Purpose The purpose of this document is to provide information on the traffic management associated with the daily operations of the Upper Campus Store and Biological Science South (E26) Loading Dock including the surrounding area and activities such as Estate Management waste contractors skip bin included, liquid nitrogen stores and refills, fieldwork and dive store access and construction works with Biological Science North (D26) and upcoming Biolink (E25) works.

Information contained in this document is relevant to all regularly accessing the loading dock, and surrounding areas and ensures the safe movement of vehicles, mobile powered plant and pedestrians within, through and around the area. It is the responsibility of the Upper Campus Store Manager, other relevant UNSW Management or Operational staff and construction site owners Multiplex to ensure that UNSW policies and procedures referred to in this document are managed and current. It is the responsibility of contractors, couriers and all UNSW staff carrying out regular daily operations within the area to ensure they observe and adhere to the UNSW policies and procedures referred to in this document.

General Operations Upper Campus Store Operating Hours All Upper Campus Store operations will be conducted between the following times: 7:30am – 4pm Monday to Friday CLOSED Saturday and Sunday Location E26, Biological Science South LG018 Loading Dock, Via Gate 11 Botany Street, UNSW, Kensington, SYDNEY, NSW, 2052 Map – Attachment 1 UNSW Shared Access Routes – Attachment 2 Access and Routes to Store and Central Services Clear pathways have been marked for all buildings within the upper campus precinct to access the following:

• General Waste Store • Chemical Waste Store • Biological Waste Store • Gas Cylinder Store • Upper Campus Store • Skip Bin • Loading Dock • Liquid Nitrogen refill • Dive and Field Stores

Inductions are to be completed for some of these areas before access can be given. Inductions are to be conducted by local managers as displayed on Safety Posters. Initial inductions for gas cylinder store are conducted by the Store’s Manager. IMPORTANT: These pathways are also shared with vehicles, trucks and powered mobile plant. UNSW Shared Access Routes – Attachment 2.

Multiplex – Shared Access Works still pending for Biolink (E25). Upon commencement, shared accessed with MPX to continue into 2020. Multiplex will communicate with UNSW on continuous works throughout the project.

Loading and Unloading Only trained personnel are allowed within loading zones, pedestrians must stick to allocated pathways. The loading dock will only be used for vehicles and trucks to unload deliveries, equipment and any items that are to be delivered to the precinct (Bioscience, Samuels, Wallace Wurth, Lowy and occasionally Matthews). Each bay is a restricted 15-minute loading and unloading zone only, strict fines will apply. Long term parking is not permitted in loading zones, this is reserved for deliveries, drop off/pick up only. To allow continuous movement of traffic within the area, no courier or vehicle is to park outside of loading bays. The area is also used as an emergency egress – vehicles MUST NOT PARK ACROSS EGRESS PATHWAYS.

Use of the area after hours is permitted to those with access to buildings within the precinct (Biological Science, Samuels, Wallace Wurth, Lowy and Matthews). It is the responsibility of the user/operator to coordinate with UNSW security and ensure work is conducted in line with UNSW’s Health and Safety’s Working After Hours Guideline. It is courtesy to make The Upper Campus Store aware of any after-hours movements within the loading dock, approval from Store Manager is not required unless there are possibly disruptions during Store operating hours.

Dedicated Bay 4 Bay 4 is a dedicated bay designated for use with the Dive and Field stores rooms only. It is the responsibility of drivers not to park in Bay 4 contrary to all signage. The risk of staff injuries involved in Fieldwork and Dive stores activities is high resulting in the dedicated use of the bay for loading and offloading of equipment and access to trolleys to be used by UNSW staff, students and volunteers associated with Fieldwork/Dive activities.

Security- Store Areas Strict access to main store areas during operational hours apply unless accompanied by store staff. Access is limited outside of regular operational hours to those who have been granted access by Store Manager, this includes stores staff and contractors who have been inducted into the area/s. Anyone requiring access to the holding area to load/unload will need to arrange prior with Store and be accompanied by Stores staff. Any after-hours work to be conducted will need to be approved by the Store Manager and will need to be coordinated with UNSW security and conducted in line with UNSW’s Health and Safety’s Working After Hours Guideline. Any person found inside a building after hours without authorisation or an access card (with their name and photo on it) will be asked to leave the building immediately. All store areas are locked by either swipe or key. Strict access to chemical, liquid nitrogen and gas cylinder holding areas applies always, only stores staff and those who have been inducted have access to these areas. Access will only be given to gas cylinder holding area once an induction has been completed as this is a shared zone. Access will only be given to liquid nitrogen holding area by Store Manager or Cold Storage Systems Manager. There will be no access given to stores chemical holding area unless in certain circumstances where the Store Manager sees necessary.

Traffic Control The E26 loading dock and building corridors/walkways leading to and from are designed for foot traffic, mobile powered plant movement and delivery vehicles with pedestrian exclusion zones in some areas. All signage must be observed whilst travelling through these areas, all pedestrians and mobile powered plant must adhere to walking pace to minimise the risk of collision. Bicycles, scooters, skateboards, roller blades etc. must not be used inside the buildings, the use of headphones through the corridors and within the loading dock is also highly discouraged. Details of how traffic risks are managed for the high frequent operations occurring within the Upper Campus Store and E26 loading dock are provided below. To avoid collisions, it is of extreme importance pedestrians/users become familiar with this document, plan accordingly and follow all traffic controls within the loading dock and Store area. Pedestrian pathways are clearly marked. NOTE: There are strict pedestrian exclusion zones within the loading dock and Store areas. Most store activities take place within exclusion zones. IMPORTANT: There are points where pathway is shared with vehicles, trucks and powered mobile plant. The following maps mark out pedestrian pathways and additional specific loading zones. Access Routes – Vehicles, Powered Mobile Plant and Pedestrians Pedestrian Movements There is to be no pedestrian access through loading zones, pedestrians must stick to the routes marked on the map and marked pathways within the loading dock. Store has barricades for those crossing from Samuels in to the loading dock area and times have been scheduled for waste movements, these movements are to occur between 7:30am – 9:30am and 3pm – 4pm only and when there are no vehicles within the loading dock. Barricades are to be used as shown in pictures below when moving waste to and from the building to ensure no vehicles enter the area. For access to all other services and store, pathways marked in attachment 2 (Shared Access Routes) will be used.

Vehicles, Powered Mobile Plant Movements Mobile powered plant is operated daily within the loading dock and main store areas (holding and main store warehouse). This route is shared with pedestrians, pedestrians must keep to the ‘three metre rule’ away from an operating vehicle

- Within Store Warehouse Areas Times these movements are most likely to occur:

o During early morning and late afternoon (at 7:30am and again at 4pm) when forklift is moved from inside Store holding area out into the loading dock/bay area and back. To and from the forklift parking zone.

o When Store inventory is needed to be placed on pallet racking within the Store warehouse. A barricade will be placed across the entry to Store warehouse to ensure pedestrians do not enter while forklift is in operation.

- Between Loading Dock and Lowy Lower Ground Mobile powered plant will operate from the loading dock, to the Lowy tunnel, via the D26 plant room when required for heavy loads such as equipment and animal feed to avoid any potential collision with pedestrians through the E26 LG tunnel. NOTE: parts of this route still include shared pedestrian access pathways, these routes are marked out in Loading Dock Shared Access Routes – Attachment 2.

Forklift will be spotted by Store staff when operating within building areas. Pedestrians must obey the directions of the forklift driver and/or spotter. In E26 Loading Dock – These movements will occur during the day between 7:30am and 4pm. To minimise the movement inside the building, forklift will be parked in designated parking area within the loading dock for the whole day unless the above-mentioned movements are needed. When loading/unloading from vehicles and there are no Store staff available to assist, Store will have the delivery driver become the spotter within the loading dock area. Store operators will explain the

layout and parameters/exclusion zones for pedestrians and operators prior to operation so the driver/spotter is aware of the movements most likely to happen during operation. Couriers are also wearing the correct PPE for this operation, Store can also provide PPE. This is what is most reasonably practicable. Where necessary other Store staff may need to be used as traffic controllers also. Pedestrians must obey the directions of the forklift driver and/or spotter.

It is the driver’s responsibility to ensure: • The loading dock area/operating area is clean of any Styrofoam or cardboard during the

removal and that any overflow is placed in truck or back in bag/bin allocated, • The clean-up of any spilt general or chemical waste or containment is carried out for any

spills that may occur during the removal of waste, • Caution is used when wheeling bin between loading dock and bin location within LG

corridor,

• They follow correct operational procedures to ensure the safety of themselves and pedestrians within the area whilst the vehicle is in operation,

• Road rules within the loading dock are observed and followed, • Communicate with other vehicles, Store staff and pedestrians as needed, • Pedestrians are excluded at least 3 metres from the vehicle whilst in operation or during the

removal of chemical waste, • The temporary barrier or spotter is always used where needed during operation as crossing

the loading dock is one of the main pathways for pedestrians accessing general waste. • The temporary barrier is always used on the eastern side entry to the loading dock during

operation as this is the main pathway for pedestrians accessing general waste,

• Pedestrians using the crossing through the loading dock are diverted away from the truck

and along a safer route as truck is parked across the pedestrian walk way,

It is the Stores responsibility to ensure:

• The area is clean of any spills during the unloading/loading of dangerous goods, • A spotter is used during any operation of the forklift, apart from Store staff this would

generally be the delivery driver within the loading dock and Store staff within the building, both whom are equipped with correct PPE,

• Communicate with other vehicles, Store staff and pedestrians as needed.

There should be no pedestrian access to the following during operation: - General waste store, - Chemical waste store, - Biological waste store, - Skip bin, - Eastern entry to LG071 (bulk tank) – the tanker may also cross over the pedestrian crossing at

the eastern side of the building.

Radiation Waste waste from the radiation room, LG E26, will be placed on a pallet within the loading dock when ready for collection as this is too large to fit in to the chemical waste room. The material at the concentration in the finished container is below the level that would classify it as radiological waste, there are no hazardous materials contained within.

Multiplex Construction Multiplex are to coordinate and communicate with the Upper Campus Store and UNSW on all works planning to be scheduled in and around the loading dock and Store areas. Work carried out within the loading dock and Store areas should be scheduled outside Store operating hours where possible, any work planned within working hours is to be coordinated and approved by Store Manager. Multiplex is responsible for following correct operational procedures to ensure the safety of themselves and pedestrians within the area whilst carrying out any operation at any time where Multiplex are the ones conducting the work.

Health and Safety Forklift, Pedestrians, Couriers The following traffic control measures have been put into place within and around the Stores and E26 loading dock areas:

• Signage • Speed limit signs • Barriers, temporary and fixed • Markings • Mirrors • People Management • Designated forklift parking • Clearly marked pathways for pedestrians and forklift, see UNSW Shared Routes Access Map

Bike Use Riders are required to stop and walk your bike to and from the E26 loading dock and Lowy building via the LG passageway, consider the safety of not only yourself but that of others. Walking pace reduces the risk of collisions and we actively discourage running in corridors for this reason. IMPORTANT: These pathways are shared with vehicles, trucks and powered mobile plant. (see UNSW Shared Access Routes Map – Attachment 2).

Noise Required work is regularly carried out within the loading dock between the hours 6am and 5pm, noise is mostly generated by trucks, cars and forklift. Noise levels produced within the area are low risk to staff and are isolated by distance to the wider UNSW community and residences within the area. UNSW must consult, coordinate and communicate with the Upper Campus Store and other relevant parties on any activities whereby noise within the loading dock may be hazardous so that all risks are eliminated or minimised where possible.

Multiplex Multiplex are to coordinate and communicate with the Upper Campus Store and UNSW on any additional work to that already mentioned on page 4 of this document and are responsible for ensuring any noise is compliant with NSW WHS Act. All noise is also to be communicated to those residences within E26 and surrounding buildings.

Dangerous Goods Goods delivered directly to the Upper Campus Store are loaded/unloaded by Stores staff only, all staff are trained to handle dangerous goods and are compliant as per safe work procedures. Any dangerous goods to be unloaded directly by the end user are the responsibility of the end user, the paths marked out for pedestrians must be used as appropriate. Gas cylinder companies delivering directly to the shared cylinder store and liquid nitrogen store have been inducted into the area and must use loading zones and pathways as directed. It is the responsibility of the company to ensure they are compliant as per their own safe work procedures. Liquid nitrogen portable vessel and bulk tank fills to Store and precinct are conducted by the supplier who are competent to carry out the activity.

Cleaning of Loading Dock The loading dock is cleaned by ride on sweeper once a week, daily between 9:30-10am and maintained as per required. Cleaning is undertaken by UNSW contractors NRG Cleaning.

Spills The response plan will be determined by the nature and size of the spill. All Store staff are trained in spill response training and will revert to current safe workplace procedure which covers all Store areas. UNSW emergency shutdown procedures will also be followed and are also listed within the safe work procedure. In the event of a spill the individual(s) who caused the spill is responsible for prompt and proper clean-up. Those regular activities listed under Traffic Control are responsible for any spill that may occur during the operation. This also includes working after hours, UNSW must be notified as needed.

The Store must be notified of the spill so correct measures can be taken to ensure the area and surrounding areas are safe and clear of hazards during and after cleaning up.

Equipment and Machinery Equipment can be loaded/unloaded with forklift or gantry crane, only to be operated by the Upper Campus Store staff. Stores staff are trained on all mobile powered plant owned by the Store and gantry crane and compliant as per safe work procedures. Any equipment or machinery unloaded by courier or supplier is not the responsibility of UNSW, it is the responsibility of the company to ensure they are compliant as per their own safe work procedures. Pallets are stacked within the loading dock between bays and front of the Stores holding bay and are re-used by the Store and couriers as needed. Pickups are scheduled as needed for any overflow.

Couriers It is the responsibility of all external companies delivering goods to the Store or the precinct to ensure they are carrying out the correct handling and safety procedures as per their own safe work procedures as well as working in line with the Upper Campus Store Loading Dock Traffic Management procedures. This includes those listed under the activities listed under the Traffic Control section of this document.

Communication Loading Dock and Store Activities Changes to any of the procedures within this document are to be communicated to the Upper Campus Store Manager to ensure best management of the loading dock and currency of this document. As some of these zones are shared, it is the responsibility of those listed below under the Traffic Management Panel, Store staff, Multiplex and anyone who regularly uses the loading dock to communicate any change. This is applicable for permanent and temporary changes. The Upper Campus Store will communicate all Store and loading dock activities to precinct, couriers, suppliers and Multiplex where required and relay all relevant information from within the precinct where general operations may be impacted. This document will be reviewed and updated as required. It is the responsibility of the Upper Campus Store and the Traffic Management Panel to initial the distribution of this document. It is then followed that all areas are to distribute to the relevant parties to ensure they are aware of the activities and procedures listed in this document.

Multiplex Multiplex are to communicate on all activities when required where operations may be impacted, this also includes work after hours. The Upper Campus Store will continue to communicate where needed as per listed under Loading Dock and Store Activities.

Traffic Management Panel The Traffic Management Panel has been formed to ensure currency of this document and that best practices are followed. Some panel members are responsible for some of the sections within this document in which each panel member will manage, review and update.
