TRAFFIC MANAGEMENT MEASURES ON STREETS IN THE VICINITY OF THE RUGBY FOOTBALL UNION STADIUM, WHITTON ROAD, TWICKENHAM TO FACILITATE THE

HOLDING OF THE RUGBY WORLD CUP

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames, having consulted the London Borough of Hounslow, on 30 July 2015 made the above Order under sections 6, 45, 46, 49 and 124 of, and Parts III and IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The Order shall come into force on 15 August 2015.

2. The general effect of the Order is to:-

(a) amend the hours of operation of the Event Day Zone between 15 August 2015 and 1 November 2015, on Event Days at the Twickenham Stadium so that it operates from 7am on the event day until 2am the following day and the said period shall not continue for more than 18 consecutive hours;

(b) suspend the one-way working which operates in Heathfield North, Heathfield South and Latham Road, Twickenham;

(c) introduce a road closure in Station Road (part), Station Yard and Railway Approach when deemed necessary

• Hospital Bridge Road shall be open to both north and southbound traffic on match days.

The Order shall cease to have effect on 1 November 2015.

3. Copies of the Order, a plan showing the location and effect of the Order, and the

Council’s Statement of Reasons for making the Order can be inspected:

(a) at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays;

(b) on the London Borough of Richmond upon Thames website at www.richmond.gov.uk/public_notices;

(c) at the Forms and Documents Counter, Civic Centre, Lampton Road, Hounslow TW3 4DN between 9am and 4.15pm Mondays to Fridays except for Bank and other public holidays; or

(d) on the London Borough of Hounslow’s website at: www.hounslow.gov.uk by typing in the term “traffic notices” in the search bar.

Coming into operation: ** *** **** The Council of the London Borough of Richmond upon Thames with the consent of the Council of the London Borough of Hounslow by an agreement made under Section 101 of the Local Government Act 1972(a), having consulted the Commissioner of Police of the Metropolis, in exercise of the powers conferred by Sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984(b), as amended by the Local Government Act 1985(c), the New Roads and Street Works Act 1991(d), the Traffic Management Act 2004(e) and all other enabling powers hereby make the following Order — Citation and Commencement 1. This Order may be cited as the London Borough of Richmond upon Thames

(Twickenham Stadium Event Days) (Supplementary Provisions, Rugby World Cup) Order 201* and shall come into operation on ****.

Interpretation 2. (1) In this Order the expression “enactment” means any enactment whether public,

general or local and includes any order, bye-law, rule, regulation, scheme or other instrument having effect by virtue of an enactment.

(2) Any reference in this Order to any enactment shall be construed as a reference to

that enactment as amended, applied, consolidated, re-enacted by or as having effect by virtue of any subsequent enactment.

(3) The Interpretation Act 1978(f) shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.

201* NO. ** Supplementary Provisions 3. (a) Without prejudice to the validity of anything done or to any liability incurred

In respect of any act or omission before the coming into operation of this Order, the London Borough of Richmond upon Thames (Twickenham Stadium Event Days) (Parking Places) Order 1999(a), as amended, shall have effect as though for the meaning of "permitted hours" given in Article 3(1) of that order there were substituted the following:- “permitted hours” means a period starting not sooner than 7am on event days and ending not later than 2am on the following day, and shall be such that the said period does not continue for more than 18 consecutive hours”.

(b) Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into operation of this Order, the London Borough of Richmond upon Thames (Twickenham Stadium Event Days) (Waiting Restrictions) Order 1999(b) shall have effect as though for the meaning of "prescribed hours" given in Article 3(1) of that order there were substituted the following words:-

“permitted hours” means a period starting not sooner than 7am on event days and ending not later than 2am on the following day, and shall be such that the said period does not continue for more than 18 consecutive hours”.

(c) Without prejudice to the validity of anything done or to any liability incurred

in respect of any act or omission before the coming into operation of this Order, the London Borough of Richmond upon Thames the London Borough of Hounslow and Transport for London (Prescribed Routes) (Events at the Rugby Football Union Stadium, Twickenham) Order 2012(c) shall have effect as though:-

(i) there were added to the Table in Schedule 1A of that Order the

following items:- “16 Station Road”

(ii) there were added to that Order

“9A Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into operation of this Order and subject to the provisions of Articles 6 and 10 of this order, the London Borough of Richmond upon Thames (Heathfield North and Heathfield Road South, Twickenham) Order 1995(d) and the London Borough of Richmond upon Thames (Prescribed Route) (No. 1) Order 1985(e) shall be suspended, the effect being that two way working will be permitted in Heathfield North, Heathfield South and Latham Road, Twickenham.

EXPLANATORY NOTE (This Note is not part of the Order but is intended to indicate its general purport.)

This Order amends the hours of operation of the R Zone Event Day Parking Zone and associated waiting restrictions, introduces an additional road closure in Station Road, Twickenham and suspends the one-way working in Heatfield North, Heathfield South and Latham Road. The purpose of the Order is to facilitate the safe and expeditious movement of traffic including pedestrians whilst the World Cup is taking place at the Twickenham Rugby Football Union Stadium.

ROAD TRAFFIC REGULATION ACT 1984 THE LONDON BOROUGH OF RICHMOND UPON THAMES

(TWICKENHAM STADIUM EVENT DAYS) (SUPPLEMENTARY PROVISIONS, RUGBY WORLD CUP) ORDER 201*

The purpose of this Order is to make certain changes to the provisions of the Orders which are in force for Event Days at the Twickenham Rugby Football Stadium. The hours of operation of the CPZ are being extended to 2am to allow for the safe movement of traffic and pedestrians after an event has ended. Some of the kick off times for the Rugby World Cup matches will be at 8pm, which is later than the kick off times for events which are covered by the current Order. The Order makes provision for the closure of Station Road, Twickenham, which will be required as an additional safety measure in the event of large crowds. Heathfield North, Heathfield South and Latham Road, Twickenham will be made two-way to facilitate access for residents on match days.
