Mission The Training and Placement Network Program is dedicated to help, train, find jobs and

place educationally deprived individuals and professionals in the Province of Tarlac into training and/or employment until joblessness in the Province will be eradicated.

GoalTo get rid of the unemployment in the Province of Tarlac.

Objectives1. To reach out the inexperienced and educationally underprivileged individuals who are

willing to better their lives thru trainings by endorsing them with Provincial Government of Tarlac (PGT) partner companies offering skills and livelihood trainings;

2. To tap/pool the skilled and proficient individuals, job-matched and endorse them to partner companies for employment;

3. To support and work hand-in-hand with existing recruitment/employment units of the local government for the general welfare of the common Tarlaqueños.

4. To oversee the different training programs of the province, which will help Tarlaqueños either be employed or thru self-employment.

The creation of this Program helps accelerate the campaign of the Provincial Government of Tarlac (PGT) to lessen the growing number of unproductive and educationally deprived individuals who possess a range of educational backgrounds and professionals of different specialization who are in search of trainings or employment and wants to improve their economic status. The Program execution begins with the joint collaboration of the Provincial Government of Tarlac through Training and Placement Network Program (TPNP), Technical Education and Skills Development Authority (TESDA) and Local Government Unit (LGU) of each municipality and with

established manpower agencies in the region. The program covers the (17) municipalities and (1) one city of the province.

The Training and Placement Network Program (TPNP) will search and deal with the future partner companies or agencies that will deploy our fellow Tarlaqueños and will only be possible by signing the Memorandum of Agreement which will be done by the TPNP and Human Resources Officer of the Partner Company or Agency. Once the partnership is established, marketing of the program will commence and employment in Tarlac will then be escalating. Job openings/opportunities are on the partner manpower agency’s discretion to inform TPNP since they are requesting for manpower. Recruitment, screening and pooling of applicants are executed by TPNP. Successful applicants will then be endorsed to the partner company/agency subject for other pre-employment procedure before deployment to local companies and/or in the nearby economic zones/industrial parks.

TRAINING:

Program implementation commences by the joint collaboration of the Provincial Government of Tarlac through Training and Placement Network Program (TPNP), Technical Education and Skills Development Authority (TESDA) and Local Government Unit (LGU) of each municipality. Every government agency shall perform the following functions in implementing all projects:

1. Provincial Government of Tarlac (PGT)a. Exercise day-to-day direct supervision and control over the project and

its various activities such as recruitment and selection of trainees, implementation of skills training, guidance services and employment assistance;

b. Provide training equipments, tools and other facilities;c. Undertake maintenance and repairs of training equipment;d. Monitor and evaluate the training;e. Co-sign the training certificates;f. Undertake other functions that shall ensure smooth and successful

implementation of the programs.

2. Technical Education and Skills Development Authority (TESDA):a. Provide course outline;b. Provide technical consultancy and trainer’s development programs;c. Provide automatic accreditation of the training through the issuance if

certificates of training to the graduates of the program and enlist them in the permanent records of graduates;

3. Local Government Unit (LGU):a. Provide the training venue;b. Upkeep the security of all tools, equipments, and training material;c. Provide electricity and water services;d. Exercise day-to-day direct supervision and control over the project and

its various activities such as recruitment and selection of trainees, implementation of skills training, guidance services and employment assistance;

e. Assist in the monitoring and evaluation of the training;

f. Co-sign the training certificates;g. Undertake other functions that shall ensure smooth and successful

implementation of the programs;EMPLOYMENT:

1. TPNP shall seek partnership with established manpower agencies in the region. Memorandum of Agreement shall be entered into by the TPNP and Human Resources Officer of the partner company or agency for the program implementation.

2. Once the partnership was established, marketing of the program shall commence. The program covers the (17) municipalities and (1) one city of the province. Job opening/income opportunities shall be on the partner manpower agency’s discretion since they are the one sourcing for clients companies requesting manpower.

3. Recruitment, screening and pooling of applicants shall be executed by TPNP. Successful applicants shall be endorsed to the partner company/agency subject for other pre-employment procedure before deployment to local companies and/or in the nearby economic zones/industrial parks.

TPNP PROGRAMS:

1. COMMUNITY BASED TRAINING PROGRAM

Since 2008, TPNP is providing Community Based Trainings under Livelihood Training Programs for job creation and establishment of livelihood for every community of the province of Tarlac. This aims to help residents of the community to train interested individuals with the proper techniques and equip them knowledge for human development and to have decent living.

As per barangay request, a letter will be addressed to the Provincial Governor of Tarlac, attached in the letter is the list of 25-30 willing participants for every course. Offered Training Courses are as follows:

2. COMMUNITY BASED TOURISM TRAINING PROGRAM

The creation of this program shall help accelerate the campaign of the Provincial Government of Tarlac to lessen the growing number of idle skilled individuals and provide means of securing the necessities of lives in the province. Livelihood opportunity programs are community-based programs designed to help low-income families specifically the Aeta communities, start their own small businesses. The programs are designed not only to provide service or donate materials but they are also designed to empower and encourage local communities to take pride in their work, to be self-sufficient and to provide for themselves, a concept of livelihood to promote not only on fields of ecology but also will focus on the aim of sustainability.

The Provincial Government of Tarlac (PGT) had established a team for Sustainable Tourism Development that shall help in the progress of tourism in the province. One of which is the team on providing skills training on planning and development; ecotourism and general tourism; tour guiding; food tourism; and livelihood trainings, the Training and Placement Network Program (TPNP).

Before the introduction of skills and livelihood trainings from the TPNP team, the other team of Sustainable Tourism Development which is the team of Community Organization shall act upon on the aspects community awareness first, informing the local community of the development that shall take place in their vicinity. Once the understanding was established by the team, it was then the TPNP and food tourism team shall enter for providing skills and livelihood trainings working hand in hand with the Local Government Unit of the said community. These trainings will not only help many aspiring entrepreneurs to learn lessons from business operation to entrepreneurship but as well as marketing their products.

Below are the supplemental livelihood opportunity training programs that will empower communities with their work for the Municipalities of Bamban, Capas, San Jose and Mayantoc (BACASAMA):

1. Basic Cooking Methodology (Food Processing and Commercial Cooking)2. Bamboo Handicraft3. Beadworks4. Massage Therapy5. Motorcycle Repair6. Hog and Chicken Raising7. Industrial Sewing Machine Operation (ISMO)/ Dressmaking8. Flowering Plant and Herbal Plant Planting

3. CONSTRUCTION SKILLS TRAININGA vast need of Hard Skilled Workers in Construction Firms and Industries are in demand nowadays. Given that here in Tarlac, there are no training centers offering trainings on Construction qualifications, with this ground, multi-agency cooperation led by the Provincial Government of Tarlac and in close coordination with the Municipal Government of San Jose, National Irrigation Administration and TESDA will be conducting Construction Skills Training by means of extending assistance to the affected

settlers/families in the construction of the Balog-Balog Multi Purpose Dam and Reservoir Area in Barangay Sula, San Jose, Tarlac.

4. INDUSTRIAL SEWING MACHINE OPERATIONS

In view of the fact that garment industries and clothing related apparels are highly on demand in the market at the moment, TPNP grab the opportunity on providing skill training in sewing consequently targeting those in barangay level. It shall implement by conducting presentation, as information disseminating procedure, to every barangay in every Municipality with permissions from their barangay captain thereafter gathering participants for the said training. At least 25-30 participants per batch must be filled up, later, after it was completed, request letter from their barangay captain should be addressed to the Provincial Governor. Costing of the training will follow afterwards, and be approved by both parties, the Provincial Government of Tarlac and the Municipal Government of the barangay. Following is the start of the ISMO Training within the barangay, TPNO shall provide high speed sewing machines and Certified trainer as well. Training duration is two (2) weeks. Certifications of Training Completion are being awarded to successful trainees at the end of each training period. Successful trainees with satisfactory performance during the training period will be endorsed personally to the above partner garments factories for job placement.

5. PGT – D’LUXE TRAINING CENTER

The two parties Provincial Government of Tarlac (PGT) through TPNP, and D’Luxe Bags Phil. agree to cooperate and share their resources in the implementation of the program and will carry out the following function; PGT will endorse ISMO training graduates to D’Luxe Bags Phil. for continuing skilled training thereafter D’Luxe will hire automatically trainees after passing the training.

6. COMMUNITY LANGUAGE AND SPECIALIZATION PROGRAM (CLASP)

CLASP is the new training platform introduced and conducted by the Provincial Government of Tarlac that aims to provide basic skills in areas of communication enhancement and language optimization. CLASP has been derived from the PGT’s Finishing Course for Call Center agents NCII and Sutherland Global Services Tarlac’s COL (Center of Learning), it is a partnership between Sutherland and the Provincial Government of Tarlac, providing comprehensive and free pre-call center training within the province of Tarlac observing TESDA training methodology and delivering learning contents in accordance with BPO standards.

At the end of the 15-day course, the participants should be able to acquire the natural American English speech mannerisms by minimizing the accent or neutralizing the Filipino accent affected by the regional dialects with the aid of speech drills, the IPA (International Phonetic Alphabet), American idioms, conversational patterns, understanding the customer and basic call center knowledge and the foundation for customer service, to facilitate the transformation of speech patterns and understanding the call handling demeanor.

CLASP starts from pooling and assessment of applicants for purposes of evaluating level of communication skills, enabling the trainer to determine appropriate and applicable method or methods of training delivery. At the end of each training period, graduates of CLASP are endorsed to Sutherland Recruitment Tarlac for language interview, profiling

and tech assessment, from this stage, a graduate of CLASP is directly scheduled either for further training at Sutherland Tarlac site or product training, upon obtaining a specific passing rate and/or upon meeting other requirements provided for by Sutherland Global Services.

CLASP training is open to college graduates or college level applicants who has at least completed 72 units, male or female, 18 to 50 years of age, with good communication skills, with basic computer skills, and willing to be trained.

7. SECURITY TRAINING PROGRAM

Costing of the training will also be on a counter parting process. But initially, Provincial Government of Tarlac will shoulder the whole cost of training, after that 25% of the cost will be billed out to the Local Government of each municipality, then the 50% will be charged to the trainees through salary deduction after being hired to the tied up companies of Guard Skills Training Center.

8. HANJIN TRAINING ON WELDING, PIPEFITTING AND PAINTING

Ever since 2007, TPNP is determined in providing skills training then later employment through the HHIC-Phil. Inc. The SDC training program covers all aspects in welding, pipe fitting and painting from selection of quality materials, usage, workmanship, refurbishing, refinement, etc. The training program is designed to prepare every individual to gain knowledge, develop skills and most importantly be qualified for employment at said company.

Currently, the company is still very much willing to train and eventually hire welders from our province. SDC Hanjin Training Center will set schedule of interview here in the province of Tarlac. Thereafter giving date for interview, TPNP shall disseminate the information to all municipalities down to barangay level. Those who will succeed in the final interview shall start the training afterward. PGT shall provide and shoulder the housing/lodging of the trainees initially for 1 month, HHIC – Phils Inc. has proposed to provide a monetary allowance for said trainees at PhP150.00 per day to be released to them biweekly. Trainees who will successfully complete the program shall be qualified to be directly hired by the company then.

9. AGENCY/COMPANY TIE UP PROGRAM

Partnership between PGT and Agency or company wherein PGT through TPNP shall extend a monetary incentives, token, or gift to the Human Resource Officer of the partner company or agency for every applicant hired by the client company of TPNP’s partner agency. Such amount will be disbursed only to the Human Resource Officer once certification of employment of the said hired endorsee is submitted to TPNP.

10. SARI-SARI STORE TRAINING AND ACCESS TO RESOURCES (S3TAR) PROGRAM

This is a Local Convergence Partnership on Empowering Women Retailers between the Coca-Cola Export Corporation, Technical Education and Skills Development Authority (TESDA), Women’s Group of Province of Tarlac, and Provincial Government of Tarlac (PGT) thru Training and Placement Network Program (TPNP). This aims to reach one hundred thousand women all over the Philippines by the year 2020 for potential retail or

micro-enterprises development, consequently providing development interventions and assistance activities in empowering the program beneficiaries.

It mainly focused on providing formal Basic Entrepreneurship training and facilitation of access to business resources such as product and merchandising support. Parties have agreed to collaborate and work together to develop the details and structure of the program.

11. MSCTC (Microsoft Community Technology Center)

A project from which the Provincial Government of Tarlac (PGT) and Sutherland Global Services Philippines Inc. had an agreement last 2010 to implement technical education and manpower skills development program known as the Computer Skills Training Program, which offers basic computer skills in Microsoft Operating System. Training Centers are situated in the venue provided by the partner Local Government Unit. Currently there are 5 existing training centers, Tarlac City, Capas, Pura, Sta. Ignacia and Victoria.

12. TRABAHO MUNA JOBS DB TARLAC

Provincial Government of Tarlac in partnership with Jobs DB launched an on-line data base program wherein job vacancies within the province and nearby provinces are posted through the PGT website and an on line application is introduced for the Tarlaqueños. Grand Launching was held last March 4, 2013 wherein 12,861 applicants were the pilot entry in the on line data base program. The said event was made to success with the help of TESDA and PAHETI, and LGU’s provincewide.

13. Serbisyong Angkop Para sa Asensong Kabuhayan (SAPAK)

This is a collaborative effort of Provincial Government of Tarlac through Training and Placement Network Program (TPNP), Community Based Monitoring System (CBMS) and Micro Finance Team (MFT) with Philippine Chamber of Commerce and Industry – Tarlac (PCCI) with its role of providing and officiating financial literacy seminar and workshops that will help the program beneficiaries to engage more in entrepreneurship. The program also aims to provide means of living by preparing them to make sound decisions or managing their resources. At the end, participants shall be assessed and selected beneficiaries shall be granted access to micro financing to develop their business further.
