PENGENALANPusat Daya PengeluaranNegara.

INTRODUCTIONNational ProductivityCentre.

Pusat Daya Pengeluaran Negaratelah ditubuhkan pada tahun 1962sebagai satu projek bersama di an-tara Kumpulan Wang Khas Bangsa-Bangsa Bersatu dengan KerajaanPersekutuan, dan Organisasi BuruhAntarabangsa sebagai Pentadbir-nya.

Dalam tahun 1966 Akta (Memper-badankan) Majlis Daya PengeluaranNegara Bilangan 19 telah diluluskanoleh Parlimen dan Majlis menjadisebuah badan yang berkuasa sen-dirimulaidaripada Ihb. Mac, 1966.Akta in! dipinda oleh Akta (Pindaan)(Memperbadankan) Majlis Daya Pe-ngeluaran Negara 1975 (Akta A305tahun 1975) sejajar dengan usaha-usaha perkembangan Pusat ini.Ahll-ahli Majlis adalah dilantik olehMenterl Perdagangan dan Perindus-trian. Pusat ini diberi bantuan olehKerajaan sehingga sampai kepadamasa ia boleh berdikari.

ObjektifDi antara objektif-objektif PusatDaya Pengeluaran Negara ialah:

• menlnggikan mutu pengurusantermasuk penyeliaan di semuaperingkat;

• memperbaiki kecekapan perja-lanan perusahaan denganmember! perhatian khusus ke-pada kaedah meninggikan pro-duktiviti, memperbaiki kualitidan pengeluaran, pengurusan

The National Productivity Centre(NPC) was established in 1962 as ajoint project by the United NationsSpecial Fund and the Federal Go-vernment with the InternationalLabour Organisation as the execu-tive agency.

In 1966 the National ProductivityCouncil (Incorporation) Act No. 19was passed by Parliament and theCouncil became an autonomousbody effective as from 1st March1966. The Act was subsequentlyamended by the National Producti-vity Council (Incorporation) (Amen-dment) Act 1975 (Act A305 of 1975)to keep in line with the expandingactivities of the Centre. The mem-bers of the Council are appointed bythe Minister of Trade and Industry.

The Centre is subsidised by thegovernment until such time as it be-comes self-supporting.

ObjectivesAmong others, the objectives of

the National Productivity Centreare:

• raising standards of manage-ment including supervision atall levels;

• improving the efficiency of in-dustrial operations with parti-cular reference to methods ofincreasing productivity, of im-proving quality and output, ofreducing costs and developing

kos dan membina perhubunganbaik di antara pekerja dan peng-urusan;

• mengendallkan latihan dan ran-cangan seumpaina yang sebaik-balknya untuk memenuhi ke-hendak tempatan.

Kaedah-Kaedah LatihanSoal/Jawab dan perbincangan ada-

lah ditekankan. Latihan secara ti-dak formal dalam bentuk syarahan,perbincangan sindlket dan kajiankes boleh membawa kepada sua-sana latihan yang sesuai bagi orangdewasa. Kakitangan Pusat juga me-ngadakan lawatan susulan untukmemberi panduan dan bantuan lan-jut; terutamanya mengenai projekpraktikal yang dijalankan di kilangoleh peserta-peserta kursus. Kursus-kursus diperlengkapkan denganfilem-filem yang berkaitan denganpengurusan, sessi 'role play', ra-kaman video, makmal komputerdan lawatan sambil belajar. Waktukursus adalah dari 9.0O pagi hingga4.00 petang.

Permohonan Mengikuti KursusPermohonan bagi mengikuti kur-

sus-kursus hendaklah dibuat de-ngan memenuhi borang soal-selidikPra-Kursus yang dilampirkan di da-lam buku latihan ini. Pemohon hen-daklah mempunyai pengalamanyang berkaitan dengan kursus yangdipilih. Pilihan akan dibuat berda-sarkan maklumat yang terdapat pa-da borang soal-selidik Pra-Kursusyang tersebut. Borang-borang danpembayaran hendaklah dikembali-kan sekurang-kurongnya satuminggu sebelum kursus dijalan-

constructive labour/ manage-ment relations;

• initiating training and other pro-grammes that would best servespecific and local requirementsof the country.

Method of InstructionQuestions/answers and discus-

sions are emphasised. Informal in-struction in the form of lectures,syndicate discussions and case stu-dies creates an atmosphere con-ducive to adult training. The Cen-tre's staff also carry out follow-upvisits to give further guidance andassistance, particularly in the caseof in-plant practical projects beingcarried out by the course parti-cipants. The courses are supple-mented with relevant managementfilms, role play sessions, video recor-dings, computers and study visits.Training programmes are normallyconducted between 9.00 am and4.00 pm.

Admission for CoursesApplication for admission should

be made on the Pre-course Question-,naire form which is included withthis booklet. Applicants should havesome working experience in the par-ticular subject relevant to thecourse. Selection is based on the in-formation contained in the Pre-Course Questionnaire forms, whichare to be returned at least oneweek before the course com-mences together with the relevantfees. Applicants are advised to applyearly to avoid disappointment.

The NPC is located in the commercial centre of Petaling Jaya andwithin walking distance of banks, hotels, post office, eating outlets andshopping centres; transport by bus and taxi is easily available.

QUALITY CONTROL CIRCLES (QCC)

INTRODUCTION

Quality Control Circles can play an important role in increasing qualityconsciousness among workers and enhancing overall productivity withinthe organisation. This unique management style, which depends onclose co-operation and consultation between employers and emplo-yees in their attempt to create a better and happier working place forall, can also achieve other objectives such as:

• Motivating workers through their job tasks;• Developing leadership capabilities among the circle members;• Encouraging self-development and decision-making by employees;• Promoting more effective teamwork;• Enhancing the quality of products and services.

Although initially QCCs were introduced and practised in the manu-facturing sector, they are fast gaining popularity in the service sectoras well. Awareness of the benefits of QCC has been spreading rapidlyand further efforts are being taken to generate greater interest towardsachieving the objective of making QCC an accepted way of life amongMalaysians. In this context, the NPC offers a wide range of training pro-grammes to assist organisations in implementing and sustaining QCCactivities.

IN-PLANT TRAINING AND CONSULTANCY IN QCCIn addition to the scheduled public programmes, NPC is prepared to

provide training and consultancy programmes for individual organisa-tions on request.

In-Plant QCC Implementation Programme For organisations thathave yet to introduce a QCC programme, it is recommended that an in-tegrated approach be adopted in introducing, implementing and sus-taining a QCC programme. This approach starts with the top manage-ment making a firm commitment to support the programme. The mid-dle and lower management and the employees on the shop floor are thengradually involved in the programme.

Arrangement for such in-plant programmes can be negotiated andlollow-up services can also be included in the package.
