMinistry of Ecology, Paris,

l International Office forWater, Paris,

l ”Météo-France”, Paris,

l International Commission for the Protec-tion of the Rhine, Koblenz,

l Global Runoff Data Center, Federal Insti-tute of Hydrology, Koblenz,

l Rhine-Maas Water Agency, Metz,

l National Rhone Company (CompagnieNationale du Rhône) in Lyons,

l and field trip in the Rhone Valley.

Given the intensity of the recent rainy seasonsin the Mekong River Basin, the concern forbetter protection against such flooding isextremely active in the interested countries. Aconcerted policy of the different countries inthis field and coordination at the MekongRiver Basin level are to be quickly esta blished.4

LaosThe pilot Nam Ngum River Basinspearheaded for IWRM development in Laos A first management plan for the Nam NgumRiver Basin had already been studied a fewyears ago with the French DevelopmentAgency (AFD) financing.In Laos, the new Ministry of Water Resourcesand Environment (MONRE) has just been created and takes over the powers of the former WREA (Water Resources and Environ-mental Administration).To accompany the reforms in progress for Inte-grated Water Resources Management, the

French Loire-Brittany and Rhine-Maas WaterAgencies decided to support a pilot project inthe Nam Ngum River Basin under their decen-tralized cooperation.The International Office for Water willtake care of coordination.An International Seminar, organized on 28 and 29 March 2011 in Vientiane with AFDfunding, helped launch this project, with anexcellent level of participation.

The Lao Minister for Water Resources andEnvironment and the French Ambassador co-chaired the first part of the seminar, thusdemonstrating the local political will andenriching debates with their ideas.The contribution of the French Water Agenciesthus made possible to continue and deepenthe work already done in this basin.The challenge is to develop mechanisms forIntegrated Water Resources Management(IWRM) included in the new Lao legislation.In practice, it will be necessary to build thecapacity of the Secretariat of the Nam NgumRiver Basin Committee (NNRBCS), of MONRE,of the Provinces and Districts, so that they canprepare and implement, in a participatorymanner, a sustainable Water Resource Mana -gement Plan in their basin.4

VietnamDong Nai Pilot Project The Dong Nai Basin pilot project, coordinatedby IOWater, aims to provide MONRE (Ministry of Natural Resources and Environ-ment) with:

l Institutional support, financed by theFrench Loire-Brittany and Seine-NormandyWater Agencies;

l Assistance in developing the DongNai Management Plan, in connectionwith an information and monitoring sys-tem for surface water, funded by theFrench Ministry of Economy.

In a first step, it means strengthening the roleof the Directorate for Water Resources Mana -gement of MONRE for central coordinationand of the DWRPIS (Division for Water Resources Planning and Investigation of SouthVietnam), which will become the Dong NaiRiver Basin Organization.

Year 2011 has been rich in actions on the different project components:

l Participation of French legal experts in thedrafting by MONRE of the future WaterLaw;

l Organization of the first meeting of the future Dong Nai Basin Committee and discussions on the characterization of theDong Nai;

l Finalization of sectoral reviews for deve -loping the Management Plan in the fieldsof domestic waters, industry, agriculture,regulation of water regime and hydromor-phology by experts of the French WaterAgencies;

l Establishment of a water information system;

l Support to the development of the Basin’swater monitoring provided by Asconit;

l Development of the Dong Nai pilot management plan coordinated by SCEConsultants.

The "information system" component of theFrench-Vietnamese cooperation program aimsto support MONRE in its role as coordinator of"national water data and informationmanagement".

It also aims to foster the sharing of databetween the various stakeholders producingdata.

A first inventory of existing data sources wasestablished with an online catalogue whichalready provides access, in English and Viet-namese, to descriptions of over 350 sources.The initial diagnostic phase has also notedthat data processing and enhancement arevery limited for reasons mainly related to theheterogeneity of the data produced and thelack of procedures for information sharingbetween producers and users.

A short-term action plan was thus presentedto create an organizational and technicalframework for facilitating shared data mana -gement between the national and basin

levels, and developing a pilot information system on the Dong Nai Basin, in accordancewith the new Vietnamese legislation.

ChinaFrench-Chinese Cooperation: Integrated Water Resources Management in the pilot Hai River Basin and the Zhou sub-basinAccess to water has become a major concernin China. It has indeed only 7% of the waterresources of the planet for one fifth of theworld population.The location of these resources is also unevenbetween South, West and Northern China.Water quality is threatened by pollution fromindustrial, urban and agricultural effluent discharges. To address these challenges, China is building huge infrastructure and mo der nizing its water management me thods.The Chinese Government is developing inter-national cooperation, including with theEuropean Union and its Member States.An agreement was signed on 21 December2009 by the Chinese Ministry of WaterResources and the French Ministry of Ecologyand Sustainable Development, to developcooperation in areas of common interest ofIntegrated Water Resources Managementand Protection.As part of this agreement, the Hai RiverBasin, which extends over 318,000 km2

and covers four Provinces (Hebei,Shanxi, Henan, Inner Mongolia) andtwo large Municipalities (Beijing andTianjin), was selected in order todevelop a pilot project for cooperationbetween the two countries.The achievement of this cooperation andtechnical assistance project between 2011and 2015 will address the following objec-tives:l Learning from each other and sharing the

experience of both countries in integratedwater resources management at the basinlevel;

l Exchanges on policies and measures toprotect and restore aquatic ecosystems,as well as on the implementation of "polluter-pays" mechanisms;

l Testing in the pilot basin managementtools adapted to the context, in terms ofinstitutional arrangements and technicalsolutions to address the major challengesof river basin management.

The project especially aims at testing theapplication in China of some mechanisms forbasin management, water pollution controland protection of aquatic ecosystems, used inFrance since the Law of 1964 that created theWater Agencies.The project partners are, on the Chinese side,the Ministry of Water Resources, the Hai RiverConservancy Commission and the WaterBoards of Tianjin City and Hebei Province,and, on the French side, the Ministry of Eco -logy, Sustainable Development, Transportand Lodging (MEDDTL), the Seine-NormandyWater Agency, the Interdepartmental Sanita-tion Syndicate of Greater Paris (SIAAP), theInterdepartmental Institution of Great Lakesof the Seine and the International Officefor Water (IOWater) which takes care of theproject technical coordination.Phases of the cooperation agreement The project is developing in two phases:The first cooperation phase, following thememorandum of understanding signed on 4 July 2011 in Beijing, allowed better knowing on both sides the functioning of thebasin institutions and the procedures andmeans they are implementing in France andChina.The French experts’ assignments in Chinaallowed making a first assessment of the HaiRiver Basin and training 70 Chinese counter-

parts of the basin on the basin managementtools used in France. Meanwhile, three Chinese delegations were received in theSeine-Normandy basin.A second phase (April 2012 - April 2015)has just been launched on the occasion of theWorld Water Forum in Marseilles, on 12 March 2012. It will allow testing in theZhou River sub-basin some French methodswhose relevance has been identified in thefirst phase and which especially focus on:

l Basin management, with the establish-ment of general planning for integratedmanagement of the Zhou river basin.

l Technical development, with propo -sed solutions and measures to addresspollution and eutrophication, for the pro-tection and restoration of aquatic environ-ments, the monitoring of water qualityand a warning system,

l Strengthening know-how with the orga -nization of training programmes in Chinaand France.

A jointly-prepared multiannual and practicalaction plan will specify the requirements inexpertise and training, a three-year realisticimplementation schedule and a cost estimateof cooperation for both parties. 4

Eastern Europe, Caucasus and Central Asia Early stages of the project to strengthen data administration in two pilot Transboundary BasinsIn the countries of Eastern Europe, Caucasusand Central Asia, the challenges related totransboundary water management are parti -cularly critical for future development.

The implementation of effective policies tomanage water resources while respectingnatural balance requires above all that thedecision makers, involved at regional,national, and local levels, have the informa-tion available to meet their needs and vali-dated with the partners, on water resourcesassessment and present and future waterneeds / demands.

In 2010, the French Global Environment Fund(FFEM) provided the funding of € 800,000 forjointly financing a € 2,252,000 project tobuild data administration capacity andenhancement at transboundary basin level inthe countries of Eastern Europe, Caucasusand Central Asia. It was carried out with thesupport of the French Ministry of Ecology andSustainable Development (MEDDTL) and ofthe International Office for Water.

This project, developed as part of activitiesrelated to ”the Convention on the Protec-tion and Use of Transboundary Water-courses and International Lakes”, whosesecretariat is hosted by UNECE, aimed prima-rily at strengthening, in 2 transboundary pilotbasins, the capabilities of shared data andinformation management between the various partners by using methodologies thatcan be also applied to other transboundarybasins.

Administered by IWAC (Inter -national Water AssessmentCenter) and technically coor-dinated by IOWater, thisproject began acti vities inDecember 2010:

n In the Dniester RiverBasin shared by theUkraine and Moldova, incooperation with the na-tional authorities and theDniester III project.

n In the Aral Sea Basin(Amu Darya and Syr DaryaRiver Basins) shared bythe five Central Asiancountries (Kazakhstan,Kyrgyzstan, Uzbekistan, Tajikistan, Turk-menistan) and Afgha nistan, again in col-laboration with the national authoritiesthrough IFAS Executive Committee, an international organization recognized bythe five Central Asian countries to deve -lop integrated water resources manage-ment in the Aral Sea Basin.

After a phase of objective validation with thepartners, the diagnostic phase is terminated.It has already enabled to:

l develop a database of data produ -cers, managers and users which canbe consulted online,

l organize, in 5 of the 7 countries con-cerned, workshops gathering themain data producers, to launch, with

their direct colla boration, an inventory of data sources exist-ing at national level (availableonline in Rus sian and English)and draw data flow diagramsdescribing the exchange of existing data on the main topicsof water resources manage-ment (surface water quantityand quality, rainfall, ground -water, uses, socioeconomic,environmental and geographi-cal data).

l launch an online survey that allowspartners, data producers, managers andusers, presenting their needs in terms ofinformation, management tools, servicesand training related to data administra-tion.

Based on the obtained results, an action planwill shortly be presented to the partners ofeach basin in order to define with them thepriority actions that will be developed in2012 for the final phase of the project.The results of this work are already availableon the dedicated Website and were presen -ted in several side events during the lastUNECE Environment Ministers’ Conferenceheld in Astana in September 2011.This project was presented at the WorldWater Forum which took place in Marseillesin March 2012.

The 9th Conference of the "EUROPE- INBO" group was held in Oporto, Portu-gal, from 27 to 30 September 2011, atthe invitation of ARH Norte.

It gathered 254 participants from 46 Countries.

This meeting was jointly organi -zed with the 9th General Assem-bly of the Mediterranean Net-work of Basin Organizations(MENBO).

The 9th "EUROPE-INBO 2011" InternationalConference in Oporto was organized aroundsuccessive round tables addressing the following issues:

l Water Governance in TransboundaryRiver Basin scenarios;

l Adaptation to long term challengeslinked to climate change and pre-vention of extreme phenomena;

l Water and Energy;

l River hydro-morphology, restorationand protection of water ecosystems;

l Application of the WFD in countriesnon-members of the EuropeanUnion.

75 papers were presented during thesefive round tables.

The recommendations and proposals for solutions were presented at the World WaterForum in Marseilles, from 12 to 17 March2012, during the sessions of the Region Europe:

Transboundary Water Management

Cooperation among the riparian countries tobetter manage transboundary rivers, lakesand aquifers in Europe and the Mediter-ranean should be improved.

Transboundary river basins and aquifersshould be managed in an integrated manner,based on legal frameworks common to all theriparian countries, a shared understanding ofthe challenges, based on the exchange of data and analyses, and on the involvement ofall the different stakeholders to define a"shared vision" and a common strategy forthe future to share the benefits.

It is advisable that all UNECE countries ratifythe “Water Convention” (Helsinki 1992) aswell as the amendment opening the Conven-tion to countries outside the region.

Many basins still lack effective frame-works for cooperation.

The joint bodies responsible for transboun -dary cooperation on water are still few, oftenwith a limited mandate and limited opera-tional capacity.

It is advisable to provide increased support tointerested countries for the signing of newagreements on transboundary basins, as wellas for the creation of new River Basin Organi-zations or for strengthening existing ones.

The implementation of the European WaterFramework Directive (WFD) is a path that other regions can explore, especially neigh-boring countries that share the same trans-boundary basin with EU Member Countries.

It is necessary to strengthen and widen themandate of International Commissions andtheir means for carrying out their tasks of

exchange and coordination at the level oftheir entire transboundary basin.The Basin Management Plans should be thekey instruments for this integration of trans-boundary efforts. Cross-sectoral integration

and adaptation to climate changeThe basin management approach seems thebest way to manage water resources: com-mon cause between upstream anddownstream basins should be streng -thened, particularly for adaptation toclimate change.It is essential to improve coordination between the WFD and the other European Directives on water resources management.But, above all, water management is linkedto many sectoral policies of the EuropeanUnion: cross-sectoral integration is the only way for sustainable water resources management in the future.The "Good Status" of many Water Bodies, especially groundwater, will not be achievedin the entire European Union in 2015 andsometimes beyond, without a significantstrengthening of agri-environmental mea -sures especially in the reform of the CommonAgricultural Policy.It is necessary to introduce new practices toprevent droughts and water shortages affec -ting a large part of the territory and of the European population, and to provide "sustai -nability" to irrigated agriculture, essential forincreasing food production, for securingfarms’ economy and production quality...It will be necessary to reduce waterconsumption and enhance the effective-ness of all uses.We must quantify the economic value of theservices provided by aquatic ecosystems, tobetter justify their protection and restoration.Climate change will occur with more severedroughts or floods throughout Europe.

It is urgent to develop a better "Scienceand Policy Interface" (SPI) to anticipatechanges and provide field operatorswith new tools for adapting to climatechange to be introduced in the next 2015 -2021 and 2021 - 2027 cycles of the BasinManagement Plans and Programs of Mea -sures. It is necessary:

l to reduce the risk of floods and marineflooding;

l to prevent water scarcity and drought risk(especially with a demand managementpolicy);

l to introduce innovative and ambitiousmeasures for adaptation to climate chan -ge and to its consequences on hydrologi-cal cycles.

Coordination of policies on waterand renewable energy

It is essential to balance the WFD require-ments with those of the Directive on Rene -wable Energy.The improved performance of existing hydropower plants, which have real econo -mic value, is a priority.Old infrastructure should be rehabilitated tomeet the new requirements.The infrastructures that are no longer eco-nomic should be "erased".Strategic plans for the development ofhydropower must be drafted and accompanied by measures to minimizeimpacts on the environment and im-prove the built areas versus aquatic life.Framework agreements, laying down the ob-jectives to be achieved, the requirements to becomplied with and the means for follow-upand monitoring, could be usefully generalized.A review of old hydropower concessionsshould be quickly considered.Infrastructures should meet strict requi -rements, particularly in terms of main-taining an ecological reserved flow formigrating fish species and sedimentmanagement.The new hydropower concessions or therene wal of old ones should be considered ineach basin to cover ”a complete chain ofinfrastructures” enabling their integratedmanagement and not for each infrastructureafter another.

Improvement of European and Mediterranean drinking watersupply and sanitation services

Water services have a cost and require sub-stantial funding, both in investment and operation.The Organization for Economic Cooperationand Development (OECD), in particular, pro-motes the concept of "3T" (Taxes, Tariffs,Transfers) as viable options for sustainable financing of water services.The civil society should be informed and takepart in the decision-making process.The vocational training of the employees ofwater utilities is essential to guarantee thegood design, development, operation, main-tenance and renewal of infrastructures andthe quality of the services provided to theusers. It is essential to make them a conditionfor assistance from the European institutionsand donors. Rehabilitation and protection

of aquatic ecosystemsIt is a priority target of the Water FrameworkDirective.One of the barriers is land ownership: theright to intervene in private fields, or tochange their use, should be increased.Mechanisms for regional planning on a large-scale (green and blue schemes) should be developed, Strengthening of European

cooperation in the field of waterIt is undeniable that the Millennium Develop-ment Goals (MDGs), especially in the sanita-tion sector, cannot be achieved without significant support from the European Unionand Member States to Third Countries, espe-cially in Africa, but also in Eastern Europe,Caucasus and Central Asia and in theMediterranean.The focus can be placed on increasing coo -peration between EU District Authorities, Local Authorities and NGOs and their coun-terparts in neighboring countries throughinno vative financial mechanisms such as the"1% for common cause" allowing the mana -gers of water and sanitation utilities to volun-tarily spend up to at least 1% of their incomefor national, community and internationalcommon cause actions.

It is appropriate to continue and widenthe EU Water Initiative (EUWI), tenyears after its launching, by providing itwith real means for institutional sup-ports: water should be a priority of theEU assistance-to-development policy.It is advisable that the "2nd EUWI strategy"gives more room to improved governance, financing mechanisms, transboundary basinmanagement, communication and participa-tion.To achieve these goals, it is advisable tolaunch again the dynamics of twinningbetween EU Basin Organizations andtheir counterparts in neighboring coun-tries.The participants thanked Mr. Laurent Fayein,President of the Rhone, Mediterranean andCorsica Water Agency (France), for his Presi-dency of the EUROPE-INBO Group during theyear 2010/2011.They gratefully accepted Turkey’s pro-posal to host in Istanbul the next EUROPE-INBO 2012 conference.The Delegates thanked the Portuguese Authorities and the ARH-Norte for their excel-lent hospitality and their good organization ofthis 9th Conference.Mr. Antonio Guerreiro De Brito, President ofARH Norte (Portugal), was elected Presidentof the ”EUROPE-INBO Group” for the yearto come.MENBO General Assembly thanked Mr. Fadi Comair, General Director for Waterand Energy in Lebanon, for his initiativeslaunched during his MENBO Presidency.Mr. Antonio Guerreiro De Brito, President ofARH Norte (Portugal), was elected new Presi-dent of MENBO until the next General Assem-bly in 2013.

For 5 years, from 2006 to 2010, the Euro-pean IWRM-Net project, which IOWatercoordinated, has gathered 20 organiza-tions from 14 countries involved in research programs on integrated watermanagement.Two calls for transnational projectshave been possible, allowing launchingnew research on topics such as hydromor-phology, water governance, the problems ofdrought and scarcity, climate change, but alsosocioeconomic development and evaluationof policies on Integrated Water ResourcesManagement.

IWRM-Net Scientific Coordination Project aims to guarantee the continuity ofthe research projects that were financed bythe calls for proposals of the EuropeanIWRM-Net program.

The French Ministry for Ecology, at the initia-tive of IWRM-Net-SCP, aims to include theseprojects in the broader context of EuropeanResearch on Water.

The www.iwrm-net.eu website has beenupdated and includes, in addition to a sciencepolicy information interface, links to 10 finan -ced projects, 6 of which being multinationalprojects launched in 2010 on the followingtopics:

l Water Cap and Trade (scenarios of"water markets" in Southern Europe);

l Water2Adapt (water demand manage-ment for adaptation to climate change);

l IMPACT (model of river restoration);

IWRM-Net-Scientific Coordination Project

For several years, the Science Policy Interface(SPI) has been emerging as a key to the success of the implementation of the Euro-pean Water Framework Directive.The challenge is to organize a betterdialogue between researchers andwater managers.During the official session "Science and Policy Interface: when science and inno-vation meet water policy" of the WorldWater Forum in Marseilles, organized byONEMA and IOWater, speakers and partici-pants gave solutions and recommendations.It is also necessary to promote researchresults to managers, and conversely to iden-tify research needs to be sent to researchers.The European "SPI and water" cluster,regrouping the "Stream", "Step-Wise" and"WaterDiss" projects, is a good illustration ofthe work of disseminating research results.For example, the WaterDiss partners, coordi-nated by IOWater, use their know-how to

disseminate the results of research projectsfinan ced by the 6th and7th Framework Programsof the European Commis-sion.

One goal is to re duceby 10 to 5 years thedelay for transferringre search to potentialusers.

To achieve this balancebetween research demandand supply, "WaterDiss" is organizing "broke -rage events", meetings that allow researchersto present their results.

In support, a virtual "European Water Com-munity" platform, hosted by IOWater,(www.europeanwatercommunity.eu),aims to create a scientific community accessi-ble to potential users of research.

The NOVIWAM (Novel Integrated WaterManagement Systems for Southern Europe)project aims to promote interregional coope -ration on water management at the level of river basins.

This project is funded by the EuropeanUnion under FP7 and gathers partnersfrom Albania, Cyprus, France, Portugaland Spain and will be developed forneighboring countries facing similar water management problems, existingin the Euro-Mediterranean climatespace.

The need analysis in terms of research wascompleted in early 2011.

The International Office for Water is incharge of the communication and dissemina-tion of the project results, as well as of the coordination of the French partners (Poitou-Charentes Region, INRA, IRSTEA).

In 2010 and 2011, two conferences were heldin Poitiers and Oporto on the following topics:

The "Waterdiss2.0" (Dissemination and up-take of Framework Program water researchresults) project aims to promote dissemina-tion of European research results on water.

It is funded by the European Union through it7th Research and Development FrameworkProgram.

”Waterdiss2.0” Optimizing identification and dissemination of findings of European Water research

EuropeanUnion A new list of priority substancesIOWater, associated with INERIS, has for 6 years provided technical assistance onchemical pollutants to the DG Environmentof the European Commission for the implementation of the Water Framework Directive.

In the fall of 2011, the Commission usedthe results of this work to propose to theEuropean Parliament a new list of "prio rity substances" with concentra-tions to comply with.

Using a database of 15 million analysescollected in 28 countries, IOWater created a website for experts, in a firststep, and summarizes on sheets the avai -lable data for each substance.

The site in English will be accessible toeveryone after the publication of the newlist. The collection tool used to gatherthese data will also be available.

It will allow collecting analyses on water,sediment and biota, in accordance with theneeds of the European Commission andEuropean Environment Agency.

It includes procedures for data import andexport in XML format and automaticchecks that allow for distribution in decen-tralized services and the gathering of struc-tured files.

Hazardous substancesin household products

IOWater, associated with the University ofLimoges, is entrusted by the Seine-NormandyFrench Water Agency to carry out a study ofthe discharges of hazardous substances con-tained in household products in the Seine-Normandy Basin.

The first stage of this work was to create adatabase of more than 740 substances usedin household products and their dangerous-ness as identified by various European orinternational organizations or by the WaterAgency.

It identified a list of products to be studied inmore detail in a second stage to estimate thequantities of these products used in the basinand the flows of substances discharged intosewerage systems.

IOWater will then estimate the contributionof these discharged substances after conven-tional treatment, to the pollution of rivers inthe basin.

This step will provide a number of clues andrecommendations for future actions of theAgency in this area, whether in the increase ofknowledge on this issue or the use of uncon-ventional treatments or incentives forrestricted use of these products.

IOWater is continuing its knowledgeacquisition and characterization of on-site sanitation in partnership with theFrench National Agency for Water andAquatic Environments (ONEMA) and theFrench Ministry of Ecology (MEDDTL).

It is part of the integration of environmentalvalues in recommending technical choices.

The Life Cycle Analysis thus appears to beuseful and adapted to the environmentalqualification of technical treatment facilities.

This approach is carried out by IOWater inclose collaboration with IRSTEA which isstudying the use of this method in communitysanitation treatment facilities.Ultimately, simultaneous studies will comple-ment the choice grids for on-site sanitationfacilities by integrating the environmentalvalue. It will also introduce more efficientcomparisons between community and on-sitesanitation. 4

Analysis of the life cycle to better choose on-site sanitation

The decision to transfer the responsibility of amunicipal water or sanitation utility to a Public Authority for Intercommunity Coopera-tion is always a time for doubt and uncer-tainty for elected officials. Indeed, the pro-posed ser vice, the investment choice and thepricing policy will no more result from a deci-sion of the municipal council but from a com-munity compromise that elected officials wantto understand before committing themselves.

Problems related to this transfer are complexand involve all aspects of the service. Theyare technical, administrative, regulatory andfinancial.

Therefore, the Landerneau-Daoulas Com-munity of Municipalities involving 22 towns and nearly 50,000 inhabitantsturned to the AETEQ-IOWater-Water Indus-try group to help define its future wastewatercommunity service and identify the chal-lenges faced at the time of its establishment.

The study is divided into three phases:

n First, an inventory of existing sanitationfacilities was made as well as of their equip-ment, condition and level of adjustment toregulations and requirements. Meanwhile,the organization and means of administra-tive and technical services were reviewedand a retrospective financial analysis wasconducted in each service, in order to iden-tify their strengths and weaknesses withinthe future community service;

n Secondly, a technical and financialassessment of the facilities to be createdover the next ten years had to take intoaccount the needs for facility renewal, thezoning extensions planned, the regula-tory developments (WFD) and the localconstraints regarding the protection ofland and sea environments (Master Planfor Water Management - SAGE- of Elom).Having sized the future service in terms ofhuman and material resources, a prospec-tive financial analysis proposed a pricingfor the sanitation tax.

n Finally, the group will help the new Com-munity utility to, on the one hand, set upan efficient organization and estimate thefirst budget and, on the other, to establishjob descriptions and procedures for carrying out the tasks entrusted to it.

Started in June 2010, the first two phases ofthe study are completed. The final adjust-ments, financial simulations (pricing andinvestment plan) presented in September2011 will allow the elected officials to makethe choice whether or not to transfer respon-sibility.

The ”PACA Region” is emerging as one of the major stakeholders of a territorialized water policy

In 2009, the Provence-Alpes-Riviera (PACA)Region, with all its regional stakeholders,organized the first Regional Water Meetingsand launched the Orientation Plan forrational and joint use of waterresources (SOURSE), in which the Interna-tional Office for Water participated in2010-2011 for the prospective analysisphase 2, following the assessment phase.

A prospective approach

Phase 2 was to establish contrasting andplausible prospective scenarios. About tenkey variables, including demographics, land,climate change or environmental protection,were selected, and then adapted according totwo series of assumptions which led to a setof four scenarios, after a series of meetings

and working groups with elected representa-tives, user representatives and concernedinstitutions of the Region.

These global scenarios were then adapted tosix territories in order to highlight local chal-lenges, through a series of public meetings.

Phase 3, currently in progress, should helpdefine the quantitative targets and the meansto mobilize.

The International Office for Water, withits center in Sophia-Antipolis, is also adynamic regional party and participates invarious phases of the exercise, due to itstwofold thematic (adaptation to climatechange, integrated water resources manage-ment, WFD implementation, etc.) and geo-graphic expertise (confirmed knowledge andpractice of French, European and Mediter-ranean Partner Countries’ institutions andwater stakeholders). 4

Support to DWS and sanitation

In relations with the recent transfer of themunicipal responsabilities in drin king watersupply, sanitation and storm water, the UrbanCommunity of Agen (about 70,000 inhabi-tants) wished to launch in 2010 three func-tional assessments (urban sewerage, drin kingwater supply and stormwater drainage) andcarry out infrastructure Master Plans for itsarea.

For this purpose, the Urban Community ofAgen selected International Office forWater (IOWater) as an assistant to the con-tracting authority.

Thus, in 2010, IOWater, firstly made anassessment of the administrative and technicalsituation and gathered all available documentsthat the enterprises in charge of the studies,after calls to tender, could rely on.

IOWater provided assistance to the UrbanCommunity in the drafting of all the consulta-tion documents for the calls to tender to selectthe consulting firms and analyzed and scoredthe bids of the tenderers.

Finally, IOWater monitored the progress madein the studies by the selected consultants foreach Master Plan: IRH, SAFEGE and SOGREAH-Local Authorities.

This follow-up focused on the coordination ofthe consultants’ activities, on the analysis andreceipt of deliverables for each phase, on facili-tating the necessary discussions and meetingsand, of course, on checking compliance fromthe consultants.4

For many years IOWater has been workingwith the malt houses of the Soufflet Group fortailor-made training activities on the itsFrench sites of Arcy-sur-Aube and Nogent surSeine and for a diagnostic study on the mal -ting wastewater treatment plant at Pithiviers.

In 2011, IOWater was asked for a series ofdiagnostic studies for the new wastewatertreatment plants chosen by the SouffletGroup on its sites of Nogent-sur-Seine, Polisyand Pithiviers.

For the newest plant of Nogent-sur-Seine (the largest production plant of the Frenchgroup), the objective was to check and definethe operating instructions.

But it did not stop there...

Recently the group has built a productionplant in Buzau in Romania: the site wasequipped with a wastewater treatment plantand the treatment results showed some fluctuations making it unreliable in relationwith local standards.

The objective of the on-site assessment wasto validate the sizing and operating instruc-tions.

These assessments enabled us to recommendactions to be carried out on the very short andmedium term in the plants for optimizing andreliabilizing their operation. 4

An International Public-Private PartnershipSince 2010, the International Office forWater has been involved in the WaterThink Tank (WTT), along with Prince Albert II Foundation, the United NationsInstitute for Training and Research (UNITAR), Veolia Environment and theBlue Plan.The official launching of this initiative ofPrince Albert II Foundation took place at the5th World Water Forum in Istanbul. The ob-jective is improving the capacity building oflocal Authorities in the Mediterranean basinfor implementing effective governance in wa-ter resources management through increasedinter-and intra-sectoral cooperation, beyondthe administrative barriers at local, regionaland national levels.The WTT aims to improve understanding ofthe mechanisms for local governance in orderto define solutions to shared water resourcesmanagement.

The students of the Master of Paris SciencesPo Institute on Local and Urban Strategies,with the support of Veolia Environment, havedrafted a report that details the context andanalysis. This report includes six case studiesand a dozen topical factsheets.A symposium for enhancing results Feedback on this work took place at asymposium chaired by the SovereignPrince on 10 November 2011 in Monaco,in which the International Office for Wa-ter participated. The four workshops dealt with:n Conflicts of water use in the Mediter-

ranean;n Water governance in the territories;n Technology as a solution to conflict?n The economic and financial issues of

conflict regulation.

A Side Event at the 6th World Water Forum in Marseilles This event took place on 14 March in thepresence of the Sovereign Prince, and hassuccessfully brought together around HE Bernard Fautrier, Foundation Vice-Presi-dent, the "Water Think Tank" partners, aswell as EMWIS President, several Ministersand Senior Officials of Local Authorities andSenator Jacques Oudin, promoter of Frenchdecentralized cooperation.It was an opportunity to present the workconducted by the WTT, disseminate the sum-mary paper on local governance mechanismsfor water in the Mediterranean and to presentthe new WTT thinking especially on the issueof conflicts of use in the major Mediterraneancities.4

inadequate. Given this situation, the Minis -try of Public Works andTransport has asked IOWaterregrouped with SAUR to updatethe technical requirements fordesign and construction in thearea of water and sanitation aspart of a funding by the FrenchMinistry for Economy (FASEP).

The issued requirements will be accompaniedby technical guides and sheets for educa-tional purposes for the operators and con-tracting Authorities. All the topics of the water and sanitation sectorwill be discussed: drilling, treatment, pumping,drinking water supply, wastewater collectionand treatment and on-site sanitation.Under this project, IOWater will carry out aseries of training courses for the stakeholdersof the sector, who will need to use the drafteddocuments, and it will create a web platformfor appropriate dissemination of this technicaldocumentation.4

The institutional twinning arrangement,“Strengthening institutional capacity of theMinistry of Housing and Municipal Economyto streamline water utility management atmunicipal level”, financed by the EuropeanUnion, started in March 2011.

The project, aims at enabling the UkrainianPublic Authorities to improve their water utility management according to EU stan-dards.

The duration of this European institutionaltwinning is 15 months up to June 2012.

France is the Member State, main partner ofthe project through the Ministry of Ecology,Sustainable Development, Transport andHousing that entrusted the implementation ofthe project to the International Office forWater.

The following institutions are also involved:

n Rhine-Maas and Artois-Picardy WaterAgencies and the French National Agencyfor Water and Aquatic Environments(ONEMA), as well as ”AgroParisTech”,

n The State Secretary for Water of Hungary,

n The State Energy and Water RegulatoryCommission of Bulgaria.

About 25 experts from EU Member StatesAdministrations will intervene in this project.

Ukrainian, French, Hungarian and Bulgarianpartner are involved to achieve the followingresults:

The democratic impulse instilled by the ArabSpring in the Mediterranean region is accom-panied by a strong need for access to infor-mation so that citizens can fully participate inthe socioeconomic development of theircountry.

In the water sector, this "thirst" for informationhad already been identified by the civil society during the Dead Sea Ministerial Conference on Water in December 2008.

The Ministers had already included intheir declaration the need for reliableand harmonized data on waterresources and their uses, organized inNational Water Information Systems,whose establishment is a prerequisiteto the development of sustainablemana gement policies.

The strengthening of information networkswas highlighted at the last meeting of theWater Expert Group of the Union for theMediterranean on 18 May 2011 in Barcelona.

Thus a project was presented to the Secre-tariat of the Union for the Mediterranean. It isbeing formalized for its approval, in coopera-tion with Lebanon and the Arab League.

It plans for:

n the preparation of technical and organiza-tional guidance documents, as well astools based on the international stan-dards and specifications used in otherregional systems;

n the creation or improvement of theNational Water Information Systems inpilot countries primarily to improve datacollection, management and dissemina-tion;

n several training programs on the manage-ment of data and statistics on water;

n the voluntary collection of data to feed abase of regional indicators.

This project is the "data and information"component of a larger program of gradualestablishment of a Mediterranean waterknowledge hub.

The latter would also include components onvocational training, prospective analysis,research and development (R & D), transfer ofknow-how and technologies, etc.This project is part of the extension toMediterranean Partner Countries of theenlarged Shared Environmental InformationSystem –SEIS introduced within the EuropeanNeighborhood Policy.The national component focuses onpilot countries which started creatingtheir National Water Information Sys-tem (among the approached countriesare Morocco, Tunisia, Lebanon, Jordan,Albania, Bosnia or Montenegro). These national systems rely on an interminis-terial approach using the standard of theUnited Nations System of Environmental andEconomic Accounting for Water - SEEAW. Thisapproach allows analyzing the relationsbetween the water sector and development.The project is open to the integration of othercountries and all the Mediterranean countriesare concerned by the activities of regional dialogue and exchange of good practices.Information as a vehicle for cooperationand peaceThis project was presented at a side event ofthe World Water Forum in Marseilles in March2012.In this Forum, EMWIS has coordinated Target 7 of the Priority "Contribute to cooper-ation and peace", related to the implementa-tion of transboundary Water Information Systems.

It was proposed to develop mechanisms toshare and monitor information: online inven-tories, establishment of water informationsystems, indicators and guidelines for moni-toring programs, etc.Intercontinental Mediterranean processfor the 6th World Water ForumThe Regional Committee, set up for the 6th World Water Forum and coordinated bythe Mediterranean Water Institute of whichEMWIS is part, once again showed the con-sistency of the partnerships and geopoliticalauthorities of the region.EMWIS especially contributed to the sessionson governance and organized the session onsustainable financing of sanitation in theMediterranean.This session proposed to launch an informa-tion system on sustainable recovery ofthe costs of water and sanitation ser vices, in partnership with public and private operators, local authorities, nationalinstitutions and donors.

The objectives are to improve knowledge oncost recovery, to raise the awareness of usersand decision makers on the benefit of anequitable and transparent pricing strategy,and finally to exchange experiments.4

Under the cooperation between the "Algé -rienne des Eaux" (Algerian Waters -ADE) andthe Belgian Development Agency (CTB - Algeria) regarding the component "TechnicalAssistance to Water Training Centers", IOWater was selected to organize a Seminarin Algiers on Skills Management for thirtyADE key executives in charge of managinghuman resources.

The staff of the "Algérienne des Eaux" isapproximately 27,000 people spread overfive major regions of Algeria.The methods and tools for Provisional Mana -gement of Jobs and Skills presented at this 3-day Seminar, held in January 2011, helpedto reinforce the strategy for modernizingHuman Resources Management imple-mented by the "Algérienne des Eaux", bymeeting the expectations of the participantson the following:

l Strategic challenges of Skills Manage-ment;

l Principles and basic choices structuringthe skills management policies;

l Skills Development: adaptation, develop-ment, optimization and anticipatingneeds;

l Formalization of a skills management policy;

l Career management and developmentsystem;

l Performance evaluation system andmana gement by objectives;

l Management of staff mobility;

l Management of replacement and transferof acquired know-how;

l The role of continuing education.

Numerous exchanges with the participantsshowed their keen interest.4

Algeria - ”Algérienne des Eaux” (ADE)Seminar on Skills Management for Human Resources Managers

IOWater was selected to draft a Handbookon Educational Engineering to structure andcoordinate the training offer of the new Training Center of the "Algérienne des Eaux"currently nearing completion on the site ofCherarba, near Algiers airport.The handbook should be consistent with thestrategic objectives of the center.It should:n Anticipate its evolution by integrating

concepts, tools and modern require-ments;

n Use the full potential of educational sup-port that the planned educational unitswill provide to the training center of Algiers;

n Take into account the need forcontrolling training costs and opti-mizing training investments;

n Develop a participatory approach to allow involving all stakeholders;

n Provide a transfer of know-how ineducational management and engi-neering.

IOWater selected the "ADDIE" (Analysis,Design, Development, Implementation, Evaluation) or "ISD" (Instructional SystemDesign) models that were developed in theUnited States for drafting this Handbook.This innovative action, reflects the interests ofthe "Algérienne des Eaux" in acquiring the latest methods to improve the skills for its personnel, as part of a quality approachapplied to vocational training.IOWater expert mission was completed inNovember 2011 with a training course forADE’s staff on the use of these methods. 4

Training of trainers In parallel to the construction of the watertraining center’s infrastructures in Cherarbanear Algiers, the "Algérienne des Eaux" isselecting and training the future trainers.

It entrusted IOWater with a mission to assist in this recruitment focusing on:

l Definition of the trainers’ team;

l Support to the development of profes-sional references and trainers’ skills;

l Advice in the selection of trainers;

l Development of the trainers’ trainingplan,

l Training of the recruited trainers.

The training of trainers will especially focuson the handling of the educational unitsadapted to training in real working situation.4

Started 5 years ago, thecollaboration between theWater and Sanitation Insti-tute (WSI) of the NationalOffice for Drinking WaterSupply (ONEP) in Morocco

and IOWater ’s National Water Training Center (NWTC) continued in 2011 with KFWfunding and focused on:n Completion of two training courses in

Morocco on the modeling of sewer systems and wastewater treatment plantsand on the design and sizing of pumpingstations;

n Facilitation of 3 workshops on the clea -ning of anaerobic lagoons, subcontrac -ting at ONEP and management of a sani-tation project.

ONEP’s "sanitation" responsibility is recentand many trainees, who have a large expe -rience in drinking water supply, have disco -vered its specific constraints.

ONEP also entrusted IOWater with two edu-cational engineering projects dealing with:n Design and construction of a didactical

sewer system;

n Development of protocols for practicalwork on the training unit for the treat-ment with activated sludge in BouRegreg.

MoroccoONEP and IOWater: a lasting collaboration

GIZ Morocco and the Moroccan Ministry forthe Environment are developing a strategy forthe development of environmental jobs -green jobs - in Morocco. The Kingdom has the will to acquire the skillsneeded for its sustainable development.GIZ entrusted the International Office forWater with an assignment to draft a sum -mary of the French and Spanish experienceson capacity building in environmental profes-sions.For this purpose, IOWater’s National WaterTraining Center studied at first the importanceand development of green jobs in France andin Spain (qualitative and quantitative aspects,classification of green jobs).

The roles and objectives of the institutions re-sponsible for environmental professions andenvironmental training were then identified.IOWater has also studied the strategies andaction plans used for developing jobs in theenvironmental sector in France and Spain,and the incentives used to promote greenjobs.

The lessons learned in this study, transferableto the Moroccan situation, were presentedduring a workshop organized by GIZ Moroccoand the Moroccan Ministry for the Environ-ment. 4

‰ Twinning on the implementation of the Floods Directive

An EU institutional twinning with Turkey aimsat implementing the Floods Directive and thecapacity building of the new Water Direc-torate of the Ministry of Forestry andHydraulic Infrastructures.

While EU Member States are actively workingto meet the deadline of December 2011 givenby European legislation for submitting the"Preliminary Assessments of Flood Risk", it isrecognition of the efforts made by EuropeanAuthorities to implement this important direc-tive published in 2007 and the guarantee forthe Turkish partners to benefit from a transferof a brand new experience.This 24-month twinning project to be startedin 2012 includes:n Support to the transposition of the

Floods Directive in Turkey and adap-tation of the institutional organiza-tion;

n Preparation of a flood risk manage-ment plan for the "Bati Karadeniz"pilot Basin, running to the Black Sea, inwhich an event with important conse-quences occurred in 1998;

n Preparation of the National Plan forimplementing the Floods Directive,by incorporating an economic analysisusing the regulatory impact assessmentmethod.

‰ Implementation of the Water Framework Directive in five river basins

Turkey has 25 river basins and over 120 natu-ral lakes.

The Turkish Government is now preparingRiver Basin Management Plans in accordancewith the European Directives.

Collecting data to help set goals for WaterBodies is a key condition for improving thewater resources of the country.

As everywhere in Europe, water quality isaffected by population growth, agriculturalactivities, quick urbanization, and current andfuture water demands depending on deve -lopment.

An institutional twinning is underway led bythe Netherlands with France and Spain.

Initiated in September 2011 and lasting 27 months, it aims to collect data on chemi-cal, physical and hydro-morphological cha -racteristics and to develop monitoring plansfor the basins of the Meric-Ergene, Konya,Akarcay, Sakarya and Buyuk Menderes riversas well as a monitoring plan at the nationallevel.

French experts of the Ministry of Ecology andSustainable Development, the Seine- Normandy and Rhone-Mediterranean andCorsica Water Agencies, the InternationalOffice for Water, IFREMER, and otherresearch institutes (IRSTEA, Universities ...)are contributing. 4

The Union of TurkishMunicipalities Project to create a Water Training Center in TurkeyWith the support of the French Embassy inAnkara, the International Office forWater received in June 2011 a large dele-gation of representatives from the Union ofTurkish Municipalities (TBB), who visited theFrench National Water Training Center(NWTC) in Limoges and La Souterraine.

The Union of the Turkish Municipalities hasbegun a project for the establishment of aWater Training Center (WTC) in order tomeet the practical training needs of manyTurkish operators.

The strategy chosen by TBB would beimplemented in two phases:

n First phase: adaptation of existinginfrastructure on the sites of Kayseri,south-east of the country, and that ofKoaceli, located north-west in theProvince of Sakarya;

n Second phase: creation of a "main"Training Center, which would be locatedon the Multi-professional Training Cam-pus in Ankara, for the technical staff ofthe municipalities.

An IOWater’s expert mission was orga -nized in November 2011 to analyze themethods for implementing this strategy andto develop a Training of Trainers program.4

The project for the establishment of a Waterand Sanitation Training Center (WSTC) in thePalestinian Territories is one of the main toolsof the strategy applied by the Palestinian Water Authority (PWA) under the new reformof the water sector.

The International Office for Water(IOWater) was entrusted with the feasibilitystudy of this center. This study is financed bythe French Ministry of Economy, Finance andIndustry on the French ”FASEP” Study Fund.

The Project Follow-up Club is made upof the companies SUEZ Environment,Pont-à-Mousson, Saint Gobain (PAM)and Veolia through its subsidiarySEURECA.

The staffs responsible for the manage-ment, operation and maintenance ofdrinking water supply and sanitation facilities (about 3,500 people, inclu- ding 2,000 in the West Bank and 1,500 in the Gaza Strip) are the first con-cerned by the training needs to meet.

This implies the creation of a Training Centerproviding practical and directly operationaltraining to Palestinian operators, based on real-scale educational equipment and facili-ties, to enable them to learn and acquire real"water professional attitudes".

The results of the feasibility study were sub-mitted to the Palestinian Water Authority, forstarting a negotiation phase with majordonors.

It is already planned that this feasibility study(Phase I) would be extended by two comple-mentary actions:

l The implementation of a priority trainingprogram for the staffs of the Palestinianwater and sanitation utilities.

l A support, on the one hand, to the esta -blishment of the Center provided at keystages of construction, and, on the other,after recruitment of the permanent staff,assistance in organizing activities and inmanaging the Center (development of thefirst training catalog, preparation of edu-cational kits, training of the center ’smana gement team and Palestinian trainers).

The Training Center could be located in Bethlehem, as part of the Industrial Area project developed in this city (BMIP). 4

From 23 January to 10 February 2012,IOWater received in its Training Centers inLimoges and La Souterraine an Iraqi delega-tion made up of 19 Engineers and Depart-ment Heads of the WAB (Water Agency ofBagdad) in charge of water and sanitationmanagement, especially of projects for theconstruction of new treatment plants in Baghdad (4 million inhabitants).

Financed by French ”FASEP” Study Fund andmanaged by Suez, this 3-week trainingcourse focused on:

l drinking water production,

l wastewater treatment plants,

l reuse of treated wastewater,

l leak detection in drinking water supplysystems,

l maintenance of technical equipment,

l automation of the installations,

l sustainable water resources manage-ment.

As a supplement to training, the delegationcould discover the potential of the compa-nies, members of the Environmental LimousinCenter, as regards sludge treatment, mem-brane filtration of treated water, disinfection,recovery of polluted sites and soils, etc. 4

The National Water Company - Jeddah City Business Unit (NWC-JCBU) entrusted IOWater with carrying out 36 training cour -ses, corresponding to 145 training days between October 2010 and May 2011.This first training program was mostly imple-mented by Arabic-speaking trainers previou -sly trained in France at the National WaterTraining Center (NWTC-IOWater). The educational documents used were desi -gned by IOWater to meet local conditions. The 40 training kits were developed in English and then translated into Arabic.

About 480 JCBU employees from the Waterand Sanitation departments benefited fromthis very technical training program.Two courses on "Electronics and remote mana -gement" and "Maintenance of mechanicalequipment in water plants" were delivered inEnglish for Indian, Filipino and Saudi trainees,as many foreign workers are involved in com-pany operation in Saudi Arabia, as is the casefor the NWC. These courses were in English forthose who were not Arabic speakers.Following the success of this training pro-gram, it is expected that IOWater accompa-nies the NWC-JCBU in the design and imple-mentation of a second training plan in 2012.4

Iraq - Kurdistan Integrated Water Resources Management

After decades of conflict, the autonomousregion of Kurdistan in Northern Iraq has reco -vered the stability essential to its economicdevelopment.The water resource shared with the upstreamTurkish and Iranian neighbors and the Iraqigovernment downstream is a key to thisdevelopment.Integrated Water Resources Management atriver basin level is a response to challengescurrently facing the region where access tosafe water is far from being guaranteed. The French Ministry of Finance supports theKurdish Government by funding a project inthe pilot Greater Zab River Basin to providethe Kurdish institutions with local decision-making supporting tools which are still lacking.

A consortium of French companies, involvingIOWater, the Canal de Provence Company,BRGM, and G2C IT, is leading the project forthe benefit of the Kurdish Ministry of WaterResources.The first phase of the project, which started inNovember 2010, is planning:

l The analysis of the legislative and regula-tory basis with proposals for adaptation;

l A data collection and analysis to create ashared knowledge base on water, its uses,natural environments, etc.;

l The implementation of a water informa-tion system in order to facilitate decision-making support, sharing and retrieval ofdata by the Ministries;

l The drafting of a Basin Management Planincluding prioritized measures;

l A skills transfer and training plan will beproposed.

IOWater is responsible for the part relating tothe institutional context. Proposals are made for the creation of a RiverBasin Commission in Kurdistan, as well as aDirectorate for Basin Management, whichwould be its executive unit.4

The Lebanese Aquarius com-pany sells pumping and waterpurification systems and pro-vides maintenance services. On several occasions, its offi-

cers have come for training in Limoges andLa Souterraine at the French NationalWater Training Center.Early 2011, a training course on mechanicalmaintenance of centrifugal pumps (waterintakes and sanitation), addressing techni-cians and engineers of the AQUARIUS main-tenance unit, was carried out by IOWateron the premi ses of the company inLebanon. In Lebanon, the demand for such facilities ishigh because so many homes are equippedwith a pressure module. Water is suppliedthrough a small storage tank, which can bea reserve in case of water cut-off. 4
