    Sub: PCDO for the month of December, 2012.

    A. ITEMS OF CONCERN(a)The existing provisions for temporary work charged establishment in

    track renewal estimate are falling grossly inadequate to meet therequirement on account of salary hike consequent upon VI th paycommission. There is an urgent need to enhance these provisions in theestimates to enable maintaining minimum establishments. A reference

    has been made to Board vide S.C.Rlys letter No.504/Genl./Temp./Estab.Dt.17.06.2011. The clarification asked by Board vide DCE(P) letter Dt15.3.12, have also been sent on 16.4.12. Further as per the directives ofBoard the establishment charges along with General and miscellaneouscharges reviewed and submitted to finance. The same will be submitted

    shortly after finance vetting. It is requested to consider and decide earlyon the issue.

    (b)The existing fleet of sleeper carriers is becoming old and will requirereplacement in time to come. There is a pressure from mechanical branchto condemn these sleeper carriers on account of age. In order to plan for

    replacement, new wagons will be required for sleeper carriers. Movementof sleepers is essential to progress all track renewal works. It is thereforeproposed to procure 300 BRN wagons for using as sleeper carriers. In this

    context a proposal for procurement of 300 BRN has been submitted toRailway Board for inclusion in RSP for the year 2012-13 but the same is

    not included. A fresh proposal is for RSP 2013-14 has been processed atzonal level for inclusion. This has been informed to Railway Board vide LrNo.W.456/PSC/I/Boxwagon/Vol.II/Rollingstock/12-13(Pilot)

    dt.13.8.2012. Board is requested to include the same.(c)The existing BRH (N) rakes are very old (20 to 30 years) and were

    converted 15 years back. All these rakes are getting condemned on

    account of age cum condition basis. Mechanical department is pressingfor condemnation of these stocks.Railway Board vide their letter No.Track/21/2006/0500/7 dt 6.6.12 haveadvised for manufacturing of 4 Nos of high speed end Unloading rakes(EUR) of 18 BRNs each, with ramp chute and bulkheads, for movement oflong rail panels from Bhilai.The Matter has already been discussed with CME, who in turn has agreedfor manufacturing of 4 nos of EURs in S.C.Railways MechanicalWorkshop/Lallaguda, provided allotment is given by Railway Board for

    New BRNs - 84 nos or Allotment of 84 nos of BRN wagons which haveresidual life of at least 8 to 10 years.Board are requested to either allot new BRNs or allot wagons havingresidual life of at least 8 to 10 years, for manufacturing of 4 nos of EURrakes of 18 BRNs each. Matter has already been referred to board.

    B. ASSISTANCE REQUIRED FROM BOARD:-1.Requirment of additional Unimats:- Presently S.C.Rly is having 7 Nosof Unimats. The total scope of work available for Unimat Machine is7660 Nos.(Total turnouts on running lines is 5271 Nos. work site tampingincluding construction and RVNL is 2389). Total Machine months

    required is 114 nos. as againest 81 months given by Railway Board. Fordoing the above work, atleast 2 nos of Unimats are required in additonalto existing 7 Nos. Board is requested to allot 2 additional Unimats forS.C.Railway.2.Creation of 3 temporary Revenue Gazetted posts:Board is requested to communicate sanction for creation of 3 temporaryrevenue gazetted posts vide CPO/SC Lr.No: P/E.Gaz/133/ Openline

    dt:15.3.2010, for CPOH/Track Machines/ Rayanapadu. Boards sanctionis awaited.3. Provision of CUG phones to patrolmen:As per existing policy CUG phones facilities is extended up tosupervisors only., For Prompt communication of unsafe situations toPWIs, station masters, CUG phones to be given to Track Patrollers, Keymen, Mates . inthis connection GM/SCR Letter to Mem. Electrical videLr.No: W/NG/22/OS/MISC dated 03.03.2010 may be connected andsuitable orders may be communicated.4. As per the RG the revised grant has been reduced to 527 crs for track

    renewal works vide Lr no 2012-B-106 dt 14.9.12. Board was requested to

    provide funds to the tune of 673 crs to complete the on going trackrenewal works & safety related works.Further Vide ref letter noB.96/XIII/1/24/RE/2011-12 dt 27.11.12, Board was requested to

    enhance the Budget allotment of Rs 673 crs for track renewal works.Board is requested to enhance the same at the earliest to complete the

    Track renewal works & safety related works.5. As per the ME lr no 2004/CE-I/GNS1,no trackmen(safety category)posts should be surrendered for various reasons. But for creation of posts

    for new assets, finance & CPO are insisting for surrender of equivalentmoney values on 1:1 basis. This is not justified in case of new assets.

    Board maygive suitable instructions to zonal railways to create posts for

    new assets without matching surrender.6..Special allowance to Keyman: As per IRPWM para 168(i) envisagesthat the keyman shall inspect by foot his entire beat once in a day boththe tracks and bridges. After implementation of 6th PC keyman andtrackman were placed in PB 1. Due to hard core duties of keyman ,trackman are not showing interest to work as a keyman. In view ofhigher responsibility being shouldered and working in hard and criticalconditions, additional incentives to the tune o 30% of basic pay similar to

    running staff may granted so as to encourage the trackman to work as akeyman. Board may please issue suitable instructions early.

    C. (i)CORROSION CONTROL MEASURES: Ref: MEs D.O. Letter No.2010/CE-racticalII/PCDO/ Policy dt.24.12.10) : The progress on various corrosion

    control measures on SC Railway, up to December 2012 for financial year2012-13, is as under.

    (ii) POSITION OF VITAL P.WAY FITTINGS: Ref. MEs D.O Letter no

    2004/TK-II/22/5/7 dt 06.02.2012. The detail position indicating status ofProcurement of vital fittings is enclosed as Annexure A (Pg No 67).

    During the month rail grinding was done for a total of546.53 km, cumulating to 11983 kms up to

    December12.4. THROUGH WELD RENEWALS BY MOBILE FLASH

    BUTT WELDING PLANT:S.C. Railway has taken up through weld renewal (TWR)works using Mobile Flash Butt Welding plant as a pilotproject. In this direction, an agency was fixed for TWR

    work using mobile Flash Butt Welding plant. Initially thework was taken up in Secunderabad-Dhone section of

    Hyderabad division and currently the work isprogressing

    betweenParbhani-Manmad sections of Nanded Division. During the month,5.50 km TWR has been done using MFBW. The total progress of TWR usingmobile flash butt welding plant on S.C.Rly, so far is 121.48 km. One morework has been awarded to ITC/Kanpur in May12 of TWR for about 17774joints and though mobile plants has been brought at site on Guntur divisionbut production is yet to be started. ITC has been given notice to take up thework early.

    5. RE-BUILDING/STRENGTHENING OF BRIDGES:-During the month 5 nos of bridges have been

    rebuilt/rehabilitated cumulating to 60 Bridges upto

    December12 against Boards revised annual target of

    58 bridges during the year 2012-13 so far.

    6. CONSTRUCTION OF RUB IN LIEU OF MANNED LCNo. 40 ON VIKARABAD-PARLI SECTION AND LC NO.23 ON DORNAKAL-MANUGUR SECTION :

    In compliance to the Budget Pronouncement ofHonble MR for elimination of manned/ unmanned

    Level Crossing Gates, during the month constructionof two RUBs has been completed in the zone, one atkm 84/0-1 in lieu of C class unmanned LC No. 40

    on Vikarabad-Parli section and the second one at km72/9-10 in lieu of LC No.23 on Dornakal-Manugursection of Secunderabad division. The RUB isprovided by inserting RCC boxes of 4.5 x 4 m at the location by box pushingmethod. Balance works are in progress. So far 14 nos of RUBs have beenconstructed out of which 7nos of LC gates have been eliminated by

    construction of Subways/RUBs on this Railway during the current year.

    7. DESTRESSING OF LWR ALONG WITH SHIFTING OF LINER CONTACTAREA:De-stressing of LWR along with shifting of linercontact area has been taken up as a drive duringthe month. As a part of the drive, 152.91 Kms oftrack has been destressed during the monthtotaling to 651.63 kms during the current year asagainst the annual target of 991.83 Kms. Furtherdrive is in progress to complete the scope for the

    year.

    8. RELAXATION/REMOVAL OF SPEED RESTRICTIONS:-Total 17 PSRs havebeen relaxed/cancelled upto December 2012 against Boards annual target of20 PSRs.

    9. MANNING OF UN-MANNED LEVEL CROSSINGS:-Total 21 nos of unmanned Level crossings have been manned upto

    December12.

    10.CLOSURE OF LEVEL CROSSINGS:-During themonth 5 Level crossing havebeen closed. With this total 29 nos of Manned/Unmanned Level crossingsgates have been permanently closed by various means up to the month ofDecember12.The details of LCs closed during the month is as given below.

    11. IMPROVEMENT TO SURFACES OF LEVEL CROSSINGS:Improvements to road surface at 4 LC gates have been provided with

    improved fiber reinforced precast CC paver blocks during this month on

    Vijayawada-Visakapatnam section in Vijayawada division.The details of the LC gates provided with fibre reinforced precast cc paver

    blocks are as under.

    12. IMPROVEMENTS TO CESS: During the montharound 10.00 Kms of cess work was completed inGuntakal-Wadi , Gooty-Dharmavaram sections in

    Guntakal division.With this 85.43 kms of formationRehabilitation/Improvement has been done on thisRailway against revised annual target of 53 km ofFormation Rehabilitation.

    13. TRAFFIC FACILITY WORKS:The existing military siding to a length of 200 meters at Bapatla is beingused for loading/ unloading of military vehicles duly

    keeping part of rake formation. To complete theloading/ unloading for one full formation, multiple

    shunting operations are involved in Bapatla yard

    there by affecting movements of other trains badly. Toover come this problem and to avoid multipleshunting operations, 3 individual spur lines havebeen developed with loading/unloading ramps for full

    formation length of 560 meters and commissioned during this month.

    14. PASSENGER AMENITY WORKS :The existing stations at Pulla, Denduluru, Vatlur &

    Gannavaram do not have any shelters and shadytrees causing inconvenience to passengers and

    station staff. To over come this problem, AC sheet

    roof at a length of 23 mtrs and 3 mtrs wide has beenprovided covering the entire building area at theseStations.

    14.2 In accordance with the MRs Budgetpronouncement, all works in connection withdevelopment of Adarsh station are completed at Alerstation. As a part of development of the station asAdarsh station, apart from face lifting to the stationbuilding, improvement to circulating area,improvement to platform surface with VDC,

    Improvement to concourse, SS office, waiting hall, booking etc. have alsobeen taken up and all these works are completed. Pay and use toilets andWater troughs have also been provided at the station. All the amenitiesrequired for physically challenged persons as per the norms are alsoprovided at the station. Beautiful landscaping with greenery and garden

    have also been developed both in the circulating area and on platform in theform of strip gardens.

    14.3The existing washable apron on Road 4 & 5 ofHyderabad station was damaged very badly. The raftunderneath the apron is good and only top layer ofthe apron needed to be replaced . The work of

    replacement of apron for a length of 390 meters, 35mof Points and crossings stretch was done within a

    period of 20 days. For this purpose a total of 30compressors with concrete breakers and 3 heavy duty proclains weremobilized for breaking and clearing the debris from the site. Fiber reinforced(RECRON fibers) M25 grade Ready mix concrete was used for the apron. TheRecron fibers will add more tensile strength to the concrete in addition to

    high resistance against surface cracks at the top surface of apron. Since the

    platforms are highly congested and there is no spacefor movement of vehicles, the concrete was pumped fora distance of 200m from either end of platform. Tohave proper bonding between old and new concrete, anadhesive material called NITOBAND SBR was used.

    15. STAFF AMENITY WORKS: -15.1 The Brightening work on A block of Rail Nilayam building behindauditorium has been completed including improvements to Bridge section insixth floor and SIB/RPF section in ground floor.

    15.2The work of provision of Shed and Platform for EOLB(Electrically operated Lifting Barrier) at S & T workshop/Mettuguda has been completed in Hyderabaddivision.

    15.3 Following Improvements to Staff Quarters have been carried out

    during themonth.15.3.1 Replacement of Doors to Quarters: 103 units (Guntakal-16, Gooty-09,

    Cuddapah-04, Renigunta-60, Raichur-06, Anantapur-04, Pakala-03, and

    Madanapalle rd-1)

    15.3.2 Repairs to Leaky Roofs: 76 units (Guntakal-14, Cuddapah-06,

    Renigunta-10, Raichur-20, Anantapur-04, Dhone-10, Pakala-10, Madanapalle

    15.3.3 Provision of path ways: Quarters 47 units (Guntakal-03, Cuddapah-04,

    16.SUNDRY EARNINGS:-The miscellaneous Sundry earnings achieved for themonth of December 2012 is Rs.4.01Cr, totaling to a cumulative earnings ofRs.38.92 Crs against proportionate target of Rs 37.50 Crs and Boards annual

    target of Rs.50 Cr.

    17.DISPOSAL OF SCRAP:-P.Way Scrap for a quantity of 8216 MT was offered forsale during December12 cumulating to 51689 MT against proportionate target

    of 54844 MT and Boards annual target of 73125 MT. It is expected to improve

    & achieve the target in coming months.

    PCES PERSONAL COMMENTS ON THE RUNNING OF CC+6+2T ANDCC+8+2T LOADED WAGON OPERATIONS.

    (a)

    Detailed reports have been submitted to Rly. Bd. Vide letter No.W.413/Higher Axle load/Vol.II dt.19/21.6.07 and Lr. No. W.413/Higher AxleLoad/Pilot Project dt.26.4.07. Quarterly review reports by Multi DisciplinaryCore Group are being sent to Board regularly. Running of CC+6+2T andCC+8+2T loaded wagons on various routes is a welcome step as per traffic

    need and in the interest of Railways. However, track & bridges are requiringgreater attention & inputs for which we should enhance the resources &strengthen the maintenance organization.

    (b) Rails on some of the sections are showing early sign of distress and failingprematurely on passage of 60% to 70% of stipulated GMT. The trend offailures is disturbing as the flaws are growing nearly vertical and at a muchfaster rate than expected, resulting into failures in between the two rounds ofUSFD testings, even without being detected in some cases.

    The matter has been referred to RDSO/Board vide letter No. W.507/RB-RDSO/Vol.III dt.5.1.09 and dt.25.2.09 for devising a suitable method fortimely detection of such flaws. In addition, large numbers of OBS flaws arealso developing in the rails. Recently a peculiar rail fracture at a very earlystage at 305 GMT on 60kg rail took place in KZJ-BZA section, showing

    fatigue failure due to GFC defect covering almost full head area. The casewas referred to RDSO vide Rlys letter No.W.509/P/AT/Welders and Weldingdt.18.1.12 and joint inspection by SAIL.RITES & S.C.Railway was conductedon 13.1.2012. The rail piece has been sent to RDSO for further analysis.

    This calls for immediate review of criteria for rail renewal. It is also felt that

    in view of such signs of distress at an early stage, Railway will have to planfor early replacement of rails considering number of fractures and defects

    being detected during USFD testing.(c) All additional weigh Bridges planned on S.C. Railway have been completed &

    commissioned. Further review has been taken up to provide 7 moreadditional weigh bridges.
